  • Many domestic organizations are pushing ahead with small hydropower business to develop a renewable energy. In addition each organization gradually spreads small hydropower business with searching the best site for it. And Kowaco (Korea Waters Resources Corporation) answers a purpose of the government policy to spread the wide use of a renewable energy. This study explains the researching programs for the best development sites for small hydropower generation with using water pipes managed and controled by Kowaco.

실물옵션 모형을 이용한 RPS와 배출권거래제 연계의 신재생에너지 투자효과

  • The primary purpose of Renewable Portfolio Standard (RPS) is to facilitate investment in renewable energy technology. Since emission trading program has similar purpose, it is conceivable to attempt to link RPS and emission trading program through interlinked markets. RPS in Korea with single REC and emission allowance markets has particular advantages for constructing linkages between two markets. This paper provides a real option model to examine investment effects of linkage of RPS to the trading program. Emission permit price and REC price are assumed to follow stochastic processes and renewable investment is irreversible. The result shows that linked market provides further incentive for renewable investment by raising managerial flexibility for power companies.

  • 국가 에너지 안보 확보와 친환경적이고 지속적인 '저탄소 녹색성장'의 기반을 마련한다는 측면에서 신재생에너지 분야의 인력양성은 시급하고도 중요한 당면 과제이다. 본 연구에서는 신재생에너지인력양성이 원활하게 공급되지 않았을 경우 발생할 수 있는 인력공급지장효과를 분석하기 위하여 산업연관분석의 공급유도모형을 유도하고 2006년 신재생에너지 인력양성사업 배출인원을 기준으로 실증분석을 실시하였다. 또한 공급유도형의 감응도 계수와 영향력계수 분석을 통해 신재생에너지 관련 사업과 타 산업 간의 전후방연쇄효과를 비교분석하였다. 연구 수행 결과 신재생에너지 관련 산업의 평균 영향력계수는 1.37, 평균 감응도 계수는 0.96으로 최종 수요적 제조업의 성격을 띠고 있는 것으로 나타났다. 또한, 2006년 신재생에너지 인력양성사업에 의해 배출된 336명의 인력이 공급되지 않았을 경우 공급지장비용은 총 230억이며, 8개 신재생에너지원 중 태양열과 연료전지에 인력 공급지장비용이 타 에너지원에 비해 상대적으로 높은 것으로 분석되었다. 산업분류 기준으로는 일반목적용 기계 산업과 전기기계 장치 산업이 신재생 에너지 인력공급 장애에 따른 지장비용이 높은 것으로 분석되었다.

  • We develop an energy-economy Bayesian DSGE model with the two sectors of electricity generations-traditional (fossil, nuclear) and renewable energy. Under imperfect substitutability between the two sectors, a technological shock on renewable energy sectors does not sufficient to facilitate energy conversion and reduce greenhouse gas emissions. Technology innovation on greenhouse gas emission reduction is also required. More importantly, sufficient investment should be derived by a well-functioning electricity market where electricity price plays a signal role in efficient allocation of resources. Indeed, market rigidities cause reduced consumption.

An Empirical Study on Impacts of Overlapping Climate and Energy Policies on Mitigation of Greenhouse Gas Emissions (기후변화 대응에 관한 혼합정책이 온실가스 감축에 미치는 효과에 관한 실증연구)

  • Many countries have implemented a variety of climate and energy policies to reduce greenhouse gas emissions and expand renewable energy production. The ultimate goals of those policies are associated with transition to a low-carbon economy that aims to combat climate change and economic growth. This study aims to examine empirically if the countries which implement overlapping climate policies and renewable energy policies show additional reduction of the GHG emissions than the countries which implement single climate or renewable energy policy. The result shows that overlapping policies contribute to reduce additional GHG but not all cases. In particular, only overlapping policies mixing 'ETS and RPS(renewable portfolio standards)' and 'Carbon Tax and FIT(Feed-in Tariff)' can lead to additional reduction of GHG emissions.

  • This paper analyzed on the relationship between R&D productivity of renewable energy and the Emissions Trading Scheme using OECD's country-specific patents and R & D input data. We empirically tested whether this R & D productivity has been substantially improved before and after the implementation of the emissions trading scheme and whether emission trading scheme has been promoted technology progress of renewable energy. Analytical methods used in this study, Negative Binomial Models which was proposed by Hausman et al. (1984). According to the results of this analysis, the R & D productivity of renewable energy was improved by emissions trading scheme, which was statistically significant at the 99% confidence interval [CI]. The R&D productivity of renewable energy was higher in Annex I countries. This research is significant in that R&D productivity was analyzed in associated with the emission trading scheme rather than it was analyzed by simply comparing R&D productivity.

The Analysis of the Potential Effects of Energy Conversion Policy Considering Environment (환경을 고려한 에너지 전환정책의 잠재적 효과분석)

  • In this paper, we empirically evaluate the potential performance of energy conversion policy and analyze its effects on power generation sector. We first examine the degree of substitutability between energy inputs by measuring the price elasticities of energy demands and then estimate the changes in CO2 generation when the proportions of nuclear power plants and renewable power generation are increased. The shadow prices of nuclear power and renewable energy are calculated to compare the potential costs of power generation between the two energy sources. We analyze the impacts of the expansion of nuclear power plants and renewable power generation on power supply price. Nuclear and renewable energy were measured to be complementary to each other. The expansion of nuclear power plants has been more effective in reducing CO2 emissions than increasing renewable power generation. In most years over 2002 to 2016, the impact of nuclear power expansion on the power supply price was generally higher than that of renewable power generation, with relatively large range of fluctuations.

Estimating Spatial Scope of Local Government Ordinance for Onshore Wind Energy Generation Facilities (육상풍력 발전시설 지자체 규제 공간범위 산정 연구)

  • T Recently, the government has been promoting the expansion and supply of renewable energy as an alternative for achieving carbon neutrality and the nationally determined contributions by 2030. In 2020, the Ministries of Industry and Environment and the Korea Forest Service collaborated to build a nationwide onshore wind energy siting atlas considering wind resources and forestry and environmental regulations focused on central regulations. In this study, the ordinances of the local governments were analyzed to examine the effects of regional location regulations on the expansion of onshore wind power energy generation facilities, in addition to those of central regulations. A development permit standard survey of 226 urban plan ordinances of the local governments nationwide showed that presently in 2022, 52 municipalities are applying regulations on wind energy generation facilities by ordinances. This is twice more than that in 2018, when renewable energy power generation facility development was difficult. Additionally, the location regulations applied by these ordinances were organized by items and regions, and regulatory characteristics, such as the number and scope, were analyzed by regions. To analyze the spatial distribution characteristics, JeollaNamdo was selected as the case area. A spatial DB was established for regulated areas based on the regional and central regulations, and the spatial distribution characteristics and the regulatory scope were compared and analyzed.
