Floods can be caused by a variety of factors, and the main cause of floods is the exceeding of urban drainage system or river capacity. In addition, rainfall frequently occurs that causes large watershed runoff. Since the existing methodology of preparing for flood risk map is based on hydraulic and hydrological modeling, it is difficult to analyse for a large area because it takes a long time due to the extensive data collection and complex analysis process. In order to overcome this problem, this study proposes a methodology of mapping for flood vulnerable area that considered the surface runoff mechanism. This makes it possible to reduce the time and effort required to estimate flood vulnerabilities and enable detailed analysis of large areas. The target area is Seoul, and it was confirmed that flood damage is likely to occur near selected vulnerable areas by verifying using 2×2 confusion matrix and ROC curve. By selecting and prioritizing flood vulnerable areas through the surface runoff mechanism proposed in this study, the establishment of systematic disaster prevention measures and efficient budget allocation will be possible.

Background: We developed an additional laser guidance system to improve the efficacy and safety of conventional computed tomography (CT)-guided percutaneous transthoracic needle biopsy (PTNB), and we conducted this study to evaluate the efficacy and safety of our system. Methods: We retrospectively analyzed the medical records of 244 patients who underwent CT-guided PTNB using our additional laser guidance system from July 1, 2015, to January 20, 2016. Results: There were nine false-negative results among the 238 total cases. The sensitivity, specificity, positive predictive value, negative predictive value, and diagnostic accuracy of our system for diagnosing malignancy were 94.4% (152/161), 100% (77/77), 100% (152/152), 89.5% (77/86), and 96.2% (229/238), respectively. The results of univariate analysis showed that the risk factors for a false-negative result were male sex (p=0.029), a final diagnosis of malignancy (p=0.033), a lesion in the lower lobe (p=0.035), shorter distance from the skin to the target lesion (p=0.003), and shorter distance from the pleura to the target lesion (p=0.006). The overall complication rate was 30.5% (74/243). Pneumothorax, hemoptysis, and hemothorax occurred in 21.8% (53/243), 9.1% (22/243), and 1.6% (4/243) of cases, respectively. Conclusion: The additional laser guidance system might be a highly economical and efficient method to improve the diagnostic efficacy and safety of conventional CT-guided PTNB even if performed by inexperienced pulmonologists.

Aids to Navigation (AtoN) are marine traffic facilities to improve the safety and efficiency of shipping. "New Dangers" should be appropriately marked using lateral, cardinal or isolated danger marks or by using an Emergency Wreck Marking Buoy. However, Emergency Wreck Marking Buoys are difficult to implement in terms of speed and accuracy of installation. In the case of sinking accidents, it is often difficult to immediately install an Emergency Wreck Marking Buoy because of weather conditions, the marine environment or accident positioning. This study concerns Auto-Releasing Emergency Wreck Marking Buoys, which should be installed in all vessel for safe marine navigation and efficient maritime transport with reference to the Maritime Buoyage System (MBS). Auto-Releasing Emergency Wreck Marking Buoys include an auto-release unit, auto reel chain and auto lighting lantern. These buoys can be automatically released from the deck of a vessel and will float in the water for quick installation at the scene of an accident, even in the case of sinking accidents. Auto-Releasing New Mark Buoys are expected to reduce to installation process, prevent secondary accidents by the risk of navigation and be search and rescue rapidly.

The purpose of this paper is to implement a multiple bio-signal central monitoring system based on textile fabrics flexible platform which can obtain and monitor bio signals(heart rate, body temperature, electrocardiography, electromyogram) of workers in special working environments and additional situational information (3-axis acceleration, temperature, humidity, illumination, surrounding image). This system can prevent various accidents that may occur in the remote work environment and provide fast and efficient response by detecting workers' situations in real-time. For it, the textile fabrics flexible platform was made as innerwear or outerwear so that it does not interfere with workers' performance while collecting bio-signal and situational information, and obtained information is sent to the central monitoring system through wireless communication. The central monitoring system is based on wireless medical telemetry service of WMTS (Wireless Medical Telemetry Service); can monitor from 2 to 32 people simultaneously; and was designed so that it can be expanded. Also, in this study, to verify performance of the WMTS communication model, packet transmission rates were compared according to the distance.

