A Study on Network Construction Strategies for Long-Haul Low-Cost Carrier Operations

  • Purpose - This study aims to analyze the characteristics of network construction by Norwegian Air and AirAsia X, which are recognized as leading airlines in the long-haul LCC market. Based on this analysis, this study intends to provide implications for networking strategies for Korean LCCs that seek to enter the long-haul market when the aviation market stabilizes again upon the end of the COVID-19 pandemic. Design/methodology - To conduct the network analysis on long-haul low-cost airlines, the Official Airline Guide (OAG) Schedule Analyzer was used to extract long-haul data of Norwegian Air and AirAsia X. To analyze the trend of the long-haul route network, we obtained the data from 3 separate years between 2011 and 2019. The network was analyzed using UCINET 6.0 in order to examine the network structure of long-haul low-cost airlines and the growth trend of each stage. Findings - Analyzing the network of long-haul routes by visualizing the network structure of low-cost carriers showed the following results. In its early years, Norwegian Air's long-haul route network, centering on regional airports in Spain and Sweden, connected European regions, the Middle East, and Africa. As time passed, however, the network expanded and became steadily strong as the airline connected airports in other European countries to North America and Asia. In addition, in 2011, AirAsia X showed links to parts of Europe, such as London and Paris, the Middle East and India, and Australia and Northeast Asia, centering on the Kuala Lumpur Airport. Although the routes in Europe were suspended, the network continued to expand while concentrating on routes of less than approximately 7,000 km. It was found that instead of giving up on ultra-long-haul routes such as Europe, the network was further expanded in Northeast Asia, such as the routes in Korea and Japan centering on China. Originality/value - Until the COVID-19 pandemic broke out, Norwegian Air actively expanded long-haul routes, resulting in the number of long-haul routes quintupling since 2011. The unfortunate circumstance, wherein the world aviation market was rendered stagnant due to the outbreak of COVID-19, hit Norwegian Air harder than any other low-cost carriers. However, in the case of AirAsia X, it was found that it did not suffer as much damage as Norwegian Air because it initially withdrew from unprofitable routes over 7,000 km and grew by gradually increasing profitable destinations over shorter distances. When the COVID-19 pandemic ends and the aviation market stabilizes, low-cost carriers around the world, including Korea, that enter the long-haul route market will need to employ strategies to analyze the marketability of potential routes and to launch the routes that yield the highest profits without being bound by distance. For stable growth, it is necessary to take a conservative stance; first, by reviewing the business feasibility of the operating a small number of highly profitable routes, and second, by gradually expanding these routes.

Study on US regional human resource development and labor-management-government partnership (미국의 지역 인적자원개발과 지역 노사정 파트너쉽 연구)

  • Developed nations are increasingly seeking to secure competitiveness in the international market through the development of human resources of workers in high value-added industries. And what is especially important in this process is the fact that workers, employers, and concerned government agencies are participating together in building and improving workers' skills through partnerships. This is based on the perception that workers training programs conducted according to the interest of one side are difficult to bring desired results. For the past decades, Korea has focused mostly on labor-management-government partnerships and strategies for developing the human resources of workers in developed nations in Europe. Related case studies show labor-management-government partnerships in European countries established through powerful trade unions, and interested parties actively cooperate and participate in employment and training programs that benefit both workers and employers. In contrast, studies on human resource development participated by workers and employers are relatively rare in the US, the reason being the lack of a mechanism for establishing labor-management-government partnership due to the country's strong tradition of decentralization and the emphasis on market principles. However, while it is difficult to find such channels for dialogue between workers, employers, and the government in th US on the federal level, there are many regional-level or industry-level programs that tackle common problems through partnerships between interested parties. This study analyzes how the regional labor-management-government partnerships in the US work and examines the types of programs operated by investigating the One-Stop Center based on the Workforce Investment Act and the Wisconsin Regional Training Partnership. While the One-Stop Center is a regional labor-management-government partnership model that is institutionally executed in each state according to the Workforce Investment Act, the WRTP is a regional labor-management -government partnership model led by the private sector. The two examples are introduced in the OECD as best practice examples of regional partnerships, and are key references to Korea's current human resource development policy.

