This study focuses on exploring the behaviours of high-tech start-up firms in response to the policy interventions undertaken to promote regional innovation in South Korea since 1997. High-tech start-ups and their technological entrepreneurship are increasingly considered by policy makers and academics to play a crucial role in the generation of innovation and economic development. However, this study started from a basic concern of why government intervention does not necessarily result in an increase of regional innovation capacity. To explain this concern, we constructed a new conceptual framework of 'government dependency' and apply this to 'Daedeok,' a regional innovation system in South Korea, to explore the reproduction of path dependency as an impact induced by innovation policy. This conceptual framework was developed by remodeling path dependency approaches through a systemic and interactive lens. An empirical study used qualitative interviews of start-up founders to delineate the emergence of a new development path and the extent to which dependency was reproduced in the Daedeok regional innovation system. Empirical analysis suggested that 'reliance' and 'persistence' were the crucial factors in the production and reproduction of the government dependency. Some firms accepted dependency as reliance, but others regarded it as policy utilization. Thus, a critical juncture could not be clearly identified in actors' behaviour. It was also unclear if dependency had hindered innovation, but it was shown that the regional and institutional contexts strongly influenced the reproduction process. The study concludes that the construct of government dependency can also provide useful insights into policy learning as well as the success of government interventions.

본 연구는 새로운 지역혁신정책의 프레임인 전환적 지역혁신정책에 대한 리뷰 논문이다. 전환적 지역혁신정책은 지역주민의 입장에 서서, 시스템 전환의 비전을 가지고 기후위기, 고령화, 양극화에 대한 대응책을 발전시켜 나가는 정책이다. 이를 위해 포스트 클러스터론을 중심으로 한 지역혁신정책론의 연구 성과들을 검토하면서 전환적 지역혁신정책의 특성을 정리한다. 연구의 구성은 다음과 같다. 우선 클러스터론을 필두로 한 기존 지역혁신 정책과 구분되는 전환적 지역혁신정책론의 특성을 다룬다. 다음으로 전환적 지역혁신정책의 주요 요소, 시스템 전환의 유형, 산업형성과 관련된 연구들을 리뷰한다. 전환적 지역혁신정책이 기존 정책과 차별화되는 요소들을 정리하고 향후 논의가 발전하기 위해 다루어야 할 과제들을 도출한다. 임무지향적 프로그램을 통한 전환적 혁신과 기존 혁신의 연계, 전환의 구체적인 메커니즘의 탐색, 산업혁신과 사회혁신을 통합하는 시각의 도입, 산업융합과 사회혁신 융합을 위한 초학제적 연구·혁신 방식의 도입 등이 다루어질 것이다.

본고는 지역균형발전 및 지역특화발전을 위해 반드시 필요한 요소로 운위되어온 지역혁신체계의 구축을 위해서 지역문화는 어떠한 역할을 감당할 수 있으며, 감당해야만 하는지를 탐색하려는 목적을 갖는다. 이를 위해 우선 국가균형발전을 위한 필수 과정으로서 지역 혁신체계를 다루는 논의가 어떠한 개념들을 중심으로 발전되어왔는지를 살펴보았다. 또한 지역혁신체계의 성공요인은 무엇이며, 지역혁신체계 구축을 위해 국내 지역혁신정책과 지역문화정책은 어떠한 흐름 속에서 전개되어 왔고 이 두 정책이 어떻게 융합되어야 하는지 검토하였다. 이론적 배경을 살핀 후에는, 지역혁신체계의 형성 과정에서 문화가 역할하는 방식을 파악하기 위해 유후인과 유바리라는 일본의 대표적인 지역혁신 사례를 검토하였다. 이는 문화가 공동체의 삶의 방식(style)으로서의 역할과 함께 예술, 콘텐츠와 같은 독특한 영역(sector)으로서의 역할도 갖기 때문에, 이러한 서로 다른 층위를 고려하면서 '문화'가 지역혁신체계의 구축에 기여할 수 있는 양태와 방식을 탐색하고자 한 것이다. 사례연구의 시사점을 도출하는 과정에서, 우리는 지역혁신체계의 형성과정에 특별히 주목할 필요가 있음을 발견하게 되었다. 각 단계의 핵심 활동의 성공이 상당 부분 해당 지역의 문화에 의존한다는 것, 그러나 이를 제대로 이해하기 위해서는 기존의 '문화' 개념과 '문화정책'을 좀 더 총체적인(holistic) 관점에서 재정립할 필요가 있음을 확인하였다.

