TNFD 적용을 위한 국내 활용가능 데이터 적용 방안 검토 (Review of Domestic Data Application Strategies for TNFD Implementation)

  • The loss of biodiversity poses a significant threat not only to business sustainability and investment risk but also to societal well-being. Nature serves as a crucial driver for long-term business viability and economic prosperity. The Task Force on Nature-related Financial Disclosures (TNFD), established in September 2023, mandates that companies assess and disclose their impacts on nature. Despite this, many businesses lack a full understanding of their reliance on and impact upon natural capital and ecosystem services, leading to insufficient disclosures. This study evaluates the applicability of TNFD's assessment methodologies and indicators within a domestic context, highlighting the condition of nature and ecosystem services, and exploring potential synergies with national biodiversity policies. Our analysis suggests that TNFD necessitates a unique approach to the spatial and temporal data and methodologies traditionally employed in environmental impact assessments. This includes assessing the reciprocal influences of corporate activities on natural capital and ecosystem services via the LEAP framework. Moreover, in industries where the choice of specific indicators depends on unique sectoral traits, developing a standardized strategy for data and assessment indicators-adapted to local conditions-is crucial due to the variability in the availability of assessment tools and data. The proactive engagement of the private sector in ecosystem restoration projects is particularly promising for contributing towards national biodiversity objectives. Although TNFD is in its nascent phase, its global adoption by numerous companies signifies its potential impact. Successful implementation of TNFD is anticipated to deepen businesses' and financial institutions' understanding of natural capital and ecosystem services, thereby reinforcing their commitment to sustainable development.

제주도 119구조·구급대의 활성화 및 전문화 방안 (A Study on the Activation·Specification of 119 Rescue & Care in JeJu)

  • Since 1992, conventional fire fighting businesses have been converted into a metropolitan autonomous fire fighting system to be ready for a variety of disasters. However, the corresponding investment has been overlapped due to the non-integration of businesses to prevent any potential disasters, and a series of collaborative systems have been not functioning so well. In the meantime, our fire fighting sector has been trying to set up its own clean and faithful position by abolishing any inconvenient system or outsourcing private sectors, and expanded its work scope from conventional fire fighting even to rescue and emergency works. While focusing on handling disaster, the fire fighting sector has been widely trusted and reliable throughtout our nation. Moreover, our fire fighting sector has secured nation wide mobile organizations, technical personnel by field, special equipments and independent communication network. In addition, the fire fighting sector has knowledges, expertise and capabilities required for managing disasters, while in charge of almost every disaster management works including fire, explosion, collapse, disaster and flood. It becomes an organization for comprehensive disaster management under an absolute national trust, which is based on the system for prevention, preparation and countermeasure against a variety of disasters. Thus, our fire fighting sector must make many efforts and try to modernize conventional education and training. The ways to facilitate rescue and emergency works may include the nurture of technical fire fighting personnel along with modernized equipments, the reinforcement of rescue and emergency education, the facilitation of operating civil defense corps, the facilitation of operating volunteer fire fighting corps, the better arrangement of 119 briefing room for public healthcare in provincial offices, the sterilization of rescue instruments and equipments the better repair education for emergency rescue member, the establishment of regional emergency assistant system and the expansion of fire fighting personnel and equipments. In terms of reinforcing the functions and services of rescue 119 and emergency corps, we must review the following considerations: Building up security system along with operational expansion, building up a system for emergency medical treatment, building up a comprehensive information management system for rescue and emergency, constructing a provincial safety museum and so forth. For the ways to better the works of rescue 119 we can review the following considerations : Improving the education for fire fighting training corps under Jeju Provincial Fire and Disaster Management Department, providing rescue members with more opportunities for clinical practices, enhancing the morale of rescue members, installing a comprehensive briefing room for emergency rescue members, building up medical networks along with reasonable policies for information service, operating the consulting system for rescue 119 and so on. If these requirements are met, it is expected that the fire fighting departments in Jeju province can cope with every accident and disaster a little more rapidly and quickly in compliance with local needs, so that they can keep their own position as a public fire fighting organization which may be trusted by the public.

