신재생 에너지가 도입된 전력저장장치의 첨두부하절감 효과를 고려한 최적 구성 알고리즘 (Optimal Configuration Algorithm for ESS with Renewable Energy Resources Considering Peak-shaving Effects)

  • A power system configuration has been increasingly advanced with a number of generating units. In particular, renewable energy resources are widely introduced due to the environmental issues. When applying the renewable energy sources with the ESS (Energy Storage System), the ESS is the role of a potential generating resource in the power system while mitigating the output volatility of renewable energy resources. Thus, for applications of the ESS, the surrounding environment of it should be considered, which means that capacity and energy of the ESS can be affected. Moreover, operation strategy of the ESS should be proposed according to the installation purpose as well as the surrounding environment. In the paper, operation strategy of the ESS is proposed considering load demand and the output of renewable energy resources on a hourly basis. Then, the cost of electrical energy is minimized based on the economic model that consists of capital cost, operation cost, fuel cost, and grid cost for a year. It is sure that peak-shaving effects can be achieved while satisfying the minimum cost of electrical energy.

대체에러지 기술개발에 대한 수익성 평가분석 (An Economic Evaluation about Research and Development for Renewable energy in Korea)

  • This paper tried to evaluate an economic analysis about research and development far areas of renewable resource in Korea. To evaluate this validity, we tried to calculate the spillover effect of R&D investment through input-output table. In the first stage of spillover effect, we simply calculate the rate of return on R&D investment for renewable energy resources in Korea through the input-output model, which can calculate the value added as well as output based upon the price of 2000 year. According to the first stage calculation, the rate of return on R&B investment in solar heat is higher than any other renewable energy. In the second stage we tried to calculate the second round of spill over effect, which derives from the additional amount of supply of renewable resources due to the R&D investment. The overall evaluation of R&D invesment including the first stage as well as second stage spillover effect shows that bio-energy and waste energy generate 14 times as well as 2.5 times in the rate of return respectively.

  • 신재생에너지의 효율 향상을 위한 시스템 개발과 병행하여 검토되어야 할 부문이 경제성 분석이다. 본 논문은 제주도 전력계통에 연계하여 운영중인 풍력발전의 자원과 발전량을 모의하기 위하여 제주도의 전력수요와 발전설비 특성, HDVC 수전 데이터, 풍속 등의 자료를 기반으로 가격예측을 위한 범용 소프트웨어들을 사용하여 에너지 시장 측면에서 풍력발전이 갖는 경제적 가치를 분석하였다.

  • The only practical way to measure wind resource at high-altitude over 100 m above ground for a feasibility study on a high-rise building integrated wind turbine might be ground-based remote sensing. The remote-sensing campaign was performed at a 145 m-building roof in Jamsil where is a center of metropolitan city Seoul. The campaign aimed uncertainty assessment of Leosphere WindCube LIDAR and Scintec MPAS SODAR through a mutual comparison. Compared with LIDAR, the data availability of SODAR was about 2/3 at 550 m altitude while both showed over 90% under 400 m, and it is shown that the data availability decrease may bring a distortion of statistical analysis. The wind speed measurement of SODAR was fitted to a slope of 0.92 and $R^2$ of 0.90 to the LIDAR measurement. The relative standard deviation of wind speed difference and standard deviation of wind direction difference were evaluated to be 30% and 20 degrees, respectively over the whole measurement heights.

서해안 새만금 주변의 풍력자원 조사에 관한 연구 (A Study on the Investigation of Wind Power Resource over Saemangeum in the West Coast of Korea)

  • 화석연료 사용으로 인한 환경오염 및 에너지원가 상승이 큰 문제로 대두되고 있는 현재의 상황을 타개하기 위한 하나의 방안으로 신 재생에너지에 대한 관심이 고조되고 있다. 특히 서해안에 위치하고 있는 새만금 지역은 광활한 면적과 서북서풍이라는 큰 장점을 가지고 있어 풍력발전의 적지로 예상된다. 본 연구는 이러한 예상을 뒷받침해 줄 수 있는 풍력자원을 조사한 것으로 군산지역의 평균풍속은 4 m/s 정도이며, 도서지방을 연계하는 해상풍력발전 단지의 최적지로 손색이 없음을 밝혔다. 또한, 풍력자원의 출현밀도를 판별하는 Weibull의 분포함수를 이용하여 계산하고, 형상계수를 매개변수로 하여 풍속밀도계산을 한 결과, 군산지방의 풍속출현을 예상할 수 있었다.

