Even now, 119 rescue services have dissatisfactory aspects in operation, system and equipments as discussed above, It is the most urgent subject to systemize rescue services so that they can be suitable for our status, for we will make 21C welfare state come true before long. So, this author suggest that the followings have to be raised to activate 119 rescue service. 1) Bring up experts and offer high-quality rescue service 2) Prepare more up-to-date equipments 3) Operate transfer joint organizations 4) Promote the ability to meet with a press at the time of rescue service activities 5) Adjust regulations related to rescue services 6) Make up for a countermeasure to traffic accidents of ambulances 7) Adjust regulations making it mandatory to establish heliport at the target on hospitals more than a defined scale 8) Install more rescue service teams 9) Educate and train officials belonging to briefing rooms, where the officials with long experiences are arranged 10) Minimize the time for rescue team to reach fields 11) Establish legal protection system for rescue the team Nowadays, our country operates the department of fire fighting and rescue services without great difficulty, even though the circumstances are bad - insufficient members and the inferior circumstances. All of the fire fighting officials are given heavy duties in bad circumstances, and so are the team of rescue service. The rescue service team, taking charge of some emergency medical system, do a fire fighting inspection as a non-duty service, though they are scanty of sleep due to prevention and protection services of the fire fighting service team. But, they can not engage in rescue services completely and have to deal with miscellaneous duties. So they can not offer professional emergency medical services. But now, almost every fire fighting organization, belonging to National Emergency Management Agency, are separating rescue services, which shows a lot of good results. People recognize rescue services to get better and better gradually and the demands for this rescue services increase. So, this is the best time when rescue service teams should offer qualitative services rather than quantitative services. The people will recognize this rescue service team to be an organization sacrificing and serving for them. However well institutes and operation systems should be established, the rescue service team can not come true their aim without strong wills that they will serve and sacrifice themselves for people from their hearts. In addition, it is essential for the officials in charge of policies about emergency medical services to have a concernment on and practice the policy without failure.

In Korea, the System of search and rescue in water have came into force on the basis of the Korea Life Saving and Rescue Act. 1961. But It's a premodern administration law which is not fit for an international system of the search and rescue and become disconnected with reality in Korea. Recently the marine casualties occur frequently in Korea coastal area, therefore, we need to amend the 1961 Act. The amendment which is carried out by the Korea Maritime Police Agency is a provision to receive International convention(SAR, 1979). The amendment of this Act will give a epoch-making change to Korean policy of the life-saving and rescue, security to marine safety and contribution to National positon on system of "Search and Rescue". In this thesis, I propose a development scheme to be conductive to original task on "Search and Rescue" of International Convention in Korea Life Saving and Rescue Act(Amendment, 1994).t(Amendment, 1994).

This paper is the result of a study conducted in the ship concept design stage on the concept of system integration of the submarine rescue systems to be mounted and operated on the next submarine rescue ship (ASR-II Batch II) of the Korean Navy. In this paper, the concept of realization of naval ship system integration is considered, the operational concept of the next submarine rescue ship is analyzed, the requirements of the rescue operation system were analyzed, and the conceptual architecture (draft) of the rescue operation system was designed and proposed to meet the naval ship system integration policy.

BioRescue($RMIng{\acute{e}}nierie$, Marseille, France)는 대상자가 일어서거나 앉을 때 동적과 정적인 균형을 평가하기 위해 사용하는 장비이다. 이전부터 다양하게 사용되고 있지만 이 장비에 대한 명확한 신뢰도에 대한 연구는 아직 부족한 상태이다. 본 논문은 균형 능력 측정을 위한 BioRescue의 측정자내와 측정자간 신뢰도를 측정했다. 이 연구의 대상자는 34명의 건강한 대상자들과 2명의 물리치료사 평가자들로 구성되었다. BioRescue는 발지표(면적과 압력), 롬버그 검사, 안정성 검사로 구성되어 있다. 발지표의 면적과 안정성 검사는 모든 방향에서 ICC값이 0.60 이상으로 나왔다. 하지만 발지표의 압력과 롬버그 검사는 모든 방향에서 ICC값이 0.60 이하로 나왔다. BioRescue는 균형검사 시 발지표의 면적과 안정성 검사에서 높은 신뢰도를 나타냈다. 하지만, 발지표의 압력과 롬버그 검사의 수치에서 숙련자와 비숙련자의 차이를 보이기 때문에 장비의 정확성을 위해 숙련이 필요하다.