Barton-Bandis 절리 모델에 의한 지하대공동 암주의 변형 특성 연구 (Analysis on the Deformation Characteristics of a Pillar between Large Caverns by Burton-Bandis Rock Joint Model)

  • 우리나라의 양수발전소는 지금까지 단일공동을 굴착하였다. 그러나 양양 양수발전소는 두 개의 대공동 즉, 발전소와 주 변전소로 구성된다. 이 경우 공동 구조물의 안정성, 특히 두 공동사이에 형성되는 암주를 영구적으로 안전하게 유지할 수 있도록 보장되어야 한다. 본 연구에서는 개별요소법을 이용하여 두 공동과 암주의 구조적 안정성을 평가하였으며, 구성모델로 Barton-Bandis의 절리모델을 이용하였다. 현지 암반의 초기응력, 자연절리면의 거칠기계수, 불연속면의 공간적 분포 특성과 같은 중요한 요인들은 현지 조사를 통하여 구하였다. 이외에 두가지 경우 즉, 무보강과 보강의 경우 지보시스템의 최적화를 분석하였으며, 또한 보강효과를 검토하였다. 연구결과 보강의 경우 수평변위와 절리의 전단변위가 감소되었으며 암주내 이완영역 역시 감소됨을 확인하였다. 두 공동사이에 있는 약 36 m 두께의 암주에 적절한 보강조치를 취하여 안정성을 확보할 수 있었다.

A Study on Developing North Korean Agricultural Information Management System

  • 북한에서는 매년 기근 때문에 상당한 인명 손실이 있어왔다. 이러한 손실을 줄이기 위해 북한 정보와 함께 다양한 정보 공유를 통해 조사 연구가 필요한 실정이다. 또한, 그에 맞는 농작물 관리 시스템의 개발이 필요하다. 이 연구는 북한의 농작물 관리 시스템의 개발을 목적으로 하고 있다. 이 시스템은 북한의 수자원의 이용 상태뿐만 아니라, 농작물에 관한 정보를 수집하고, 관리하며, 분석하는 기능을 담고 있다. 그리고 이 시스템은 최종적으로 농작물 관리에 필요한 토지 이용 계획을 수립하고, 관련된 의사 결정을 하는데 도움을 준다. 첫 번째 결과물은 농작물과 수자원 관련 데이터를 수집하고 데이터베이스로 구축한 다음 사용자 요구에 맞춰 통합 시스템을 구축하는 것이다. 두 번째는 댐, 토지 피복도, 다리, 터널, 위성영상 등의 데이터를 이용하여 데이터베이스를 업데이트하고, 강화시킨다. 세 번째는 통계분석, 지속적인 데이터베이스 갱신, web-based 시스템으로 개발 등과 같은 유용한 기능 등을 추가하는 것이다. 본 연구의 결과물은 농업활동을 더 용이하게 하기 위해 연관된 데이터를 수집하고 분석하게 해준다. 그리고 식량 생산을 위해 효과적인 의사결정을 하게 한다. 게다가, 정보 공유를 통해, 농작물 관련 정보를 유용하게 사용하고 데이터 관리의 비용을 줄일 수 있다.

공무원 순환보직에 관한 연구 (A Study on Job Rotation in Civil Service)

  • 본 연구는 공무원의 전문성 축적을 저해하는 것으로 지속적으로 지적되는 순환보직의 실태를 파악하고 그 개선방안을 제시하는 것을 목적으로 한다. 우리나라 중앙부처 과장급 이상 공무원의 평균재직기간은 1년 남짓으로 매우 짧아 업무의 인수 인계에서 오는 비효율 및 업무공백, 전문성 축적기회의 감소, 책임성 저하, 정책의 일관성 및 연속성 결여 등 여러 문제를 낳으며, 특히 고도의 전문성을 요하는 대외 협상 분야에서 큰 국가적 손실을 낳는 것으로 파악된다. 이의 개선을 위해서는 전문성을 고려하는 보직이동, 전보범위의 축소, 전보제한기간의 강화 등의 조치가 필요하나, 근본적으로 현재와 같은 과도한 순환보직이 연공서열에 기초한 계급제에 기인하므로 장기적으로 공직분류제도를 계급제에서 직위분류제로 전환하고 실적주의적 요소를 강화해야 할 것이다.

유통시장 개방에 따른 패션 유통업의 현황과 대응방안에 관한 연구 (An Exploratory Study on Apparel Distribution system and its Countermeasure in the view of Market Liberalization)

