Improvement Plan for Promotion System of Sustainable Rural Community Building (지속 가능한 마을만들기를 위한 추진체계 개선방안 - 김해시를 중심으로 -)

  • In this study, the village development promotion system was reorganized for Gimhae-si, and improvement plans and post-operation management plans were prepared through expert surveys. Through the Village Development Project, the landscape and environment of the village were improved, and the village and residents were positively changed. The Village Development Project laid the foundation for regional revitalization, giving the next generation hope for the sustainable development of the village. While maintaining the framework of the existing Rural Development Projects guidelines through case analysis of other regions, we operate educational programs for each stage by reflecting regional characteristics, and utilize and communicate with intermediate support organizations, systematically operate, and actively intervene by Eup·Myeon administration. In addition, as a follow-up management program, various follow-up management programs were being operated, such as support for capacity building such as consulting, as well as facility maintenance and support for village managers. As a result of the expert survey to review the adequacy of the improvement plan, the improvement plan derived from the overall average of 4.28 points and the standard deviation of 0 to 0.94 points for the process is judged to be appropriate. In particular, the item of 'self-reliance stage follow-up management' was very important as all experts responded with 5 points. By establishing the village development performance goals, we tried to check whether the qualitative/quantitative goals were achieved by year, and to secure quantified status data in response to changes such as resetting performance goals or adding new performance indicators. In this study, in order to improve the capacity to achieve regional development in response to the rural agreement, we prepared our own sustainable village development promotion system, governance establishment, and follow-up management plan. In addition, it is expected to be used as a reference material for the selection of new districts and the follow-up management of completed districts by establishing the village development goals.

REC Distortion as a Quantitative Control Policy due to REC Depreciation (REC 명목가치 하락으로 인한 양적 통제장치로서의 RPS 왜곡)

  • Renewable Portfolio Standards (RPS), one of the most commonly adopted regulation for renewable energy expansion since 2012, has the obvious advantage of inducing competition in power generation source and alleviating the government's financial burden. However, the abuse of credit multipliers and the use of national Renewable Energy Credits (RECs) have resulted in the distortion of RPS as a quantitative control policy. Just as no face value 10 years ago can hold its real value, this paper highlights for the first time that 27.8% of total renewable obligations over the total RPS period were not actually met due to REC inflation and the consequent decline in the value of renewable energy generation. In addition, the distortion of face/real value of REC causes problems in interoperability with other government policies such as RE100 and Emission Trading System.

A Comparative Study on the Risk Management for Forfaiting of Foreign Exchange Bank in Korea (국내 외국환은행의 포페이팅 위험관리 비교 고찰)

  • Forfaiting is a trade finance facility whereby financial institution purchases accounts receivable from exporters on a without recourse basis to resolve exporters' credit risk. Since the effectuation of Uniform Rules for Forfaiting(URF 800), exporting companies have been interested in forfaiting and foreign exchange banks in South Korea have expanded products related to forfaiting. However, the risk management for dealing with forfaiting needs improvement. In this paper, we will compare current forfaiting risk managements between foreign exchange banks and foreign banks in South Korea by studying the agreements for each bank and standard forfaiting agreements of the ICC. There is a significant gap for risks covered and points of reserve(points of recourse) between each bank. This work suggests the need for unification for these gaps in order to enhance risk management for exporting companies and foreign exchange banks in South Korea.

  • As the WTO·DDA continues to stagnate, mega FTAs such as the TPP will likely play the leading role in rule-making of trade for some time to come, creating a 'spaghetti bowl' of trade rules. FTAs, notably high-standard and broad-based regional or mega-FTAs, are the appropriate means to achieve this objective, because they cover many of the policy measures that are needed for the development of global value chains(GVC). The highest quality FTAs are increasingly adding new features like regulatory harmonization that may also foster GVC growth in partner countries. Complementary relationships among markets along value chains, involving both goods and services, also complicate analysis. This is particularly relevant when thinking about policy, since the traditional tendency to think about policies and regulate markets in unconnected silos can lead to unintended and undesirable results. This paper examines the current states of FTAs to determine which are more likely to push this latest wave of globalization further and faster, and explores the plans that are most helpful for GVC growth.

  • In this paper, I reviewed the analysis of possible ICC model of international sale contract terms used in the international artwork trade. Based on this, the provisions proposed considering the specialties of the international artworks trade. The purpose of this research study is to help practitioners draw up a contract of international artworks trade. In Chapter II, I reviewed the highlights of the international sale of goods contract. In Chapter III, I discussed the issues that arise in creating specific provisions on the international artworks trade agreements. In Chapter IV, I discussed the issues in creating the general provisions on the international artworks trade agreements. Quantity provisions of the international artworks sales contract should include the "more or less" clause. And it should also clearly define the scope of the author's property rights transfer in the copyright provisions. Even if a buyer has been assigned the copyright of artworks from the artist, if the buyer modifies the artworks without permission, moral rights can be violated. In addition, even if a buyer has been assigned all of the intellectual property rights of the artists, if the buyer does not have the specific provisions, the buyer must keep in mind that the unauthorized publication of artworks, film production, merchandising, etc, may infringe the right to create derivative works.