Quantile regression is an efficient method for predicting and estimating the relationship between explanatory variables and percentile points of the response distribution, particularly for extreme percentiles of the distribution. To study the relationship between urbanization and cancer morbidity, we here applied quantile regression. This cross-sectional study was conducted for 9 cancers in 345 cities in 2007 in Iran. Data were obtained from the Ministry of Health and Medical Education and the relationship between urbanization and cancer morbidity was investigated using quantile regression and least square regression. Fitting models were compared using AIC criteria. R (3.0.1) software and the Quantreg package were used for statistical analysis. With the quantile regression model all percentiles for breast, colorectal, prostate, lung and pancreas cancers demonstrated increasing incidence rate with urbanization. The maximum increase for breast cancer was in the 90th percentile (${\beta}$=0.13, p-value<0.001), for colorectal cancer was in the 75th percentile (${\beta}$=0.048, p-value<0.001), for prostate cancer the 95th percentile (${\beta}$=0.55, p-value<0.001), for lung cancer was in 95th percentile (${\beta}$=0.52, p-value=0.006), for pancreas cancer was in 10th percentile (${\beta}$=0.011, p-value<0.001). For gastric, esophageal and skin cancers, with increasing urbanization, the incidence rate was decreased. The maximum decrease for gastric cancer was in the 90th percentile(${\beta}$=0.003, p-value<0.001), for esophageal cancer the 95th (${\beta}$=0.04, p-value=0.4) and for skin cancer also the 95th (${\beta}$=0.145, p-value=0.071). The AIC showed that for upper percentiles, the fitting of quantile regression was better than least square regression. According to the results of this study, the significant impact of urbanization on cancer morbidity requirs more effort and planning by policymakers and administrators in order to reduce risk factors such as pollution in urban areas and ensure proper nutrition recommendations are made.

The syndicated investment strategy of venture capital has merits such as reductionof investment risk, efficient management of investment resources, and information asymmetry mitigation. This study analyzes the investment strategy and network of venture capital by collecting and analyzing investment information of Korean venture capital on Korean start-ups for three years from 2014 to 2016. We could not find statistically significant association with the choice of syndicated investment of the stage of start-ups, the venture capital expertise (investment concentration), internal competence (number of workforce and professional manpower), and the breadth of investment network. As a result of this study, the factors that determine venture capital 's syndicated investment in Korea are only the financial factors such as the size of the investment amount and the size of the fund besides the business field of the invested company. The results suggest that the majority of venture capital firms in Korea may not customize their investment strategies in terms of their expertise or inherent business risks of invested companies.

