비모수추정법에 의한 부산시 가정용수 수질개선에 대한 지불의사액 추정 (Estimating Willingness to Pay for the Tap Water Quality Improvement in Busan Using Nonparametric Approach)

  • 이 논문은 비모수추정법에 의한 조건부가치측정법을 이용하여 부산시 가정용수 수질개선에 대한 지불의사액을 추정하는 것이다. 이와 같은 연구는 생활용수를 관리하는 정책입안자들에게 수질개선에 따른 경제적 편익의 정보를 제공하고, 부산시의 생활용수 개선사업을 수행여부나 수행규모를 결정하는데 있어서 유용한 정보와 시사점을 제공할 수 있다. 비모수추정법은 모수추정법에서 가정되는 모형분포의 적합도, 모형설정, 이분산 등의 가정과 검정이 필요 없을 뿐만 아니라 비교적 추정이 용이하고 보수적 추정을 할 수 있는 장점이 있다. 이 논문은 조건부가치측정법의 신뢰성과 타당성을 확보하기 위해서 층화된 무작위표본추출법에 의한 개인면접방법을 통하여 665개의 표본을 선정하였다. 추정결과 가정용수 수질개선에 대한 부산시 가구당 월 평균 지불의사액은 2009년 기준 3,190원에서 3,331원이고, 중앙값은 가구당 월 1,750원으로 추정되었다. 부산시민 전체의 가정용수 수질개선에 대한 연간 경제적 편익은 평균WTP를 적용할 경우 502억원, 중앙값 WTP를 적용할 경우 275억원으로 추산되었다. 이와 같은 연구결과는 상수도 수질정책의 시행여부를 결정하는 비용편익분석이나 다양한 생활용수 수질개선정책에 있어서 편익의 유용한 정보로 활용할 수 있다.

  • The paper is to estimate willingness-to-pay (WTP) for tap water quality improvement in Busan, using parametric approach in contingent valuation method(CVM). For parametric approach linear logit model and log logit model are employed in double-bounded dichotomous choice format of CVM. For the reliability and the validity of contingent valuation method a survey was conducted for 665 respondents, who were sampled by stratified random sampling method, by personal interview method. The result of mean WTP for the tap water quality improvement in Busan was estimated to be 3,687 won and 3,660 won per month per household, while median WTP being 1,884 won and 1,892 won per month per household, respectively by linear logit model and log logit model. Provided that our sample is broadly representative of the Busan's population, an estimate of the annual aggregated benefit of residential water improvement for all Busan households is approximately 29.7 billion won to 29.8 billion won based on median WTP.

  • As the structure, material and construction of building develop continuously, so the recent residential buildings are being large, high-rise and group. High-rise residential buildings consume a lot of energy on supplying cold and hot water. As well, high-rise residential buildings bring on discomfortable use and unexpected conditions on account of faucet outlet pressure rise and the difference of water supply pressure between top floor and bottom floor. Thus, the purpose of this study is to research on using conditions of cold and hot water supply system through survey and field measurement in high-rise residential buildings and to analyze problems.

장기적 토지피복 분석을 통한 경안천 유역의 토지이용 특성 (Land Use Characteristics in the Kyungan Watershed by Analyzing Long-Term Land Cover Data)

  • The use of land cover was sharply changed during 1975~2007 in the Kyungan watershed $(561.12 km^2)$. The changes occurred over an area of more than $227.65 km^2$ during the overall period at changing rates of 1.04% per year for water area, 1.79% per year for residential area, 2.99% per year for bare area, 3.03% per year for wetland area, 3.04% per year for grass area, 0.87% per year for forest and 2.32% per year for agriculture area. Water, residential, bare and wetland areas increased, while grass, forest and agriculture areas decreased during the last 32 years. BOD concentrations of representative sites for each sub-watershed continuously increased until the early 2000s as residential area increased with the highest discharged load, but decreased after the mid 2000s except upper Kyungan watershed. Such decline appears to be associated with the planning of Total Maximum Daily Load management for Gwangju city and expansion of waste water treatment plant. It is necessary to control land use/cover changes of the upper watershed and to prepare appropriate watershed management system for improvement in river environment including water quality, stream flow and bio-diversity.

제주특별자치도 물인프라 현황 및 개선방향 (Current status of Jeju special self-governing province's water infrastructure and direction for improvement)

  • This paper investigates the current status of Jeju special self-governing province (JSSGP)'s water infrastructure and recommends directions for improvement. JSSGP relies on groundwater for most of its water resources. Recently, water usage has been steadily increasing due to the increase of residents and tourists while the quality of groundwater has been steadily worsening. Deterioration in water quality of groundwater can be seen through the increase in concentration of nitrate nitrogen and microorganisms. To overcome such problems, water consumption must be reduced by water demand management in all fields including residential and agricultural water use. The quality of water resources should be preserved through the management of pollutants. For efficient management of water resources, great efforts should be made to reduce the leakage rates in household and agricultural water, which is currently at the highest level in the country. Furthermore, diversification of water intake sources other than groundwater is needed, especially for agricultural water supply. For water and sewerage facilities, compliance with drinking water quality standards and discharge water quality standards must be achieved through the optimization of operation management. This process requires recruiting professionals, improving existing workers' expertise, and improving facilities.

