지역주의 투표의 특성과 변화: 이론적 쟁점과 경험분석 (The Nature of Regional Voting and Its Change: Theoretical Issues and Empirical Analyses)

  • 본 논문은 지역주의 투표와 관련된 세 주요 쟁점들을 분석하였다. 첫째, 지역주의 투표는 지역적인 문제인가 이념적인 문제인가? 둘째, 지역주의 투표는 속인주의적인가 속지주의적인가? 셋째, 지역주의는 강화되고 있는가 약화되고 있는가? 15대 대선부터 20대 총선에 이르기까지의 설문조사 자료들을 통합한 자료를 분석한 본 논문은 다음과 같은 분석결과를 얻었다. 첫째, 영남민은 호남민보다 더 보수적이다. 둘째, 지역주의 투표에는 이념적 요소와 지역적 요소가 중첩되었다. 셋째, 지역주의 투표에는 출신지 효과와 거주지 효과가 동시에 작동하나, 거주지 효과가 출신지 효과보다 훨씬 더 크다. 넷째, 지역주의는 15대 대선에서 16대 대선 사이에 약해진 이후, 16대 대선부터는 유의미한 변화가 관찰되지 않았다.

운송 파급효과가 항공네트워크와 지역경제에 미치는 영향 (Transport Spillover Effect on Airport Networks and Its Impact on Regional Economy)

  • Air transport is at the core of global economic growth. There is a close relationship between the flow of regional elements and the growth of the regional economy. It is easy to misestimate the impact of airports on the regional economy without considering spatial spillover effects. This study attempted to establish an asymmetric economic geographical weight matrix by applying the Spatial Durbin Model with cargo volume and passenger numbers as indicators. The influence of spillover effects on the regional economy, including direct spillover effects and indirect spillover effects are studied. The results revealed that passenger numbers and cargo volume have significant positive spillover effects on the regional economy. The driving effect of the airport on the regional economy was considered from a wider space scope. This study contributes to the scientific evaluation of the aviation economy.

Statistical implications of extrapolating the overall result to the target region in multi-regional clinical trials

  • The one of the principles described in ICH E9 is that only results obtained from pre-specified statistical methods in a protocol are regarded as confirmatory evidence. However, in multi-regional clinical trials, even when results obtained from pre-specified statistical methods in protocol are significant, it does not guarantee that the test treatment is approved by regional regulatory agencies. In other words, there is no so-called global approval, and each regional regulatory agency makes its own decision in the face of the same set of data from a multi-regional clinical trial. Under this situation, there are two natural methods a regional regulatory agency can use to estimate the treatment effect in a particular region. The first method is to use the overall treatment estimate, which is to extrapolate the overall result to the region of interest. The second method is to use regional treatment estimate. If the treatment effect is completely identical across all regions, it is obvious that the overall treatment estimator is more efficient than the regional treatment estimator. However, it is not possible to confirm statistically that the treatment effect is completely identical in all regions. Furthermore, some magnitude of regional differences within the range of clinical relevance may naturally exist for various reasons due to, for instance, intrinsic and extrinsic factors. Nevertheless, if the magnitude of regional differences is relatively small, a conventional method to estimate the treatment effect in the region of interest is to extrapolate the overall result to that region. The purpose of this paper is to investigate the effects produced by this type of extrapolation via estimations, followed by hypothesis testing of the treatment effect in the region of interest. This paper is written from the viewpoint of regional regulatory agencies.

4대강 살리기 사업의 지역경제 파급효과 (The Effects of the Four Major Rivers Restoration Project on Regional Economy)

