We have developed the Forest Carbon Sink Index on afforestation and reforestation activities, a regulation stated in article 26 of the 'Law on the maintenance and enhancement of carbon sink (Carbon Sink Law)', which took effect on March, 2013. According to the legal purpose to evaluate the performance of individual forest carbon offset projects and to compare each other at a certain point, values of the forest carbon sink index were calculated by the scoring method. Three criteria were established based on the Carbon Sink Law: 'Carbon' (real greenhouse gas reduction), 'Human' (socio-economic effect) and 'Nature' (environmental effect). Continuously, 9 indicators from the three criteria were selected by top-down approach; the adequacy of each criteria and indicators were reviewed through on-line Delphi survey; and finally weighted value of each criteria and indicators were assigned. To reflect the characteristics of the domestic forest carbon offset projects, which focus on corporate social responsibility-typed projects, we applied the score weighting method to minimize gaps among criteria and ones among indicators. After applying our newly developed forest carbon sink index to five domestic forest carbon offset projects, we could confirm that the criteria of 'Human' and 'Nature', which criteria are in relatively low weight, can play a role as an actual incentive to reduce negative socio-economic and environmental impacts. Based on performance evaluation of the five forest carbon offset project by the forest carbon sink index, the best or good performance project developers could be rewarded, and further the performance evaluation would work as an incentive to stimulate the involvement of domestic project developers in the field of forest carbon offset project.

Asian Dust is a seasonal phenomenon which affects much of East Asia mostly in spring. The dust and sand storm originate in the deserts of Mongolia. northern China, and Kazakhstan. Asian Dust is carried eastward by prevailing winds, and pass over China, the Korean Peninsula. and Japan. In recent years, Republic of Korea, China, and Japan have participated in projects associated with implementation of observation network and reforestation in the source region. The information of Asian Dust can be exchanged in real time among the east Asian countries through the international co-operation.
To develope reforestation methods for enviromentally sound and ecological forest management, Fraxinus rhynchophylla stand structure and radial growth of the trees were invstigated and compared by study sites. Plantation forest studied on Fraxinus rhynchophylla, was located at Jawoon-ni Nae-myeun, Hongcheon-gun and natural forest studied on Fraxinus rhynchophylla, was located at Jangjeon-ni Jinbu-myeun, Pyeungchang-gun. In 7,8 years after planting, differences of annual diameter increment among three stand origins were significant. The highest mean annual diameter increments of F. rhynchophylla, 4.60 mm/year was measured in sprouting trees, and followed by natural seedlings 4.59 mm/year. The lowest values, 4.18mm/year did in planting trees. Early radial growth of planting F. rhynchophylla was measured lower than that of sprouting or natural seedlings. These facts mean that planting F. rhynchophylla is not proper regeneration methods. Other regeneration methods of F. rhynchophylla forest, by sproutings, direct seeding and natural seeding, might be researched and recommended.
The purpose of this reserch is to investigate the flora of Dumi Island. This island locates at $128^{\circ}$ 13' E. longitude and $34^{\circ}$ 41' N. latitude. As a result of our investigation, the distribution of plants on Dumi Island could be summarized as follows. The vascular plants through this investigation were 66 families, 121 genera, 127 species, 16 varieties, 2 forma, and 145 kinds. From 1945 to 1960, most Pinus densiflora and Quercus mongolica were cut and sent as fuel to the cities of Masan, Chungmu and Samchunpo. After these deforestation years, there was a change of policy in the area and then wood was substituted by coal blacks as fuel and along with this occurs reforestation. Because of the reforestation by the present administration and natural means of suctrees, Castamopsis cuspidata var. thunbergii, Camellia japonica and Machilus japonica; they were found to exist near Sheonangdang in the northern region at Hakli and at Kuchun in the south. In the central part of the island at Mt. Chunhwang there are slopes of 20-30 degrees which are cultivated by the islanders this mountain which can be cultivated and 65% or 830 islanders are farming this land. Although this 125.4 hectors is not a large portion, this mountain with its variety of growth at different elevations, seems to be very fertile causing thick growth at any level.
To develope reforestation methods for environmentally sound and ecological forest management, stand structure and radial growth of the trees were investigated and compared by species and study sites. Plantation forest studied on Betula costata, Betula platyphylla var. japonica and Betula davurica, was located at Jawoon-ni Nae-myeun, Hongcheon-gun and natural forest studied on Betula costata, was located at Jangjeon-ni Jinbu-myeun, Pyeungchang-gun. In 12.3 years after planting, differences of annual diameter increment among three Betula species were significant. The highest mean annual diameter increments, 7.67mm was measured in planting Betula costata, and followed by planting Betula platyphylla var. japonica and Betula davurica, and the lowest values. 4.32mm did in natural Betula costata. If planting Genus Beula in this district. Betula costata might be the best species. From these facts, massive planting of three Betula species in this district might have much problems, but might be evaluated as proper trial.

