A Study on Intra-Regional Cooperation in Trade and Investment : The Case between Incheon, Korea, and Three Provinces in Northeastern China (인천과 중국 동북 3성 지역 간 교역 및 투자 협력에 관한 연구)

  • This study was conducted in order to develop inter-local cooperation strategies between the City of Incheon, in Korea, and three provinces in northeastern China. We begin with a description of the history of and prospects for trade between Korea and China, an explanation of the current economic status of Incheon, statistics on the economy, trade and investment trends in the region, and information on the ports of the three Chinese provinces. The following strategies are suggested for inter-local cooperation based on the current circumstances. First, cooperative industrial strategies and economic investment for promoting the mutual concerns and interests of China and Korea were developed. Second, a practical way of utilizing the Incheon Industrial Park located in Dandong, China, was devised to stimulate industrial and investment cooperation. Third, a method of building a network among major ports in Korea and other Northeast Asian port cities was developed. Fourth, an international logistics transportation system that makes connection between sea, land and air easier through logistics standardization was suggested in preparation fur the changing environment of logistics brought about by the opening of the new Incheon International Airport. Fifth, methods of Improving port facilities are suggested. And, finally, the role and necessity of the Incheon City Interchange Center in executing inter-local cooperation strategies is described.

Some Comments on Revision of Memorandum of Understanding on Port State Control in Asia-Pacific Region and Actualities of Korean PSC Regime (아태지역항만국통제에 관한 양해각서의 개정과 비판)

  • Whether a ship is sub-standard or not shall be finally decided by the minimum standards laid down in international conventions or national standards having the same effects. The flag State is primarily responsible for implementing these standards as far as its own ships are concerned. And the port State shall, in the exercise of its rights under international law, take appropriate measures (including detention of ships identified as sub-standard), which are regarded as port State's supplementary role aiming at implementing these standards. The international standards are implemented by the regional co-operation in the form of the MOU(Memorandum of Understanding) on Port State Control in the Asia-Pacific Region on the ground that the PSC enforcement of only one country does not enable the eradication of sub-standard ships. Recently, EQUASIS which is an international database covering the whole world fleet change the regionalism of PSC into the globalization of PSC. However, there are many problems in Tokyo MOV and Korean PSC regime. In order to ensure the implementation of the standards laid down in international conventions and Tokyo MOU, the Korean and other country in Asia-Pacific shall settle the alienation from the actuality of the law, namely the problem of maritime administrative structure of non unifying PSC affairs.

Situations and its Prospect of Single Window System for Customs One-Stop Service in Japan

  • The purpose of the paper is to analyze situations and its prospect of Single Window System for custom's one-stop service in Japan and to suggest effective application was to improve of in Korea's Customs systems. In response to the growing demand for lower trading costs and shorter and more predictable lead times with the advancement of the international trade supply chain, the Single Window System for import/export and port-related procedures was launched on 23 July 2003 in Japan. The concept of the Single Window System is to establish a comprehensive computer interface system that enables users to complete all import/export and port-related procedures required under different laws and regulations in a single input and single transmission. To realize the concept, the data elements and submission times of the various systems were harmonized, and manual procedures, such as quarantine and immigration, were computerized. Then, all the necessary systems, such as NACCS, Port EDI System, and Crew Landing Permit Support System, were interconnected as a Single Window System. Close cooperation among other governmental organizations and the private sector was a key factor in the successful development and smooth utilization of the System so that it fully met all parties' needs. It is anticipated that operating costs will be greatly reduced and trade facilitation will be enhanced as a result of the simplification of procedures. Korea Customs advocates the Single Window System as a best practice at ASEAN and WCO to contribute to the development of regional and international capacity building.

Information Networking and its Application in the Digital Era with Illustration from the University of Port Harcourt Library

  • This paper discussed the factors that necessitated information networking, types of networks, benefits of information networking, library information networking and the University of Port 0Harcourt library network initiatives. Information networking is a process of communication, exchange of ideas, resource sharing and collaboration between individuals, organizations, institutions and libraries and it is facilitated by ICTs and the internet for improved accessibility. It has been brought about by information explosion, rapid advancement in information communication technologies, inadequate funding and increased demand for quality information. Networks can be classified into local, national, regional, and international networks and are formed to serve different categories of user communities. Benefits of information networking include resource sharing, on-line conferences and participation in programmes at distant centers, collaboration among scholars in different countries. Communication flow through the internet, social media, and electronic mail. Library information networking started with the interlibrary loan which has metamorphosed into library consortia in which groups of libraries partner to coordinate activities, share resources and combine expertise. The University of Port Harcourt Library network initiatives started with an e-granary (a CD ROM) and the establishment of a local area network. The library subscribes to more than 10 electronic databases. Information networking has greatly improved the sharing of resources in acquisition and dissemination of information resources since no single institution can acquire the overwhelming number of information resources in their various formats.

  • One of the world's major resources is crude oil, the most fundamental part of the industry. There is no place that does not use crude oil. Petroleum refining products and chemical production industrial products are produced through nearby petrochemical complexes and ports after importing crude oil. There would be a possible relationship among the petrochemical complexes and nearby regional ports working with liquid cargoes. To confirm these relations, Ulsan Port, Daesan Port, and Yeosu Gwangyang Port were selected for this study. A Vector Auto Regressive model using time series data was applied. A Unit Root Test was performed. The relationship was confirmed through the Granger and Toda Yamamoto Causality Test.

