Innovations significantly affect the efficiency of the socioeconomic systems of the regions, acting as a system-forming element of their development. Modern models of economic development also consider innovation activity, intellectual potential, knowledge as the basic factors for stimulating the economic growth of the region. The purpose of the study is to develop methodological foundations for evaluating the effectiveness of a regional innovation system based on a multidimensional analysis of its effects. To further study the effectiveness of RIS, we have used one of the methods of multidimensional statistical analysis - canonical analysis. The next approach allows adding another important requirement to the methodological provision of evaluation of the level of innovation development of industries and regions, namely - the time factor, the formalization of which is realized in autoregressive dynamic economic and mathematical models and can be used in our research. Multidimensional Statistical Analysis for RIS effectiveness estimation was used to model RIS by typological regression. Based on it, multiple regression models were built in groups of regions with low and relatively high innovation potential. To solve the methodological problem of RIS research, we can also use the approach to the system as a "box" with inputs and outputs.

Sweden's regional innovation system is built mainly on innovative clusters, several of them - in automobile, steel, new materials, information and telecommunication, and bioscience - world-class. Most successful clusters were developed at local bases imbued with local history. In fact, a cluster's competitiveness is intimately related to its closeness of fit with its local environment. Geographically dispersed clusters in Sweden - some national, others local, and some local but deemed members of a national cluster as well - have already created many new competitive products and services. In 2001, Sweden has eight national and nine regional clusters, and envisioned eleven national and five regional clusters more. The experience of Swedish clusters indicate several elements that determine the ability of cluster policies to promote and strengthen regional economic growth. Cluster policies require strong public sector support, particularly in the form of providing basic national conditions. Regional cluster policies place new demands on national and regional industrial policies. All policies must be closely interwoven without compromising their primary allegiance to their respective areas.

본 연구는 지역경제발전을 위한 지역혁신체제 구축에 있어서의 지방정부의 과제를 밝히고자 하였다 참여정부의 국가균형발전위원회는 지역혁신체제의 구축을 위한 정책대상 영역으로 지역 특성화 분야 선정 및 육성, 대학 등 지역 혁신주체의 혁신역량 강화 및 협력네트워크 구축, 그리고 산 학 연 관 협력촉진 및 지원 인프라 확충을 선정하였다. 그리고 이들을 구체화하기 위한 기구로 지방정부가 중심이 되고 지방대학, 기업, 민간매개기관이 참여하는 협력체인 지역혁신협의회를 두도록 하고 있다. 그러나 '지역혁신협의회'를 어떻게 구성하며, 그 역할과 진한은 무엇인지 그리고 그것은 어떻게 운영될 것인지 등, 실질적인 운영과 권한에 대한 구체적인 방안이 제시되지 않았다. 이것이 제시되지 않고는 지역혁신체제 구축에 있어서의 지방정부의 역할을 논하는 것은 무의미하다. 현재 우리나라의 각 지역들은 지역 산업 및 과학기술정책의 기획 수립 실행 및 평가에 있어 수직적 이거나 투명하지 못한 의사결정 구조를 가지고 있다. 이러한 위계적 관료주의적 성향이 여전히 지배적인 현재의 지방정부 운영 시스템으로는 지역혁신정책을 효과적으로 수행할 수 없다. 이러한 문제점을 해결하는 방안으로 지역혁신추진기구를 설립 운영하는 것이 우선적 과제이다. 지방 정부는 지역혁신추진기구의 설립단계에서는 주도적인 역할을 담당하되, 그 운영에 있어서 간섭 혹은 통제를 하는 것이 아니고 운영을 둘러싼 수평적 거버넌스의 한 주체로서 그 역할만을 담당해야 할 것이다.