Site index is an essential tool to estimate forest productivity. Generally, a site index equation is developed and used from the relationship between stand age and dominant tree heights. However, there is a limit to the use of the site index equation in the application of variable ages, environmental influence, and estimation of site index for the unstocked forest. Therefore, it has been attempted to develop a new site index equation based on various environmental factors including site, climate, and topographical variables. This study was conducted to develop a site index equation based on the relationship between site index and environmental factors for the species of Pinus koraiensis in Yangpyung-Gun, Gyunggi Province. The influence of climatic factors (temperature and solar irradiation ratio), topographical factors (elevation, slope, ratio of slope to valley and aspect) and soil profiles (soil depth by layer and soil consistency) on site index were evaluated by multiple regression analysis. Five environmental factors were selected in the final site index equation for Pinus koraiensis. The site index equation developed in this study was also verified by three evaluation statistics: model's estimation bias, model's precision, and mean square error of measurement. Based on the site index equation, the number of productive areas for Pinus koraiensis were estimated by applying GIS technique to digitized forest maps. In addition, the distribution of productive areas was compared with the areas of current distribution of Pinus koraiensis. It is expected that the results obtained in this study could provide valuable information about the amount and distribution of productive areas for Pinus koraiensis reforestation.
We analyzed the profitability of Korea's forestry by evaluating stumpage prices of the main economic tree species. Stumpage prices are evaluated with a market value formula, subtracting logging and transporting costs from market prices of logs. If trees are sold at the current cutting age, the stumpage price of larch is about 4.5 million KRW per hectare and that of Korean pine is about 3.7 million KRW per hectare. The stumpage prices do not cover reforestation cost, which is about 6.1 million KRW per hectare. If government subsidies did not support the cost of reforestation and silviculture, there would be no profits at all. The cost of forestry is very high in terms of planting and silviculture. In the future, the prices of logs are not predicted to rise and the wages for labor are not predicted to fall. Without reforming the current forestry regime, Korean forestry is, thus, not sustainable. Therefore, low-cost forestry efforts like natural regeneration should be adopted to make forestry viable. Investments in forestry infrastructure like forest roads are also required to decrease the timber logging and transporting costs.
A carbon cycle model based method is proposed in order to evaluate the effectiveness of various policies and projects to achieve carbon neutrality. The proposed model was validated by properly reproducing the increase in the concentration of carbon dioxide in the atmosphere and the rise of the global average temperature from the data of anthropogenic carbon emissions and deforestation since the industrial revolution. As a case study, a carbon cycle impact assessment was performed for deforestation, reforestation, and afforestation. It was verified that the increase of carbon dioxide in the atmosphere is attributed not only to fossil fuel usage, but also to deforestation, and that even if deforestation is immediately followed by reforestation, it takes very long to return to the initial concentration. The proposed method is expected to be eventually applicable to simulation of potential climate control in the future, contributing to safety verification of various climate engineering techniques.
The purpose of this study is to investigate the causes of the dramatic process in forest policies from July of 1972 to June of 1973. In 1972, the core forest problem calling for an immediate solution was the severe forest degradation such as a low growing stock ($11m^3/ha$) and lots of non-tree forest land corresponding to 12% of total forest land. There could have been various approaches to solve the problem at that time. By the end of 1972, the Korean government was afoot to choose the management-oriented approach to carry out reforestation as a part of forest management. In order to implement this approach, the Korean government established the Forest Development Law enforcing establishment of the Forest Management Corporation as a public organization to carry out forest management in the special development land. However, the Korean government changed the management-oriented approach into the administration-oriented approach to carry out reforestation as a part of forest greening in order to rehabilitate severe degraded forests as soon as possible in early 1973. The Forestry Administration (refer to Forest Service) was transferred from the Department of Agriculture and Forestry to the Department of Interior for the efficient rehabilitation in advance, before the 1st 10-year National Greening Project. After the organization's transfer, the government established the 1 st 10-year National Greening Project aiming to reforest one million ha from 1973 to 1982 to use activities like the national greening campaign and the administrative organization mobilization including police force. Reforestation policy as a part of forest management lost effect due to the greening-oriented approach choice. Moreover, the Government struggled to provide 20 billion won for the establishment of the Forest Management Corporation. After all, on March 5th of 1973, the management-oriented approach dropped a curtain deleting the clauses defining the establishment of the Forest Management Corporation. Park, Chung-hee who was the then president of Korea might have felt the 'time restriction' to lose no time to habilitate degraded forests. Due to his awareness, the approach regarding reforestation was changed into administration-oriented activities. The president's awareness was considered as an invisible cause at that time.
Forestry economics in Japan faces the problems of severe decreasing of timber demand and increased importing of foreign timber. Moreover, lack of labour and heavy wages in forestry cause the failure of normal forest management in Japan. In the situation, it is necessary for enhancing the forest production to reorganize the forest resources, to optimize the amount of importing foreign timber, and to greatly expand the new forest road, reforestation, government subsidy and poritical financial support for the foresters. At present, improvement of mangement of national forest as well as public function of forest are being discussed for the forest production on the government basis.
