영구임대아파트 거주 고령자의 단위세대 개선요구 조사 연구 - 수원시 우만 주공 3단지를 중심으로 (A Basic Study on Elderly Residents' Requirements for Unit Renovation of Permanent Rental Housing - focused on 'Suwon Wooman Jugong 3rd Block')

  • Purpose: At the moment, a lot of poor older people live in permanent rental housing in Korea. But many rental apartments are not suitable for elderly living because most of them have many problems related to the lack of accessibility and adaptability for older people with physical and mental disabilities. So it is necessary to upgrade the old permanent rental housing for convenience of elderly living. The purpose of this paper is to construct basic data for remodeling of worn out and small rental housing block in order to realize the concept of "Aging in Place". Methods: Questionnaires and interviews about elderly living have been conducted on 104 elderly who live in Suwon Wooman permanent rental apartment block which was constructed 21 years ago. From the collected data, dining pattern, inconvenient area, small area, satisfaction level on unit area and demand for unit expansion type have been analysed in order to find out the direction for remodeling of permanent rental apartment unit. Results: The problems of existing permanent rental apartment can be summarized into improper laundry space, small dining area, inconvenient bath and so on. According to the family size, the elderly resident has the different preference about the expansion type of his resident unit. Big families usually want to enlarge their living unit though they pay for additional monthly rental fee. Implications: Lifetime home concept adopting Universal Design has to be applied to the whole residential block especially to the social rental housing. And this concept had better be expanded to Lifetime neighbor design.

  • Public rental apartment has suffered social exclusion problem, stemmed from its closed planing for a very specific range of the disadvantaged population. Thereby, it has been recognized as a disliked residential facility. To alleviate this problem, various approaches have been tried such as ownership-tenant mixture, and different unit size mixture. The purpose of this study is to grasp the expected social relation among neighboring residents according to socially integrative planing elements such as ownership, unit size and family life cycle match. Thirty eight graduate students in architecture and housing field responded to the questionnaire which was specifically made to identify relations of 28 neighboring situations based on $2{\times}2{\times}2$ variable composition. Frequency, percentage and MDS(multidimensional scaling) were used to analyze data. As a result, the order of preferred matchy were identified. The match between rental/small/children group and ownership/middle/children group was turned out to be the most desirable while the match between rental/small/children family group and rental/small/elderly group was found the least desirable. Spatial representations of the relationships among 8 household types were delineated. In conclusion, the definite patterns of the favorable and unfavorable match were found. This result is expected to be used as a reference in developing a strategic match to promote the rental apartments social integration in Korea.

  • As a result of rapid aging speed in our society, it is necessary to supply a lot of housing for older people in near future. When we think that high portion of residence in rental housing complex composed of small units is the elderly, the housing units in those apartments have to be designed for the physical, mental, social, and economical conditions of elderly people who lives in such a residential complex. Considering these living conditions of the elderly, this study proposes a remodeling prototype of a living unit for older people in rental housing complex. For the research of this topic, various characteristics of the elderly and the environmental requirements for them firstly have been analysed from the literature survey and the interviews with two residents living in a rental apartment. And the design considerations for each space of the housing unit such as entrance, living room, bed room, bath room, and so forth have been explored. Based on the design guidelines above, the remodeling plan of a housing unit for older people has been propose as a result of this study.

Characterization of Indoor Temperature and Humidity in Low-income Residences over a Year in Seoul, Korea

  • People spend the majority of their time in indoor environments. Maintaining adequate indoor temperature and humidity is necessary to support health and improve quality of life. However, people with low incomes can be vulnerable because they may not be able to use effective cooling and heating systems in their homes. In this study, the indoor temperature and humidity in low-income residences over a year in Seoul, Korea was characterized. Indoor temperature and humidity were measured in three types of homes (12 rooftop residences, 16 basement residences, and 18 public rental apartments) occupied by low-income residents. Both differed significantly among the three types of residence, particularly during the summer and winter seasons. A regression model between indoor and outdoor temperature detected a heating threshold at $3.9^{\circ}C$ for rooftop residences, $9.9^{\circ}C$ for basement residences, and $17.1^{\circ}C$ for public rental apartments. During tropical nights and cold-wave advisory days, rooftop residences showed the most extreme indoor temperatures. This study demonstrates that people living in rooftop residences could be at risk from extreme hot and cold conditions.

