산업 다양성과 혁신역량에 따른 지역 발전전략의 우선순위 설정에 관한 연구 (A Study on Prioritization of Regional Development Strategies According to Industrial Varieties and Innovation Competency)

  • 본 연구는 우리나라 지역의 산업 다양성 및 혁신역량을 진단하고 자생적 지역발전을 위한 우선순위 설정 방식에 대해 논의한다. 1990년대 후반 이후 수도권과 비수도권 간의 경제적 격차를 줄이기 위한 지역발전정책이 다각도로 시도되었지만, 지역의 산업 특성 및 혁신역량을 고려한 발전전략 수립은 미흡하였다. 기술과 산업의 고도화 및 다변화에 따라 지역은 특정 산업에 특화하는 전략에서 벗어나 경제 충격에 대비하기 위한 전략적 다각화를 모색해야 한다. 본 연구에서는 지역의 산업 다양성을 무관다양성(unrelated variety)과 연관다양성(related variety) 지표를 이용하여 특성화한다. 다양성 지표는 수도권-비수도권 간, 제조업-서비스업 간 상이한 양태를 보이며, 이는 지역발전에서 산업적 특성을 고려해야 할 필요성을 제기한다. 마지막으로 다양성 지표와 혁신역량지표를 두 축으로 하여 우리나라 시군구 지자체의 현 상황을 네 가지로 유형화하고 각 유형에 맞는 지역발전정책 우선순위를 제안한다.

  • The purpose of this paper is to suggest field-oriented policy of regional innovation support system. To accomplish this purpose, we examined the status quo of technical support, performance satisfaction of consumers and practical issues. The key factors influencing core technical innovation of small and medium firms are development fund, R&D employees, experimental instrument, technical information, protection of intellectual property, subcontracting and so on. To make sure of practical effect, therefore, it would rather necessary to implement policy support linking government and supporting means on the ground of needs of small and medium firms than specific method such as funding.

사회네트워크분석을 활용한 대전 정보통신산업 네트워크의 구조적.공간적 특성과 시스템 사고를 통한 정책적 함의 (Structural and Spatial Characteristics of Daejeon Information and Communication Industry Network Applying the Social Network Analysis Techniques and Policy Implications Based on the Systems Thinking Approaches)

  • Daejeon, encompassing Daedeok Science Town and Daedeok Innopolis, possesses the advantage of portraying relatively higher regional innovation capacity and facilitating network formation among regional professional research organizations. Applying the Social Network Analysis(SNA) techniques, this paper focuses on divulging structural and spatial characteristics of the Daejeon Information and Communication(ICT) industry network, analyzing co-research projects implemented by the Daejeon-based universities. For the analytical tool, it depends on NETMINER 3.0. Furthermore, based on the Systems Thinking approaches, this study suggests a couple of policy implications. Judging from the Korea Standard Industrial Classification principles, the existing ICT industry is subdivided into 11 sub-industries. The highest degree centralization value comes from the Mobile Communication sub-industry(188.668%), indicating that Mobile Communication sub-industry exerts the most significant impact on the regional innovation networking in Daejeon. Among various stakeholders, Korea Advanced Institute of Science and Technology(KAIST) records the top ranking in most categories, conspicuously leading the institute-industry linkage. In terms of the ICT spatial distribution, the intra-regional cooperation examples present the strongest linkage values, followed by Daejeon-the Capital Region ones. Finally, as well shown in a series of causal loop analyses, this study recommends that Daejeon should put top policy priority in strengthening the internal ICT network within Daejeon proper. Here, Daejeon should keep in mind the fact that there exist reinforcing loops between Daejeon's attractiveness and the entering of new ICT firms.

테크노파크 역할에 대한 탐색적 연구: 충남 TP성과분석을 중심으로 (Exploratory Analysis Of Performance On ChungNam TechnoPark)

  • A technopark is an industrial and technological complex where personal, material and technological resources, scattered to businesses, academic institutions, research facilities and governments are gathered into a single place. Technopark's role is facets. The aim of this study is to offer new policy services for firms by utilizing the exploratory methodology for Chungnam Technopark's performance for three year (2011 ~2013). Through the findings, this study suggests that policy support for firm's growth in Chung Nam Region have been effective and fruitful in terms of total sale and increase of employees. But, technological performance measured by patents has not enough to catch the innovation. Chungnam Technopark should be more focused on technological policy supports including R&D as well as commercialization. Ultimately in order to have sustainabilities for own firm's growth, firms should keep going on ceaseless create the new technological performance. In that sense, for regional specific industry Technopark's role has been critical for not only firm's current growth but firm's innovation competency.

A Comparative Study on Tenant Firms in Beijing Tsinghua University Science Park and Shenzhen Research Institute of Tsinghua University

  • This paper aims to explore the institutional difference between Tsinghua University Science Park (TusPark) in Beijing, and business incubator of Research Institute of Tsinghua University in Shenzhen (RITS), and to examine how the difference leads to different new product performance for tenants. In doing so, we use survey methodology to investigate the innovation sources, university linkages, and innovation outputs of tenants in TusPark and RITS. We found that tenants in RITS reply more on "market-driven" knowledge sources for innovation: including knowledge from customers, suppliers, and competitors. The empirical findings suggest that the technology support provided by RITS and the high dependency on "market-driven" knowledge sources jointly contribute to the better new product performance for tenants in RITS.