  • The channel of distribution exists for the purpose of moving product from the manufactuerer to the final consumer. In order to satisfy consumer needs, channels provide for the those products to arrive at the right place, at the right time and in the quantity, quality and price desired. Currently, there has been an emerging interest in the improvement of distribution system in many areas of industries and Korean government because of a market liberalizatiion begun at 1989 and still has processed step by step. In the wave of market liberalization, an understanding of the channel of distribution and structure would be very crucial when developing the opportunities of competitive advantages in Korean apparel industry. The purposes of this study were to investigate the determinants of the distribution channel and to identify how to respond to the market liberalization for developing the possible future strategies in the apparel industry. Data for this study were obtained from interviews with managers in apparel company in addition to a questionnaire mailed to over 106 middle management position of apparel company. Data were analyzed by using descriptive statistics. The results of this study were summarized as follows. 1. In the distribution channel of the apparel industry, a vertical marketing system, comprising producer, apparel company, retailer, prevailed without intermediaries such as wholesalers or vendors. Especially, the apparel company controlled marketing channel members. This type of system may reflect added product cost and may be not advantageous to retailers and consumers because most apparel companies are responsible for its own transfortation, storage and stocks after season. 2. In the view of market liberalization, most apparrel companies showed double-edged viewpoints. In terms of positive aspect, it would give stimulus to broaden variety of fashion merchandise and to improve product quality of fashion merchanise which were the most disadvantageous factors in competing with oversea's brands. In terms of negative aspect, it would bring the bankruptcy of small or medium sized apparel firms and the foreign products' penetration in domestic market. From this study, severel recommedations were suggested forward to improve the present condition in apparel industry. They included eliminating the power of apparel company and reinforcing middlemen for more efficient distribution system and for satisfying consumer needs in rapidly changing environment. Also it included government supports, reinforcement of information system, improvement in channel structure, and career development program in conjunction with apparel companies and academic society for improving scientific management and future potential strategies in Korean apparal industry.

우리나라 정부간행물의 유통체계 개선에 관한 연구 (A study on the improvement of the distribution system of government publications in Korea)

  • The objective of this study is to catch hold of the problem occurring in the process in which librarians have obtained government publications and to show the method that can construct the rational distribution system of government publications. For this study, total 56 librarians who work for 44 institutes sponsored by central government and 12 institutes sponsored by local government were chosen as the objects of research and questionnaire survey to know how to obtain government publications. How to construct the rational distribution system of government publications is as follows. (1) The exclusive organization to manage overall service for government publications should be established newly or previous similar organization should be reorganized. (2) As reinforcing the law concerning deposit copy, government publications should be distributed obligatorily to all of the depository agency, and the depository library system of government publications should be introduced and managed newly. Especially the management of deposit copy and the depository library system of government publications should be undertaken by the exclusive agency of government publications. (3) Free-government publications should be converted to pay-government publications as much as possible so that everyone can purchase government publications easily. And free-government publications which are difficult to convert to pay-government publications should be distributed according to rational standard by the exclusive agency of government publications. (4) Pay-government publications should be sold by private distribution organization under exclusive agency of government publications. Also printing, editing and pricing of pay-government publications should be done by private distribution organization to compete with general books. (5) In order to promote the sales of pay-government publications, the sales centers of government publications must be established even in city and county. Also special government publications which have much demand should be sold even in general book stores. Especially the management of the sales centers should be undertaken by private distribution organization. (6) It is necessary to abolish or improve unreasonable regulations or system related to government publications and to make legislative, institutional devices for government publications. (7) The public relations for government publications should be enforced much through TV or radio etc. , and the various bibliographic tools of government publications should be developed and disseminated for the sake of much utilization of government publications. (8) By using new technology like CD-ROMs or communication networks, electronic production and distribution of government publications should be push ahead positively. And electronic information distribution center to su n.0, pport it should be established by government agency.

사례분석을 통한 모듈러 건축의 현장 작업자 안전관리 체크리스트의 분류 체계 제안 (Proposal of a Classification System of Checklists for Safety Management of On-Site Workers in Modular Construction)

  • 최근 정부는 건설재해 예방을 위하여 건설공사 안전관리를 강화하고 있으며, 예방적 차원의 작업자 안전관리 방안이 중요한 실정이다. 한편 모듈러 건축은 중고층 건축물 등으로 점차 확대 적용될 예정이나, 작업환경이 열악하고 안전관리가 미흡한 중소규모 건설현장이 많아 재해예방을 위한 안전관리가 미흡한 실정이다. 또한 국내 모듈러 건축의 안전관리 방안은 작업자의 안전사고에 영향을 미치나 시공오차, 하자 등 구조안전과 관련한 요소를 관리하는 품질관리에 집중되어 있어, 작업자의 안전보건을 관리하여 재해를 예방하는 작업자 안전관리는 부족한 실정이다. 따라서 본 논문에서는 국내 연구 개발된 사례들을 분석하고 전문가 자문을 통하여 도출된 모듈러 건축의 작업자 안전관리를 위한 체크리스트의 분류체계를 제안하였다. 분류체계는 공장제작, 운송, 현장시공을 대분류로 구성하였으며, 하위체계는 현장시공의 6가지의 중분류 중 모듈러 골조설치 공사의 세부작업인 양중작업과 조립작업을 중심으로, 12가지의 단위작업을 구분하였다. 그리고 안전관리를 위한 관리요소에 따른 단위작업별 작업내용을 정의하고 분류체계에 최종적으로 반영하였다. 본 연구의 결과가 모듈러 건축의 건설현장에서 효율적인 안전관리를 수행하는데 기여할 수 있기를 기대한다.

