The purpose of this study is to generate a proper regulation improvement direction of the public IT project contract law through the current four contract methods and three methods of the awarding party of a contract method. The research method for this paper is derived from the written materials of the present public IT project contract law. Two problems have been processed in order to produce the results: the current contract methods and the awarding party of a contract method. The current contract methods consist of a competition contract, a private contract, and a supply methodology contract. The methods of the awarding party of a contract display a qualified evaluation regulation, the 2nd step competition bid, a standard cost separation tender, and a contract by a negotiation. The results exhibit that the general competition contract consists of four improvement items. The contract by a negotiation contains five improvement items. The group private contract has one improvement item. And the private contract includes one improvement item. These results implicate that the current public IT project contract law demands better improvement work for the ubiquitous Korea.

A comparative study on the prevention regulation of historical heritage between Korea and Japan. Every years fire accident to historical building is increasing such as Daewoongjun, Naksansa, Namdaemun and so on. The aim of this comparative study is to investigate and compare the prevention regulation in the side of fire safety of historical building between Korea and Japan. This study focus on the background of development and exchange of Fire safety law in Japan because of same condition, building material and prevention regulation.

The response of the adolescents toward school uniform regulations according to personal character and clothing needs was studied. To carry out this experiment, questionnaires were administered to 514 students in middle and high schools in Seoul and Gyeonggi-do. The collected data were analyzed with Factor analysis(Varimax rotation), Cronbach's ${\alpha}$, Frequencies Statistics, t-test, ANOVA, and multiple regression analysis using the SPSS WIN 15.0. By surveying on actual condition of uniform regulation in school, it was found that the existing uniform regulation was unnecessarily strict and caused stress leading a negative educational effect. Based on the relationship among the degree of regulation, stress, and student attitude toward school uniform regulation, stress and negative attitude to uniform regulation increased as the degree of regulation increased, resulting in an decrease in observance behavior of students. Since the stress from the school uniform regulation can be reduced by establishing rational law, which induced voluntary conduct of student to obey, it is important for student to participate in establishment of adoptable and reasonable school uniform regulation law.

Purpose: This research was to investigate the level of importance and performance of daily-activity and environment management related to workplace health promotion and knowledge and opinion of law and regulation related to workplace health promotion. Methods: The subjects were 218 occupational nurses all over the country. Questionnaires were made by the researcher. Data were collected from September 18 to October 20, 2006 and analyzed by SPSS WIN 12.0. Results: Prevention of accident and emergency treatment got the highest score in the awareness of importance. Regular check-up got the highest score in performance level. Providing and wearing of the personal protective equipments got the highest score both importance and performance level. In occupational nurses' knowledge about law and regulation, ratio of correct answer was 55 percentages that was low intellectual level. The mandatory employment of occupational health nurse or occupational nurse in 50 - 500 person workplaces got the highest score in revision opinion of law and regulations. Conclusion: Result of these studies will provide baseline data for selecting the order of priority according to awareness of importance of daily-activity, environmental management and law and regulation in the occupational health promotion and operating health promotion program.

본 연구는 도서관 등이 저작권이 있는 저작물을 이용하여 복제 및 전송에 의해 합법적으로 정보자원을 개발$\cdot$서비스할 수 있도록 $\lceil$도서관에서의 복제 및 전송에 관한 저작권 지침$\rfloor$을 개발하는데 목적을 두었다. 이를 위하여 먼저 현행 저작권법의 도서관 면책 규정과 저작권 보상에 관한 선행 연구와 2005년 저작권법 개정안을 검토하였다. 본 연구가 제시한 지침의 도입 부분에서는 도서관 등에서의 복제 및 전송에 관한 저작권 지침의 목적과 의의를 밝혔고, 이 지침에서 사용하는 용어에 대해 정의를 내렸다. 이 지침의 본문 부분에서는 도서관 실무자에게 필요한 복제 및 전송에 관한 도서관 면책 규정과 저작권 보상에 관한 사항을 총체적으로 담아낸 가이드라인을 구체적으로 제시하였다.

Following the increased economic corporations between the South and North Korea, many companies participate the corporation program. They needs insurance policy as a scheme for the transfer of risk from those individual company to it to an insurer. This paper review the possibility of the North Korea insurance authorities and research the origin, history, structure and context of the North Korea insurance law. The North Korea Insurance law differ from the South Korea and China's. North Korea Insurance authority has not capability of doing insurance business both side of underwriting and indemnity. Partly, it caused the uncertainty, insufficient and vague of the insurance law. The writer conclude that the North Korea insurance law faced to the needs of modernization. Especially, the Gyesung Industrial Complex Insurance Regulation couldn't cover the investor and company's risk because it is not based on the nature and basic principles of insurance.