  • The reviewing of an analysis of the Korea-China FTA due to guidance introduced for the new regulations or exceptional regulations compared to the KORUS, Korea-EU, Korea-ASEAN FTA. Regional Structure of International Physical Distribution through Clearance Depot (통관거점을 이용한 국제물류의 지역구조)

  • This study is to clarify regional structure and connection of international physical distribution through clearance depot of Cheongju customs of inland location. The trade of clearance depot of Cheongju customs industrial characteristics reflects of territorial hinterland. As origins and destinations of freight as exports and imports region, territories of Cheongju customs trade mainly with Japan, China, and USA. Origin and destination of freight of Cheongju customs territory are hinterland and foreland of Incheon International Airport and Busan port. In case of export, foreland of Busan port is board, and in case of import, the hinterlands of Incheon International Airport and Busan port are similar. Clearance depot of inland-located Cheongju is construct by the advantages of rapidness and inexpensive cost. And the kind of freight and system of physical distribution of each enterprise show different characteristics. For each export and import freight, each shipper corporation has its own physical distribution system, and structure of international distribution is classified into export pattern of bonded industry and bonded warehouse. Again the patterns of bonded warehouse are distinguished free on board price system with division of labor in base of production in overseas, free on board price system, and cost-insurance-freight with division of labor in base of production in overseas. These Phenomena are caused by transaction between headquarter and its overseas corporation, initiative freight handling of export corporation, choice of inexpensive cost, and international convention.

The experts studying how to procure raw materials or intermediate goods exports in a variety of regional foreign countries, to meet the rules of origin is required for a successful FTA utilization. One of the objectives of Origin managers are qualified experts in the country of origin can take advantage of the FTA plan. Therefore, managers of origin shall collect their ability to expand the understanding and information about the industry as an international business perspective beyond the Certificate of Origin. In addition, it should be in their best learning expertise for the introduction and development of country of origin control system in an effort to effectively perform its international FTA utilization. Once the FTA is more widespread in the future and build a common origin information it must not be disconnected until the export enterprises from terminal manufacturers systematically. Therefore origin management is preferred by expanding the knowledge base of teaching and learning in the common sense to the universal subject of specialization from professional schools to promote the relevant departments so that they can be opened in a college or university. An FTA hub linking East and West, also need the confidence that in order to become a center of Glabal Supply Chain Using an FTA Certificate of Origin and stable environment for importers to import products from the country offers. Certificate of Origin and all of them thoroughly exporters and companies related to the administration of origin and should create an atmosphere that can effectively respond to the origin verification. Korea shall endeavor to elicit a geopolitical value (FTA Hub), as well as securing a competitive advantage in the global industry leverage, trading at a reasonable price competitive products thereby enhancing production and economic growth through the FTA.

The Dilemma of Rural Development and Agricultural Market Opening in Korea: The Perspective of Farmers (한국의 농촌개발과 농업시장개방 문제: 농민의 관점)

  • Based on a survey sample of farm households in three provinces of Korea, this article reports the perspectives of fuel-time farmers regarding trade liberalization, its effects on their lives, and the future of small-scale farming. While the agricultural sector is being transformed under neoliberal policies, farmers, with life or no preparation for a global market order, are forced to modernize their farming operations. The findings from the survey indicate that farmers accede to terms of global integration in principle while disapproving state rural policies in practice. The survey data also confirm that intra-regional differences in farmers'perceived satisfaction with living conditions, government farm policies, and socio-economic/labor issues. Disparities in the degree of discontent with government policies and socio-economic well-being are explicit between the relatively diversified region of Kyonggi Province and the farming-dependent regions of Chunbuk and Kyongbuk Provinces. The overall findings uphold that most farmers who have not been fully exposed to free market mechanisms are confronted by increased uncertainties and economic hardships. The findings propound that agricultural/rural policies need to reflect long-term, macroeconomic changes, and regionally/locally-based agricultural structure.

  • As China has rapid economic growth and the increase of national income that makes the development of Chinese cosmetic industry has huge market potential of the industry. But most of the cosmetics market is monopolized by foreign companies, the local cosmetics production enterprises are not equipped with professional production equipment. In these reasons Chinese cosmetics have low quality, inadequate research and development, poor cosmetics brand, unclear marketing, trade and technical barriers and other issues. In order to fulfill the purpose of this paper, data analysis was carried out focusing on domestic & foreign research papers, statistics, reference books, research reports, internet websites etc. As a result of the analysis, in order to increase the export of Chinese cosmetics, it should be strengthened the development of manufacturing technology and brand creativity, eradicating illegal copies, use the online market circulation way, the construction scheme, and cosmetic technical barriers and deregulation should be through the diversification of propaganda, etc. This paper describes that the project of Chinese cosmetics export increase and find the inspirations from other products of export. But national, regional specific programs which have huge information is the future research topics.

