A Critical Analysis of the Perspectives on Health Care Reform in Korea (의료개혁 논의의 비교분석)

  • This paper analyzed four different perspectives on health care reform in Korea in terms of the basic values, formulated problems and reform plans, implementation methods, and supporting groups. The medical security plan was insisted by social security specialists and social activists focusing on the integration of medical insurance coops in order to enhancing equity and right of the people. However, its perspective was limited to promoting security instead of reforming health care system. The government proposed the health care reform plans in 1994 and in 1997, focusing on promoting efficiency by remedying many problems in health care delivery system. However, its implementation was not successful due to the lack of organizational and financial supporters. Recently, two opposite proposals were issued. The market reform plan paid attention to revitalizing the market function to promoting efficiency by allowing hospitals to treat private patients instead of applying the medical insurance regulation. The government reform plan focused on intensifying governmental planning and intervention in the health care sector in order to removing inefficiency and promoting equity with the supports of social activists and labor unions. Finally, this paper proposed an alternative plan to promote harmonious social relationship between actors in the health care system.

A Study on Welding Criteria of Library Collections (도서관장서의 폐기기준에 관한 고찰)

  • Today, one of the major pressures that libraries have been facing is the rapid growth of publications. Due to the rapid growth of publications, libraries have been faced the shortage of stack as well as quality deterioration of library collections. Naturally, these disa n.0, ppointed the users and made the present library activities weak and inadequate. One of the desirable actions in remedying these problems is to weed library collections properly and regularly. Weeding methods used in libraries are derived from the judgement by subject specialists, from the examining the imprint date and the past use patterns of a volume. Among these methods, the past use patterns are highly predictive of the future use, and can be used to create meaningful weeding criteria. Since the libraries in Korea have emphasized on numbers of library collection in the past, the libraries have neglected weeding library collections. Now, we must turn our concern toward the weeding library collections, and the attitude of the library services to the users must change from passive to active.

  • Uniform brightness is very crucial for LCD panels, which should be made in during manufacturing. Usually some compensating algorithms are applied to recover the brightness deviation that occurs in actual panels. Although such remedying tools are used, it is very hard to prevent horizontal or vertical crosstalks that represent the brightness level difference in horizontal or vertical direction. This research applied transformability Taguchi dynamic characteristics and "nominal is best" static characteristic simultaneously to design the compensating circuit optimally that may reduce the crosstalks and make uniform brightness level.

  • Recently a great deal of people are taking legal action against the housing provider due to the defects of their Apartment house. And most of the housing companies are spending a huge amount of expenses and efforts to keep their brand value. This essay will carry out time series analysis the 20 housing district which are constructed by huge construction companies. This analysis itemised by metropolitan area(Seoul) and others to keep the degree of reliability, and converted future defect maintenance cost into current cost applied by discount rate to figure out suitability of defect maintenance cost. Even though, this essay is not able to represent standard of defect maintenance cost due to the insufficiency of record, while it will be assisted as a referance when long-term record of time series is estabilished.

  • Synthetic biology builds programmed biological systems for a wide range of purposes such as improving human health, remedying the environment, and boosting the production of valuable chemical substances. In recent years, the rapid development of synthetic biology has enabled synthetic bacterium-based diagnoses and therapeutics superior to traditional methodologies by engaging bacterial sensing of and response to environmental signals inherent in these complex biological systems. Biosynthetic systems have opened a new avenue of disease diagnosis and treatment. In this review, we introduce designed synthetic bacterial systems acting as living therapeutics in the diagnosis and treatment of several diseases. We also discuss the safety and robustness of genetically modified synthetic bacteria inside the human body.

  • Historically, the approach to any reconstructive challenge, whether intentionally or intuitively, can be seen to follow distinct guidelines that could aptly be called "reconstructive metaphors." These have been intended to inform us as to the "what, "when" and "where" this attempt can best be achieved. Yet the "how" or means to accomplish this goal, usually also intuitively well understood, in a similar vein can now be expressed to be within our "reconstructive toolbox." The latter will distinctly mirror our individuality and contain not only the various hardware that we deem essential, but also the means to access whatever technology we may be comfortable with. No toolbox, even if overflowing will ever be full, as potential options and the diversity they represent surely approaches infinity. But the truly excellent reconstructive surgeon will know when their toolbox is in any way lacking, and fears not remedying that deficiency even if the talents of another colleague must be sought, so as always to ensure that the patient will obtain the best appropriate treatment!

  • Due to the rapid growth of publications, librarians have been facing the problems caused by the shortage of stack as well as the quality deterioration of library collections. This naturally disappointed the user communities and the present library activities are weak and inadequate. It seems to the author that one of the desirable actions in remedying this problems is to weed library collections properly and regulraly. The purpose of this study is to establish weeding criteria in library collections, particulary in the fields of polictical science, economics and law In order to establish weeding criteria, shelf-time period which is the length of time that a book remains on the shelf between the last two users of a volume, was measured by examining the book cards or date-due slips of circulating books and collections which remained in the stack. The results of this study are as follows: (1) In the fields of political science economics and law, the shelf-time periods of general materials in Korean for circulation was measured. (2) This study shows shelf-time periods that vary in different subject fields. (3) Combining the shelf-time periods of books in active circulation and the total collection including books which have never been circulated, the size of library holdings which may satisfy a certain percentage of the current circulation can be estimated.

  • The purpose of this study is to analyze the United States Elementary Mathematics textbooks "Everyday Mathematics", focused on area of the probability. The concept of probability as qualitative probability is taught from Kindergarten in EM curricula for progressive mathematising. EM have reflected both perspectives in probability which are a frequency perspective and a classical perspective. And EM includes abundant activities for remedying the misconceptions of probability. On the basis of the results from this analysis, we have five suggestions which are helpful for the revision of the Korean national curriculum.

  • Mobile devices are utilized not only for communications but also for running applications, However, applications with high complexity could not be deployed on mobile devices which have inherent resource limitation. While Model-View-Control(MVC) is commonly used in designing applications, it does not address mobile device specific characteristics. In this paper, we propose effective mobile application architectures which extend the conventional MVC architecture, to develop mobile application with high performance while remedying their resource constraints.

Experience on Delivery Room Practice of Male Nursing Students (남자간호학생의 분만실 실습경험)

  • Purpose: This study was to understand the meaning of experience in delivery room practice of male nursing students. Methods: This is qualitative research using focus groups. Data were collected by group interviews from May 22 to June 20, 2010. The focus group interviews were conducted to 14 male nursing students who had experience clinical practice in delivery room. Data were analyzed through Colaizzi's method, in which meaningful statements were extracted. Results: Five theme clusters were identified from thirteen themes and twenty four sub-themes. The five theme clusters were 1) cultural perception of gender role, 2) perceived reality of male nurse, 3) difficulty in approaching clients, 4) counter-educational environment, 5) insight and new perception. Conclusion: For the purposes of remedying male nurse students' problems experienced during clinical practice in delivery room, it seems that there is a need for reeducating nurses' perception of male nurse students and develop programs specially dedicated to clinical practice of male nurse students.