  • 4대강 살리기 사업은 막대한 공적재원이 투입된 대규모 국책사업으로서 지역경제 활성화는 사업의 여러 가지 목적 중 하나임에 틀림없다. 이에 본 논문에서는 4대강 살리기 사업의 지역경제 파급효과를 추정하되, 지역고용 창출효과 및 지역소득 창출효과라는 두 가지 주제에 초점을 맞추고자 한다. 지역고용 창출효과를 산정하기 위해 간접적 유발효과는 제외하고 직접적인 고용량을 조사하여 제시한다. 다음으로 대규모 전국 설문조사를 통해 가계소비, 가계소득, 지역내 소비율 등에 대한 정보를 수집하여 소비함수를 추정한 후 이로부터 한계소비성향을 추정하여, 거시경제학의 승수이론에 근거하여 지역소득 창출효과를 분석한다. 분석결과 2009년 초부터 2011년 8월 25일까지 4대강사업으로 인해 신규로 고용인원은 46,628명이었으며, 2009년 초부터 2011년 말까지의 4대강사업비 투입으로 인해 지역의 소득은 약 25조원이 새롭게 창출된 것으로 판단된다.

지방의료원의 자체충족률에 영향을 미치는 요인: 수정 진단명기준환자군의 영향을 중심으로 (Factors Affecting of Relevance Index of the Regional Public Hospital: Focused on Refined Diagnosis-Related Group Impacts)

  • Background: An important function of the regional public hospital is to satisfy the basic medical needs of the community through the stable provision of high-quality medical services. The purpose of this study was to identify the relevance index (RI) of the regional public hospital and to identify the factors that affect the RI. Methods: Data were obtained from the 2017 regional public hospital operation evaluation report and 2017 medical monitoring report for vulnerable area. RI of the regional public hospital was a dependent variable, and multiple regression analysis was performed with observed variables of medical supply-demand condition, medical supply, and medical supply structure. Direct effects and indirect effects were confirmed by the analysis of structural equation models (SEM) to see if there were mediating effects. Results: The RI was 13.1%, and the average of all percentage refined diagnosis-related group (RDRG) was 29.4%. Factors affecting RI were medical supply-demand conditions, medical supply, and medical supply structure. As a result of multiple regression analysis, RI was higher when high percentage RDRG of the regional public hospital (t=4.117, p<0.05), the size of regional public hospital location (t=-2.554, p<0.05), and the population of regional public hospital location (t =-2.415, p<0.05) were smaller. The results of the SEM analysis show that the higher the medical supply-demand conditions, the more direct effect of decreasing the RI and the indirect effect of decreasing the effect of reduction through the medical supply (direct effect=-1.322, total effect=-0.573, p<0.01). The higher the medical supply structure, the more direct effect on the RI (direct effect=1.047, p<0.05) and the higher the medical supply, the more indirect effect of RI through the medical supply structure (total effect=direct effect=0.619, p<0.05). Conclusion: It has been confirmed that the provision of medical services can affect the RI the regional public hospital which should be considered in carrying out future policies.

한국의 IFDI유입이 지역성장에 미치는 영향에 관한 실증연구 (An Empirical Study on the Effect of IFDI on the Regional Growth in Korea)

  • 본 연구는 2000~2014년 기간 동안 한국의 16개 지역에 유입된 IFDI가 지역성장에 미치는 영향을 동태적 패널모형인 시스템 GMM을 적용하여 분석하였다. 분석결과, 한국에 유입된 IFDI는 지역 내 경제성장 즉 자본형성, 고용창출, 수출확대 등에서 정(+)의 효과가 나타났으나, 수입은 부(-)의 효과가 발생하였다. 반면, 인적자본은 정(+)의 효과를 보였으나 통계적으로 유의하지 않았다. 한편 권역별로 유입된 IFDI의 성장효과를 살펴보면, 수도권과 동남권은 GRDP의 성장에 부(-)의 효과를 보인 반면, 대경권에서는 정(+)의 효과를 보였다. IFDI유입과 인적자본 간 보완관계에서도 유사하게 나타났다. 본 연구는 한국에 유입된 IFDI가 지역성장에 중요한 요인이지만, 지역 내 GRDP에 미치는 성장효과는 지역특성에 따라 차이가 존재한다는 것을 확인하였다. 따라서 지역 내 유입된 IFDI의 성장효과를 확대하기 위해서는 지역특성에 맞는 IFDI유치전략과 함께 산업구조개편이 시급하다고 판단된다.

