  • This paper attempts to show the status and network characteristic of regional innovation support agencies(company support agencies and R&D institutes, RISA) which play an important role in the regional system of innovation in Daegu City, using questionnaire data. Most of these agencies were established in 1990s and tend to locate in Buk-Gu and Dalsu-Gu, being major local universities which retain a large number of R&D and industry support agencies. The business areas of the agencies are largely associated with business training and applied research. Their major role is to provide the information that local firms need to acquire. It shows that they have relationships with 1 to 5 agencies, primarily in the form of informal network, for the purpose of sharing information and knowledge about science/technology and market trend. There are not many spin-offs from RISA. But most of spin-offs from RISA are located in Daegu City and maintain cooperative relationships with their parent organization primarily in the form of formal network. The main purpose of cooperative relationships with RISA is to interchange knowledges about technology.

  • The purpose of this paper is to suggest field-oriented policy of regional innovation support system. To accomplish this purpose, we examined the status quo of technical support ,performance satisfaction of consumers and practical issues. The key factors influencing core technical innovation of small and medium firms are development fund, R&D employees, experimental instrument, technical information, protection of intellectual property, subcontracting and so on. To make sure of practical effect, therefore, it would rather necessary to implement policy support linking government and supporting means on the ground of needs of small and medium firms than specific method such as funding.

About the normative system: first, village building does not present that it is a participation- and cooperation-based collective activity of various related actors; second, the cooperative governance-based implementation system was not presented as a key term; third, "numerous relevant subjects' participation" and "democratic decision-making and cooperative promotion" are not presented as basic principles; fourth, the subjects are limited to residents and the administration, and only their responsibilities are presented. About the effectiveness system: first, the establishment of a master plan, a primary means, and the establishment of an in-charge department and collaboration system in the administration are presented as optional provisions; second, the nature of the relevant committees and intermediary support organizations is not presented as "public-private cooperation-based system"; third, the area of the function and authority of the relevant committees is limited to review and consultation. Fourth, the related information about the intermediary support organization structure and system, the establishment and operation of the secretariat, and the practical operation of the center is not presented. • This study calculates comprehensive regional innovation potentials of the 16 provincial governments of Korea based on the 20 indices from 3 fields such as regional innovation infrastructure, regional innovation activities, and regional innovation performance. Except regional innovation activities supported by the central government's regional innovation grant program, there are disparities of the 3 innovation fields between the Seoul Metropolitan Area and non-Seoul areas. In some local provinces where the comprehensive innovation capacities are low, there are significant disparities among the 3 innovation fields. These provincial governments should support a policy to adjust the disparities for the sustainable regional innovation.

  • The purpose of this article is to introduce and describe the case of Fukuoka Next-generation Social System Creation Hub based on the conceptual framework of regional innovation platform strategy. In short, it is a "government-issued" regional innovation platform strategy to improve innovativeness with limited creative capital through "borrowing" not money but network, wisdom, know-how, and ideas from each other between some stakeholder groups in a region. The Fukuoka Industry, Science & Technology Foundation, which is the coordinating institution of the whole program, plays the role of a platformer to unify various projects into the program crossing borders between stakeholder groups for building regional innovation platforms that lends intensive support to feedback loops between the program facilitator and its partners in the program. Thanks to being a government-issued one, it could be tied together with some wide ranging issues of policy on social innovations, such as the "low carbon society" or the "health and longevity society." But at the same time, it is a concern that many regional research institutions that have innovative potential and diverse ideas become governed by the platform without their noticing it and dealt with in the same way based on "selected" and "designated" strategic goals. Therefore, it seems that a regional innovation platform strategy is a kind of "double-edged sword" in public policy in the era of "panopticism of bureaucratic society" in Japan.

  • The science and technology park movement has been developing for over 60 years. The first developments simply relied on the co-location of tenant companies and the park's host to encourage technology transfer. This is in contrast with their modern counter parts which offer a range of active links between tenant companies and host organisations as well as a raft of business development services to support technology commercialisation. Many of these sites have also become important centres in regional innovation plans. In these cases they are supported by a range of local, regional and national policies that are aimed at establishing a business, technology and social environment which support innovation. The paper examines both the business development programmes developed by science and technology parks to support technology commercialisation and the macro conditions that are now being developed to support innovation.

  • The techno-park built-up project of Korea had begun in order to support regional enterprises since 1997. The number of techno-parks increased from 6 in 1997 to 17 in 2009 with various enterprise supporting services such as a new enterprise breeding, pilot production, and education and training. By way of renewing regional innovation promoting system, revising technopark law, and starting second step techno-park project, techno-parks have become centers for regional technology innovation, and cultivation of regional technology-based companies. Alternative policies for the development of techno-park projects are as follows: revitalizing the network among enterprises, universities, research institutes, and government; strengthening the ability to draw up projects in nurturing regional industry; and the establishment of fixed channels to support SME in the region.