This Design research is a design of rescue equipment combined with beach garbage can for prompt rescue at the time of the accident in water. As a usual, it is used as garbage can hanging a garbage bag on the holders located in both sides, and it can be used to rescue drowning men promptly taking out a rescue tube located inside of the equipment at the time of the accident in water. Support is consisted of beach one, wall-hanging one and pipe one, and it could be installed to match the situation because it can be combined with all main frames. As a usual, it is used as garbage can in seaside, but it can be used to rescue drowning men promptly taking out a rescue tube after pulling the handle located in front of main frame at the time of the accident in water, and it can be used to pull drowning men out of the water because rope is kept in rescue tube.

It was because mankind could use the fire that we have been civilized. creating a brilliant culture and developing an industrial society. While fire is very useful to our life, the number of the victims of fire continues to increase, This study suggests the ways to rescue the people safely when they are subject to a fire in a high-rise building. To this end, the concept of fire is reviewed. Fire breaks out when the conditions for congestion are met, and therefore. if any of the conditions can be blocked, the fire will be extinguished. In other words. the knowledge of such conditions will greatly help the fire fighters to rescue the people, and so. such conditions for congestion as flammable, heat, oxygen and chain reaction are examined. In addition, the effects of such by-products of fire as heat and smoke on human body are reviewed. In order to rescue the people more safely, the fire fighters are requested to review the situation and design a rescue strategy before being engaged in a full-scale rescue activity. This study discusses various rescue methods using such passages or equipments as stair case, double ladder, special fire fighting vehicle, elevator, jumar, rope, helicopter, etc. In conclusion. since it is more difficult to rescue the people from a high-rise building than from the ground, it is essential to design a rescue program not after fire but before it and thereby, minimize the number of victims.

본 연구에서는 미국 일본 등 해양선진국에서 운영하고 있는 민간해양구조세력의 사례와 국내 의용소방대의 현황을 조사, 비교분석하였다. 이를 통해 한국해양구조협회와 민간해양구조대로 이원화되어 있는 해양구조세력을 일원화하여 통합구조체제를 갖추고, 법제화를 통해 안정적인 육성 지원책을 마련할 필요가 있었다. 효율적인 구조활동을 위해 미국 캐나다처럼 정부기관에서 지휘 통솔권을 갖추도록 법령을 정비하고 교육 훈련을 체계화하며 전문교육기관 위탁교육 등을 통하여 구조역량을 높여야 할 것으로 판단되었다. 민간구조세력의 안정적인 지위를 유지하기 위해 정부지원금 등 재정지원책을 마련하며, 해양구조 업무를 담당하는 일원으로 사명감과 자긍심 고취를 위해 국내 외 연수 등 사기진작책 마련 등 법적, 제도적 개선사항을 도출하여 제시하였다.

Along with the increase in demand for rescue services, the types of rescue services are also diversifying. Accordingly, rescue workers are exposed to various unpredictable dangerous situations, and the possibility of safety accidents is increasing, so the need for systematic management of safety accidents by rescue teams is emerging. It is necessary to present a roadmap for improving the quality of rescue services. An integrated technology roadmap tool that can be used immediately to improve structural quality was applied. The driving elements of the roadmap are composed of three elements that constitute the improvement of structural quality. It can be divided into safety management, professional competence and other (policy support) fields. This study intends to present a long-term and short-term roadmap by dividing it into safety management, professional competency, and other (policy support) fields.
