The drought risk has been increasing recently due to climate change causing the extreme climate to be more frequent. In order to supply agricultural water stably under drought, it is necessary to operate an agricultural reservoir in response to drought. To this end, it is crucial to establish appropriate drought response operation rules considering weather conditions and reservoir status. In the reservoir operation simulation, the supply amount differs from the actual reservoir supply for many reasons, including maintaining water levels for supply and accommodating farmers' requests. So, for a more realistic reservoir operation simulation, it is necessary to reflect the reservoir operation rules of the actual water management site. Therefore, in this study, through a survey, the standards for limitation of agricultural water supply applied to agricultural reservoirs in Korea were investigated, and the criteria for drought response reservoir operation (DRO) were established based on the survey. Then, the DRO was applied to the irrigation period for nine subject reservoirs. The applicability was evaluated by comparing the DRO result to the operation result of HOMWRS (Hydrological Operation Model for Water Resources System). The reservoir drought index, storage rate, and daily supply were compared for evaluation. From the result, DRO showed more stable operation results in most cases against drought as it has fewer days of water supply limitation and a somewhat reservoir storage rate which can be utilized for prolonged drought.

In this study, the model enhancing the safety of reservoirs and reducing the downstream flood damage by reservoirs system operation during abnormal flood was developed. Linear programming was used for the optimal reservoirs system operation during an abnormal flood and fuzzy inference system was introduced to solve the uncertainty problem which is included in hydrological factors like inflow, water level and inflow variation of reservoir operation. The linear programming model determined the optimal reservoir system operation rules and could be used in situation where water demands varies rapidly during the abnormal flood events using fuzzy control technique. In this study, the optimal reservoirs system operation for Andong and Imha reservoirs located in the upper basin of Nakdong river was performed in order that the design flood discharge at Andong city would not be exceeded for the design flood of 100 year and PMF(Probable Maximum Flood). And the model that determines the release according to the downstream flow discharge, the reservoir storage, the inflow and the inflow variation of each reservoir was developed using the optimal system operation result and fuzzy control technique. The developed model consisted of 224 fuzzy rules according to the conditions of Andong reservoir, Imha reservoir and Andong city. And the release from each reservoir could be determined when the current data are used as input data through the developed GUI.

The objective of this paper is to show how the fuzzy sets theory can be applied to the reservoir operation guidelines for agricultural purposes. The concepts of the theory has been resented as a new tool for the decision problems which contains fuzziness and it's application can be found in operations research, expert systems, robotics, fuzzy computers, and pattern recognition. The fuzzy control system for the reservoir operation composed of a set of reservoir operation rules and a fuzzy inference engine was built. Water demand for paddy fields, water availability, and inflow to a reservoir were selected as main factors which determine the magnitude of reservoir release. The behavior of the control system was evaluated for different level of water demand and the results seemed to be reasonable.
The Upper Fenhe Reservoir System studied by KOWACO to supply water to Taiyuan City, capital of Shanxi Province in China, is a very complicated one. Many reservoirs will be connected serially and it will be operated as a multi-purpose and multi-criteria system because several objectives and appraisal functions are taken into account regarding system operation. For reservoirs in the system, the critical system operation objectives are to minimize water shortage and reservoir sediment. Furthermore the reservoir system will be jointed with a large-scale pumping system, namely Yellow River Diversion Project. The water development cost in the Yellow River Diversion Project is much higher than that of reservoir system, and around the year 2020 the diversion volume will be twice of the surface water available in the Upper Fenhe Basin. In this study, an optimization technique for connecting the system of reservoirs and pumping station was developed to solve a conjunctive low River Diversion Project. The developed scheme includes a suggestion on the combining methodology of real reservoir system and pumping system using imaginary reservoir concept for the Yellow River Diversion Project, and practical examples to the minimization problem of the Yellow River diversion satisfying other reservoir operation objectives.
In this study, the efficient reservoir operation is studied by comparing results from reservoir operation using a basin drought forecasting and warning system with an existing reservoir operation rule. As a result, it is found that the reliability and average annual storage of reservoir operation using a basin drought forecasting and warning system and release coefficients is better than those of reservoir operation using the existing operation rule. The release coefficients for Yongdam dam located in the Geum river basin selected as a case study are found to be the most effective for the value of 0.95 for the drought watch, 0.9 for the drought warning and 0.85 for the drought emergency. The reservoir operation using a drought forecasting and warning enables the use of the limited water resources effectively during drought and will contribute the national water resources management.