Development of Competencies for New Nurses and Verification of Content Validity through a Delphi Survey (델파이조사를 통한 신규간호사 역량 도출 및 내용타당도 검증)

  • The purpose of this study was to develop and validate a competency tool for new nurses and to pilot-test it with new nurses. A Delphi survey was conducted to develop a competency tool, and a self-evaluation was conducted among new nurses who pilot-tested the finally derived competencies. The Delphi survey panel consisted of 18 people, including adjunct professors at the College of Nursing, nursing managers, and nurses with master's degrees. The Delphi survey asked about the validity of the competencies constructed in two rounds. After analyzing the Delphi results with mean, standard deviation, content validity ratio, degrees of convergence, and degrees of consensus, 12 core competencies and 36 enabling competencies were finally derived. The competencies consisted of clinical judgment and management (nine items), task competence (four items), patient orientation (five items), moral value orientation (three items), cooperation (two items), supply management (two items), professional development (three items), confidence (one item), self-control (two items), flexibility (two items), influence (one item), and nurturing others (two items). The finally derived competencies were pilot-tested with 229 new nurses who had worked for 2-12 months. The self-evaluation scores of new nurses were distributed differently according to their working period. In this study, the competencies required for new nurses were identified and the corresponding enabling competencies were identified. In the future, it is expected that a competency-based education program will be prepared based on these findings, and furthermore, it will be possible to provide high-quality medical and nursing services that meet patients' needs by improving the competency of new nurses and lowering the turnover rate.

Review of Frost-susceptibility Testing Methods and Criteria (동상민감성 판정 실내실험법 및 기준에 대한 고찰)

  • Over 100 countries have conducted research on experimental testing methods to assess the frost susceptibility of soils. This study aims to prevent structural damage caused by frost heave. Notably, the United States and Japan, which encompass cold regions such as Alaska and Hokkaido, have actively pursued frost heave research. Through laboratory investigations and field applications, standard testing methods and criteria for evaluating frost susceptibility have been established. However, these methods are complex and their engineering explanations are vague. This study closely compares and analyzes the frost-susceptibility testing methods proposed by ASTM and JGS, considering temperature conditions, specimen size, freezing direction, and drainage conditions. By conducting this comparative analysis, this study aims to shed light on the similarities and differences between the two methods. Furthermore, based on the findings, this study proposes future research guidance for refining frost-susceptibility testing methods and criteria.

An Action Convergence Research to Improve Evaluation Index of Pneumonia Adequacy in Regional Public Hospital (지역거점 공공병원의 폐렴 적정성 평가 지표 개선을 위한 융복합 실행연구)

  • This is an implementation study towards the development of a strategy to improve the pneumonia adequacy evaluation index of regional public hospital and to confirm its effectiveness. One physician, eight nurses, one computer room staff, and one nursing professor working at a regional base public hospital located in N city participated in this study from March to October 2021. An implementation study was conducted based on the conceptual model of Zuber-Skerritt & Fletcher. The stages of planning, implementation, evaluation, and reflection were operated in two cycles, and the effectiveness was evaluated in the second and third quarters. Compared to the pneumonia adequacy evaluation index in 2019, all indicators reached 100% of the standard target in 2021. The results of this study therefore infer that to provide higher quality medical services in the future, it is necessary to apply medical quality improvement activities through practical research under multidisciplinary participation and cooperation and to review the applicability of clinical sites.

A Basic Study to Prepare a Watertightness Evaluation Plan for Sealant Applied to Joints Between Members of PC Structures (PC 구조물 부재간 접합부에 적용되는 실링재의 수밀성 평가방안 마련을 위한 기초적 연구)

  • This study was conducted to examine the feasibility of preparing a durability evaluation plan in watertightness for sealant applied to a PC structure. To this end, 5 types of sealant that equally satisfy the quality standards of the relevant KS standard were selected and tested. Through this testing, it was found that 3 of the 5 types of sealant showed deterioration in watertightness and durability, such as falling off and cracking from the substrate. For the remaining two types, a visual observation showed no significant changes, but additional analysis, confirmed that there was a large difference in the stress reduction rate of the material. Therefore, based on the above results, the need for a performance review in durability between sealant was confirmed, and based on this, the validity of the durability evaluation plan that can be used in product selection was quantitatively confirmed.

Review of brand variations in Jiu-Jitsu uniforms (주짓수 도복의 브랜드 바리에이션)

  • This study gathered basic information on the development of Jiu-Jitsu uniforms suitable for players in Korea. Detailed data were collected between December 20th and December 30th, 2022 on 21 selected brands sold in online shopping malls. For each, information was recorded on the production country, product type, price, colors, material, and sizing system. A total of 612 datasets were analyzed using frequency analysis, cross-tabulation, and Chi-square tests. Jiu-Jitsu uniforms were classified as either standard or limited edition. Limited edition uniforms were more expensive than regular uniforms. International brands had a higher price range than domestic brands. The most commonly used colors for Jiu-Jitsu uniforms were the regulation colors associated with the sport: white, black, and blue. Domestic brands were more likely to use non-regulation colors than international brands. The material used for the top half of the uniform was predominantly pearl weave, while the bottom half was usually ripstop. International brands used a more diverse range of materials than domestic brands. The Jiu-Jitsu uniform sizing system incorporated a range of sizes between A00 and A6. While sizing designations differed according to the established sizing systems of different countries, the sizes remained the same, as did the range of sizes available. Where size guides were provided, height and weight were used to help the customer determine the appropriate size. The dimensions of each size varied between brands. Overall, we found that international brands offer a more diverse range of Jiu-Jitsu uniform designs than domestic brands.
