A Study on the Emission Changes in Reduction Chemical Substances in Korea (유해화학물질 배출량 변화에 관한 연구: 배출저감계획서 작성 대상물질 중심으로)

  • Objectives: The purpose of this study was to investigate changes among the nine kinds of reduction chemical substances in Korea over the period of 2008-2017. We will define basic data for improving the management methods for reducing chemical substances. Methods: A survey of hazardous pollutant emissions for 2008-2017 was conducted through the pollutant Release and Transfer Register homepage. Nine kinds of designated reduction chemical substances (Benzene, Vinyl chloride, Trichloro ethylene, 1,3-butadiene, Dichloro methane, Tetrachloro ethylene, N,N-dimethylformamide, Acrylo nitrile, and Chloroform) provided the study subjects. The emission of hazardous chemicals and health effects used the National Health Statistics and Integrated Chemicals Information System (ICIS) as a reference. Results: Hazardous pollutant emissions increased by 1.2 times over the past decade, and nine types of reduction chemical substances increased by 1.6 times. By region, the emissions of reduction chemical substances over the last 10 years were in the order of Chungbuk, Gyeonggi, and Gyeongbuk. Emissions of Dichloro methane was the highest in Chungbuk and Gyeongbuk. N,N-dimethylformamide was the highest in Gyeonggi. Carcinogen pollutant emissions showed a tendency to increase continuously. In addition, group 1 carcinogen emissions showed a tendency to decrease. Conclusion: In the last decade, the amount of hazardous chemical emissions has been continuously increasing. Hazardous chemical emissions require facility improvement for continuous emissions reduction. More research on reduction of emissions is needed.

  • The Ministry of Employment and Labor announced a roadmap for reducing serious accidents to create a "safe and healthy workplace, happy Korea" and ordered a risk assessment for all work processes in all workplaces on November 30, 2022. Accordingly, even workplaces that handle new chemicals must conduct risk assessment when introducing new chemicals, but the risk assessment techniques currently proposed by the government focus on preventing conventional accidents such as falls, getting caught, and bumping. Currently, there is a Chemical Hazard Risk Management (CHARM) technique that is most commonly used for chemical risk assessment, but in small and medium-sized businesses that lack professional manpower related to chemical substances, there are many technical terms in the technique and it is difficult to interpret, so its utilization is very low. Therefore, the purpose of this study is to present a method that can make risk assessment easier and simpler before handling new chemicals so that it can be used well in small and medium-sized businesses that lack professional manpower related to chemical substances. Through actual cases, the method of using CHARM was confirmed step by step, and based on this, risk reduction establishment and execution methods were derived. Based on the results of this study, it is expected that it will be used as the best tool for preventing accidents such as acute poisoning when handling chemicals in small and medium-sized workplaces that lack professional manpower related to chemical substances and make every effort to protect workers' health.

Characteristic of odor from feed manufactory and evaluation of odor reduction efficiency using chemical scrubber (사료제조 공장의 발생악취 특성 및 약액세정탑을 이용한 악취저감효율 평가)

  • The odor substances generated in a feed manufactory operating for the commercialization of animal-vegetable materials were analyzed and the odor reduction efficiency by a chemical scrubber was evaluated. The major causative substances in the feed manufactory comprised about 45.4% of ketone compounds and about 13.3% of aldehyde compounds. On the other hand, the removal efficiencies of diacetyl and acetoin as ketone compounds were 77.3% and 78.1%, respectively, by a chemical scrubber. Additionally, the removal efficiencies of acetaldehyde, butyraldehyde, valeraldehyde, 2-furancarboxaldehyde, and nonanal were 86.0%, 78.9%, 67.4%, 52.8%, and 71.9%, respectively. These rates were higher than the odor generation substance contribution rate as a result of treating the exhaust gas generated from the feed manufactory by the chemical scrubber using 5% of C3. It was also found that xylene, methylcyclopentane, benzene, ethylbenzene, 1,3,5-trimethylbenzene, and decane were almost not removed.

A Study on the Effectiveness of the Hazardous Chemical Transport Vehicle Management System (유해화학물질 운반차량 관리제도 실효성 연구)

  • Purpose: The effectiveness of the transport vehicle management system of the Chemical Substances Control Act will be studies and used as basic data for future system improvement plans. Method: After the enforcement of the Chemical Substances Control Act, the effectiveness for the transport vehicle management system was studies by comparing the transport plan, guidance and inspection status, safety training completion management, ect., and the reduction rate of chemical accidents. Results: The average number of chemical accidents in transport vehicles nationwide is 20 each year. And It is decreasing with the stabilization of the Chemical Substances Control Act('15.1.1). The first reason for the decrease in chemical accidents is the increase in submission of transport plans. Second, as the guidance and inspection rate increased every year, the shipper company's management of transport companies was naturally strengthened. Finally, it is judged that chemical accident caused by transport vehicles decrease through safety education. Conclusion: The current tranport vehicle management system of the Chemical Substances Control Act is effective. However, further research is needed to improve the practical and efficient transport vehicle management system.

