지역개발사업의 효율적 관리 및 활용을 위한 관리체계 구축에 관한 연구 (A Study on Construction of Management System for Efficient Management and Application of Regional Development Project)

  • 본 연구는 '지역 개발 및 지원에 관한 법률' 시행에 맞춰 이전보다 강화된 지역개발사업 관리방안을 모색하는데 연구의 목적을 갖고 있다. 이를 위해 그동안 지적되어 온 지역개발사업 관리의식의 부족, 통합관리체계의 부재, 사업관리 정보의 신뢰성 부족 등을 개선하고자 다음과 같은 개선방안을 제시하였다. 첫째, 지역개발사업의 관리는 관계법령에 기초한 사업평가관리 체계로 운영할 필요가 있다. 둘째, 지역개발사업의 다양한 정보를 DB화하여 중앙정부 및 지방자치단체에서 활용 가능한 정보시스템을 구축하여야 한다. 셋째, 지역개발사업 관리의 효율성과 전문성을 제고하기 위해 전문위탁 기관 등을 활용한 사업관리 체계마련이 필요하다. 마지막으로 담당 공무원의 전문성 및 책임성을 제고하기 위한 업무환경 개선이 필요하다.

지속가능한 성장을 위한 지역회복력과 장소성 : 지역경쟁력의 대안 모색 (Regional Resilience and Placeness for Sustainable Growth : Searching for an Alternative to Regional Competitiveness)

  • 본 연구는 그동안 지역정책 전략을 지배해 온 지역경쟁력 개념이 저성장과 위기 상존 기조가 지배하는 오늘날 지역정책 전략으로서 한계를 갖고 있다는 문제의식을 토대로 보다 지속가능하고 통합적인 새로운 지역발전정책 전략을 위한 새로운 지역회복력 개념의 의미와 적용방안을 사례연구와 함께 고찰하였다. 이론적 고찰을 통해 본 논문은 대내외 여건의 급속한 변화에 직면한 지역변동을 이해하고 새로운 지역발전전략을 모색하는데 지역회복력이 유용한 개념이라는 점을 확인하였으며, 더 나아가 지역회복력의 측정과 요인에 대한 문헌분석을 통해 향후 지역회복력 관련 연구를 위한 기본방향도 설정하였다. 또한 시론적인 사례분석을 통해 우리나라를 대표하는 수도권과 동남권의 지역회복력 추이와 그 과정에서 장소와 스케일에 따라 그 패턴과 경험이 차별적이며, 지역 내 경로의존적으로 형성된 산업구조와 지역의 경쟁력 효과가 지역회복력 패턴을 이해하는데 유의미함을 파악하였다.

지역균형발전을 위한 지역정보체계의 구축에 관한 연구 (A Study on Establishment of Regional Information System for Regional Equal Development)

  • In spite of the rapid development of information and computer technology, the software side of those technologies has not been well studied especially in the area of regional planning. Throughout this study we identified some critical facts as below: 1) the necessity of region-specific information which is vital for urban and regional development, 2) the necessity of integration of information system into a regional unit rather than setoral unit, 3) aggravated regional inequality through the spread of communication and computing tools, and 4) advanced regional information system linking satellite and graphic computers in developed countries. From these facts, we recommend some policy directions as below: 1) It is desperately needed to establish a regional information center covering large administrative area. 2) In establishing these system, we can utilize existing communication network or estblish a brand new system. Utilization of existing administrative network and board of statistics for data collection and management, and the utilization of postal office or telephone company for distribution are recommended through the evaluation of those two alternatives, 3) It is also recommended that one-step data collection system should be established. 4) The Dat Base should be organized in many steps in close relationship with development goal and planning process. In order to make most use of this system, we need to develop a monitoring system, regional indicators and ex-ante impact studies.

A University's Role for Regional Innovation: Arizona Universities' Contribution to Regional Economic Growth

  • Over the last two decades, interest increased with regard to how some research universities made direct impacts on surrounding regional economic activities and growth. Although the role of basic research for most research universities has remained strong, pressure has intensified to broaden its missions to include helping local and regional economic development efforts. Consequently, many research universities have evolved their basic scientific research mission from the production of scientific knowledge to the sharing and exchange of knowledge with local industries by actively engaging in local economic development (Uyarra 2010). Previous examination has shown that most research universities contribute to local and regional economic development by various functions they provide. They are as follows: Creation of Knowledge, Human-capital creation, Transfer of existing know-how, Technological innovation, Capital investment, Regional leadership, Knowledge infrastructure production and Influence in regional milieu (Drucker and Goldstein 2007). This paper will review the existing literature on the role of universities and its impacts on local regional economic growth and development. In addition, this paper will show how two major research universities (The University of Arizona and Arizona State University) have contributed to the growth of Arizona during last two decades. It is believed that the existence of these two research universities have been instrumental in making industries more diverse and highly attractive, particularly in the Phoenix Metropolitan Area.