  • This study is to analyze the social integration plan characteristics of public rental housing community facilities in England, Singapore and Korea. The purpose of this study is to present the direction of social integrated community facility planning and management system for the revitalization of the Korean public rental housing community. To this end, similarities and dissimilarities are derived by comparing cases of community facilities in apartments. Methods of this study include literature survey, analyzed government web sites in overseas cases. Also domestic cases are analyzed qualitatively through field visits, expert interviews, and internal data review. The results of this study are as follows: First, various community facilities plans are needed to accommodate the role of private and public spaces. Second, activate the professional community facilities operation system with public-private cooperation. Third, Community facilities should be planned as local infrastructure.

임대아파트 특성과 공유교통서비스 선호간의 관계 분석 (Analysing the Relationship between the Preference on Shared Transport Service and the features of Rental Apartments)

  • 공유교통과 대중교통을 통합하여 시민의 이동 편의성을 높이기 위한 MaaS는 국내외에서 활발하게 연구 개발되고 있으며, LH 역시 임대아파트 입주민을 대상으로 하는 공유교통 중심의 MaaS를 추진 중에 있다. 그러나 전국에 걸쳐 위치해 있는 임대아파트는 입주민 특성, 지역특성 등이 상이하다. 따라서 MaaS 도입에 따른 효율성을 높이기 위해서는 입주민 특성과 지역특성을 고려한 공유교통 공급 계획이 필요하다. 이를 위해 본 연구는 LH 임대아파트에 대해 입주민 및 지역 특성에 따른 맞춤형 공유교통서비스를 찾고, 상관관계를 파악하고자 하였다. 본 연구는 요인분석과 군집분석을 통해 임대아파트를 12개의 유형으로 분류하였고, C&RT 방법을 활용하여 입주민의 공유교통서비스 선호도를 분석하였다. 분석결과, 카셰어링과 카풀, 공유주차 등 공유교통서비스는 대도시보다는 중소도시에 위치한 임대아파트에서 높은 선호 경향을 보였다. 특히 대중교통이 열악한 지역에서 카셰어링이나 카풀에 대한 선호가 높았고, 공공자전거의 경우에는 대도시와 중소도시 모두 높은 선호 경향을 보였다. 본 연구는 향후 아파트 단지가 속한 지역 특성과 주민 특성에 따라 우선 적용이 가능한 공유교통서비스를 결정하는 방법론으로 활용할 수 있을 것으로 판단된다.

서울 행복주택 주변지역의 님비현상 분석 : 강일, 천왕, 내곡, 삼전지역 행복주택 주변거주자 인식조사를 바탕으로 (Analysis of NIMBY Phenomenon in the Surrounding Areas of Seoul Happy Housing : Kangil, Cheonwang, Naegok and Samjeon)

