Eddies and surface current field in the southwestern part of the East Sea were investigated using satellite-tracked drifters, CTD, and ADCP from November 1992 to September 1993. Trajectories of surface drifters provided information for the first time on the meandering motion of the East Korean Warm Current in the Ullung Basin (referred as UB) and clearly indicated the existence of cyclonic and anticyclonic eddies of various scales. Anticyclonic eddies persisting for a relatively long period were observed in UB and the southwestern corner of the Northern (Japan) Basin (SNB), while a cyclonic eddy was found in the coastal area between Sokcho and Donghae during the summer. Analysis shows that the eddy in UB behaved as a stationary eddy at least during the observation period and the cyclonic eddy was closely related to the existence of a cold water mass. The anticyclonic eddy in SNB was larger than that in UB, but much elongated in shape. The eddy in UB is characteristic of major and minor axes of about 120 and 70 km, revolution period of 13.6 days, mean swirl velocity of about 24 cm/s, and mean eddy kinetic energy of 392 cm$\^$2//s$\^$2/. The eddy in SNB is described as follows; major and minor axes of 168 and 86 km, period of 14.9 days, mean swirl velocity of 29 cm/s and mean eddy kinetic energy of 629 cm$\^$2//s$\^$2/. The mean translational speed is about 3 cm/s for both eddies. The agreement of the surface current pattern in UB observed by ADCP with the geostrophic flow pattern may suggest that the eddy in UB was nearly in geostrophic balance. The eddy was found to be strongly bottom-controlled.
This paper aims to plan a new research program on the parallel relationship between Korean press and political power, by providing concepts on the mode of existence of professional journalists in Korea. In the midst of the economic crisis of Korean journalism, relative deteriorisation in the political democracy and the liberty of press, and changes in news ecosystem due to the revolution of digital news, the status of professional journalists is at stake. In these circumstances, this paper argues that many existing researches on journalistic professionalism need to be reconstructed in the perspective of professional project. It enables, first of all, an evaluation on actual issues of professional journalists from the actor perspective, i.e. economic interests, social closure, regulative bargain with the authority. Secondly, concerning decoupling phenomenon of journalism and democracy which became salient in the contemporary society, this study raises a necessity to create new logical relations around concepts of journalist professionalism. And we will find, in this situation, a beginning of new evaluation on the mode of existence of professional journalists, that has been possibly developped within the old, assymetric relationship between State-press. And finally, this study proposes to consider a category of professional journalists as a vehicle that helps to conceptualize the old, parallel relationship between Korean press and political power.

And so now, we sound out the possibility of the public sphere such as a new space of the universality where the public usage of reason can be realized without any limits and with free. So, when we imagine the proletarian public sphere, in which co-exist the divers private interests, as a new public sphere capable to be constructed, we can address a question as follow. What is the caracteristic of the proletarian public sphere in modern society?, Is the public community able to be formed and realized in such space? How would have the proletarian public sphere the carateristics of the publis sphere? What is the attribute of the community that the proletarian public sphere would make, and what is its force of emancipation? The power is no longer stable and static. Rather, it is reconstructed and reorganized in the divers phases of the everyday life. It is the reason why we put on the order of the day the proletarian public sphere as alternative public space, which would be a place of divers hegemonic representation. And now, we are aware of the beginning of thses changes.
Design is a knowledge service industry that is undervalued in Korea despite its large impact on the development of high - tech industries such as national industrial policy and the fourth industrial revolution. In the design industry, the strategic outsourcing system collapses. This phenomenon is not confined to the domestic market, and the design service companies of design-developed countries such as Europe and the US are also struggling with the classic. Accordingly, some implications were found through the case study of domestic design projects, including overseas, that private companies are more concerned with design cost reduction and cost structure to secure liquidity rather than improving design quality level and pursuing innovation through design outsourcing. The modern world stands on the cusp of massive change in connection with the 4th industrial revolution. Following developed countries, developing countries also try to grow and keep up with the flow. Among them, trough the international cooperation government of Kazakhstan decided to include the International Baccalaureate Diploma Programme(IBDP) into the Nazarbayev Intellectual School(NIS) in April 2013. The goal of this study is to analyze the efficiency of introduction and implementation of the IBDP in the NIS and to consider the possibility of implementing this program in regular schools. To achieve the research goal, was applied the CIPP evaluation model(context - input - process - product) to assess IBDP program systematically. The analysis of empirical data collected due to the results of the international school system implementation, also in this study were used the results of questionnaires and interviews with the students and teachers who took part in the IBDP educational program. The results of the analysis showed that the average satisfaction of teachers and students who participated in IBDP was 3.64 points, however they pointed out the problems with management and organizations of the program, the establishment of a variety of subjects, recruitment of IBDP teachers etc. These measures would help to raise the status of school to the internationalization.

