This study developed a design to estimate the location of rescue demander using the sound system at disaster site, in the conditions of indoor positioning cannot be performed properly. It is a location tracing system through smart phone application. It generates sound wave information of rescuer at the rescue site, and it can be used as assistant means for indoor location tracing at the disaster site using sound wave receiving measurement technology.

In terms of reinforcing the functions and services of rescue 119 and emergency corps, we must review the following considerations : Building up security system along with operational expansion, building up a system for emergency medical treatment, buliding up a comprehensive information management system for rescue and emergency, constructing a provincial safety museum and so forth. For the ways to better the works of rescue 119, we can review the following considerations : Improving the education for fire fighting trainging corps under Jeju Provicial Fire and disaster management department, providing rescue members with more opportunity for clinical practices, enhancing the morale of rescue members, installing a comprehensive briefing room for emergency rescue members, building up medical networks along with reasonable policies for information service, operating the consulting system for rescue 119 and so on. Provide little more superior quality high fire fighting service to jeju islander, and need long-term and elaborate research to correspond in rising fire fighting man-power demand newly and investment. Construction of well-matched disaster administration system is assignment that must hurry in international free city. That jejudo receives time factor about that is received for another thing area's number of persons or equipment when regional special quality large scale or disaster happens is that of course the support receives limitation immediately. Jeju fire fighting services is one story reform, specialization taking into account particular situation of jeju area to grow as sightseeing and center of culture intending international free city, should be upgraded. So, it may do big contribution naturally in jeju international free city phase that coincide jeju islander's social welfare promotion and safety desire.

We propose an emergency rescue support communication system to quickly rescue passenger ships, such as large cruise ships, when a ship sinks or a disaster such as a fire occurs. A beacon is installed in the inside of the vessel, and the position and the status of the passenger are detected in real time through the Bluetooth communication in the mobile terminal carried by the passenger and transmitted to the server. When an emergency occurs, the server sends information on the passenger to the rescue agency, informs the passenger of the emergency, and guides evacuation. As a result of simulations using the designed system, it was confirmed that the server immediately notifies all terminals when an emergency occurred in more than half of the area. This system, which detects the accident in real time and notifies all terminals in the vessel, unlike the existing system that notifies the position of the accident vessel or simply the position of the passenger in the vessel, will be helpful for the rapid evacuation and rescue of the passenger.

In this paper the cases on accidents/incidents and the reporting/responding procedures of high-speed rail operating countries will be reviewed and what these suggest us will be identified, and those countries' efforts to secure the prompt rescue system will be reviewed and the plan to secure the more customized rescue and rehabilitation system taking account into circumstances of our high-speed railway accident/incident will be presented.

The worldwide satellite system for search and rescue has been in operation since 1982 and has assisted in the rescue of thousands of lives in distress. Aviators, mariners and land users being equipped with distress beacons are capable of transmitting distress signals to the satellites in emergency situations anywhere in the world. This paper describes the configuration of the search and rescue satellite system, principles of its operation, and how the system is utilized to process the distress events. Also, this paper points out the importance of development of technologies of user equipment and proposes an experimental program for technology development using domestic satellites.

Purpose : To check the legal relation between rescue team and patient as well as legal responsibility for patient's damage intentionally or erroneously caused by rescue member, a public official, in the performance of relevant job ; to prevent legal dispute over rescue team and to present program for fair settlement of dispute and equitable and feasible burden of damage. Method : First, the legal principle of Civil Law, Criminal Law and Administrative Law related to the theme of this research will be investigated around research by literature. Second, the case of dispute related to rescue team will be introduced. Result: 1. If 119 rescue members as a public official intentionally or erroneously cause damage to patient in the performance of job, they shall bear civil, criminal and administrative responsibility. They shall bear civil responsibility for indemnity for damage due to default or tort. The typical criminal responsibility includes accidental homicide arising out of duty, preparing falsified official document, dereliction of duty, etc. In the administrative side, the state is responsible for indemnity for peculiar status of the rescue member, public official. 2. Though raising civil petition or legal dispute over unsatisfactory rescue service may be reasonable to guarantee the right of nation, such action may cause stress to rescue member as well as may lead to mental shrinking and defensive attitude only to take the basic first aid treatment which has low possibility of mistake instead of active first aid treatment so as to avoid legal responsibility. 3. The program that may prevent legal dispute over 119 rescue team includes expansion of manpower specialized in first aid treatment, enhancement of education on legal environment, development and application of standard job guideline, formation of mutual trust with patient, detailed explanation, preparing and keeping minute record, improvement of the rescue members' ability of first aid treatment and development of medical instruction mode. Conclusion : The best policy is to prevent legal dispute. If it is impossible to basically exclude the possibility of dispute, however, we need to make effort to minimize the occurrence, settle fairly and divide damage equitably and feasibly. To improve the preventible death rate of our first aid system to the level of advanced country, 119 rescue team which is in charge of the stage before hospital needs to positively enforce special first aid by improving the qualitative level of rescue service and to strive to prevent legal dispute that may occur in the process.

The Korea Maritime Police Agency(KMPA) is the national maritime Search and Rescuee (SAR) authority with the responsibility to promote an efficient organization of SAR services and to coordinate the conduct of SAR operations within the Korean Search and Rescue Region(SRR). The maritime SAR operations shall provide an adequate and effective search and rescue services to minimize the loss by rendering aid to persons in distress and property in the marine environment. The essence of a successful search and rescue operation is the speed with which it is planned and carried out because survivors who need assistance and whose chances of survival diminish rapidly with time. This paper aims to propose an optimal allocation model of maritime SAR fleet in view of minimizing the search and rescue time. When maritime accidents occur, rescue units have to reach to the distress scene within the specified time. For this, SAR units must be redeployed to an advanced base so that Rescue Units(RU) can reach to the scene of distress in the shortest possible time. The Korean maritime SRR is divided into 180 sub-areas in consideration of an operational and technical ability of SAR units. The suggested model is verified through an empirical application to the Korean maritime SRR. And also the Rescue Vessels(RV) required is estimated for each Rescue Co-ordination Center(RCC).

The aim of this study is to suggest a utilization plan of the emergency rescue information system based on the operating problems after valuating user part, system part and organization part of the system. As result, facility plan for access to emergency rescue information system and operating on user part, raing plan of rapidity and stability on system part, decision making and organization and contribution plan on organization part are suggested.

KCG, responsible Agency of maritime SAR operation has been known to address the marine casualties well, however, it was criticized because KCG failed to take prompt and effective response to the recent Ferry disaster at the very early stage. In this regards, the authors analyze the characteristics of marine incident with historical data, and also review and examine the national SAR system focusing on SAR coordination and human resources to make recommendation and suggestion in order to minimize the loss of lives to future marine incidents. As a result, KCG shall augment its capabilities, inter alia, fast libeboats and rescue helicopters for prompt response to marine incidents at the coastal waters, and KCG shall re-adjust the establishment of Rescue Coordination Center to improve operational problems of current system in accordance with IMO guidance, KCG is required to introduce mandatory training, qualification and certificate system to enhance the professionalism of SAR personnel.