  • 본 연구는 혁신도시의 지역 특성을 고려한 지역화폐 모델에 관한 연구이다. 국내 지역화폐는 코로나-19의 영향으로 발행 규모가 증가하였지만, 지역의 특성과 환경을 고려하지 않은 채로 운영되고 있어 공동체가 지속해서 참여할 동기가 부족하다는 한계를 가진다. 따라서 지역 현안을 해결하고 공동체가 지속해서 참여할 수 있는 지역화폐 모델에 관한 연구가 필요하였다. 본 연구는 혁신도시의 정책적 특성, 인구성장문제, 정주 및 소비환경을 분석하여 혁신도시의 지역 현안을 도출하였고 이를 해결 및 보완할 수 있도록 이전 공공기관과 지역 공동체가 함께 참여하는 프라이빗 블록체인 시스템 기반 혁신도시형 지역화폐 모델을 제안하였다.

지역적 맥락이 기업가 지향성에 미치는 영향 (A Study on the Effects of Regional Context on Entrepreneurial Orientation)

  • Purpose: The companies must be located in the area, scale up, create jobs, and return to the local economy. This paper attempted to analyze empirically the relationship between regional context and entrepreneurial orientation(EO) in the region of Korea. Methods: This paper analyzed survey data and regional statistics. We measured EO by region and then examined which regional context affect EO. Regional contexts were measured by population, economic size, budget size, firm size, innovation capacity, and education level. EO was measured by innovativeness, risk taking, proactiveness, autonomy, competitive aggressiveness, and need for achievement. Results: EO was high in the region where the budget size per thousand population, the number of manufacturers per thousand population, the number of new corporations per thousand population, the number of R&D personnel per thousand population, and the number of students of higher education institutions per thousand population were high. Conclusion: The implications of this paper are that regional context affect EO, and there are differences in budget scale, firm size, innovation capacity, and education level. In regions with many investment resources for innovation and startups and manufacturers, the number of R&D personnel and students of higher education institutions (future R&D personnel), in particular, determines EO.

영남지역의 특화산업 분석과 정책적 시사점 (Analysis of the Specialized Industries and Its Policy Implications in Yeongnam Area)

  • 본 연구에서는 영남지역의 산업구조 현황을 살펴보고 특화산업을 분석하여, 지역산업정책에의 시사점을 도출하였다. 분석결과에서 보듯이, 영남지역 내에서도 시도별로 정태 동태적 관점, 정태적 관점, 동태적 관점에서 선정된 특화산업의 특성이 차별적으로 나타났으며, 이러한 특화산업의 성격에 따른 지역적 특성을 3가지 유형으로 분류할 수 있었다. 또한 이러한 유형별로 특화산업 육성 전략의 효과가 차별적으로 나타날 수 있음을 살펴보았다. 이러한 분석결과를 토대로, 다음과 같은 정책적 시사점을 도출할 수 있다. 첫째, 특화산업의 육성과 관련하여 지역별로 특화산업의 특성에 따라 유형별로 차별적인 특화산업 육성 전략을 구사해야 할 것이고, 둘째, 특화산업의 성격에 따라 특화산업 육성전략과 지역산업 구조개편 및 혁신전략을 맞춤식으로 차별적으로 구사해야 할 것, 마지막으로 지식기반경제로의 전환에 맞추어 특화산업 육성전략과 지역혁신전략을 적절히 병행할 것이다.

Principles and Methodologies for STI Strategy Development: Experience and Best Practices from the Republic of Korea

  • This paper articulates the STI strategy development principles and methodologies that have been elaborated through iterative processes of STI strategy development cases for the past ten years. The consultation cases include poverty traps in Nepal and Laos, African health challenges in Nigeria and Tanzania, and ASEAN global challenges in Indonesian Water, Vietnamese Green Energy, and Filipino Food, in partnership with some multilateral agencies.The iterative elaboration process has continued with consultation activities on Thailand and on Cambodia, Laos and Myanmar in planning partnership with Thailand. The principles were originally conceptualized from the benchmarking process of the Korean STI development experience. They were further incorporated as methodologies with which relevant planning bodies are guided to address individual and regional challenges through science, technology and innovation strategies. The methodologies are strong in providing plausible holistic perspective scenarios by which various stakeholders can be engaged in the planning and implementation process. But it is heuristic in nature and can be learned only through on-the-job training process. This is the structural limitation for scaling up.

The strategies for scientific literacy in Indonesia

  • The historical aspects, policies, institutions, awards and measurement results of scientific literacy and scientific culture development in Indonesia have currently attracted further exploration. This paper utilizes secondary data research, further analyzed by employing the Supplementary Analysis technique. The results revealed that the tradition of writing and publishing scientific journals in Indonesia has existed ever since the Dutch East Indies with the journal's publication entitled 'Natuurkundig tijdschrift voor Nederlandsch Indië' in 1850. To date, Indonesia has owned 5,990 nationally accredited journals. Policy support has been provided at the national and regional levels, despite limitations in cultivating literacy and reading habit. From the institutional perspective, Indonesia provides a wide array of public support, including the effort of the Ministry of Education and Culture for advocating the national literacy movement and the availability of a reference database and scientific access established by the National Library; the Indonesian Institute of Sciences, and the Ministry of Research and Technology. Similarly, in the award-related perspective, the Indonesia government has granted awards to individuals or groups and local governments engaging in the cultivation of scientific literacy and scientific culture. However, among the global measurements for literacy development in Indonesia (in 2020) recorded that three indicators scored less than those in 2019.
