Rural tourism has been identified as providing opportunities to revitalize the rural economies since early 2000s. During last decade in South Korea, government has enacted many policies aiming to establish tourism support programs as well as instigating activities between rural and nearby urban districts. In particular, the promotion of the rural tourism has been actively sought in various forms of products and services, such as green tourism village, village festival, one-company one-village campaign and etc. However, in order to prepare effective policies, it is very crucial to identify measureable evaluation criteria that can be used to assess socio-economic situations of the rural districts. Such criteria should be objective, timely and provide insights about living conditions of local residents and relevant properties. They can also be used to evaluate if progress is being made after the policies are implemented. While considerable efforts and resources have been invested to aid the tourism programs in South Korea, we still lack such systematic means to quantify and evaluate its impact on rural districts. In this work, we have applied regional deprivation analysis on well-established community experiential and recreational business in rural villages throughout the country based on three criteria (i.e., population, local commerce, and buildings). Surprisingly, the result shows that the implementation of the community experiential and recreational businesses did not bring any noticeable changes to at least one of the evaluation criteria. We concluded that the current government policies on revitalization of rural tourism at the village scale is insufficient for bringing meaningful socio-economic impacts to rural districts, with rare exceptions.

The ultimate goal of urban regeneration is the economic development and activation of region. In order to continue to management the urban regeneration projects and to achieve a goal, we should look at the recognition of people visiting the place. This recognition is represented as a place attachment. Place attachment is the realizing means for local activation by inducing a lot of attention and a visit to place. Accordingly, this study was selected the Jungang-dong in Cheongju as a case study and measured awareness of the physical environment and activity programs. Based on the survey, this study analyzed the impacts of awareness of urban regeneration project on place attachment by carrying out multiple regression analysis. According to the analytical results, Visitors formed an place attachment called 'I want to stay here longer' and 'I will miss here if this place has changed'. However, visitors are unable to form an place attachment called 'Here is a distinctive place'. Finally, this study suggests the direction of urban regeneration projects to reflect the physical environment and activities programs at the same time and form the rich psychology of visitors.

Meteorological disasters caused by climate change like heat, cold waves, and unusually long rainy seasons affect the milk productivity of cows. Studies have been conducted on how milk productivity and milk compositions change due to heat stress (HS). However, the estimation of losses in milk production due to HS and hereby environmental impacts of greenhouse gas (GHG) emissions are yet to be evaluated in Korean dairy farms. Dairy milk production and milk compositions data from March to October 2018, provided by the Korea Dairy Committee (KDC), were used to compare regional milk production with the temperature-humidity index (THI). Raw data for the daily temperature and relative humidity in 2018 were obtained from the Korea Meteorological Administration (KMA). This data was used to calculate the THI and the difference between the maximum and minimum temperature changing rate, as the average daily temperature range, to show the extent to which the temperature gap can affect milk productivity. The amount of milk was calculated based on the price of 926 won/kg from KDC. The results showed that the average milk production rate was the highest within the THI range 60-73 in three regions in May: Chulwon (northern region), Hwasung (central region), and Gunwi (southern region). The average milk production decreased by 4.96 ± 1.48% in northern region, 7.12 ± 2.36% in central region, and 7.94 ± 2.57% in southern region from June to August, which had a THI range of 73 or more, when compared to May. Based on the results, the level of THI should be maintained like May. If so, the farmers can earn a profit of 9,128,730 won/farm in northern region, 9,967,880 won/farm in central region, and 12,245,300 won/farm in southern region. Additionally, the average number of cows raised can be reduced by 2.41 ± 0.35 heads/farm, thereby reducing GHG emissions by 29.61 ± 4.36 kg CO2eq/day on average. Overall, the conclusion suggests that maintaining environmental conditions in the summer that are similar to those in May is necessary. This knowledge can be used for basic research to persuade farmers to change farm facilities to increase the economic benefits and improve animal welfare.
This study aims to assess the direct and indirect impacts of local fiscal expenditures on water quality. Panel data spanning from 2010 to 2018 for 173 cities and districts in Korea are assembled, and a two-stage dynamic panel model is utilized for our estimation. The empirical findings reveal several key insights. Firstly, local fiscal expenditures on water quality are effective in ameliorating both Biological Oxygen Demand (BOD) and Total Phosphorus (T-P). Notably, the direct impact on T-P surpasses that on BOD in the short and long run. Secondly, expenditures dedicated to water quality improvement demonstrate a positive effect on local economic growth, and an inverted U-shaped relationship is observed between BOD and local economic growth. Due to the positive linkage, the indirect effect on BOD suggests, on average, a deterioration in water quality during local economic growth. Thirdly, concerning BOD, the direct effect of government expenditure on water quality improvement outweighs the indirect effect, but in the case of T-P, the indirect effect is not significant, and the total effect is solely determined by the direct impact. Despite local fiscal expenditures potentially exacerbating water quality through regional economic growth, the study finds that the direct enhancement of water quality remains a more substantial factor in the short and long run.

