This paper suggests the advanced reliability assessment tool for railway signaling Hot-Standby sparing system. Existing reliability assessment for Hot-Standby sparing system controller is done by using single module mean failure rate based on approximated Hot standby sparing system function. Although approximated Hot standby sparing system function can be applied to various Hot standby sparing system, however, it is not able to reflect the exact system structure. In this paper, we suggest the advanced reliability function by identifying changeover-related failure factors and common failure mode which is not considered in existing approximated Hot standby sparing system reliability function via developing Hot standby sparing system model for railway signaling and applying FMECA to this model. Also. we compare reliability assessment results for model system to reliability assessment for existing system.
At recent times, an essential issue in the replacement of the old analogue I&C to computer-based digital systems in nuclear power plants becomes the quantitative software reliability assessment. Software reliability models have been successfully applied to many industrial applications, but have the unfortunate drawback of requiring data from which one can formulate a model. Software that is developed for safety critical applications is frequently unable to produce such data for at least two reasons. First, the software is frequently one-of-a-kind, and second, it rarely fails. Safety critical software is normally expected to pass every unit test producing precious little failure data. The basic premise of the rare events approach is that well-tested software does not fail under normal routine and input signals, which means that failures must be triggered by unusual input data and computer states. The failure data found under the reasonable testing cases and testing time for these conditions should be considered for the quantitative reliability assessment. We presented the quantitative reliability assessment methodology of safety critical software for rare failure cases in this paper.
Based on ASME probabilistic risk assessment (PRA) and NEI PRA peer review guidance, we evaluate a human reliability analysis (HRA) in probabilistic safety assessment (PSA) for Korea standard nuclear power plants, Ulchin Unit 3&4, to improve it performed at under design. The HRA for Ulchin Unit 3&4 is assessed as higher than Grade I based on ASME PRA standard and as higher than Grade 2 based on NEI PRA peer review guidance. The major items to be improved identified through the evaluation process are the documentation, the systematic human reliability analysis, the participitation of operators in the works and review of HRA. We suggest the guidance on the identification and qualitative screening analysis for pre-accident human errors and solve some items to be improved using the suggested guidance.

This study is to develop database by an experimental method for the development of condition based maintenance for auxiliary equipment in marine engine systems. Existing ships have been performing regular maintenance, so the actual measurement data development is very incomplete. Therefore, it is best to develop a database on land tests. In this paper, a database developed by an experimental method is presented. First, failure case analysis and reliability analysis were performed to select a failure mode. For the failure simulation test, a test bed for land testing was developed. The failure simulation test was performed based on the failure simulation scenario in which the failure simulation test plan was defined. A 1.5TB failure simulation database has been developed, and it is expected to serve as a basis for ship failure diagnosis and prediction algorithm model development.

A practical approach for the assessment of system reliability-based safety and load carring capacity under vehicle traffics is proposed for the realistic evaluation of safety and rating of cable-stayed bridges. A partial event tree analysis model incorporating major critical failure paths is suggested as a practical tool for the system reliability analysis and system reliability-based capacity rating. The proposed approach for the system reliability analysis and system reliability-based rating is applied to the safety assessment of the Jindo Bridge which is one of two existing cable-stayed bridges in Korea. The results of analyses at the system level based on the system reliability are compared with those at the element level.
Developing reliable measures of the environment is important to increase our understanding of the environmental effects on walking among seniors. As a preliminary study for developing an instrument for measuring walkability of seniors' environment, the purpose of this study are to identify important assessment indicators associated with seniors' walking and to test their reliability using inter-rater and intra-rater reliability methods. A set of assessment indicators was identified through literature review, and field studies by trained raters were conducted in three senior centers located in Seongnam area in order to test reliability of the audit tool. The results indicated high percent agreement for most indicators and overall 91.6% and 86.1% of items assessed had good or medium inter-rater and intra-rater reliability, respectively. The reliable assessment indicators would provide reliable data for use in community-based audits of built environment in relation to walking among older adults. The findings showed that the indicators of aesthetics had lower reliability compare to safety, convenience, and access. Rater training with various images would improve rater agreement while reduce rater bias.

One of the main objectives of the study is to propose a practical but realistic limit state model considering combined effect of axial and bending load for reliability analysis and safety assessment of cable-stayed bridge under vehicle traffic loads. This paper is intended to propose a new approach for the evaluation of reserved load carrying capacity of cable-stayed bridge under vehicle traffic loads in terms of equivalent strength, which may be defined as a bridge strength corresponding to the reliability index of the bridge. This can be derived from an inverse process based on the concept of FOSM form of reliability index. AFOSM and IST methods are used for the reliability analysis of the proposed models. The proposed reliability model and methods are applied to the safety assessment of Jindo Bridge which is one of major two cable-stayed bridges in Korea.
Purpose: The purpose of this study was to find out that the statistical method of stockpile reliability of ammunition by items can be applied to the reliability assessment of stockpile ammunition. Methods: We reviewed the statistical method of stockpile reliability of ammunition by items and verified the possibility of its application by case study. Results: We found that the statistical method of stockpile reliability of ammunition by items is very useful and effective to present the reliability of ammunition based on each item and to predict the change of the reliability in the future. The reliability of proximity fuse was about 94.5% and was influenced by manufacture's year and the difference between lot and lot more than storage period. Conclusion: The statistical method of stockpile reliability of ammunition by items can be applied to the reliability assessment of various stockpile ammunitions such as ammunition for mortar and canon.
This paper addressed various issues related to the objectivity of student assessment in medical education. The objectivity of assessment was related to all the steps of test development, administration, and results reporting in terms of reliability and validity. Specifically, the objectivity of item formats, representativeness of test content, standardization of test administration, consistency of scoring procedures, and appropriateness of reporting test results were discussed by comparing performance assessment with traditional paper-and-pencil tests. The conclusions were derived from current measurement theories such as standards-based assessment, evidencebased design, and outcome-based assessment. Further, based on Shepard's propositions (2006), the objectivity of student assessment could be achieved by improving the concordance between educational objectives and assessment components such as item types, test contents, and test administration, scoring, and reporting.
In this study an adequate type of offshore structure at the Sakhalin region as cold region is proposed and its structural design results are presented based on the reliability analysis. Structural safety assessment has been carried out for the proposed offshore structure at the Sakhalin area as designed by the reliability method. And a rational design procedure is presented based on the reliability analysis. Followings are drawn through the present study : - Four colum TLP structure is proposed as an adequate offshore structure type at the cold region like the Sakhalin region and the reliability-based structural design results are presented. It is seen that the proposed type is a more adequate and economic than the fixed type. - Safety assessment of the proposed structure applying the extended incremental load method is performed. - Referring the allowable safety level for offshore structures it has been found present TLP structure has sufficient structural safety at the system level as well as at the component level.
