For the purpose of easy approach, social welfare facilities that have close relation to local society establish welfare facilities, as schools, religious faciliteis, town-block offices, libraries, etc. Especially the church neighboring the region can use regional resources in human power, facilities, financial power. So the purpose of this research is to investigate the concept and sort of religious facilities and regional connection and present the direction of social welfare facilites plan through the case study of social welfare faciliteis performing public welfare work, attached to church.

This paper intends to raise some of urban policy issues of managing and planning Seoul for the twenty first century. As one of the world's most dynamic megacities, Seoul is faced with at least two trends: one is globalization of the economy, and the other is humanization of urban development in relation to people's quality of life. Given this context, there are emerging issues in a time of transition as the following; pedestrianization, decline of city master plan, micro land use control, citizen involvement, metro-wide management, infrastructure provisions and maintenance, sustainable development, urban information sustaniable development, urban information system, and public-private partnership.

Without any doubts, the characteristics of regional, lines and lines section have dominating effects on the railway design of rectification to linear alignment. There are basically many types of characteristics: a) geological condition b) operation plan of lines and lines section c) condition of lines facilities level. The conventional deign method were exclusively used to railway design and construction. However, lot the optimum design, the more detail study are required.

중앙정부는 국가균형발전의 중요한 한 축으로 공공기관 지역이전을 추진하였다. 수도권 집중현상의 분산과 지역혁신을 목표로 추진한 공공기관의 지역이전이 완료되는 시점에, 공공기관 이전으로 인한 새로운 지역혁신의 패러다임의 변화와 이전 공공기관이 중심이 되는 지역혁신체계의 변화 방향을 연구의 목적으로 삼았다. 이를 위해서 지역혁신과 지역혁신체계의 기존연구와 현황을 통하여 지역혁신의 성공요소를 발굴하고, 공공기관의 지역이전과 지역혁신과의 관계성 분석을 통하여 새로운지역혁신 패러다임에 고려될 사항과 이전 공공기관이 주체가 되는 지역혁신 체계의 추진방안을 도출하였다. 공공기관이 이전한 후의 지역혁신의 패러다임은 국가적, 세계적 문제를 풀어내고 창의적인 혁신이슈가 포함되어야 하며 이전기관이 혁신의 주체로서 지역혁신을 이끄는 변화가 필요하다. 또한, 지역혁신의 성공요소로 지역중심의 정책입안을 포함한 5가지의 성공요소를 도출하여 제시하였다. 아직은 물리적 이전에 머무르는 공공기관이전의 결실이 지역혁신으로 변화하기 위한 방안을 제시한 것으로 새로운 패러다임과 추진체계를 확보하여 국가의 미래를 견인하는 계기 마련에 도움이 되고 구체적인 혁신체계와 이슈개발 등의 연구가 지속되어 공공기관이전이 지역과 국가 혁신의 중요한 축으로 작용할 수 있는 구체적인 실행이 이루어 져야 할 것이다.

This study analyzed the specific items and contents of district unit plan for responding to commercial gentrification on the west side of Gyeongbokgung Palace, Ikseon and Ttukseom surrounding area. By analyzing the major regulatory items and ranges currently used in the 'district unit plan' for responding to gentrification, it was intended to draw up the limitations of the district unit plan of the study target and the significant issues to be considered when establishing a district unit plan for future respond to gentrification. In the district unit plan around Seochon, Ikseon and Ttukseom surrounding area, location restrictions are imposed on franchises for responding to gentrification in common, and in the case of Ikseon and Ttukseom surrounding area, the maximum development scale is especially smaller than that of the surrounding areas. Also, in the Ttukseom surrounding area, incentives are given to the use of certain exterior materials to preserve regional characteristics.

현행 "도서관법" 및 "도서관법 시행령"에서는 지역 도서관 자료에 대한 통합적 관리의 책임을 '지역대표도서관'에 부과하고 있다. 이는 지역의 도서관들이 공통적으로 경험하고 있는 수장공간의 부족 문제를 '공동보존서고'의 설치를 통해 해결하도록 유인하고자 하는데 있다. 이러한 실정법에 따라 지역대표도서관을 설립하였거나 지정하고 있는 광역자치단체에서는 빠른 시일내에 공동보존서고의 건립과 운영을 위한 종합적인 계획을 마련해야 하는 상황에 직면해 있다. 이에 이 연구에서는 '부산시'를 사례로 하여 도서관의 수장공간 부족 문제에 대한 해결책으로서 공동보존서고가 갖는 의미를 세밀히 검토하고, 공공도서관 중심의 '지역 거점형' 공동보존서고의 건립 및 운영 방안에 대해 논의하고자 하였다. 연구의 주요 내용은 다음과 같다: (1) 부산시 공공도서관의 수장공간의 부족 정도를 객관적으로 산출하고, (2) 공동보존서고에 대한 부산시 공공도서관 사서와 이용자의 요구를 조사한 다음, (3) 국내외의 대표적인 공동보존서고 사례를 참조해 가면서 부산시에 가장 적합한 공동보존서고의 건립 및 운영(안)을 제안하였다.