본 연구에서는 혁신 클러스터 구축을 위한 바람직한 정책방향을 제시하고자 지역혁신체제와 클러스터의 개념에 대한 이론적 고찰을 실시하였다. 이러한 이론적 고찰을 바탕으로 혁신 클러스터의 성공요인을 지역혁신체제 관점에서 제도적 수단, 물리적 수단, 사회적(인적) 수단으로 분류하였다. 연구사례로 경기도가 추진하고 있는 혁신 클러스터 정책에 대해 광교테크노밸리 산업혁신클러스터협의회, 판교테크노밸리를 중심으로 분석하였고, 이 중 최근 주목받고 있는 판교테크노밸리에 대한 설문조사를 실시하였다. 그 결과, 경기도의 혁신클러스터 정책이 융합형 제3세대 RIS로 진화하고 있으며, 중요한 정책요인은 '최신 경영 및 기술정보 취득 지원', '산학연 공동연구 및 기술협력 지원', '판교지원단의 기능 강화', '공동연구 장비 및 시설 인프라 지원', '법률, 금융, 투자, 행정 등 지원시설', '탁아 등 공공보육시설' 등인 것으로 나타났다. 본 연구는 이론적 차원에서 다뤄졌던 지역혁신체제의 핵심구성요인들에 대해 혁신클러스터 사례를 통해 실증적으로 검증함으로써 관련 정책 입안자들에 대해 정책 시사점을 제공해준다는 점에서 큰 함의를 제공할 수 있을 것으로 기대한다.

The purpose of this paper is to suggest field-oriented policy of regional innovation support system. To accomplish this purpose, we examined the status quo of technical support, performance satisfaction of consumers and practical issues. The key factors influencing core technical innovation of small and medium firms are development fund, R&D employees, experimental instrument, technical information, protection of intellectual property, subcontracting and so on. To make sure of practical effect, therefore, it would rather necessary to implement policy support linking government and supporting means on the ground of needs of small and medium firms than specific method such as funding.

Globalization and knowledge-based economy have increased the importance of local areas as the units of global competition. Therefore, the meaning of localities has been emphasized as the core value of economic activities. In this context, innovation cluster has been recognised and emphasized as effective policy measure for innovation. Therefore, most countries have been trying to develop innovation clusters with their expectation for a rapid growth of economy. Nevertheless, there have been minimal empirical researches on innovation cluster. Therefore, for suggesting implications that activation factors of innovation cluster are to have an effect on tenant's business activities, this study conducted a literature review for the theories of regional innovation system(RIS) and innovation cluster. As a result, the activation factors of innovation cluster were classified into institutional, physicals, and social factor. The case of Gyeonggi province's innovation cluster policy was examined for an empirical analysis. Data were analyzed using ordered logistic regression. The results were as follows:First, Institutional and Infra factors had a positive influence on firms' business activities in every empirical test, so they were the most important activation factors of innovation cluster. Second, regarding the interactive effects of financial support, the interactive effects between financial support and Infra factor had a positive influence on the firms' business activities, according to the result of the empirical test.

본 연구는 지역 소재 과학기술 연구 공용장비에 대한 중복투자 방지와 산학연 협력 활성화를 통한 지역내 R&D 효율성을 증진을 위해서 지역 연구 공용장비 운영체계의 특성 도출을 목적으로 하였다. 이를 위해 기술하부구조정책 및 지역혁신체제의 관점에서 R&D투자와 R&D활동이 상대적으로 활발한 경기도 지역의 사례를 분석하였다. 본 연구는 개별사례분석과 교차사례분석의 2단계 프로세스로 수행된다. 우선, 경기도 소재 주요 R&D 기관별 공용장비의 구축 활용 사례 조사와 운영 관련자 인터뷰를 통해 공용장비 운영 특성을 조사하였다. 다음 단계에서는 전(前) 단계에서 조사된 특성들을 공용장비의 운영주체의 조직거버넌스 특성에 따른 3가지 분류와 4가지 이슈를 매트릭스 방식으로 범주화하여 지자체 차원의 정책적 접근이 가능하도록 이슈를 정리하였다. 교차사례분석에 따라 각 운영체계별로 도출된 주요 이슈는 (1) 지자체 주도 운영체계의 경우 '공용장비 사용 수수료 체계' 및 ;공용장비 운용의 성과 지표 정립 및 성과 측정 방법'，(2) 국가/지자체/공공연구기관 등 공동 운영체계의 경우 '공용장비 운용 성과' 및 '사업부별 공용장비 회계시스템 구축', '예산 지원방식 변경'，(3) 대학 운영체계의 경우 '사업종료 후 지속적 공동활용 촉진 방안' 등으로 나타났다.