  • Recently, the rise in the housing burden on young couples has led to a serious housing poverty among young people. The number of young people who move into public rental housing is very small because the eligibility for public rental housing is determined based on income, the status of housing subscription, and the size of the household. With this background, the government launched a public rental housing program called Happy Housing Project, which gives young people the priority to move in first. However, the program is facing an obstacle due to the opposition of local residents. The purpose of this paper is to examine whether public rental housing can induce the NIMBY syndrome through conducting a literature review, followed by an analysis of NIMBY syndrome around the currently supplied Happy House development areas, and finally analyzing the household characteristics in order to identify which households were prone to the NIMBY syndrome. To confirm the existence of the NIMBY syndrome, this paper comparatively analyzed the two groups using binary logit analysis. The first group consists of households that are against the Happy House policy, and the second group consists of households that are aware of the Happy House development taking place in their neighborhoods, and are against the development. This study considered the households against the Happy House development in their neighborhoods to have NIMBY tendencies, and focused on comparing the households with NIMBY tendencies with those who do not. To confirm whether the residents around the Happy House neighborhoods have NIMBY tendencies, this paper compared the two groups and confirmed that about 4% of the households have NIMBY tendencies. This paper subsequently analyzed the households with NIMBY tendencies, and found them to have a higher number of children, reside in apartments and reside in owned homes. The volume of the 2018 Happy Housing (35,000 households) is three times higher than that of 2017. The present study aims to analyze the tendency of residents who oppose the construction of Happy Housing so as to derive policy implications for the smooth provision of public rental housing.

임대주택단지 주차공간확충 방안 연구 (A Study on Expansion for the Parking Space of Rental Housing Complexes)

  • The purpose of this study is just for parking shall identify the status of the lack of rental apartments to relieve parking shortages. Next performed, and subsequent utilization of space just outside the parking space expansion plan is to present an alternative. Analysis of the study only 30 of the direction of the plan and set standards according to the nature of each complex. Planned urban planning aspects and architectural aspects of a parking space that can expand and classify the types of features will be discussed. Suggestions on how to take advantage of the parking space that can expand only in state owned lands in the urban planning aspects. The Architectural Planning of the side lot line change in the space and change the use of the Common Service Facilities or just to change the internal road system, by changing the way of parking, secure parking space. This way of working to improve the environment of the complex, at least. Actually just the space of improvement to be made with the opinion of the residents and the surrounding areas of the business association, must be preceded by a feasibility study.

10년 공공임대아파트 커뮤니티 시설의 운영실태와 커뮤니티 프로그램 요구에 따른 운영 방안 (A Field Study on Community Facility Management of 10-Year Public Rental Apartment Housing and Community Program Management Plan in Response to Tenants' Needs)

  • This study is to find out how community facilities of 10-year public rental apartments are currently managed and to propose a new community program management plan by analyzing key characteristics and program needs of tenants. Site visits and questionnaire surveys have been conducted at five different complexes producing 469 results that can be summarized as follows; 1) There were significant differences in the use of facilities and vitality of community among five complexes depending on tenants' participation and efforts of management staff. It was advisable to dispatch specialists, such as housing welfare workers, who were dedicated to managing facilities and supporting community programs; 2) There were high demanded for communication facilitation programs and environmental activities. Development of communication contents and distribution of manuals to inform and educate tenants about various environmental programs will be helpful; 3) The number of community facilities in each complex should be reduced those with high demand and the regional community center should be more vitalized with supporting programs and staff.

지체장애인의 관점에서 본 소규모 아파트 공간에서의 유니버설 디자인 특성 (Universal Design Characteristics in Small Apartment Housing Focusing on the Physically Disabled)

  • The purpose of this study was to identify the universal design characteristics in residential environments. The subjects were 135 physically disabled persons who lived in the rental multi-family housing apartments in Pusan. Interview method was used for this study. They were an average age of 51 years and 63% were male. They were low income families and lived in 12 pyung ($39.75\textrm{m}^2$) apartments. They were asked about what housing characteristics were constraints in their daily living. They pointed out that the constraints in their apartments were as follows: 1) the small amount of space in the bathroom, kitchen, bedroom, and the entrance area of housing unit, 2) the unflat floor level between the bathroom and the hallway, or the balcony and the bedroom, 3) the slippery floor finish in the bathroom, 4) lack of grab bars or handrails in the bathroom and the ramp, 5) the kitchen work centers and the electric switches at improper height, and 6) the steep ramp. Therefore, the universal design characteristics in residential environments were the adequate amount of space, flat floor level, non-slippery floor finish, grab bars or handrails, accessible height, and ramp.