The purpose of this paper is to analyze production and innovation networks of services in the long-live area of Gangwon and Jeju Provinces and to suggest a policy direction for regional development of rural areas where have been neglected in the knowledge-based information society. Four counties in the Honam Region, the long-live belt of Korea and two cities (Jeonju, Gwangju) are surveyed for the purpose of comparison with the Gangwon and Jeju areas. Production and innovation networks of research and supporting activities and tourist services are analyzed based on intensive interview surveys of the regions. The result of the analysis suggests that the innovation networks among the economic actors have considerable impacts on the innovation processes of the service activities and the service functions in the rural area are somewhat developed with local industry after the practice of local autonomy. The processes of innovation networks are progressed differently by the hierarchy of the regions as well as by the function of services such as research and supporting activities and tourist services. The direction of the rural development in the knowledge-based information society seems to be intensifying the networks among the innovative actors and developing virtual innovation networks for the development of rural innovation systems.

Tourism is a major sector of the national and regional economy in Southeast Asia endowed with rich natural environment and a variety of cultural and historical heritages. Tourism has been recognized as the industry without chimneys. However, as tourism sector is getting larger and being globally standardized, various problems such as environmental degradation as well as profits leakage from locals have been gradually aggravated. Against negative impacts from massive tourism various efforts have been tried and community-based ecotourism(CBET), seeking environmental conservation and community development at the same time, has emerged as a noteworthy alternative. By comparing the two cases of CBET in Indonesia and Cambodia, this paper aims to review the current status and future challenges of community development through ecotourism in Southeast Asia's rural villages. In the concrete, this paper analyses in-depth on case of JED(the village ecotourism network) in Bali, Indonesia and CBET project in Ramsar wetland reserves of Steung Treng province, Cambodia and founds out the possibility and main obstacles of community developmental strategy through CBET. Both cases have proven the positive outcomes in terms of environmental protection, local people's awareness improvement, and direct/indirect economic gain from CBET project. However, there are significant, but differentiated limitations in management capacities and stabilities of internal governance of two villages. Both villages are still in need of brisk networks with and assistance from the outside. In the conclusion part, this paper suggests CBET development program in Southeast Asia through Korea's social enterprises as one of the possible ODA programs(in tourism sector).
This paper analyzes determinants of tourist consumption in the case of 2013 Gangneung Dano Festival, based on the multiple regression model. We set 12 determinants of consumption such as income as explanatory variables and consumption expenditure as a dependent variable. Also Five kinds of categorical consumptions are estimated. Main results are the followings. First, income is the most important factor and shows positive effect in tourist consumption. Second, age and metropolitan area influence consumption positively. Third number of participating day and length of stay also influence consumption positively. Fourth, number of accompanying person shows negative effect on consumption. Fifth, male, married person, and lodge with own expense influence consumption positively. Finally, categorical consumption has its specific determinants distinct from common factors This paper can be applied to invent and implement efficient strategies for development in regional economies and tour industries.