  • Objectives Despite the great contribution made by chemical substances to the development of modern civilization, their indiscriminate use has caused various kinds of damage to the global environment and human beings. Accordingly, the major developed countries and international society have tried to ensure the safe use of chemicals and a reduction in the use of hazardous chemicals through the establishment of the United Nations Environment Programme and various international agreements. In this reason, we tried to introduce about Green Chemistry progress at the present in worldwide and Korea. Methods We checked and analyzed relative journals, reports using keyword as like Green Chemistry, alternative chemicals, eco-friendly etc. and major country's government homepage search. Results Green Chemistry theory, which argues for the reduction or removal of harmfulness in chemicals throughout their entire life-cycle, has been spreading, and major developed countries, such as the US and Denmark, have developed and operate programs to provide reliable chemical information to help replace hazardous chemicals. Korea has also been conducting studies as like eco-innovation project. Through this project the "Alternative Chemical Search program," has been developed, distributed, and operated since 2011 to provide reliable information to small and medium-sized businesses that have difficulties collecting information to ensure conformity to international regulations. The program provides information that includes the regulations of major countries and Korea, information on 340 alternative chemicals, 70 application cases, and 1:1 consulting. Conclusions The Alternative Chemical Search program is expected to contribute to the establishment of response systems for regulation of Korean small and medium-sized businesses, and it also will be used to provide basic data for Korean hazardous chemical regulation, together with the Act on the Registration and Evaluation, etc. of Chemical Substances and the Chemical Control act, making it possible to establish an infrastructure for Green Chemistry in Korea and to increase national competitiveness.

Influence of Interface Active substances(Ionic and Amphoteric) on Chemical property and Streaming Electrification of Transformer Oil (이온성 및 양성 계면 활성제가 변압기유의 화학적 특성 및 유동대전에 미치는 영향)

  • This research was conducted to analyze the change of surface tension, viscosity, streaming current and conductivity of transformer oil when it were injected with the interface active substances.(anionic:S-111, cationic:S-121, amphoteric:S-131) The changes properties of the surface tension and viscosity of the oil which were injected with the interface active substances were divided into the changes area and the minimum reduction area. The surface tension and viscosity of the oil which were injected with three different kinds of interface active substances showed remarkable change at the point where the concentration of the substance in anionic, in cationic and in amphoteric were 100[ppm], 10[ppm] and 1[ppm] respectively. The streaming current and conductivity of the same sample oil were also changed at the same densities of the surface tension and viscosity. For this factor, it was possibile for us to interpret the mechanism of the streaming current and conductivity. Therefore the interface active substances of the three kinds were injected into the oil within the limit of optimal volume, prevention effects of electrification were showed more excellence than unmixed insulating oil.

A Case Study on Health Impact Assessment from Petroleum Refinery Plant Operation - Human Risk Assessment due to Chemicals Inhalation - (석유정제시설 운영에 대한 건강영향평가 사례 연구 - 화학물질 흡입에 따른 인체 위해도 평가 -)

  • We conducted human risk assessment for exposure to inhalation of chemical substances emitted from the storage tanks of petroleum refineries. To assess human risk, this study calculated chemical emissions from the external floating roofs on storage tank at petroleum refineries, as well as concentrations thereof in the ambient air using the K-SCREEN model, and then determined risk in accordance with the Reference Concentration (RfC) values and Inhalation Unit Risk criteria developed by the US Environmental Protection Agency. The results indicated that non-carcinogenic chemicals have a hazard quotient of less than 1, meaning they have an insignificant effect on human health for residential areas near the storage tanks. Among the known carcinogens, the hazard risk for benzene slightly exceeded $10^{-6}$, indicating the need for corrective reduction measures. The methodology for health impact assessment devised herein provides findings useful in decision making for policy makers and the general public with respect to construction of industrial complexes. However, the methodology proposed herein does have limitations, including discrepancy in results induced by use of U.S. data (due to the lack of usable domestic data). More systematic studies from related researchers will be needed to address these issues and produce more reliable outcomes.

