The Program Evaluation and Analysis of Creative Research Initiatives (창의적연구진흥사업 사업평가 및 분석)

  • The objective of this research is to evaluate the Creative Research Initiative Program (CRI), a national R&D program funded by the Ministry of Science & Technology in Korea. The evaluation of CRI covers the following research questions; 1) Have it set a unique position and characteristic distinguished from other government-funded R&D programs\ulcorner 2) Are the achievements of the program relevant to its goal\ulcorner 3) What is its performances and how much is it achieved its goal\ulcorner The results are the followings; 1) CRI is perceived as a pure basic research, distinguished from other national basic research programs, such as the Coal Oriented Basic Research Program and the SRC and ERC. 2) CRI is a well-adapted R&D program in confront of the environmental changes and R&D needs, as well as follows the planned R&D areas. 3) CRI have performed well in the raising-up world-class research leaders and the nation-wide diffusion of creative R&D culture, while it got few performances in the overcoming the limitation of the existing technologies and the independent development of original key technologies for future industries. However, the duration of the program, 5 year, is too short to expect concrete outcome, such as creating original technologies. Many of the outcomes of CRI gets a lot of attention from top class scientists in the world, it is expected to generate various R&D performances in the future.

Government Policies, R&D Networks and Space: The Case of Korean national R&D Projects (정부의 R&D 정책과 연구개발 네트워크의 구조 및 공간적 특성: 한국의 국가연구개발사업 사례를 중심으로)

  • Government R&D policies generate diverse intended and unintended effects including innovator-specific and spatial effects. The Korean government has promoted R&D policies throughout the industrializing period, resulting in R&D networks focused on government research institutes geographically concentrated in the Capital region and Daedeok. This research aims to review the development of the Korean national R&D projects and analyze the recent composition of participants and spatial effects of the Korean national R&D projects. The results show that, in terms of the participants, the R&D networks generated from the Korean national R&D projects have been diversified from dominance of the government research institutes to strategic collaboration between the Korean private firms, universities, and government research institutes. Spatially, the R&D networks are not regionalized, and many private firms in most of the regions have nationwide R&D networks or still rely on the R&D networks in the Capital region.

The Essential Function of miR-5739 in Embryonic Muscle Development

  • Background and Objectives: Embryologically, mesodermal development is closely related to the development of various organs such as muscles, blood vessels, and hearts, which are the main organs that make up the body. However, treatment for mesoderm developmental disorders caused by congenital or acquired factors has so far relied on surgery and drug treatment for symptom relief, and more fundamentally, treatment for mesoderm developmental disorders is needed. Methods and Results: In our study, microRNA (miRNA), which plays an important role in the mesoderm development process, was identified and the developmental function was evaluated. miRNAs consist of small nucleotides, which act as transcription factors that bind to the 3' untranslated region and suppressed target gene expression. We constructed the human embryonic stem cell (hESC) knockout cell line and analyzed the function and characteristics of miR-5739, which plays an important role in mesoderm lineage. miR-5739 acts as a transcription factor targeting SMA, Brachyury T, Hand1, which controls muscle proliferation and differentiation, and KDR gene, which regulates vessel formation in vitro. In vivo results suggest a role in regulating muscle proliferation and differentiation. Gene ontology analysis confirmed that the miR-5739 is closely related to genes that regulate muscle and vessel proliferation and differentiation. Importantly, abnormal expression of miR-5739 was detected in somatic cells derived from patients with congenital muscle disease. Conclusions: Our study demonstrate that miR-5739 gene function significantly affects transcriptional circuits that regulate muscle and vascular differentiation during embryonic development.

A Study on the Effect of Direct Government R&D Funding on SMEs: A Comparative Analysis between SMEs and Large Companies (정부의 중소기업에 대한 연구개발투자 효과: 대기업과의 비교분석을 통하여)

  • This study is intended to demonstrate how different factors induce the Korean government's direct investment in research and development according to the type of business enterprise in Korea. We analyzed that what factors made the government directly invest in research and development by using a total of 18,272 company panel data, which are not limited to specific industries or government-led research and development (R&D) programs. The results showed that the direct investment for R&D by the government led to the increase in the number of researchers in SMEs. For major companies, the direct investment resulted in the increase of sales and company's own R&D expenses. Moreover, this study found that government's direct support for R&D even led to the decrease of SMEs' own R&D expenses; however, this result was not statistically significant. In addition, the most significant factor to increase both SMEs' and major company's own R&D expenses was the sales amount of the company, rather than government's direct investment for R&D. The factor that increases sales was the company's own R&D expenses, rather than government's direct investment for R&D. Through the analysis using Mixed Effects Model, this study suggested the policy should be changed to make SMEs invest in its own R&D expenses, rather than to secure researchers of SMEs by government's direct investment for R&D.