The purpose of multipurpose reservoir operation in flood season is to reduce the peak flood at a control point by utilizing flood control storage or to minimize flood damage by controlling release and release time. Therefore, the most important thing in reservoir operation for flood season is to determine the optimal release and release time. In this study, goal programming is used for the optimal reservoir operation in flood season. The goal programming minimizes a sum of deviation from the target value using linear programming or nonlinear programming to obtain the optimal alternative for the problem with more than two objectives. To analyze the applicability of goal programming, the historical storm data are utilized. The goal programming is applied to the reservoir system operation as well as single reservoir operation. Chungju reservoir is selected for single reservoir operation and Andong and Imha reservoirs are selected for reservoir system operation. The result of goal programming is compared with that of HEC-5. As a result, it was found that goal programming could maintain the reservoir level within flood control level at the end of a flood season and also maintain flood discharge within a design flood at a control point for each time step. The goal programming operation is different from the real operation in the sense that all inflows are assumed to be given in advance. However, flood at a control point can be reduced by calculating the optimal release and optimal release time using suitable constraints and flood forecasting system.

Abstract The need for integrated reservoir system operation become more intense as the demands from the system increase. A deterministic, three-dimensional discrete incremental dynamic programming approach is presented to derive reservoirs system operational planning strategies. The developed H3DP model optimizes the monthly operation of the Hwachon and Soyang Projects on the North Han river and Chungju Main Project on the South Han river. By using the H3DP model, Hwachon project was reevaluated as a component of the upstream multipurpose storage reservoirs in the basin based on 1993 hydrology. This case study demonstrates the practical use of the developed model for the basin multi-reservoir system operation in an integrated, multipurpose fashion.
The goal of the multi-reservoir operation planning is to provide an optimal release plan that maximize the reservoir storage and hydropower generation while minimizing the spillages. However, the reservoir operation is difficult due to the uncertainty associated with inflows. In order to consider the uncertain inflows in the reservoir operating problem, we present a Stochastic Dynamic Programming (SDP) model based on the markov decision process (MDP). The objective of the model is to maximize the expected value of the system performance that is the weighted sum of all expected objective values. With the SDP model, multi-reservoir operating rule can be derived, and it also generates the steady state probabilities of reservoir storage and inflow as output. We applied the model to the Geum-river basin in Korea and could generate a multi-reservoir monthly operating plan that can consider the uncertainty of inflow.
Selection of the best operating rule among a set of alternatives for a multipurpose reservoir system operation requires to evaluate many minor criteria in addition to the major objectives assessed to the system. These problems are sufficiently complex and difficult that they are beyond heuristic decision rules and experiences in case several noncommensurable multiple criteria are included in the evaluation. With the assistance of multicriterion decision analysis techniques, it is possible to select the best one among various alternatives by systematically comparing and ranking the alternatives with respect to the criteria of choice. Evaluation criteria for multipurpose reservoir system operating rules were identified and defined, and the multicriterion decision analysis techniques were applied to evaluate the four existing operating rules of the Chungju multipurpose project according to the identified nine multiple criteria. The application results show that the methodology is very efficient to select the best operation alternative among a finite number of operating rules with many evaluation criteria for a large-scale reservoir system operation.

The efficient operation and management strategies of reservoirs in irrigation periods of drought events are an essential element for drought planning and countermeasure. Korea Rural Community Corporation has developed the real-time water level observation system of agricultural reservoirs to efficiently operate reservoirs, however, it is not possible to predict drought conditions, and only provides information of current situation. Hence, it is necessary to evaluate accurate irrigation vulnerability and efficiently reservoir operation rules using current water level. In this paper, the improvement methods of reservoir operation planning were developed with water supply vulnerability characteristic curves comparing to automatic water gauge at agricultural reservoirs. The 11 reservoirs were simulated applying the reservoir operation rules which was determined by irrigation vulnerability characteristic curves criteria and real time water level, and evaluated water supply situation in 2012 year. The analysis of results can be identified probabilistic possibility of water supply failures compared with the existing reservoir operation criteria. These results of efficient reservoir operation rules can be achieved enable irrigation planners to optimally manage available water resources for decision making, and contributed to maintain the water supply according to demand strategy for agricultural reservoirs management.
