Severe natural disasters and man-made attacks such as terrorism are causing unprecedented disruptions in power systems. Due to rapid climate change and the aging of energy infrastructure, both the frequency of failure and the level of damage are expected to increase. Resilience is a concept proposed to respond to extreme disaster events that have a low probability of occurrence but cause enormous damage and is defined as the ability of a system to recover to its original function after a disaster. Resilience is a comprehensive indicator that can include system performance before and after a disaster and focuses on preparing for all possible disaster scenarios and having quick and efficient recovery actions after an incident. Various studies have been conducted to evaluate resilience, but studies on economic damage considering the duration of a power outage are scarce. In this study, we propose an optimal algorithm that can identify failures after an extreme disaster and restore the load on the distribution system through emergency distributed power generation input and system reconfiguration. After that, the cost of power outage damage is analyzed by applying VoLL and CDF according to each restoration strategy.
The paper presents a multi-objective genetic algorithm approach to the design of a water distribution network. The objectives considered are minimization of network cost and maximization of a reliability measure. In this study, a new reliability measure, called network resilience, is introduced. This measure mimics a designer's desire of providing excess power at nodes and designing reliable loops with practicable pipe diameters. The proposed method produces a set of Pareto-optimal solutions in the search space of cost and network resilience. Genetic algorithms are observed to be poor in handling constraints. To handle constraints in a better way, a constraint handling technique that does not require a penalty coefficient and applicable to water distribution systems is presented. The present model is applied to two example problems, which were widely reported. Pipe failure analysis carried out on some of the solutions obtained revealed that the network resilience based approach gave better results in terms of network reliability.
Purpose: To determine effects of irrational parenthood cognition, family support, and resilience on depression in infertile women. Methods: Subjects were 118 infertile women who agreed to participate in this study. Data were collected from April 16 to July 31, 2018. Collected data were analyzed using descriptive statistics, t-test, analysis of variance (ANOVA), Pearson's correlation and multiple regression with SPSS WIN 23.0 program. Results: Depression significantly differed according to the burden of treatment cost and presence of people giving stress. Depression showed significantly positive correlation with irrational parenthood cognition and significantly negative correlations with family support and resilience. Factors affecting depression were irrational parenthood cognition, family support, and resilience. Irrational parenthood cognition had the greatest effect on depression. These three variables explained 35.8% of total variance. Conclusion: Irrational parenthood cognition, family support, and resilience affected depression of infertile women, with irrational parenthood cognition having the greatest effect. Therefore, it is important to develop and implement programs that can reduce irrational parenthood cognition and increase family support and resilience in order to lower depression of infertile women. Resilience has been widely used in various fields including design and operation of infrastructures. The resilient infrastructures not only reduce the damage scale of various disasters but also reduce the time and cost required for restoration. However, resilience rarely applied to promote efficient management of agricultural infrastructures. Recently, drought is an aggravating disaster by climate change and need countermeasures. Therefore, we tried to demonstrate evaluating measures in case of drought under consideration of resilience. This study applied the robustness-cost index (RCI) to evaluate alternative solution of the supply problem of a large agricultural reservoir under drought conditions. Four structural alternatives were selected to estimate the robustness index (RI) and the cost index (CI) to obtain the RCI values. Structural alternatives are classified into temporary measures and permanent measures. Temporary measures include the development of a tube wells and the installation of the portable pump, while the permanent measures include the installation of a pumping stations and the pumping water to the reservoir (Yeongsan River-Naju reservoir). RCI values were higher in permanent measures than those of temporary measures. Initial storage of the reservoir also affected RCI values of the drought measures. Permanent measures installation and management of early stage of the reservoir storage shortage was identified as the most resilient system.

Low-cost techniques with seismic isolation performance and excellent resilience need to be explored in the case of rural low-rise buildings because of the limited buying power of rural residents. As an inexpensive and eco-friendly isolation bearing, scrap tire pads (STPs) have the issue of poor resilience. Thus, a seismic isolation system under a column (SISC) integrated with STP needs to be designed for the seismic protection of low-rise rural buildings. The SISC, which is based on a simple exterior design, maintains excellent seismic performance, while the mechanical behavior of the internal STP provides elastic resilience. The horizontal behaviors of the SISC are studied through load tests, and its mechanical properties and the intrinsic mechanism of the reset ability are discussed. Results indicate that the average residual displacement ratio was 24.59%, and the reset capability was enhanced. Comparative experimental and finite element analysis results also show that the load-displacement relationship of the SISC was essentially consistent. The dynamic characteristics of isolated and fixed-base buildings were compared by numerical assessment of the response control effects, and the SISC was found to have great seismic isolation performance. SISC can be used as a low-cost base isolation device for rural buildings in developing countries.
Although there have been a lot of efforts to improve water quality in the estuarine reservoir, overall the water quality problems of the estuarine reservoirs remain. So, it is essential to establish water quality management plans under a comprehensive understanding of the environmental characteristics of the estuarine reservoir. Therefore, in this study, a resilience analysis framework for evaluating the estuarine reservoir's water quality was suggested for improving existing assessment method for water quality management plan. First, as a result of analyzing the static resilience to each scenario, it was found that from the S3 scenario in which dredging was conducted considerably, the resilience of about 30% more than the current estuarine reservoir system was restored. Second, as a result of analyzing the dynamic resilience, if cost and time are considered, there is no significant difference in robustness and resourcefulness, so it can be seen that the resilience of the estuarine reservoir can be efficiently improved by simply performing dredging up to the level of Scenario 3. Finally, as a result of comparing static and dynamic resilience, since static resilience is only presented as a single value, the differences and characteristics of the resilience capacity of the estuarine reservoir might be overlooked only by the static resilience analysis. However, in the aspect that it is possible to interpret the internal recovery capacity of the estuarine reservoir in multiple ways with various indicators (robustness, redundancy, resourcefulness, rapidity), evaluating water quality based on dynamic resilience analysis is useful.