  • The purpose of this paper is to estimate the regional economic impact of reverse mortgage system based on farmer's net asset of house and farmland together. The regional economic impact was estimated by using inter-regional input-output model. Major findings are as follows: 1) The result of input-output analysis shows that 49,130 million won of production effect, 20,040 million won of value added effect, and 24,759 number of employment effect, 2) Since the result shows that the elderly spend most of the reverse mortgage money for their living expenses, it seems necessary to adopt net asset based reverse mortgage system to improve and stabilize farmers' living conditions and regional economy.

주택가격변동이 지방은행의 경영성과에 미치는 영향 (The Effect of Housing Price Changes on the Performance of Korean Regional Banks)

  • 본 연구는 주택가격의 변화가 우리나라 지방은행의 경영성과에 미치는 영향을 DOLS 모형을 이용하여 분석하였다. 분석 결과, 주택가격변동률은 지방은행의 성장성, 수익성 및 건전성에 모두 통계적으로 유의한 영향을 미치지 못하는 것으로 나타났다. 거시경제변수 중에서 단기금리만이 어떠한 모형에서도 유의한 양(+)의 영향을 미치는 것으로 나타났다. 이는 단기금리가 상승하면 지방은행이 대출을 유의하게 증가시키고 이는 수익성의 유의한 증가를 가져오지만 건전성에는 유의한 부정적 영향을 미치는 것을 의미한다. 반면에 은행특성변수들은 대부분 지방은행의 성장성, 수익성 및 건전성에 유의한 음(-)의 영향을 미치는 것으로 나타났다.

지역무역협정(RTA)과 국가 간 무역량 결정요인 분석 (The Relation between Trade Volume and Regional Trade Agreements)

  • Using the gravity model, this paper analyzes empirically how the world trade in goods is affected by regional trade agreements(RTAs) which have been spreading rapidly since the mid-1990s. This paper attempt to do the panel data analysis about 174 countries during the period of 1994-2008. These panel data include 157 RTAs. It is meaningful that this paper uses comprehensive data to analyze the net effect of regional trade agreements on the global trade volume. This provides a clue as to the answer to the stumbling block debate raised early in the regional trade agreement. Also, confirming how the participation of the WTO affected the trade volume among the member countries, the WTO-related dummy variables are additionally introduced to this gravity model. And as far as we know, the state system-related variables is first considered in this model. This variable reflects the social and cultural environments of countries as the proxy variable representing the sociocultural homogeneity. In all regressions, joining to the WTO and consistency of the state system have a positive effect on increasing the trade volumes between countries. According to the analysis of RTA trade effects, RTAs, on average, increase the volume of trade within the RTA region by 27%~37%, and decrease the volume of trade between the regional and the non-regional nation by 1.2%~3.4%.Therefore, the net effect of regional trade agreements on the promotion of global welfare is positive. For robustness check, we also introduce the interaction term of the dummy variable which reflects the RTA tightening and the continuous variable which reflects the distance effect. As a result, the RTAs alleviate the trade-decreasing effect which is caused by the distance between the countries.

The Effect of Road Transportation Infrastructure on Freight Transport Mobility and Regional Economy in Indonesia

  • This research aims to examine the influence of road transportation infrastructure on the mobility of goods transport and the regional economy in Langkat Regency in Indonesia. This type of research is an associative and explanatory research whose data is obtained through a questionnaire survey. This study took a sample of 305 respondents using probability sampling in Langkat Regency, North Sumatera, Indonesia. Data analysis techniques use path analysis. The research results showed that the road transportation infrastructure variables had a significant and positive effect on the mobility of goods transport. Road transportation infrastructure and freight mobility simultaneously have a significant and positive effect on the economy of Langkat Regency. Road transportation infrastructure with the dimensions of road accessibility and maintenance partially directly has a significant and positive effect on the economy of the Langkat Regency. Road transportation infrastructure with the dimensions of road design and road construction quality partially does not have a direct effect on the regional economy, but has a positive and significant effect through the mobility of freight transport. The mobility of goods transport becomes an intervening variable that acts to mediate or determine the relationship between road transportation infrastructure variables to the regional economy.
