북한의 물가에 관한 연구: 화폐개혁을 중심으로 (A Study on the North Korean Price : Focusing on currency reform)

  • 본 연구의 목적은 첫째, 북한의 물가 상승률을 상대적 구매력평가를 이용하여 처음으로 추정을 시도하였다. 기존 연구의 경우 북한 쌀 가격을 대리변수로 이용하여 북한 물가 변화를 설명하는 것이 대부분이다. 본 연구에서는 과거 사회주의 국가의 물가를 추정하기 위해 사용된 방식인 구매력평가이론을 북한에 적용하여 북한 물가를 추정하였다. 둘째, 화폐개혁이라는 제도 변화 이후 북한의 물가에 미친 영향을 분석하는 것이다. 화폐개혁이라는 제도 변화 이후 북한 물가의 움직임을 살펴보고 여타 사회주의 국가의 화폐개혁 이후와 비교해 보았다. 경제적으로 화폐개혁이 북한에 어떠한 영향을 끼쳤는지 물가를 중심으로 알아본다. 분석결과 화폐개혁 이후인 2009년 이후 북한은 초인플레이션을 경험하였다. 모형에서 나타난 북한 물가상승률은 2010년 3,010.0%, 2011년 195.0%, 2012년 68.0%, 2013년 48.3% 였다. 북한의 화폐개혁 이후 물가 상승률은 이전에 화폐개혁을 경험한 중국, 베트남 등 사회주의 국가보다 매우 높은 수준이다. 북한의 화폐개혁은 경제적 측면만 고려 시 초인플레이션이라는 부작용을 가져오며 실패한 것으로 평가된다.

  • A goal of this research is to propose the remodeling possibility from deteriorated stock apartment housing, to three generation family living in a dwelling unit for low incomes. An apartment housing which was built from 1970s, is accumulated over $55\%$ of the stock housing in Korea, many of them are confront with a rebuilding in a short usage of twenty years below. They are small one, and many of the residence complain narrow and small space compare to economic growth and their needs. This article deals the reform of two to one dwelling units, that it can be use for three generation family living as a new residence, because its spatial character is more controled privacy condition as a four bay spatial organization in the dwelling. The reform simulated in a 10, 13, 14, 15, and 16 pyung, the remodeling size became from 20 to 30 pyung, and its reform can be apply to extend life cycle of a stock confront with redevelopment. The possibility of the reform houses have more intensive privacy in a house compare with same area of new apartment. It tells us that we can recycle the deteriorate apartment house into three generation family living use, and it will be clue to change slum clearance into reform and recycle of deteriorate apartment house.

신포괄수가 시범사업 모형 개선 이후의 지불정확도 변화 (The Effect of Reform of New-Diagnosis Related Groups (KDRGs) on Accuracy of Payment)

  • Background: Korea set up new diagnosis related group (DRG) as demonstration project in 2009. The new DRG was reformed in 2016. The main purpose of study is to identify the effect of reform on accuracy of payment. Methods: This study collected inpatient data from a hospital which contains medical information and cost from 2015 to 2016. The dependent variables were accuracy of total, bundled, unbundled payment, and payment for procedures. To analyze the effect of reform, this study conducted a multi-variate regression analysis adjusting for confounding variables. Results: The accuracy of payment increased after policy reform. The accuracy of total, bundled, unbundled payment, and payment for procedures significantly increased 3.90%, 2.92%, 9.03%, and 14.57% after policy reform, respectively. The accuracy of unbundled payment showed the largest increase among dependent variables. Conclusion: The results of study imply that policy reform enhanced the accuracy of payment. The government needs to monitor side effects such as increase of non-covered services. Also, leads to a considerable improvement in the value of cost unit accounting as a strategic play a role in development of DRG.