Study on Installation of Sector Lights for the Establishment of Safe Navigation Environment in Busan Port (부산항 안전항해환경 조성을 위한 지향등 설치방안 연구)

  • Leading Lights and Sector Lights provide a navigable channel, heading reference and a visual indication. Mariners can take easily a reference bearing or line of position. The Busan North Port needed to install a sector light to resolve blind sections because of Busan Port Redevelopment Project D-1 Block Construction Plan. And also the busan new port needed to install a sector light to give safety indication because navigation conditions will be changed due to removal of the to-island. For this reason, design development was made for installation of sector lights. In addition, the results of design development were compared with the AtoN simulation and verified. This paper is expected to be very useful for installing Sector Lights to guide the vessel to port safely in Korea.

Analysis of Economic Value and Regional Economic Impact of Jeju Port Redevelopment Project (제주항 재개발사업의 경제적 가치 및 지역경제 파급효과 분석)

  • In this study, the economic value and economic ripple effect of the Jeju Inland Port redevelopment project were estimated. The economic value was estimated from the viewpoint of amenity, the value of non-market goods such as landscape improvement, environmental improvement, and recreation effects. As a result of the estimation, the population was divided into Jeju Island and other regions and the individual's willingness to pay was estimated to be 2,952.9 won in Jeju Island and 4,722.8 won in other regions. On the other hand, the economic ripple effect of the Jeju Inland Port redevelopment project was estimated during the project period and after the completion of the economic ripple effect was estimated. As a result of the estimation, the production inducement value was KRW 84,387 million, the value-added inducement effect was KRW 37,292 million, and the employment inducement value was 5,846 employment when the (direct employment + indirect employment) effect was combined. After the end of the project period, as of 2022, there were 518,000 foreign tourists, and the value-added inducing effect was estimated to be about 149,885 million won.

Empirical Analysis of Selection Criteria of Container Ports in the Bay of Bengal (벵갈만 지역의 컨테이너항만 선택 기준에 관한 연구)

  • The purpose of this study is to provide a comparative evaluation of container port criteria at four major container ports in the Bay of Bengal, including Colombo Port in Sri Lanka, Chennai Port in India, Chittagong Port in Bangladesh and Yangon Port in Myanmar. Important container port selection criteria are identified and comparisons among container ports are made using previous studies, personal interviews and questionnaires, completed by top shipping companies, freight forwarders, logistics service providers, and experts in Myanmar. The AHP method is used to verify the research model and hypothesis. This study identified five main criteria and eleven sub-criteria when choosing potential regional hub ports among the four ports in the Bay of Bengal. The main findings from the five main criteria suggest that port efficiency is the highest priority criteria, and the second priority is port costs. The criteria of geographical location and available port facilities are the third and fourth most important, respectively, and the last priority is port's hinterland. Regarding the relative competition among these ports, Colombo Port obtained the highest priority among the four influential factors except for port hinterland. This study has certain limitations that will require future research. First, the sample group for the population size is relatively small. Second, interviewees had limited experience answering questionnaires using this methodology and a limited amount of time was available for respondents for the interviews.

Early hypopharyngeal cancer treated with different therapeutic approaches: a single-institution cohort analysis

  • Purpose: Early hypopharyngeal squamous cell carcinoma (HPSCC) is a rarely diagnosed disease, for which the optimal treatment has not been defined yet. We assessed patterns of failure and outcomes in early HPSCC treated with various therapeutic approaches to identify its optimal treatment. Materials and Methods: Thirty-six patients with stage I (n = 10) and II (n = 26) treated between January 1992 and March 2014 were reviewed. Patients received definitive radiotherapy (RT) (R group, n = 10), surgery only (S group, n = 19), or postoperative RT (PORT group, n = 7). All patients in both the R and PORT groups received elective bilateral neck irradiation. In the S group, 7 patients had ipsilateral and 8 had bilateral dissection, while 4 patients had no elective dissection. Results: At a median follow-up of 48 months, the 5-year locoregional control (LRC) rate was 65%. Six patients had local failure, 1 regional failure (RF), 3 combined locoregional failures, and 2 distant failures. There was no difference in 5-year LRC among the R, S, and PORT groups (p = 0.17). The presence with a pyriform sinus apex extension was a prognosticator related to LRC (p = 0.01) in the multivariate analysis. Patients with a bilaterally treated neck showed a trend toward a lower RF rate (p = 0.08). Conclusion: This study shows that patients with early stage HPSCC involving the pyriform sinus apex might need a tailored approach to improve LRC. Additionally, our study confirms elective neck treatment might have an efficacious role in regional control.

A study on the activation program of regional marine tourism (지역 해양 관광활성화를 위한 방안에 관한 연구)

  • In this paper, the plan to invigorate regional marine tourism is discussed. The southwest area of Jeonnam province is famous for its beautiful islands and seashore line which has richness and variety of marine life. A solution of tourists increment by leisure sports utilizing islands and coastline will be proposed MTB tournament held at islands that has historic backgrounds and scenic beauty and its effect on influx of tourist were tracked first. Next application of mud flats boot around seaside and connection with experience program of seaside village were also examined. These activities will contribute to development of marine tourism and increase of income for regional people.
