Regulatory Aspect of Risk Assessment and Management

  • Risk assessment is useful tool making good decisions on the risks of certain hazardous com-pound and suggests safe margin through scientific process using toxicological data, statistical tool, exposure value and relevant variants. The goal of risk management is to protect the public health from hazardous compound based on result of risk assessment having reality. For the suggestion of exact man-aging information, risk assessment must be designed to represent a "plausible estimate" of the exposure to the individuals and to minimize uncertainty. Risk assessment methodology and knowledge are expected to change more rapidly than before and up-to-date methodology should be applied in regulatory aspects through the Agency. For the useful application of risk assessment, the communication between the risk assessor and the risk manager is needed before the initiation of the risk assessment and upon its completion. Generally, the risk assessment itself as a practical tool in the regulatory decision making process would be regarded with social economic impact.ic impact.

  • Recently, there has been scientific discussion on the utility of -omics techniques such as genomics, proteomics, and metabolomics within toxicological research and mechanism-based risk assessment. Toxicogenomics is a novel approach integrating the expression analysis of genes (genomic) or proteins (proteomic) with traditional toxicological methods. Since 1999, the toxicogenomic approach has been extensively applied for regulatory purposes in order to understand the potential toxic mechanisms that result from chemical compound exposures. Therefore, this article's purpose was to consider the utility of toxicogenomic profiles for improved risk assessment, explore the current limitations in applying toxicogenomics to regulation, and finally, to rationalize possible avenues to resolve some of the major challenges. Based on many recent works, the significant impact toxicogenomic techniques would have on human health risk assessment is better identification of toxicity pathways or mode-of-actions (MOAs). In addition, the application of toxicogenomics in risk assessment and regulation has proven to be cost effective in terms of screening unknown toxicants prior to more extensive and costly experimental evaluation. However, to maximize the utility of these techniques in regulation, researchers and regulators must resolve many parallel challenges with regard to data collection, integration, and interpretation. Furthermore, standard guidance has to be prepared for researchers and assessors on the scientifically appropriate use of toxicogenomic profiles in risk assessment. The National Institute of Toxicological Research (NITR) looks forward to an ongoing role as leader in addressing the challenges associated with the scientifically sound use of toxicogenomics data in risk assessment.

적응형 뉴로-퍼지(ANFIS)를 이용한 도시철도 시스템 위험도 평가 연구 (A Study on the Risk Assessment for Urban Railway Systems Using an Adaptive Neuro-Fuzzy Inference System(ANFIS))

  • In the risk assessment of urban railway systems, a hazard log is created by identifying hazards from accident and failure data. Then, based on a risk matrix, evaluators analyze the frequency and severity of the occurrence of the hazards, conduct the risk assessment, and then establish safety measures for the risk factors prior to risk control. However, because subjective judgments based on the evaluators' experiences affect the risk assessment results, a more objective and automated risk assessment system must be established. In this study, we propose a risk assessment model in which an adaptive neuro-fuzzy inference system (ANFIS), which is combined in artificial neural networks (ANN) and fuzzy inference system (FIS), is applied to the risk assessment of urban railway systems. The newly proposed model is more objective and automated, alleviating the limitations of risk assessments that use a risk matrix. In addition, the reliability of the model was verified by comparing the risk assessment results and risk control priorities between the newly proposed ANFIS-based risk assessment model and the risk assessment using a risk matrix. Results of the comparison indicate that a high level of accuracy was demonstrated in the risk assessment results of the proposed model, and uncertainty and subjectivity were mitigated in the risk control priority.

  • Recently, advanced countries assessment the risk of fire to prevent large-scale damage to high-rise buildings, In addition, performance-Based design, which is a fire risk assessment, is being conducted in Korea to prevent massive damage to high-rise buildings. However, unlike advanced countries, fire risk assessment in Korea is subject to fire risk assessment only for objects subject to consent from fire-fighting facilities such as building permits, When building engineers and fire-fighting engineers assessment the risk of fire, It has always been discussed because the results vary depending on which part of the evaluation is focused between economic feasibility and safety. Therefore, in this study, we would like to propose a fire risk assessment process suitable for domestic conditions by comparing the process of performance-based design, which is a domestic fire risk assessment, and the process of Iso/TC 16732 which is an overseas fire risk assessment.

  • Background: Emerging infectious diseases, such as Middle East respiratory syndrome or coronavirus disease 2019, pose a continuous threat to public health, making a risk assessment necessary for infectious disease control and prevention. Therefore, we aimed to investigate the risk assessment methods for infectious diseases used by major foreign countries and organizations. Methods: We conducted an investigation and comparative analysis of risk assessment and risk determination methods for infectious diseases. The risk assessment tools included the strategic toolkit for assessing risks, influenza risk assessment tool, pandemic severity assessment framework, and rapid risk assessment methodology. Results: The most frequently reported risk elements were disease severity, antiviral treatment, attack rate, population immunity, and basic productive ratio. The risk evaluation method was evaluated quantitatively and qualitatively by the stakeholders at each institution. Additionally, the final risk level was visualized in a matrix, framework, and x and y-axis. Conclusion: Considering the risk assessment tools, the risk element was classified based on the duplicate of each indicator, and risk evaluation and level of risk assessment were analyzed.

사업장 위험성평가에 관한 법제의 비교법적 고찰 (A Comparative Study on the Legal System for Risk Assessment in the Workplace)

  • Objectives: By comparing and analyzing the legal system for risk assessment in South Korea with other advanced countries, the study is designed to identify the key elements of risk assessment and seek improvement measures while focusing on solutions to the execution of risk assessment violations. Methods: The study started with an awareness of the need to improve the legislation on the risk assessment of businesses in Korea. In order to reflect this problem consciousness in Korea's industrial safety and health legislation, risk assessment legislation in Japan, Britain, Germany, and Korea was analyzed in comparative terms through the literature. Results: Unlike the other advanced countries, the concept of risk assessment is defined in Korea in a broad sense that includes measures to reduce risk, and risk assessment in the manufacturing and design stages is not institutionalized. In the case of worker participation, there is a problem regarding effectiveness. It is problematic that compared to the other foreign countries there is a possibility that general risk assessment will be neutralized because it is recognized as a uniform general risk assessment for a particular risk assessment, as well as inadequate risk assessment. Conclusions: The areas diagnosed with problems compared to the legislation in other advanced countries should be improved by revising laws and administrative rules and supplementing the explanatory guidelines, etc. by referring to the legislation of these countries. In particular, the issue of enforcement for violations of risk assessment must be improved in order to ensure the effectiveness of risk assessment.

우리나라의 사업장 위험성평가 제도 실시에 관한 연구 (A Study on the Implementation of Risk Assessment System at Workplace in Korea)

  • Risk assessment system which is the point of occupational safety and health management system is recognized to be effective to prevent industrial accident and occupational disease internationally. Ministry of Employment and Labor developed guidance on risk assessment at workplace recently. This guidance presents standard model on risk assessment at workplace. However, enterprises may be confronted with many questions in the process of introducing and operating risk assessment. For risk assessment to be implemented properly and effectively at workplace, there are various questions that need to be considered in advance, including giving shape to standard on risk evaluation and clarifying the implementation system at workplace in advance. Also for risk assessment to be revitalized at workplace, several policy matters need to be settled. First, an administrative agency should present the implementation method of risk assessment more concretely. Secondly, it is necessary for an administrative agency to develop and spread various detailed manual, models and good practices related to risk assessment. Thirdly, a government agency need to apply an incentive & disadvantage policy actively to risk assessment.