A study on Decline and Development Strategy of Local Universities

  • The core of the university policy pursued by the Moon Jae-in administration is to strengthen university competencies through the diagnosis of universities. To this end, the word structural reform evaluation is changed to strengthening the basic competencies of universities, and is trying to escape from the past reduction of pro-class capacity. Deputy Prime Minister Kim Sang-gon insisted, "We will improve the university structure evaluation, which is biased toward quantitative quota adjustment, with a diagnosis of basic university competency to support the autonomous development of the university." The Ministry of Education expressed its intention to strengthen the capacity of local universities by saying that it would also consider regional conditions in reducing the university quota due to the decrease in the school-age population so far. In the meantime, as the school-age population declined, the Ministry of Education promoted the reform of the university structure by dividing it into three cycles from 2014. This paper focuses on the problems of diagnosis of education reform and improvement measures, and tries to find out what is the desirable direction for education innovation. This paper studied the structural reform of universities following the decline of local universities. The policy alternatives in this paper are as follows. First, the contents of the government's push for university structural reform were analyzed. Second, we considered the problems of university structural reform. Third, they sought ways to develop local universities and enhance their competitiveness.

베트남에서 점진적 개혁의 지속: 제11차 공산당대회 결과 분석 (Continuing Gradual Reform in Vietnam: An Analysis of the 11th Congress of the Communist Party)

  • The 11th Congress of the Vietnamese Communist Party(VCP) held in January 2011 was the forum to reconfirm the gradual reform. By analysing the documents submitted to the Congress, it can be realized that the VCP's reform policy reveals the compromise between conservative and progressive perspectives by "the Socialist-oriented Market Economy". The VCP proposes to proceed the balanced reform for the sustainable development by multi-sector economy to achieve the basis of the modern state by 2020 on the one hand and also urges to strive against "the peaceful evolution" to defend the socialist regime from abroad as well as within the party itself on the other hand. In personnel structure of the Central Committee and Politburo, this term of the Party still keeps the balance of the localities and sectors of the society. No big change was in the selection of top leaders, as almost of them were promoted slightly in the existing echelon of the Politburo. On the prospect of the reform process Vietnam will continue the reform as gradual as before.

수학과 열린 교육의 방향성 재고 (Rethinking the Direction of Open Education in Mathematics)

  • Nowadays, open education is popular in Korea. Various open education methods such as open time, open space, open curriculum, team teaching, small group learning are actively introduced into mathematics education. Current 'open education in mathematics' in Korea can be characterized as the application general education reform movement (open education movement) to mathematics education. This movement is interested in teaching methods rather than contents. In this article, I discussed with the limits and the problems of this application and argued that not the method-centered open general education reform movement but the content-centered mathematics education's own reform movement is necessary for the true mathematics education reform.

자본주의(資本主義) 정신(精神)과 농지개혁(農地改革)에 관(關)한 연구(硏究) (A Study on Land Reform under Capitalistic Spirit)

  • Land reform was performed in most under-developed countries after liberation from colonialism. In Griffin's thesis, the objectives of the land reform were classified in to three categories based on their ideology. Under capitalist ideology, emphasis was placed on the property ownership, so there has been existed large farms and various tenancy systems. But in this study the characteristics of capitalism was defined as deligence and thrift, and parity exchange. Land reform, tenants must have their own land, is the basic solution to support these characteristics.

존재(存齋) 위백규(魏伯珪)의 교육개혁론(敎育改革論)과 그 도덕교육적(道德敎育的) 함의(含意) (Jonjae Wie Baek-Gyu's Thoughts & Proposals for Educational Reform and the implication of moral education)

