Automatic Control for Ship Collision Avoidance Support-III (선박충돌회피지원을 위한 자동제어-III)

  • Author presented some study with regard to “automatic control for ship collision avoidance system” before. Those papers are to deal with unsolved problem,; in the previous study. In this paper, two issues relating to ship collision avoidance were investigated. One is to suggest a new algorithm of avoidance of a group ship. This algorithm is useful when a ship takes avoiding action for a group fish boats and a group of merchant vessels. In the stage of taking avoidance action, newly-developed algorithm was used. the other is to develop a unified model of collision risk. Generally collision risk changes according to various type of encounters. The new model is to take into account of these situations. The above-mentioned algorithm and model were verified through simulation under various encounters between ships.

  • From the research which it sees the safety regarding a high-speed railway vehicle collision and a derailment evaluation research it an example and executed. Japan, France, Germany and Spain, Italy and with our country together it compared a high-speed railway vehicle collision of the high-speed railroad operating nation and derailed relation safety standard and safety against the evaluation system trade name comparison it analyzed. The research which it sees it led and the accident instance against the hazard analysis against the collision and a derailment of the high-speed railway vehicle and a risk evaluation together and a high-speed vehicle collision and derailed it cannot prevention plan from hereafter domestic comparison it analyzed forecast it presented.

Basic Research for the Development of Collision Risk Model of Passing Vessels at an Anchorage (Safety Domain) (정박지 통항선박의 충돌위험 모델 개발을 위한 기초연구 - 정박지 통항선박의 안전 -)

  • The purpose of this study is to obtain a safe area for a passing vessel between anchored vessels by developing a model to predict the collision risk, frequent collisions occur between the anchored vessel and the passing vessel through the anchorage. For this, this study selected the southern anchorage of Busan port, which is the largest harbor in Korea, as the target area and extracted and analyzed VTS (Vessel Traffic Service) data during the period in which anchored vessels were the most waited. The ratio of D/L for each bearing was obtained to determine the safe distance (D) passes based on the length (L) of the passing vessel between anchored vessels. Based on the average domain of the D/L ratio distribution, the percentage of anchored vessels within the scope of the pre-studied ship's domain was analyzed to obtain a domain reflecting the degree of risk of VTSOs. Further research will evaluate and analyze the collision risk of a passing vessel using Domain-watch, the minimum safe distance between anchored vessels, and the safe domain of a passing vessel through anchorage, to develop a model for VTS to manage anchorages more efficiently and safely.

  • The prevention of marine accidents has been a major topic in marine society and various policies and countermeasures has been developed, applied to the industries. Formal Safety Assessment is a structured and systematic methodology, aimed at enhancing maritime safety, including protection of life, health, the marine environment and property, by using risk and cost-benefit assessments. In addition, it provides a means of being proactive, enabling potential hazards to be considered before a serious accident occurs. In this paper, we has been screening and ranking of hazards using fuzzy structural modeling method and quantitative risk assessment for the ship's collision in the last 10 years marine accidents.

A Study on the Risk-Management Based of Relief Train Operation (위험통제기반의 구원열차운전에 관한 연구)

  • In the event of continued train operation being impossible as the result of a breakdown, it will be essential to dispatch a relief train to recover the broken down train. Operation of relief train carries with the risk of collision in the process of connection with broken down train. The present study looks at the suitability of risk management procedures and associated problems in the light of case studies of relief train operation, and of national legal standards and railroad company regulations. It looks at appropriate methods of risk management and the problems that can arise. Based on the study a method is proposed of operating the relief train which is consistent with appropriate risk management. The proposed method will improve the safety of relief train operation, It is hoped that the results of the study will be reflected in relevant laws and operating company regulations, and so contribute to enhancing the overall level of railroad safety.

  • A report released by the Chinese Maritime Court found that the natural environment and other objective factors have greatly reduced the risk of ship collision accidents with the advancement of technologies. However, collisions between merchant ships and fishing boats occur frequently along the coast during fishing seasons, which should be highly valued. International conventions and domestic legislation in China comprise detailed laws with respect to ship collisions, but the theory of ship collision infringement needs to be improved, enriched, and developed. Meanwhile, the development of the tort liability law provides theoretical support for ship collision infringement. As far as China's ship tort legal system is concerned, the research on ship collision tort damage compensation is relatively extensive, and the constitutive elements and causality of ship collision tort liability have also been studied in depth. The purpose of this paper is to explore the domestic legislation applicable to disputes related to ship collisions in China. As these laws are unclear on the resolution of disputes resulting from ship collisions, significant attention has been focused on the final judgments by the Supreme Court of China (SPC), as well as the judicial judgments set by the Maritime Court of China.