지역혁신체제론은 지역의 혁신적 발전을 유도하여 지역간 경제적 불균형 문제를 해결하는데 유용한 규범적 이론으로 널리 받아들여지고 있다. 그러나 다양한 경험적 연구가 축적되고 있음에도 불구하고, 지역혁신체제론 자체에 대한 심층적이고 비판적인 연구는 부족한 실정이다. 이 논문은 지역혁신체제론의 형성과 발달과정에서 나타난 특색을 이론과 현실정책의 양방향에서 고찰해 봄으로써 본 이론에 대한 이해의 폭을 넓히고자 한다. 이를 통하여 본 이론이 추구하는 가치의 문제를 탐구하고, 이론과 현실사이에서 나타나는 괴리를 발견하며 이를 비판적으로 고찰하고자 한다.

Science and Technology Park (STP) is perceived to be a vehicle in promoting innovation-based economic growth within the framework of regional and national innovation systems. STP is a tool to encourage regional innovation and competitiveness in increasing contribution of science and technology in economic development. STP can also be a leading sector in creating conducive environment for local community's technopreneurship. In relation to the vision outlined in the 2025 Indonesian Master Plan of Acceleration and Expansion of Indonesia's Economic (MP3EI), STP is stated to be an important element in creating innovation within the framework of Special Economic Zone among six Economic Corridors. Hence, the government of Indonesia continues to encourage the development of STPs in Indonesia by involving local governments, universities, business players and stakeholders surround the area. Ultimately, STP is a platform in developing National Innovation System (NIS) and Regional Innovation System (RIS).

This paper examines the intra-and inter-regional linkages of public research institutes (PRIs) with various innovation actors in Korea. In spite of the general consensus on the role of PRIs as innovation facilitators as well as creators, the attributes of regional spillover effect of knowledge created by PRIs have not been understood completely. Some argue that PRIs play pivotal role in encouraging intra-regional innovation networks through collective learning process. Others argue that PRIs are not necessarily related to intra-regional knowledge transfer, but play more important role in establishing national and international innovation linkages. This study attempts to figure out the current status of innovation linkages of Korean PRIs and to prove how the internal and external attributes of PRIs influence the development of spatial innovation linkages. Furthermore, it also tries to draw policy implication from empirical analysis results.

본 연구는 지역경제발전을 위한 지역혁신체제 구축에 있어서의 지방정부의 과제를 밝히고자 하였다 참여정부의 국가균형발전위원회는 지역혁신체제의 구축을 위한 정책대상 영역으로 지역 특성화 분야 선정 및 육성, 대학 등 지역 혁신주체의 혁신역량 강화 및 협력네트워크 구축, 그리고 산 학 연 관 협력촉진 및 지원 인프라 확충을 선정하였다. 그리고 이들을 구체화하기 위한 기구로 지방정부가 중심이 되고 지방대학, 기업, 민간매개기관이 참여하는 협력체인 지역혁신협의회를 두도록 하고 있다. 그러나 '지역혁신협의회'를 어떻게 구성하며, 그 역할과 진한은 무엇인지 그리고 그것은 어떻게 운영될 것인지 등, 실질적인 운영과 권한에 대한 구체적인 방안이 제시되지 않았다. 이것이 제시되지 않고는 지역혁신체제 구축에 있어서의 지방정부의 역할을 논하는 것은 무의미하다. 현재 우리나라의 각 지역들은 지역 산업 및 과학기술정책의 기획 수립 실행 및 평가에 있어 수직적 이거나 투명하지 못한 의사결정 구조를 가지고 있다. 이러한 위계적 관료주의적 성향이 여전히 지배적인 현재의 지방정부 운영 시스템으로는 지역혁신정책을 효과적으로 수행할 수 없다. 이러한 문제점을 해결하는 방안으로 지역혁신추진기구를 설립 운영하는 것이 우선적 과제이다. 지방 정부는 지역혁신추진기구의 설립단계에서는 주도적인 역할을 담당하되, 그 운영에 있어서 간섭 혹은 통제를 하는 것이 아니고 운영을 둘러싼 수평적 거버넌스의 한 주체로서 그 역할만을 담당해야 할 것이다.