A Study on the Assistance Programs for Commercialization of R&D Outcomes (R&D 기술 성과물의 상업화 지원 제도에 대한 연구)

  • The National Research and Development(R&D) has put a greater emphasis on development of a market- and customer-oriented technology and its commercialization in the market. To promote commercialization of technologies invented through the national R&D, many governmental and public organizations have been offering various assistance programs. In spite of these assistance programs, the commercialization rate of the Korean national R&D outcomes is relatively lower than other advanced countries including the United States and European countries. Thus, this paper analyzed 24 R&D commercialization assistance programs which are provided by several institutions in the four different nations. As a result of analysis, we recommended the areas for improvement in the Korean R&D commercialization assistance programs. Also we suggested a framework driving an effective collaboration among the institutions assisting commercialization, the institutions funding and managing R&D, and the people performing R&D.

  • Government evaluate annually a performance of government's R&D(Research & Development) and decide a budget and progress. So, a performance target setting of R&D is very important at the planning, The basic performance target setting of railroad R&D is clear. However, a scientific and technological performance target setting of railroad R&D is very difficult and a reasonable level of it can not be judged. Therefore, this study will suggest a solution for a scientific and technological performance target setting of railroad R&D through regression analysis of successfully finished railroad R&D, after judging a reasonability of a scientific and technological performance through comparing railroad R&D with the other R&D.

A Quality Model of National R&D Projects based on ISO/IEC Standards (ISO/IEC 국제표준에 기반한 국가연구개발사업 품질측정모델에 관한 연구)

  • The number of national research and development(R&D) projects have been continually increased, and it is necessary that the efficiency of investment of R&D projects have been improved during the last two decades. also the government has improved national R&D process and supporting tools for the projects. However, it is not enough to develop a quality model to evaluate the projects systematically. Therefore, a quality model for national R&D projects need to be revised. The quality model for the projects should be based on the global standard(ISO/IEC 9126). In this paper, the authors proposed a quality model for national R&D projects and took a case study for verification of the quality model. The quality model is defined in terms of functionality, reliability, usability, efficiency, portability and maintainability. Also, the authors suggest metrics for measuring the quality of products or services. finally, The productivity and quality of national R&D projects will be improved by the quality model.

  • New Energy and Industrial Technology Development Organization (NEDO) promotes R&D that individual private sector enterprises can not undertake by themselves. To do this, it utilizes an extensive network that supports cooperation between industries, universities, and public research organizations. NEDO's government-funded R&D budget for FY2005 totals approximately 148.8 billion yen. Fuel cells and hydrogen technology development project is one of NEDO's emphasizing projects. The budget size was ${\yen}$20.8 billion, corresponding to about 60% of annual expenditure of Japanese government for fuel cells in FY2005. These projects consist of 8 programs as follows.

  • The method and process of research and development (R&D) is changing when we develop artificial intelligence (AI), and the way R&D results are dispersed is also changing. For the R&D process, using and participating in open-source ecosystems has become more important, so we need to be prepared for open source. For product and service development, a combination of AI algorithm, data, and computing power is needed. In this paper, we introduce ETRI AI Strategy #4, "Expanding AI Open Platform." It consists of two key tasks: one to build an AI open source platform (OSP) to create a cooperative AI R&D ecosystem, and another to systematize the "x+AI" open platform (XOP) to disperse AI technologies into the ecosystem.

  • This study was conducted to investigate the effect of the number of spermatozoa and insemination section(field) of reproductive organs at artificial insemination using laparoscopy(Fiber optic laparoscopic system, Good-Gene Co., Korea) in deer(Elk) and cattle.
