Analysis on the EU Energy Market Trends and Policies

  • In 2000, the EU set up an energy policy related renewables use for electricity demand up to $22\%$ on the purpose of preventing energy exhaustion and world climate exchange. Technology development and energy production policy on coal, oil and natural gas focus on how to minimize their environmental effects since the world energy system will continue to be dominated by fossil fuels with almost $90\%$ of total energy supply in 2030. In the long run, the EU drives expansion policy of the renewable energy. If related policies and programs will show successful operation in the near future and will be resulted in increase of budget, we could expect the possibility of expansion of renewable energy market in Korea in the future.

  • The proportion of solar photovoltaic power generation has steadily increased in the power trade market. Solar energy forecast is highly important for the stable trade of volatile solar energy in the existing power trade market, and it is necessary to identify accurately any forecast error according to the forecast lead time. This paper analyzes the latest study trend in solar energy forecast overseas and presents a consistent comparative assessment by adopting a single statistical variable (nRMSE) for forecast errors according to lead time and forecast technology.

  • Korea also plans to introduce Renewable Portfolio Standard (RPS) for strengthening market functions after 2012 as United States and several members of EU countries did. Through the introduction of RPS, it requires energy industry to supply new and renewable energy at fixed rate. Therefore, it will contribute to the distribution of new and renewable energy. This paper analyzed the economic effect of the introduction of RPS using CGE. The summary of the paper on the analysis of the economic effect based on endogenous growth theory under imperfect market competition by using CGE is as follows; Since RPS possibly regulates the amount of new and renewable energy, it can achieve the target amount of new and renewable energy without fail. As achieving the target amount accurately, the distribution of more advanced skills can be expected. However, GDP reduction can occur because investment cost increases due to the requirement of new and renewable energy supply. Therefore, in the long run, it is appropriate to introduce RPS because it contributes to the distribution of new and renewable energy and can be utilized as a new growth engine to encourage economic growth.

  • One of domestic power generation companies, Korea East-West Power Corporation(EWP) had no performance in overseas business just two short years ago. However, EWP has accomplished breakthrough results with the profit of KRW 17.8 billion in 2010, only overseas business part. With overseas power plant growing fast, there is a possibility that EWP may face the limitation of sustainable growth with the current low income structure, which is mainly focused on commissioning and power plant management. Accordingly, this study was made on overseas biomass plant business participation plan through the establishment of joint venture. The characteristics of a joint venture establishment was searched, choosing business partner; the ideas of how to organize a joint venture was drawn, what the role of each partner in joint venture is, and what proper capital share is; and chose business field, considering changing global energy mix, renewable energy market scale, and growth prospects. Considering government policy for renewable energy vitalization and renewable energy market share, We chose the European union as a market to which our business entered.

Technological Innovation System for Energy Transition in Small Island Developing States: Adaptive Capacity, Market Formation and Policy Direction in the Maldives

  • By analyzing the adaptive capacity, market formation and policy direction as functional areas of Technological Innovation System (TIS), the article evaluates the progress of renewable energy transition in the Maldives, with the inclusion of ideas from Mauritius and Cabo Verde. On the policy direction in the Maldives, technology roadmaps produced with assistance from International Renewable Energy Agency (IRENA) and Asian Development Bank (ADB) are evaluated. Although there are inducing factors such as the Solar Risk Management Initiative, the progress of energy transition is hindered by the lack of technical capacity and local value chain. The findings indicate the importance of facilitating and establishing industry and knowledge networks, incorporating innovation policies, greater involvement of the local private sector along with international investors, and taking water-energy nexus to achieve complementary targets. The study adds value to knowledge by offering a simplified TIS framework, with a current insight of the energy transition in Small Island Developing States with a focus on the Maldives.

  • It was investigated on this paper that the status of biomass energy utilization in the registered CDM projects. The ratio of the case including the energy recovery among the registered biomass CDM projects is just about 57%. Direct thermal conversion technology is the most commonly applied for biomass energy recovery projects. Through the comparative study with world renewable energy outlook, the contribution of CDM to biomass energy supply in the world is not considerable yet.

  • This study analyzes the role of market actors in the energy transition process and the interaction between them and ordinary citizens, primarily focusing on the mini-PV project in Seoul. The study also proposes measures to harness market actors' activities and successfully implement the distribution of mini-PV systems in Seoul. In this study, practice theory is used as a theoretical resource to analyze the interaction between market actors and civil society actors and to help understand how market actors influence the decisions of regular citizens in installing mini-PV at their properties. After conducting surveys and hosting in-depth interviews with ordinary citizens and market actors, it was found that to further promote the role of market actors, the Seoul Metropolitan Government should actively support and monitor the public relations activities of market actors, while concurrently managing selected companies and establishing relevant administrative systems for continued effective use post-installation of mini-PV systems. In future studies of the energy transition process, market actors should also be recognized as key players, along with government and civil society actors, and their roles should be studied in a balanced way.

  • The Saudi Vision 2030 defined the directions of the national economy and market towards diversifying sources of income, and developing energy to become less dependent on oil. The study sought through a theoretical review to identify the reality of the energy sector and the areas of investment available in the field of renewable energy. Findings showed that investment in the renewable energy sector is a promising source according to solar, wind, hydrogen, geothermal energy and burning waste than landfill to extract biogas for less emission. The renewable energy sector faces challenges related to technology, production cost, price, quantity of production and consumption, and markets. The study revealed some recommendations providing and suggested electronic marketing system to provide investors and consumers with energy available from renewable sources.

  • Recently, various renewable systems have been developed and applied in Korea. However, there are many systems which were not utilized in real buildings or not widely spread in the market. Furthermore, the attention of most users focused on several certain system such as PV or solar system. Therefore, this research aims to find user's needs for renewable energy based on perception surveys to improve the acceptance of technology in line with the world's energy flow. The survey was conducted by classifying respondents by various criteria, and the results were analyzed using AHP technique and CVM technique, focusing on preference and acceptance. According to the results of the survey, it was found that the people felt the need for renewable energy but lacked knowledge about renewable energy compared to the various government-implemented renewable energy supply policies. Therefore, a government-level policy is needed so that the people can have universal knowledge about renewable energy system.