The purpose of this article is to introduce and describe the case of Fukuoka Next-generation Social System Creation Hub based on the conceptual framework of regional innovation platform strategy. In short, it is a "government-issued" regional innovation platform strategy to improve innovativeness with limited creative capital through "borrowing" not money but network, wisdom, know-how, and ideas from each other between some stakeholder groups in a region. The Fukuoka Industry, Science & Technology Foundation, which is the coordinating institution of the whole program, plays the role of a platformer to unify various projects into the program crossing borders between stakeholder groups for building regional innovation platforms that lends intensive support to feedback loops between the program facilitator and its partners in the program. Thanks to being a government-issued one, it could be tied together with some wide ranging issues of policy on social innovations, such as the "low carbon society" or the "health and longevity society." But at the same time, it is a concern that many regional research institutions that have innovative potential and diverse ideas become governed by the platform without their noticing it and dealt with in the same way based on "selected" and "designated" strategic goals. Therefore, it seems that a regional innovation platform strategy is a kind of "double-edged sword" in public policy in the era of "panopticism of bureaucratic society" in Japan.

혁신도시 건설이 자립형 지방화를 통한 국가경쟁력 강화라는 방향성에서 지역전략산업 중심의 연계방안 마련이 핵심적 과제가 될 수 있다. 본 연구는 경북 혁신도시를 사례로 혁신도시와 연계한 경북의 지역전략산업 중심의 산학연계 구축방안 모색을 통하여 지역산업 육성전략을 제시하고자 한다. 이전공공기관과 지역산업간 연계분석과 지역전략산업 중심의 혁신도시 연계방안을 제시하였다. 연계방안에서는 경북의 전략 및 선도산업인 전자정보기기, 신소재부품, 생물한방 문화관광, 친환경에너지 등의 산업별 특성에 기반한 클러스터 구축방안을 제시하였다. IT BT산업과 같이 기술발전 속도가 빠른 산업분야의 경우 구미 혁신클러스터 추진단 및 경북지역 주요 혁신지원기관과 연계한 관련 주체간 지리적 인접을 통한 상호 연계협력이 필요하며, 자동차부품 기계 철강산업과 같은 성숙 기술분야는 기존 클러스터의 육성을 위한 교통 물류지원 등 인프라 강화가 핵심과제이다. 경제권의 광역화와 광역클러스터화에 따른 광역경제권 단위의 산업클러스터 육성도 새로운 과제이다.

Many studies have regarded an information infrastructure as one of the crucial factors for national or regional innovation in the information society, but few studies have empirically tested the role and the effects of it. Also, the information society have been studied to what extent, but information space structure and the reorganization for the resource of the material and the labour have not been considered. Therefore, this study is examining the relation between the linkage structure and the information change in the manufacturing sector. And for the empirical analyses, regional labour data for 16 Metropolitan Areas(Si) and Provinces(Do) in 1991-1996 are used. An analytical model and hypotheses are proposed for empirical testing. The main finding is that if inter-regional wages condition is identical, inter-regional labour flow has positive correlations with regional information level.