본 연구에서는 박근혜정부가 지향하는 국정전략 가운데 하나인 '범죄로부터 안전한 사회구현'과 관련하여 '국민생활안전' 측면에서의 치안서비스 제공의 중요한 축이 되고 있는 민간경비산업에 대한 현 정부의 규제와 감독정책을 담고 있는 경비업법을 분석 평가하였다. 이러한 개정 경비업법의 평가를 통하여 현 정부가 지향하는 국민생활안전을 보다 체계적으로 접근하기 위해 설정한 민간경비 산업정책의 핵심가치(核心價値, Core Values)를 찾아내고, 특히 경찰의 민간경비에 대한 제반 정책기조를 확인하고 경비업법의 적용과 실제 운용에 있어서 바람직한 정책방향을 제시하고자 하였다. 개정 경비업법은 집단민원현장에서 경비업체의 불법폭력행위 등을 사전 차단하기 위해 배치허가제의 도입 및 경비지도사 및 경비원의 결격사유 그리고 처벌규정 등을 신설 혹은 강화하는 등 일부 규정에 있어서 행정규제(行政規制)를 보다 강화하는 방향으로 개정되었다. 다만, 종래 국민의 기본권 제한적(基本權 制限的) 성격의 조항이면서도 "경비업법시행령"이나 "경비업법시행규칙"에 규정되었던 내용을 대거 법률의 형식으로 바꾸는 등의 노력을 통하여 '법률주의(法律主義)'를 상당부분 관철하고 있다는 특징을 가지고 있다. 이번에 개정된 경비업법은 17개 조항의 개정이나 신설을 통하여 대폭적인 정책의 변화를 가져왔는데, 이를 범주화하면 (1)집단민원현장에서의 법 위반행위 엄벌주의 (2)법 위반행위자에 대한 경비업계 한시적 퇴출강화 (3)경찰의 법적 지도 감독권 강화 (4)자본금 상향 및 이름표 부착강제 기타 장비사용의 제한 등 크게 4가지로 나눌 수 있다. "경비업법"은 본질적으로 민간경비에 대한 국가적 간섭과 규제를 그 내용으로 할 수 밖에 없다. 하지만 이러한 간섭과 규제는 합리적인 범위 내로 제한(制限)되어야 한다. 역사가 증명하는 바와 같이 국가에 의한 과도한 규제는 국가적 사회적 비용을 낳고 국가의 치안시스템의 왜곡을 가져왔기 때문이다. 경비서비스를 제공하는 자를 법인(法人)으로 한정하거나 일정한 자격증(資格證) 소지자로 제한하거나 일정한 법정교육(法定敎育)을 받도록 하는 모든 것들이 종국적으로는 '국민생활의 안전'이라는 최상의 조합(最上의 調合)을 도출하기 위한 국가 사회 경제적 차원의 합리적이고도 적정한 조율을 전제한다는 점은 결코 간과하여서는 안된다.

The Criminal Law of South Korea has needed to cope with new kinds of crimes such as the fraud by use of computer efficiently in a legislative way because the society has witnessed the rapid progress of the industrialization and informatization after established in 1953. As a result, the Criminal Law revised on December 29, 1995, created the regulations of the crimes related to fraud by use of computer, work disturbance, and secret piracy by using information processing units. The regulation stipulated in Clause 347, Article 2 of Criminal Law is the most typical one against the new crimes. However, the new regulation of fraud by use of computer, established and revised to supplement the lacking parts of the current rules of the punishment of fraud, limits its object to "any benefits to property." not to "property" itself, and so cannot achieve the purpose of the revision of the law. This paper aims to suggest a new legislative measure about the object of the regulation of fraud by use of computer to solve this kind of problem efficiently.

In order to achieve the zero voltage regulation of the output voltage, the function control law will be used. In the previous function control law, only the proportional controller is used and the stability of the closed loop system was not analyzed. In this paper, for the realization of the control law, a new method to retrieve the low frequency component of the inductor voltage is proposed and analyzed. The large signal closed loop characteristics are alos analyzed to ensure the stable operation of the system disturbances. By using the function control law in the control system, the effect of the disturbance of the supply voltage is reduced in 93.3% for the direct dusty ration method. Also, in the effect of the disturbance of the load current, the output voltage has a logn recovery-time and is changed proportionally in the direct duty ratio method, but has stable in the function control law. Finally, the analysis shows that the disturbance of the output voltage being due to the supply voltage variation can be eliminated completely and the closed loop output voltage is insensitive to the disturbance of the load current. Therefore, it is proved that by using the function control law, the switching power supply with zero-voltage regulation output voltage can be realized.