Sustainable growth of hydroelectric power plants is expected in consideration of climate change and energy security. However, hydroelectric power plants always have a risk of water hammer damage, and safety assurance is very important. The water hammer phenomenon commonly occurs during operations such as rapid opening and closing of the valves and pump/turbine shutdown in pipe systems, which is more common in cases of emergency shutdown. In this study, a computational numerical model was developed using the MOC-FDM scheme to reflect the mechanism of water hammer occurrence. The proposed model was implemented in boundary conditions such as reservoir, pipeline, valve, and pump/turbine conditions and then applied to simulate hypothetical case studies. The analysis results of the model were verified using the analysis results at the main points of the pipe systems. The model produced reasonably good performance and was validated by comparison with the results of the SIMSEN package model. The model could be used as an efficient tool for the safety assessment of hydroelectric power plants based on accurate prediction of transient behavior in the operation of hydropower facilities.
From the beginning of 1990s , also in the shipping industry, especially liner shipping industry competition has been more intensive and difference of the service quality among shipping companies has been learned . On the other hand, a shipping company has some limitations to do its international mission for itself just by broadening service area. For this reason, the necessity for the global strategi alliance among the shipping companies, which is orginally aimed at sharing of facilities and organixation, has been developed. Through strategic alliance, liner shipping companies do not need to input the additional capitals to increase the material assets such as vessel capacity and spread the risk by the enlargement of the market. Also, they can secure the competitive edge through efficient utilizaton of assets. The purpose of strategic alliance of Hanjin Shipping Ltd., can be summarized as follows ; broadening of service area, cost reduction through vessel sharing, realization of rationalized shipping service by terminal and equipment or facilities sharing. Liner strategic alliances are agreement among liner companies to pol their equipment , andterminals for joint operations and services in which each alliance partner continues to serve its market using jointly operated or used inland feeders,inland terminals, port terminals, and mainline fleets of ship as well as joint pools of containers and equipment. Strategic alliances are generally more formal agreements than consortia and impose longer term and far reaching obligation on their members. It also acts as one in developing and advancing the strategic aims of the alliance members. The most important objective for liner strategic alliances is cost reduction and improvement in capital asset utilization. Main aims of strategic alliance drawn in this paper, can be enumerated follows : 1. improvements in service frequency and quality : 2. improvements in vessel and equipment utilization and thereby reductions in fixed and variable cost ; 3. improvements in market shares and high value cargo booking ; 4. reductions in intermodal storage and port terminal throughput costs ; 5. improvements in negotiating powers with ports and feeder transport providers ; 6. reduction in financial and other fixed costs such as insurance; 7. coordination and integration of MIS and EDI systems and service for greater efficiency and market penetration ; and, 8. improvements in logistic chain management and economic of scale by equipment depot, terminal, and vessel sharing.

Owing to recent climate change, the scale of rainfall tends to increase gradually and the risk of flooding has increased. Therefore, the importance of improving the levee management and disaster response is increasing. Levee management in Korea is carried out at the level of damage recovery after the occurrence of damage. Therefore, it is necessary to develop a technology for predicting and managing the levee safety with proactive river management. In this study, a method to estimate the safety against erosion and overflow was suggested. A map of levee safety that can be used as basic data is presented by displaying the levee safety on the map. The levee erosion safety was calculated as the ratio of the internal and external force for each shore type. The levee overflow safety was calculated as the ratio of the maximum conveyance and design flood. The maximum conveyance was a discharge when the level of the river was equal to the level of the levee crown. The levee safety was classified into 5 grades: very safe, safe, normal, dangerous, and very dangerous. As a research area from downstream of Nam River Dam to Nakdong River Junction, the levee safety against erosion and overflow was estimated for all levees and all cross-sections of the river. The levee safety was displayed on a map using GIS. Through the levee safety map as a result of this study, the levee safety can be observed intuitively. Using the levee safety map, a maintenance plan for a river can be easy to build. This levee safety map can be used to help determine the priority of investment for efficient budget used.

A precedent defense project study was carried out in the early stage of the project to support efficient determination of the acquisition method of the determined weapons system. A precedent study in the early stage of the project has been neglected, but lack of performance and increased costs are continuing problems. In a precedent study on a number of items within a limited time frame, expected risks during project implementation were not identified and reduced by failing to review the key review element in depth. Therefore, in this paper, we studied the application of the FTA/FMEA technique used in the system safety analysis process to identify key factors to be considered when carrying out the defense research project. The methodology for the development of the key review items was established through the improvement of the FTA/FMEA technique in order to meet specific conditions and given conditions. Based on the results of this study, we redefined core key factors in the precedent study stage, thereby eliminating unnecessary and anticipated risks that may arise in the future project management aspects of the defense project. It is anticipated that this will reduce costs and time in terms of the lifecycle of the weapon system and promote stable operation of the project through reduction of risk.