천식환자 허실변증과 객담 cytokine 및 특성 비교분석 (A Comparative Analysis of Deficiency-Excess Pattern Identification with Sputum Cytokines and the Characteristics of Asthma Patients)

  • Objective: The aims of this study were to analyze the deficiency-excess pattern identification (虛實辨證) and compare it to the sputum cytokines of asthma patients. Method: 50 asthma patients who met the inclusion and exclusion criteria were included in this study. They were divided into two groups: deficiency and excess syndrome groups. Sputum examinations were performed including $TNF-{\alpha}$, Interleukin (IL)-4, IL-5, IL-10, and IL-13. The Quality of Life Questionnaire for Adult Korean Asthmatics (QLQAKA), the Visual Analog Scale(VAS), and heart rate variability (HRV) were also measured. We also conducted laboratory tests, including the hematological indexes. Results: Based on the pattern identification, 50 asthma patients can be divided into two categories of groups: the deficiency syndrome group (N=24) and the excess syndrome group (N=26). In the analysis of sputum cytokines, although the $TNF-{\alpha}$, IL-4 and IL-13 were at a higher level in the deficient pattern group than in the excess pattern group, it was insignificantly different. There was a negative correlation in the analysis of QLQAKA and VAS. In the analysis of HRV, although the mean value of VLF, LF, and HF in the deficiency syndrome group was higher than in the excess syndrome group, it was insignificantly different. There was no significant difference in the hematological tests between the deficiency and the excess syndrome group. The mean value of the IgE in the blood tests was five times greater than the reference value. Conclusion: The cytokines of sputum including $TNF-{\alpha}$, IL-4, IL-5, IL-10, and IL-13 were indifferent statistically. Reinforcing the healthy and eliminating the pathogenic factors should be considered.

우리나라 측량·공간정보관리에 관한 통합시스템 연구 - 새로운 국가공간정보기반(NSDI) 모델의 도입 - (Unified Systems on Surveying and Geoinformation Management in Korea - New Conceptual Design of Korean NSDI Model -)

  • 본 연구에서는 "글로벌 공간정보관리" 전략에 대응하는 새로운 패러다임으로서 "측량 공간정보관리"를 위한 통합시스템을 연구하고 새로운 국가공간정보기반(NSDI)을 제시하는 데 목적이 있다. 이 논문에서는 우리나라의 기존 NGIS사업 및 공간정보정책을 검토하고 공공데이터 개방, 전자정부, 지구관측 등 국내외 흐름을 반영하여 대축척지도를 기반으로 하는 Bottom-up 방식으로서 NSDI의 정보영역을 수정하여 새롭게 정의하고[그림 1], 수치지도 등을 기본공간데이터와 동등한 개념으로 하여 공공-민간데이터의 공유데이터를 추가할 수 있게 하는 새로운 개념의 NSDI 모델을 제시하였다[그림 2]. 또한, 현재의 독립적인 국토교통정보화의 운영체계는 다른 부처의 응용분야(산림, 환경, 농업, 문화재 등)뿐만 아니라 국토교통부 내부인 다른 부문과의 협력체계를 강화하고 지방 중심으로 개선이 필요하다. 이에 새로운 개념의 NSDI를 국토교통부에 적용한 기관모델을 제안하고 있다[그림 3]. 새로운 국토교통부 SDI 기관모델에서는 공간정보 부문을 모든 활용 부문의 공통 기반으로 하고 데이터를 재편성하는 모델이며, 공통기반데이터를 통하여 소속기관 및 지방정부 데이터를 수직적 또는 수평적으로 연계하여 정부3.0이 가능하게 된다. 이러한 통합시스템은 국토지리정보원 기본도 데이터, 지방정부 KLIS 데이터, 지방정부 공공시설물 데이터를 모두 기본공간데이터 개념에 포함하게 되면, 현재 법령 또는 관리기관에 따라 독자적으로 운영되고 있는 모든 도면과 공부를 공통 기반(수치지도)과 통합, 연계하여 현행화할 수 있는 전략모델이다.
