  • We propose a novel real-time obstacle avoidance method for rescue robots. This method, named the ELA(Emergency Level Around), permits the detection of unknown obstacles and avoids collisions while simultaneously steering the mobile robot toward safe position. In the ELA, we consider two sensor modules, PSD(Position Sensitive Detector) infrared sensors taking charge of obstacle detection in short distance and LMS(Laser Measurement System) in long distance respectively. Hence if a robot recognizes an obstacle ahead by PSD infrared sensors first, and judges impossibility to overcome the obstacle based on driving mode decision process, the order of priority is transferred to LMS which collects data of radial distance centered on the robot to avoid the confronted obstacle. After gathering radial information, the ELA algorithm estimates emergency level around a robot and generates a polar histogram based on the emergency level to judge where the optimal free space is. Finally, steering angle is determined to guarantee rotation to randomly direction as well as robot width for safe avoidance. Simulation results from wandering in closed local area which includes various obstacles and different conditions demonstrate the power of the ELA.

  • This paper proposes a mathematical modeling-based approach for assessing disaster effects and selecting suitable mitigation alternatives to provide humanitarian relief (HR) supplies, shelter, rescue services, and long-term services after a disaster event. Mitigation steps, such as arrangement of shelter and providing HR items (food, water, medicine, etc.) are the immediate requirements after a disaster. Since governments and non-governmental organizations (NGOs) providing humanitarian aid need to know the requirements of relief supplies and resources for collecting relief supplies, organizing and initiating mitigation steps, a quick assessment of the requirements is the precondition for effective disaster management. Based on satellite images from weather forecasting channels, an area/dimension of the disaster-affected zones and the extent of the overall damage may often be obtained. The proposed approach then estimates the requirements for HR supplies, supporting resources, and rescue services using the census and other government data. It then determines reliable transportation routes, optimum collection and distribution centers, alternatives for resource support, rescue services, and long-term help needed for the disaster-affected zones. A numerical example illustrates the applicability of the model in disaster mitigation planning.

  • In particular, for a practical mobile robot team to perform such a task as that of carrying out a search and rescue mission in a disaster area, the network connectivity and localization have to be guaranteed even in an environment where the network infrastructure is destroyed or a Global Positioning System is unavailable. This paper proposes the new collective intelligence network management architecture of multiple mobile robots supporting seamless network connectivity and cooperative localization. The proposed architecture includes a resource manager that makes the robots move around and not disconnect from the network link by considering the strength of the network signal and link quality. The location manager in the architecture supports localizing robots seamlessly by finding the relative locations of the robots as they move from a global outdoor environment to a local indoor position. The proposed schemes assuring network connectivity and localization were validated through numerical simulations and applied to a search and rescue robot team.

  • Since the Gyeongju earthquakes in 2016, there have been increased research interests in the areas of seismic design, building collapse, and rescue radar applications in Korea. Ground penetrating radar (GPR) is a nondestructive electromagnetic method that is used for underground surveys. To properly design ground penetrating radar that detects buried victims precisely, it is important to study electromagnetic wave propagation channel characteristics in advance. This work presents an electromagnetic propagation environment analysis of a trapped victim for GPR applications. In this study, we develop a realistic collapse model composed of layered reinforced concrete and a victim positioned horizontally. In addition, the effects of rebars and the distance between the radar antenna and target are investigated. The numerical analysis presents the electromagnetic wave propagation characteristics, including amplitude loss and phase difference, in the 450-MHz and 1,500-MHz frequency band, and it shows the electric field distribution in the environment.

  • A common kestrel was admitted to Chungnam wild animal rescue center, having been unable to fly. On the physical examination, the bird was presented with contusion and swelling on its right humerus closed fraction and had pain response. Radiographic examination was explicitly revealed closed fracture on right proximal humerus. Its closed fracture was reduced with tie-in fixator and figure-of-eight tension band, and inserted pins on its right humerus surgery were removed on the $14^{th}$ day after the surgery. As Falco tinnunculus was able to move its wings from Day $21^{st}$ day, its rehabilitation was done at outdoor facility and it was successfully released. Proximal humerus reduction with tie-in fixator and the wire was a success, and this treatment with reference to this study will be surely effective to support the other wildbird's reduction stability.

  • Wild birds rescued for various reasons are injured and admitted to a wild animal rescue center. With the case of collision with cars, buildings and wires on a power pole, most wild birds are severely traumatized or get fractured, which need intensive veterinary treatment. In general, inhalation anesthesia to wild birds is the best choice for the medical and surgical procedure, and intubation is recommended for the stable anesthesia. Although the certain size of an endotracheal tube can be chosen depending on the size and morphology of the bird, there are a few standardized guidelines. Therefore, the optimal endotracheal size of the rescued 162 individual birds of 41 species for four years from March 2014 to December 2017 was investigated and sorted empirically, suggesting possibly the appropriate endotracheal sizes for diverse avian species. It may provide practical information data for wildlife veterinarians to select the size of an endotracheal tube according to the size of the domestic wild bird species, especially during surgery in the emergency cases.

  • This analysis is accomplished by using 331 rescue and medical evacuation cases performed by KangWonDo Fire Service Department Aviation(KFSA-119 Heicopters) between Jan. 1998 and Oct. 2002. By analysing injury causes, annual differences, sexual, scenic(locaional) distribution and wounded part distribution, this study tried to figure out the general tendency of the helicopter-transported patients in Korea. The results are as follows; 1. The whole population of the patients rescued and transported by helicopters is increasing by the annual rate of 150%~200%. 2. For the locational (scenic) distribution of the patients, 57% (190 cases) of the target population were injured on their mountain-climbing or tracking. 3. 12% (41 cases) of the target population were the Inter-Hospital transport cases. 4. 6% (16 cases) were the expired cases. 5. for the wounded part distribution, 46% (106 cases) were muscular skeletal injuries. 6. The aircraft and personnel of the KFSA were rescue-oriented, so for the EMS operations especially inter-hospital transport missions, different medical equipments and personnels are needed.

  • The coastal water of Korean Peninsula is the major habitat for finless porpoises. However, hundreds of finless porpoises are currently caught incidentally by stow-net fishery every year. To prevent the mass mortality of finless porpoises and conserve marine animals, Busan Aquarium has been designated as a "Marine Life Ex-Situ Conservation Institution and Marine Animal Conservation Center," and Cetacean Research Institute, under the National Institute of Fisheries Science have started RRR (rescue, rehabilitation and release) project together since 2011. From 2012 to 2013, four individuals of finless porpoises had been rescued and two of them finally released to their original habitat after fully recovered in July 2013. As a result, according to growth curve of finless porpoise of Korea more than 140 cm of body length, 38 kg of total weight referred to adult, results of observation of the change in the hormone revealed that mating time of finless porpoises is January, Jun and July. To become the initial institution which rescues, treatment, husbandry and releases finless porpoise in Korea.