인도네시아 신재생 에너지 잠재력 및 보급 정책 (Renewable Energy Potentials and Promotion Policies in Indonesia)

  • For Indonesia, sustainable energy supply is an important factor to preserve the stable economic growth. One important strategy is development of renewable energy, which has not been fully exploited yet. The paper examines the potency of renewable energy in Indonesia. Currently, biomass composes 23% of total primary energy supply, while geothermal and hydropower has a combined share of 3%. But according to the overall potency of renewable energy, hydropower is found to have the highest available resource of 76 GW, followed by biomass and geothermal by 49.81 GW and 28.53 GW, respectively. Although the solar radiation is only at modest level ($4.80kWh/m^2/day$), the tropical all year sunlight can boost the competitiveness of solar photovoltaic and thermal application. As for wind energy, the average speed of 3-6 m/s requires the development of low speed wind turbine. The examination of electricity and petroleum product prices through international comparison for non-OECD countries shows fifth lowest price level for both of petroleum products and electricity for industrial use. As for household electricity price, Indonesia is placed the second among all the countries compared. The energy subsidy and price structure are examined in detail because it could be a source of hindrance to renewable energy promotion. The examination of renewable energy potency in this study could provide insights about recent development of renewable energy in Indonesia. As an outcome of policy examination, the price comparison analysis suggests Indonesia to reduce or even remove the energy subsidies in the long run. These findings can be utilized to formulate effective policies for renewable energy promotion.

재생에너지정책과 지속가능발전전략에 관한 연구: 독일모델과 시사점 (A Study on Renewable Energy Policy and Sustainable Development Strategy: German Model and Implication)

  • 독일은 환경 친화적이며 지구온난화현상에 직접적으로 영향을 미치는 이산화탄소 배출을 억제하는 방향으로 에너지정책을 실시하고 있다. 이를 기초로 환경 및 에너지 기술개발을 통한 지속가능한 성장정책을 실시하여 왔다. 따라서 독일의 에너지정책과 지속성장정책의 핵심을 이루는 요소는 재생에너지개발 보급제도, 생태적 에너지세, 배출권 거래제도 등이라고 할 수 있다. 특히 재생에너지 개발 및 보급을 통하여 화석연료 사용을 최소화하고 동시에 화석에너지 사용으로 인한 탄소배출비용을 지불하게 하는 탄소세 및 배출권거래 제도를 실시하여 재생에너지개발을 정책적으로 지원하고 있다. 본 논문은 재생에너지정책을 추진하면서 재생에너지 사용을 실질적으로 증가시키고 경제성장을 달성하여 환경에 미치는 부정적 영향을 최소화 하면서 지속가능한 발전이 현실적으로 가능한지에 대해 독일의 정책사례를 중심으로 한 조사 및 분석에 관한 연구이다. 실제로 경제성장을 위한 증가하는 에너지소비를 재생에너지로 대체할 수 있거나 경제성장을 달성하면서도 에너지소비가 증가하지 않는다면 환경에 부정적인 영향을 미치지 않고 지속가능한 성장을 달성할 수 있다. 이러한 전제조건을 충족시키는 모델사례가 독일의 에너지정책과 지속가능발전전략이며 이를 정책과 전략으로서 논리적으로 증명하는 것이 본 논문의 목적이다.

시계열 풍속벡터의 유사성을 이용한 포항지역 바람권역 분류 (Classification of Wind Sector in Pohang Region Using Similarity of Time-Series Wind Vectors)

  • The local wind systems in the Pohang region were categorized into wind sectors. Still, thorough knowledge of wind resource assessment, wind environment analysis, and atmospheric environmental impact assessment was required since the region has outstanding wind resources, it is located on the path of typhoon, and it has large-scale atmospheric pollution sources. To overcome the resolution limitation of meteorological dataset and problems of categorization criteria of the preceding studies, the high-resolution wind resource map of the Korea Institute of Energy Research was used as time-series meteorological data; the 2-step method of determining the clustering coefficient through hierarchical clustering analysis and subsequently categorizing the wind sectors through non-hierarchical K-means clustering analysis was adopted. The similarity of normalized time-series wind vector was proposed as the Euclidean distance. The meteor-statistical characteristics of the mean vector wind distribution and meteorological variables of each wind sector were compared. The comparison confirmed significant differences among wind sectors according to the terrain elevation, mean wind speed, Weibull shape parameter, etc.

풍력자원 잠재량 산출을 위한 저해상도 바람지도 구축 (Low-Resolution Wind Mapping For Estimation of Wind Resource Potential)

  • The national goal of wind energy dissemination has to be determined rationally based on technically available wind resource potential. For a reliable and scientific estimation or wind resource potential, a wind map is requisite. This paper presents the national wind map of Korea established by numerical wind simulation. Prediction accuracy of the low-resolution wind map is Improved by nudging QuikSCAT data and is validated by comparing with marine buoy beacon and met-mast measurements. Therefore, quantification of national wind resource potential is now possible and is anticipating to be utilized as a core index for policy and strategy building of wind energy dissemination and technology development.