  • 본고는 18세기 호남의 대표적인 유학자인 존재(存齋) 위백규(魏伯珪)(1727~1798)의 사회개혁론 가운데 교육개혁론에 대한 내용과 의미를 검토하고, 이에 대한 도덕교육적 함의를 제시한 것이다. 영(英) 정조(正祖) 시대를 관통하며 삶을 영위하였던 위백규는 당시 사회의 모순과 문제점의 원인을 도덕의 부재로 진단하고, 사회적 폐단을 극복하는 방안의 중심으로 학교 교육의 개혁을 강조하였다. 위백규가 구상한 교육개혁론은 학교의 체계 개편을 중심으로 아동교육부터 고등교육에 이르는 과정을 체계화하는 것이었으며, 학교 교육을 인재 선발과 연동하여 구체화하는 것이었다. 그의 교육개혁론에서 가장 중심이 두어진 것은 도덕적 자질의 배양이었다. 그는 학교 입학부터 교육과정의 이수 과정에서 무엇보다 도덕적 품성의 배양과 실천을 강조하였으며, 입학 과정에 지역민들의 의사를 반영하는 체계를 제시하여 향촌 교화의 중심으로서 학교가 자리 잡도록 하였다. 도덕 교육을 근간으로 학교의 체계를 구체화하고, 나아가 교화와 인재 등용의 중심으로 학교 체계 및 교육 내용을 체계화한 그의 교육개혁론은 인성 교육을 근간으로 내면의 도덕성 함양과 실천을 강조하는 현행 도덕 교과의 교육과정에 시사하는 바가 적지 않다고 할 수 있다. 본고에서는 이러한 내용을 중심으로 위백규의 시대 인식과 사회개혁론의 대체, 그리고 그의 교육개혁론의 근거가 되는 교육 현실에 대한 진단과 개혁론의 구체적인 내용을 정리하고 검토하였다. 그리고 이를 기반으로 현행 도덕과 교육과정에 주는 의미를 시론적(試論的)으로 제시하였다.

2015년 공무원연금 개혁의 평가와 향후 개편방향 (Evaluating the Reform in 2015 and the New Reform Plan of the Government Employees Pension Scheme)

  • 본 연구는 2015년 공무원연금 개혁의 성과와 한계를 평가하고, 이들 한계를 극복할 수 있는 개편방안을 제시하고자 하였다. 연구결과에 따르면 이번 연금개혁은 재정적 지속성, 기능적 투명성, 타 공적연금과 형평성 측면에서의 그 성과가 미흡하였다. 이 때문에 향후 공무원연금개혁에 대한 논의는 다시 촉발될 것으로 전망된다. 다음 개혁의 우선 순위는 공적연금 제도 간 통합에 두어져야 한다. 이에 본 연구는 제한적인 효과만을 지향하는 모수적 개혁방안을 지양하고 다양한 정책 목표를 동시에 달성할 수 있는 공무원연금의 구조적 개편안을 제시하였다. 이 개편안의 골자는 공무원연금을 '국민연금 + 직역가산연금(부가연금) + 퇴직수당'의 다층노후체계로 개편하고, 신규 임용 공무원을 국민연금에 가입시키는 것이다. 국민연금이 공무원을 포함한 '전국민'의 '기본적 연금'으로 발전할 때 연금제도간 불평등도 완화되고 사회적 연대연금체제도 구축될 수 있을 것이다.

교실문화 비교를 통한 수학교육개혁에 관한 소고 (A Study on the Reform of Mathematics Education from the Comparison of Classroom Culture)

  • Many teachers report familiarity with and adherence to reform ideas, but their actual teaching practices do not reflect a deep understanding of reform. Given the challenges in implementing reform, this study intended to explore the breakdown that may occur between teachers' adoption of reform objectives and their successful incorporation of reform ideals. To this end, this study compared and contrasted the classroom social norms and sociomathematical norms of two United States second-grade teachers who aspired to implement reform. This study is an exploratory, qualitative, comparative case study. This study uses the grounded theory methodology based on the constant comparative analysis for which the primary data sources were classroom video recordings and transcripts. The two classrooms established similar social norms including an open and permissive learning environment, stressing group cooperation, employing enjoyable activity formats for students, and orchestrating individual or small group session followed by whole group discussion. Despite these similar social participation structures, the two classes were remarkably different in terms of sociomathematical norms. In one class, the students were involved in mathematical processes by which being accurate or automatic was evaluated as a more important contribution to the classroom community than being insightful or creative. In the other class, the students were continually engaged in significant mathematical processes by which they could develop an appreciation of characteristically mathematical ways of thinking, communi-eating, arguing, proving, and valuing. It was apparent from this study that sociomathematical norms are an important construct reflecting the quality of students' mathematical engagement and anticipating their conceptual learning opportunities. A re-theorization of sociomathematical norms was offered so as to highlight the importance of this construct in the analysis of reform-oriented classrooms.