The Asian summer monsoon has a profound social and economic impact in East Asia and its surrounding countries. The monsoon is basically a response of the atmosphere to the differential heating between the land mass of the Asian continent and the adjacent oceans. The atmospheric response, however, is quite complicated due to the interactions between the atmospheric heat sources, land-sea contrast, and topography, The occurrence of extreme summertime floods in Korea, Japan, and China in 1998 and 1999 has highlighted the range of variability of the East Asian summertime monsoon circulation and spurred interest in investigating the cause of such extreme variability. While ENSO is often considered a prime mechanism responsible for the unusual hydrological disasters in East Asia, understanding of the connection between ENSO and the East Asian monsoon is hampered by their dynamic complexities. Along with a recent phenomenon of weather abnormalities observed in many parts of the globe, Korea has seen its share of increased weather abnormalities such as the record-breaking heavy rainfalls due to a series of flash floods in the summers of 1998 and 1999, following devastating Yangtze river floods in China. A clear regime shift is found in the tropospheric mean temperature in the northern hemisphere middle latitudes and the surface temperature over the Asian continent during the summer with a sudden warming since 1977. Either decadal climate variation or climate regime shift in the Asian continent is evident and may have altered the characteristics of the East Asian summer monsoon. Considering the summertime rainfall amount in Korea is overall increased lately, the 1998/99 heavy rainfalls may not be isolated episodes related only to ENSO, but could be a part of long-term climate variation. The record-breaking heavy summer rainfalls in Korea may not be direct impact of ENSO. Instead, the effects of decadal climate variation and ENSO may be coupled to each other and also to the East Asian summer monsoon system, while their individual impacts are difficult to separate.
Purpose Local governments in each region actively hold local festivals for the purpose of promoting the region and revitalizing the local economy. Existing studies related to local festivals have been actively conducted in tourism and related academic fields. Empirical studies to understand the effects of latent variables on local festivals and studies to analyze the regional economic impacts of festivals occupy a large proportion. Despite of practical need, since few researches have been conducted to predict the number of visitors, one of the criteria for evaluating the performance of local festivals, this study developed a model for predicting the number of visitors through various observed variables using a machine learning algorithm and derived its implications. Design/methodology/approach For a total of 593 festivals held in 2018, 6 variables related to the region considering population size, administrative division, and accessibility, and 15 variables related to the festival such as the degree of publicity and word of mouth, invitation singer, weather and budget were set for the training data in machine learning algorithm. Since the number of visitors is a continuous numerical data, random forest, Adaboost, and linear regression that can perform regression analysis among the machine learning algorithms were used. Findings This study confirmed that a prediction of the number of visitors to local festivals is possible using a machine learning algorithm, and the possibility of using machine learning in research in the tourism and related academic fields, including the study of local festivals, was captured. From a practical point of view, the model developed in this study is used to predict the number of visitors to the festival to be held in the future, so that the festival can be evaluated in advance and the demand for related facilities, etc. can be utilized. In addition, the RReliefF rank result can be used. Considering this, it will be possible to improve the existing local festivals or refer to the planning of a new festival.

This study purposed to evaluate the influences of rival hospitals on the number of patients who visited the a study territory hospital. Spatial analysis technique was used to measure the impact of rival hospitals in study region. Selected hospitals were all medical school affiliated hospitals which were located in Daejeon metropolitan city and Chungchungnamdo. Patient data was collected from the claims data of the study hospital, and the number of inpatient and outpatients who visited the study hospital between January and June in 2008 were calculated on the smallest administrative district, Eup, Myeon, and Dong, in study region. To control the differences of regional characteristics among Eup, Myeon, Dong, socio-economic variables (total population, number of people aged over 65, number of basic livelihood security recipients, distance from the study hospital to the centroid point of each Eup, Myeon, Dong, number of business, and number of employees) were included in analysis model. These variables were collected from the annual year book of city as well as county located in study region. Cluster analysis classified the study region into three groups by using the difference of between th actual number of inpatient/outpatient and the predicted number of inpatient/outpatient in Eup, Myeon, and Dong. Most areas around the rivalry hospitals were categorized into same group. Multiple regression analysis indicated that areas around rivalry hospitals had statistically significantly negative relationship with the number of inpatients and outpatients who visited the study hospital. As the buffer size was increased from 5Km to 10Km, the standardized regression coefficients were decreased. These study results confirmed that rivalry hospitals in region had negative impacts on the performance of hospitals. It suggests that hospitals will require not only to select their location to minimize the effects of rivalry hospitals, but also to establish their strategy to cope with the rivalry's threats in their region.