  • The residential street is an area in which the residential function clearly predominates over any provisions for traffic. Therefore schoud it serve as a living space for the inhabitants. But in reccent times have motorists become lord and master through development and use according to the measure of automobile. As a result is being falling-off in the quality of residential environment particularly serious. This study have illustrated specially the environmental pollution (air pollution, micro climate. water balance and soil pollution) which the analysis of research data in foreign countrys. With that have this study proposed on the measures of the environmental friendly construction in residental street.

초, 중등학교 학생들의 학교환경위생에 대한 인식과 태도에 관한 연구 (A Study of Cognitions and Attitudes of Elementary, Middle and High School Students Concerning School Environmental Sanitation)

  • This study was conducted to contribute to the basic data for decisions on environment policy improvement in health promotion, and school sanitation for students in elementary, middle and high schools, by analysing their cognitions and attitudes toward school environmental sanitation. This study was carried out with 1200 male and female students in elementary, middle and high schools in industrial, residential and heavy traffic areas for one month, from July 10 to August 11, 2000. The results of the survey follows. The most serious environmental problems in schools are the toilets, quality of drinking water and the classroom conditions. As for the priority areas for improvement, toilets topped the list followed by the classroom environment, and then by the quality of drinking water. Lack of administrative and financial support, the headmasters' disinterest, lack of interest by the students and parents, lack of awareness among teachers and insufficient effort were cited as the main reasons.

하천 수질의 계절적 변화에 미치는 유량과 토지이용의 영향 (The Effects of Flow and Land Use Types on Seasonal Variations of Water Quality in Streams)

  • We examined the effects of land cover types on water quality based on data surveyed during April 2007-February 2008 from 178 sites of 111 streams in Paldang watershed. BOD, COD, DO, SS, T-N, and T-P concentrations of spring and summer were strongly and significantly associated with the first principal component of the proportions of eight land cover types, and differences between all parameter's concentration except SS and T-N of spring and summer were insignificantly related with them. SS and T-N concentration of summer were significantly correlated with increase and decrease of stream flow. T-P concentration of spring was the most significantly related with the second principal component which was positively correlated with the proportions of residential and forest land covers and was negatively correlated with the proportions of paddy and grass land covers. It is necessary to manage land use of the upper watershed and stream flow for improvement in water quality because seasonal variations of each water quality parameter are dependent upon land cover and flow variations.

  • 2009년 환경부는 '농어촌지역 하수도정비 종합계획'을 발표하면서 도시지역과 농촌지역의 하수도 서비스 격차를 줄이고 농어촌지역의 생활환경을 개선하기 위하여 2015년까지 약 4조 7천억 원의 예산을 투입하여 농어촌지역의 하수도 보급률을 75%까지 향상하겠다고 밝혔다. 하지만 이번 종합계획은 소규모하수도의 문제점을 정확히 파악하지 못하고 있어 하수도 보급률 증가에 따른 수질개선 효과는 기대하기 어려울 것이다. 따라서 본 연구에서는 경기도의 2개 지역 마을하수도 정비 사례를 중심으로 마을하수도의 문제점과 해결방안에 대해서 알아보고, 종합계획을 추진하는데 고려되어야 할 사항들에 대해서 논의하고자 한다. 현장조사를 통하여 하수의 불균등 유입, 저유량, 저부하 등의 문제가 공통적으로 발생하고 있는 것을 파악하였다. 유입되는 부하량에 맞게 처리시설의 운전 방법을 개선해야 하지만 대부분의 시설들이 설계시 제시된 운전인자로 운전되고 있어 처리효율이 저하되는 것으로 조사되었다. 정밀진단에서는 문제점에 대한 해결방안으로 유량균등화, 포기/ 비포기 비율 조절 등을 검토하여 현장에 적용하였으며, 그 결과 유기물 및 탈질산화 반응에 의한 T-N의 처리효율 개선되는 것을 확인할 수 있었다.

공공하수처리시설 수질기준 선진화 방안 (Improvement on Sewerage Effluent Standard of Public Sewerage Treatment Plants)

  • Domestic sewage contains increasingly more pharmaceuticals and personal care products (PPCPs), due to rising use of medicines, health supplement food and daily necessities. And various types of industrial wastewater from pollution sources in treatment areas could flow into the public sewerage treatment plants (PSTPs) in metropolitan areas. The conventional PSTPs are designed to treat suspended solids, biodegradable organics, nitrogen and phosphorous from residential and industrial areas and public facilities. However, toxic, conventional, and non-coventional pollutants from non-domestic sources that discharge into sewer system as well as domestic source with various chemicals could not be treated in the conventional PSTPs and discharged untreated to public basin. In this paper we aim to consider the establishment system of effluent standard of PSTPs in comparison with water quality standard of water environment and wastewater discharge regulation. And also we suggest the necessity of regulations on the pretreatment of industrial wastewater as part of efforts to improve water quality in sewerage systems and to protect public basin.