이 논문은 기업지원서비스의 유형화론 제시하고 이러한 유형화를 토대로 우리나라 기업지원서비스의 현황을 파악하고자 한다. 또한 지역차이와 산업특성에 따른 기업지원서비스의 수요와 공급패턴을 분석한다. 서울소프트웨어산업 집적지(강남ㆍ서초구 일대), 대전의 ICT산업 집적지, 그리고 구미의 전자산업 집적지에 대한 설문지와 기업사례 조사를 바탕으로, 기업지원서비스의 수요와 공급이 산업특성. 지역의 성격, 그리고 기업의 성장단계에 따라 차별화된다는 것을 밝혀 내었다. 이러한 연구결과를 토대로 몇 가지 정책적 시사점을 제시하였다.

4차 산업혁명 시대에 따라 급변하고 있는 기술과 기업 환경에 대응하기 위해 주체 간 협력을 통한 혁신 네트워크의 필요성이 증가하고 있다. 특히 인적·물적 자원이 부족한 중소기업이 당면한 문제를 해결하고 혁신하기 위해서는 협력이 필수적이다. 이에 기존의 중소기업 지원 네트워크의 현황 및 문제점을 분석하여 지역협력 네트워크 활성화를 위한 연구를 진행하였다. 그 결과 기존 협력 네트워크 재정비, 중소기업 맞춤형 정책 수립, 지역사업 연계지원 등을 통한 지역협력 네트워크 기반 조성 전략을 해결방안으로 도출하였으며, 지역 거점 네트워크 구축 및 기업 육성전략, 지역 데이터 활용을 통한 지역혁신 특화 네트워크 구축 전략을 연구 결과로 도출하였다. 본 연구 결과를 활용하여 지역사업과 지역 네트워크 간 유기적인 협력체계를 마련하기 위한 중소기업 지원정책을 수립하는 데 있어 도움을 줄 수 있을 것으로 기대한다.

1990년대 들어 지식기반경제 시대의 도래와 더불어 산업의 경쟁력 제고와 지역간 균형발전을 동시에 도모하기 위한 혁신체제(innovation system)의 중요성이 북미 및 유럽을 중심으로 논의되고 있다. 이에 따라 본 연구는 이와 관련된 이론 및 정책사례를 검토하여 혁신체제의 개념 및 프레임웍을 정립하고 기업의 혁신행태, 네트워크 유형, 정책수요에 대한 설문조사 결과를 바탕으로 우리 산업에 적합한 혁신체제 구축 방향을 모색하였다. 혁신체제는 혁신주제간의 연계를 파악하기 위한 개념적 분석체계로서 산업 클러스터를 중심으로 가치사슬(Value chain)을 구성하는 기업간 혹은 기업과 지식하부구조간의 네트워크 형성을 위한 제도적 환경(framework condition)을 말한다. 본 연구는 우리 실정에 적합한 혁신체제의 구축을 위해서는 특정 산업을 중심으로 클러스터 형성과 네트워크 활성화하기 위한 3개 분야의 혁신시설 및 제도를 정비.확충하고, 이들을 지역 여건과 전략산업의 특성에 따라 우선 순위와 운영체계를 차별화시키는 것이 필요함을 제시하였다. : $\circled1$ 생산-과학기술 혹은 생산기업지원의 직접적인 연계를 담당할 시스템 연계기관의 확충, $\circled2$ 간접적인 연계 및 기업지원의 단일 창구로서 지역 플랫폼 설립, $\circled3$ 지역 여건과 산업 특성에 적합한 다양한 산업발전 전략을 수립.추진하기 위한 지역발전 기구의 설립.