A Study on the Introduction of TURA for the Reduction Toxic Chemicals (독성물질 저감을 위한 TURA 도입방안에 대한 연구)

  • Objectives: This study was conducted to review the Toxic UseReduction Act of Massachusetts, USA, which has been evaluated as a successfulcase of a chemical reduction policy, and to search for ways to introduce it inKorea. Methods: We analyzed the implementation of the TURA by attending TUR Planning Course of the Toxic Use Reduction Institute in Massachusetts and researching the related literature. Results: As TURA took effect, the use of chemicals in Massachusetts was reduced, and cost savings were achieved in workplaces. The success factors for the legislation are considered to be support form the federal and state governments and the active participation of business and civic group. Domestic efforts to reduce toxic substances have already begun, so if the process of TURA is appropriately applied to domestic legislation of chemicals control, it would be expected to produce visible results. Therefore, we reviewed the 'Act on Chemicals Registration and Assessment', 'Act on Chemical Control' and 'Act on the Integrated Control of Pollutant-Discharging Facilities' and sought solution for applying TURA to each piece of legislation. For the first case, 'Toxic or Hazardous Substance List' and 'Establishment of Toxic Use Fee' is applicable. For the second case, 'Annual Toxic or Hazardous Substance Reports' is applicable. For the third case, 'Toxic Reduction Plans' and 'Toxics Use Reduction Institute and 'Toxic Use Reduction Planners' is applicable. Conclusions: The government should take notice appropriateness for the reduction of toxic chemicals and provide financial support. Businesses should invest in technologies that build trust with local communities, improve productivity, and reduce costs. Finally, civic group should cooperate with government and businesses.

Characteristics of Non-biodegradable Substances in Landfill Leachate (매립장 침출수의 생물학적 난분해성물질 특성 규명)

  • In order to determine the removal rate of non-biodegradable substances and the change of their structural properties, this study was carried out by an ozone-treatment experiment on leachate collected from the landfill area of D City in Chung chung nam-do and examined the change of the chemical properties of non-biodegradable substances. The main elements of non-biodegradable substances in landfill leachate were benzene, toluene, trichloroethane, trichloroethylene, xylene, etc. and the concentration of toluene was 15.7 mg/L on the average, benzene 7.2 mg/L, trichloroethane 1.1 mg/L, trichloroethylene 0.75 mg/L and xylene 0.5 mg/L. When leachate was treated with ozone for 10 min, 30 min and 60 min, UV absorbance was reduced with the increase of reaction time, and the reduction rate was 38.6% at 60 min. TOC was removed by 13.2% at 60 min. The low reduction rate of TOC may be because TOC reacts indirectly with OH radical produced from reaction with ozone while UV absorbance usually relies on direct reaction between organic matters and ozone molecules. Color was removed by up to 97%, which suggests that ozonation is highly effective in removing coloring elements in leachate. Sixteen kinds of non-biodegradable compounds were found in the leachate and most of them had the characteristic of aromatic hydrocarbon. Among them dibutyl phthalate was identical with a substance included in the list of US EPA, which is classified as a mutagen that may cause the mutation of genes and disorders in chromosomes. In addition, 2,5-Cyclohexadiene-1,4-dione, 1,2-Benzenedicarboxylic acid and butyl octyl ester were found to be similar to substances listed by USEPA. According to the result of analyzing structural changes before and after ozonation using GC-MS, cyclic compounds and aromatic compounds were observed in the original water and aliphatic compounds were newly observed after ozonation. In addition, through ozonation, humic substances of high molecular weight were oxidized and decomposed and produced low-molecular compounds such as aldehyde, ketone and carboxyl acid and highly biodegradable aliphatic carbon, which suggests the bio-degradability of non-biodegradable substances.

Treatment of ballast water by complex process of advance filtration system

  • There have been several problems in treating shipboard sewage due to special environmental conditions of ship, such as limited space, rolling and pitching, change of temperature and so on. It was suggested that Sequence Batch Reactor (SBR) might be suitable process for overcome these problems in terms of small size, high capacity of treating wastewater and full automation. In this study a SBR process was employed for biological treatment of organic wastes in the shipboard sewage. This process was able to remove nitrogen and phosphorus as well as organic matter efficiently. More than 95% of chemical oxygen demand(COD) were removed. In addition, about 97% of total nitrogen (T-N) was reduced. The total phosphorus(T-P) reduction averaged 93%. A disturbance operation caused by the treatment of Methylene Blue Active Substances(MBAS) was not observed.