A Study on the Location of Bicycle Crossing considering Safety of Bicycle Users at Intersection (자전거 이용자의 안전성을 고려한 교차로 자전거 횡단도의 설치 위치에 관한 연구)

  • PURPOSES : Recently, there are increasing bicycle accidents along with increasing bicycles users. Bicycle accidents occurred frequently by perpendicular collision form at intersection inner. In order to improve safety of bicycle, drivers need to be aware of bicycles on the road and intersection geometric designs need to be designed to reduce risk associated with collisions between bicycles and car. This study aims to review the location of bicycle crossing in the viewpoint of bicycle safety. METHODS : Four types of bicycle crossing by curve radius and driver's check around the behavior are set to simulate the risk of collisions between bicycles and car turning right. Simulation using fortran programming are conducted on total 60 cases. RESULTS : Bicycle crossing located behind of crosswalk is lower the risk of collisions with car in all cases. In addition to the larger curve radius of pavement edge at intersection and the more pay attention to the rear by the turn head to the right is too low the risk of collisions with car. CONCLUSIONS : It is show that the location of bicycle crossing is safer behind than in front of crosswalk in the viewpoint of bicycle safety.

  • Recently, there are many researches on active safety system of intelligent vehicle. To reduce the probability of collision caused by driver's inattention and mistakes, the active safety system gives warning or controls the vehicle toward avoiding collision. For the purpose, it is necessary to recognize and analyze circumstances around. In this paper, we will treat the problem about collision risk assessment. In general, it is difficult to calculate the collision risk before it happens. To consider the uncertainty of the situation, Monte Carlo simulation can be employed. However it takes long computation time and is not suitable for practice. In this paper, we apply neural networks to solve this problem. It efficiently computes the unseen data by training the results of Monte Carlo simulation. Furthermore, we propose the features affects the performance of the assessment. The proposed algorithm is verified by applications in various crash scenarios.

A Study on Intention Exchange-based Ship Collision Avoidance by Changing the Safety Domain

  • Even if only two ships are encountered, a collision may occur due to the mistaken judgment of the positional relationship. In other words, if an officer does not know a target ship's intention, there is always a risk of collision. In this paper, the experiments are conducted to investigate how the intention affects the action of collision avoidance in cooperative and non-cooperative situations. In non-cooperative situation, each ship chooses a course that minimizes costs based on the current situation. That is, it always performs a selfish selection. In a cooperative situation, the information is exchanged with a target ship and a course is selected based on this information. Each ship uses the Distributed Stochastic Search Algorithm so that a next-intended course can be selected by a certain probability and determines the course. In the experimental method, four virtual ships are set up to analyze the action of collision avoidance. Then, using the actual AIS data of eight ships in the strait of Dover, I compared and analyzed the action of collision avoidance in cooperative and non-cooperative situations. As a result of the experiment, the ships showed smooth trajectories in the cooperative situation, but the ship in the non-cooperative situation made frequent big changes to avoid a collision. In the case of the experiment using four ships, there was no collision in the cooperative situation regardless of the size of the safety domain, but a collision occurred between the ships when the size of the safety domain increased in cases of non-cooperation. In the case of experiments using eight ships, it was found that there are optimal parameters for collision avoidance. Also, it was possible to grasp the variation of the sailing distance and the costs according to the combination of the parameters, and it was confirmed that the setting of the parameters can have a great influence on collision avoidance among ships.

An Analysis of three-dimensional collision probability according to approaching objects to the KOMPSAT series (아리랑 위성들의 경향에 따른 및 3차원 충돌확률 분석)

  • Collision probability is the most common method to measure the risk of space debris, it is widely used that two dimensional linear collision probability using the closest approach distance. This paper represents the characteristics of object that approach KOMPSAT 2, 3, 5 that have operated or will be operated by Korea. And more precise method than two dimensional linear collision probability, we analyzed the properties of three dimensional nonlinear collision probability using STK/Nonlinear Collision Probability Tool. Through this, efficiency of three dimensional nonlinear collision probability for KOMPSAT series satellites was investigated. The result represents that three dimensional nonlinear collision probability showed the precise outcome at a relative velocity of less than 350m/s. Also, KOMPSAT series satellites appeared to few low relative velocity approaches and showed low efficiency for the three dimensional nonlinear collision probability.