This study analyzes the major content, significances, and future outlook of Three Data Acts amendment enacted in August 2020 in South Korea, with the focus on their impact on the financial and data industries. It seems that the revision of the Credit Information Act will enable the specification of a business which had previously only been regulated as the business of credit inquiry, and also enable the domestic data industry to activate the MyData industry, data trading and platforms, and specify data pseudonymization and trading procedures. For the rational and efficient implementation of the amendments to the Three Data Acts, the Personal Information Protection Committee must be as transparent and lawful in its activities as possible, and fairness must be guaranteed. Even in the utilization of personal information, the development or complementation of the related data processing technologies is essential, and clear data processing methods and areas must be regulated. Furthermore, the amendments must be supported with guarantees and the systematization of a fair competitive system in the data market, stricter regulations on penalties for illegal acts related to data, establishment and strengthening of the related security systems, and reinforcement of the system of cooperation for data transfer.

Our society is rapidly changing with the core technology of the 4th industrial revolution, the emergence of a generation with new characteristics, and the untact era following the With Corona policy. Although the transition to untact is accelerating in the field of performing arts, in the case of opera, face-to-face performances are mainly conducted by experts and enthusiasts through on-site performances. Therefore, it is necessary to consider the uncertainty of creating opportunities through the influx of new customers such as the MZ generation and the departure of existing experts and enthusiasts. In this study, in order to examine these existing problems, we conducted literature review and case analysis, compared the opera face-to-face/non-face-to-face performance characteristics, derived an activation plan, and conducted expert interviews to secure the coherence and validity of the plan. In conclusion, we thought that it was difficult to improve the sound and sound quality, impairing the sense of presence and emotion due to many shortcomings when operating non-face-to-face as a music genre with the characteristics of opera. Therefore, we established the direction of activating the opera mainly face-to-face, but making good use of the advantages of non-face-to-face, which is not limited by region and time, and promoting the direction of activating face-to-face and non-face-to-face performances complementary to each other through the concept of cultural enjoyment.

After checking these changes with regards to voice recognition technology, we will be able to discuss the possibilities and problems of this cultural change. We discussed expected outcomes, such as the complementarity of speaking and writing, the expansion from the private culture to the public culture, the possibilities of a simultaneous concurrency. We also discussed the necessity such as a new semiotic approach of the voice and preparation for the expansion of the world of life. Specifically, the necessity for the advancement and control of the Korean culture against the dominance of a global corporation will be explored. In this study, basic research will be undertaken to look at the possibility of the new voice recognition technology and cultural changes, that are expected to be able to be effectively utilized and continue into more detailed research.
The history of decentralization and autonomy is the result of the struggle for democracy against the authoritarian central government. Before the imminent law amendment, there are many tasks for decentralization and citizen autonomy. Therefore, decentralization and autonomy are not given on their own but they must be taken from authoritarian and centralist power group which possesses exclusive interests. The decentralization and autonomy now enters into the stage of development. In 1960, the April 19 Revolution opened the era of democratic local autonomy and it was abolished by the military coup of May 16, Now, the era of the reform of the decentralization are coming. Decentralization and autonomy will evolve from the stage of quantitative expansion to the stage of qualitative leap. This paper proposes that the revision of decentralization be the strategic maximum, and that the independence of the local government personnel rights be the tactical minimum. This paper insists that the independence of personnel right in the local government can be a link with law amendment for decentralization. Local autonomy and decentralization are the main subjects of the amendment. Above all, clarifying this is the subject and method of this study, and the scope of the study.