An Effective Shipping Transport Operation Plan for the Pan-Yellow Sea Area: Focusing on the Introduction of an Incheon-China Container Liner Route (환황해권 해상운송의 효율적 운영방안-인천/중국 컨테이너항로 개설을 중심으로-)

  • Globalization and regionalization are major trends in the international economic system. The severe competition among countries has signalled the need for a new international trade system as prescribed by the WTO, which regulates international trade practices. Additionally, expanding the activities and role of the Pan-Yellow Sea area in the world has a very important function in terms of regional cooperation and logistics environment. In this paper, the trading conditions and shipping transport problems of the Pan-Yellow Sea area (North-East Asia) were investigated. Shipping transport conditions in the Pan-Yellow Sea area, particularly Korea-China routes, were surveyed as well. A new Incheon-China container liner route was suggested as a partial remedy to some of the shipping transport problems of the Pan-Yellow Sea Area (North-East Asia). The Incheon-China Container Liner route is more efficient than Pusan and Pyungtaek Ports or the car ferry route to China in terms of transport time and expense. The transport burden indicator which includes the time and expense of transport, can be a useful tool in comparing these routes. Accordign to the transport burden indicator, the Incheon-China Container Liner route is more efficient than the Pusan, Pyungtaek, or car ferry routes. To establish a successful liner route between the ports of Inchon and China, there is a need to prepare three measures that contain short-term medium-term and long-term strategies. Furthermore, these measures should be prepared and adopted in phases, in accordance with considerations of future conditions for shipping and logistics in the Pan-Yellow Sea area.

  • The emergence of the internet causes the electronic trade of movies, music, software and other digital content products to be an eminent share of international commerce. The purpose of this study is to examine legal issues of electronic commerce chapters of the Korea US FTA and tasks of the digital contents industry. Results of the study show that several implications based on the industry are offered. The Korean government needs to do the following: settle of classification issue in digital contents, settle of customs issue in digital contents, settle of issue of non-discrimination principle in digital contents, settle of exclusion issue in audiovisual services, improve of global competitiveness, unify of export support system, establish of overseas expansion strategy in genre and regional contents, train of global experts and protect of intellectual property in digital contents.

Eurasia Initiative and East Sea Rim Maritime Community (유라시아 이니셔티브와 환동해권 전략)

  • In September 2013, President Park Geun-hye announced her controversial "Look North" policy, of which the most salient aspect is the "Eurasia Initiative". This comprises various proposals designed to overcome existing constraints by developing new markets and creating new economic partners in continental areas from which South Korea has been alienated since the end of World War II, and this dovetails nicely with China's One Belt, One Road Initiative. The concepts of the "Silk Road Rail Express (SRX)" and the "East Sea Rim Maritime Community (ESRMC)" have also been discussed. SRX is at present a purely symbolic railroad project intended to encourage individual, cultural, trade and diplomatic exchanges. ESRMC is a model for establishing an ad hoc community to promote regional economic cooperation around the East Sea. President Park's Eurasia Initiative will provide South Korean investment for the Northeast to complement Russian plans, like the "Northern Energy Road" being built by Gazprom, and Chinese plans, like the Chang-Ji-Tu Development Plan for the North Korean port of Rajin. China's trade, as well as its energy and food supplies, pass through the Strait of Malacca and the Indian Ocean, and are thus vulnerable to interdiction by India or the US. China is therefore trying to reduce its exposure geopolitical risk by establishing a network of corridors between the Belt and the Road to provide alternative paths. The "China-Pakistan Economic Corridor" and the "China-Myanmar Economic Corridor" provide such connections, and South Korea hopes that SRX and ESRMC can become part of a "China-South Korea Economic Corridor". This concept could do much to revitalize the underdeveloped northern provinces of China and Russia's Far East, not to mention North Korea. By linking up the Trans-Siberian Railway, the Trans-China Railway, the Trans-Mongolian Railway and the Trans-Korean Railway all these Asian countries will be connected to one another, and ultimately to Europe. An interim connection between China and South Korea using a rail-ferry has also been proposed.