본 연구는 효과적인 갈등해소를 위한 공동체 형성 전략을 도출하는데 그 목적을 두고 있다. 지역공동체 관련 이론의 정립과 더불어 천안지역주민 조사를 통하여 전략방안을 모색해 보았다. 연구결과, 공동체의식과 주민참여의 상관성에서는 충족감, 연대감, 소속감이 높은 유의관계를 보였으며, 이중 소속감이 사회참여의 욕구에 크게 작용한다는 것을 알 수 있었다. 지역공동체 형성의 요건은 다음과 같다. 첫째, 다양한 지역의 특성과 주민들의 요구에 대응할 수 있는 지역공동체형성 전략의 적용이다. 둘째, 지역공동체의 형성을 위하여 지자체들의 적극적인 지원, 지역공동체의 자체적인 노력과 지역주민들의 협력과 이해가 필요하다. 우리가 생각하는 이상적인 지역공동체란 물적 풍요와 사회구조의 평등실현 뿐만 아니라 성숙된 관계를 이끌어가는 건전한 사고의 각성이 어우러져서 성립된다.

농산어촌지역은 전체국토의 80%이상을 차지하고 있으나 대부분 낙후되고 생활환경이 불편하여 청년층의 도시로 이동 및 고령화로 인구가 감소하여 마을 공동화현상은 물론 지역사회의 침체가 가중되고 있다. 이 연구는 농산어촌지역 중하나인 충청남도 부여군 외산면 면소재지를 대상으로 면소재지 종합정비사업에 있어서 단순한 거점기능강화를 위한 계획이 아닌 지역특성을 고려한 복합적 개발계획의 방법론을 제시하였다. 읍면소재지 기능강화 측면에서 하드웨어 중심의 계획수립이 불가피하나, 대상지역 주민의 역량강화 역시 중요한 요소로 작용한다. 즉, 계획에 의해 추진된 각 사업은 지역주민이 중심이 되어 운영될 것이므로, 이에 대한 관리체계 확립이 필요하다. 수립된 계획의 성패는 대상지역에 대한 현안와 수요에 대한 정확한 조사가 바탕이 되며, 이는 대상지역 주민들의 참여와 호응에 달려있다. 즉, 계획수립지역의 주민참여효과를 높이기 위하여 '지역주민 연결망'분석과 같은 방안이 필요하다.

This study examined the present condition and characteristics, spatial composition of the Atarasimura through field studies about the Atarasimura of Miyashiro, Saitama pref. in Japan. The results of this study are as follows. First, Atarasimura is the citizen farm of Miyashiro which promotes regional activation, community consciousness and the interchange of residents. Second, cultivation area and the miscellaneous scrub transforms the area into a park-like one, protecting a natural environment and making a beautiful landscape. Atarasimura is expected to enhance the studying effect of the children and young people. Third, the direct sale of agricultural products leads to the increase of income and resident employment opportunities. Fourth, the plan of future regional facilities must be made within a legal system and a systematic program for region making. In addition, the system of rational participation and cooperation between administration and local residents is important.

Decrease in Population and graying of rural area by industrialization and urbanization are gone continuously. This makes happened various rural problems and the differential of standard of living with is arising day by day. Government is unfolding rural supporting project to solve continuously these problems. Recent Projects which are choosing not top-down process by government leading but bottom-up process through village inhabitants' participation and expert consultant get positive estimation. But those have difficulties because the support is attained only in the beginning step not continuously and inhabitants' number by graying is decreasing. The Special Economic Zone for Regional Development Policy is new access that regulation can differ according to special quality of each area depending on Localization Age. Through this transfer the competence that can mitigate or reinforce various regulations according to special quality of area in local government. So, back and maintain activation systematically so that each area could be developed specially. The purpose of The Special Economic Zone for Regional Development Policy is the activation of regional economy through development that regional specific character is. And there is characteristic that local government plans and takes the lead in all project contents, government gives regulation benefit by appointing the special economic zone and do not support finance and various tax remissions. Through investigation of such new policy, I wish to recognize what long-term plan and method could be possible to success rural activation continuously.