Each national groundwater monitoring well showed distinct change patterns in groundwater levels and electrical conductivity (EC) in the Nakdong River Estuary, implying different external forces (EFs) on each well. According to the annual average data in 1997-2020, seawater was invaded into Well C. The desalination rate of -1,062 µS/cm/year represents the adaptive capacity of the well to seawater intrusion. The water levels and EC in Well E responded to precipitation, indicating the low absorptive capacity to climate changes. Meanwhile, Well B showed constant increases in water levels, suggesting that problems by rising groundwater should be considered in the study area where confined aquifers are overlaid by clay aquitards. The other wells showed consistent water levels and EC, indicating resilience to EFs. Here, resilience is the capacity of a well to resist changes by EFs, including the absorptive and adaptive capacity. The resilience of Wells E and F to climate changes was quantitatively compared using a resilience cost (RC). The RC showed Well F was more resilient than Well E, and the bedrock aquifer was more resilient than the alluvium aquifer, supporting the usefulness of RC. The resilience assessment against EFs (e.g., changes in land use and climate) helps sustainable groundwater management.
상수관망시스템의 신뢰도를 정량화하기 위한 연구가 최근 활발히 진행되고 있다. 대부분의 연구는 절점의 공급가능수요량, 절점의 수두, 그리고 유량과 수두를 동시에 고려한 에너지(energy)를 이용하여 신뢰도 지수를 개발하였다. 이 중, Energy를 기반으로 하는 신뢰도지수로써 Resilience index(Todini, 2000), Network Resilience index(Prasad, 2004), Modified Resilience index(Jayaram, 2008)와 Entropy Resilience index(Raad, 2010) 등의 연구가 대표적이다. 상수관망시스템에 정상적인 상황을 넘어서는 부담이 가해졌을 때, 이를 완충하거나, 정상적인 용수공급 상황으로 빠르게 회복하는 능력인 복원력(Resilience)을 판단하기 위한 지표로써 제시된 Todini의 Resilience index를 기점으로, 상수관망의 신뢰도(Reliability)을 Energy 측면에서 판단할 수 있는 관련 지표에 대한 연구가 진행되어왔다. 특히, 상수관망의 최적설계 시, 상수관망의 기능적 요소로써 관련 지표들을 비용(Cost)과 함께 다중목적함수로 고려하는 연구까지 다수 진행되고 있으나, 이러한 지표들이 상수관망에서 핵심적인 몇 가지 요소들의 변화에 대하여 어떻게 반응하는지에 대한 분석은 제대로 이루어지지 않고 있다. 본 연구에서는 동일한 상수관망시스템에서 용수의 흐름상황을 크게 좌우할 수 있을 것으로 판단되는 몇 가지 변동상황을 고려하여 이러한 지표들이 각각의 변동상황에 어느정도 민감하게 반영하는지 분석하였다. 여기서, 상수관망시스템의 중요 변화요소로써 1) 수요량의 변화, 2) Loop 개수의 변화, 3) 수원지(Source) 개수의 변화, 4) 해당시스템의 최소 요구수압 변화 등을 고려하였다. 본 연구를 통해, 상수관망시스템의 신뢰도 산정에 활용되고 있는 기존의 지수들이 다양한 변동 상황을 얼마나 잘 반영할 수 있는지를 파악하고, 기존의 지수들을 보완한 개선된 신뢰도 지수의 개발가능성을 모색하도록 한다.
PURPOSES : This study examines the performance changes of road networks according to the strength of a disaster, and proposes a method for estimating the quantitative resilience according to the road-network performance changes and damage scale. This study also selected high-influence road sections, according to disasters targeting the road network, and aimed to analyze their hazard resilience from the network aspect through a scenario analysis of the damage recovery after a disaster occurred. METHODS : The analysis was conducted targeting Sejong City in South Korea. The disaster situation was set up using the TransCAD and VISSIM traffic-simulation software. First, the study analyzed how road-network damage changed the user's travel pattern and travel time, and how it affected the complete network. Secondly, the functional aspects of the road networks were analyzed using quantitative resilience. Finally, based on the road-network performance change and resilience, priority-management road sections were selected. RESULTS : According to the analysis results, when a road section has relatively low connectivity and low traffic, its effect on the complete network is insignificant. Moreover, certain road sections with relatively high importance can suffer a performance loss from major damage, for e.g., sections where bridges, tunnels, or underground roads are located, roads where no bypasses exist or they exist far from the concerned road, including entrances and exits to suburban areas. Relatively important roads have the potential to significantly degrade the network performance when a disaster occurs. Because of the high risk of delays or isolation, they may lead to secondary damage. Thus, it is necessary to manage the roads to maintain their performance. CONCLUSIONS : As a baseline study to establish measures for traffic prevention, this study considered the performance of a road network, selected high-influence road sections within the road network, and analyzed the quantitative resilience of the road network according to scenarios. The road users' passage-pattern changes were analyzed through simulation analysis using the User Equilibrium model. Based on the analysis results, the resilience in each scenario was examined and compared. Sections where a road's performance loss had a significant influence on the network were targeted. The study results were judged to become basic research data for establishing response plans to restore the original functions and performance of the destroyed and damage road networks, and for selecting maintenance priorities.