  • 본 연구는 지역적 정보화의 성장 잠재력과 필요성 및 지역적 정보화 특성 등을 갖추고 있는 J시를 대상으로 지역적 현황을 분석하고 정보화 인프라구조 구축을 기반으로 하는 지역 정보화 콘텐츠 개발 방안을 행정, 산업 및 생활 정보화 등의 주요 분야에 관하여 제시하였다. 또한 콘텐츠 개발내용, 개발과정, 서비스 제공과 평가, 콘텐츠 내용과 서비스 수요자 및 콘텐츠 제공자간의 상호작용 등을 다루었다. 지역 정보화콘텐츠 개발방안을 제시함으로써 지역 정보화의 확산과 지역 정보화 발전 및 지역 경쟁력 제고에 기여할 수 있을 것이다.

통합대기환경지수와 지역내총생산에 의한 지역개발매력도 분석 - 충청남도 시·군을 대상으로 - (Analysis of Regional Development Attractiveness of Comprehensive Air-quality Index and Gross Domestic Product - Focusing on Cities and Counties in Chungcheongnam-do -)

  • The purpose of this research is to apply the regional development attractiveness of the national level determined in the previous study to the city and county level of Chungcheongnam-do. We verified results with the population change of the floating population data. In order to measure regional development attractiveness in 2020, Chungcheongnam-do's integrated air environment index and per capita gross regional product were gathered. Population movement data over the past five years have been used to analyze population changes in the floating population data. Regional development attractiveness depended on the data of GDP per capita, which had a large difference between the maximum and minimum values. The rate of increase or decrease in population change by city and county in Chungcheongnam-do over the past five years has changed significantly since 2021 and characteristics of each group were grouped into four groups. Based on the environment and economic feasibility of the region, it can be the starting point for a new analysis of Korea's regional development projects and the selection of target sites. Policy suggestions can also be made in spatial plans such as short-term comprehensive plans, long-term comprehensive plans, and development plans. It can be a limit of this research that regional development attractiveness was determined by the relatively large per capita gross domestic product. It is necessary to further develop regional development attractiveness by closely investigating the characteristics of the region, social problems, and emissions of environmentally harmful substances.

재택가족기업의 지역경제 기여도 (Economic Contributions to Regional Economy of Home-based family Businesses)

  • Purpose of this study was to examine economic contributions to regional economic of home-based family businesses. Results showed that home-based family businesses create additional employments within the region, contribute to taxation of the regional economy, and improve regional financing. In addition, home-based family businesses do contribute to regional economy through consuming goods and services within the region and providing goods and services to the region. Through analyzing economic contributions to regional economy of home-based family businesses, it can be suggested that strong support for the home-based family businesses is needed for growth of the regional economy.

서울소재대학 지방분교가 지역발전에 미치는 결과에 관한 연구 (A Study on the Effects of Local Campuses of University at Seoul on Regional Development)

  • This paper analyzes: (1) the effects of the population growth in the regions in which the campuses are located (2) the economic effects (3) the social and cultural effects 94) the linkage effects between university and regional community. It is found that the campuses have various effects on the regional community through the human capitals, economic and cultural factors, and educational program. In particular local campuses have substantial impacts on regional economy. Two local campuses have been found to have more regional income effects than manufacturing and service industries do. Thus, it is necessary that the growth of linkage mechanism with universities and induced consumption expenditure by universities should be constructed in the region having local campuses. In order to increase these effects on regional development, much attention should be given to the regional development aspect from university authorities, students, professors, and residents. Also from the national policy point associated with material-moving policy and capital mobility policy in relation to the universities should be estabilished.

Regional Innovation Policy and Venturing Clusters in Japan

  • This paper reviews regional innovation policy in Japan. 'Technopolis' policy, the first technology-based regional development policy in the world, was implemented in Japan. Nonetheless, technology-based regional endogenous development did not occur. Then, regional technology transfer was pursued. In order to make use of universities and public research institutes in a region for development, university-industry collaboration and cross-over, such as university spin-offs, were promoted. Within this background, new technology-based regional development policies have been introduced based on a cluster approach. These policies are the knowledge cluster Initiative and the industrial cluster program. However, existing companies have difficulty in carrying out innovation. This paper argues that a cluster to create new start-ups that carry out innovation is also needed and explains a new concept of venturing cluster. Based on this new cluster concept, this paper analyzes the situation of Sapporo in Japan, where many university spin-offs are being created in the biotechnology field.
