Analysis of Global Trends on Resource Productivity and Its Promotion Strategy (자원생산성의 국내외 추이 분석 및 관리 방안)

  • Management of resource productivity is important for the reduction of natural resources and energy consumption. This is closely linked to circular economy which has recently been stressed worldwidely. Resource productivity is a key indicator which is to be managed in various industry sectors. Especially Korea which is heavily dependent on the natural resources import from overseas needs to give attention to this point. Nevertheless resource productivity related domestic researches and policies are extremely rare. This paper thus presents trends on resources productivities and their management policies of European countries and OECD G7 countries compared to the situation of Korea. In addition, the decoupling phenomenon of DMC (domestic material consumption) and GDP of Europe is analyzed and the resource productivity promotion strategy of Korea is proposed.

A Bottle Recycling Information Management System for the Promotion of Saving and Recycling of Resources Due (자원 순환 촉진을 위한 빈병 재활용 정보 관리 시스템)

  • Since Korea is highly dependent on energy imports, it has been making efforts to save energy resources by enacting laws to promote resource saving and recycling. Recently, as a part of recycling of empty bottles, a bottle unattended collecting machine has been installed in the big shopping mall in the metropolitan area. However, there is no commercialization of the unattended collecting machine in Korea and the smart device application for providing information on empty bottle recycling is not yet provided. In this paper, we have designed and constructed a bottle recycling information management system to promote resource recycling. The manager has built a homepage that can manage the information of the empty bottle and the a bottle unattended collecting machine. Also, many people with smart devices can easily access bottle recycling information by using camera and barcode search and label search.

Development of Institutional System for Efficient Recycling of Waste Plastic (폐플라스틱 재자원화 활성화를 위한 제도 개선 방안에 관한 연구)

  • In the study, current status of waste plastic recycling was investigated. Some factors to obstruct recycling of waste plastic was analyzed. These factors include the difficulty of obtaining location and man power, unclear marking of recyclable plastic and inefficient rate in producer and consumer deposit system. Life cycle assessment(LCA) study was performed to investigate the environmental impact of waste plastic(PET) recycling. When the recycled raw plastic material is used together with the virgin raw plastic material, all the environmental impact showed (-) value except ozone depletion impact category. The environmental avoided impact was the greatest in the global warming impact category. For active promotion of recycling activity, source separation system of waste plastic should be established first of all. Also, marking system of the recycling waste plastic should be made more clear so that consumers can understand it easily. Other strategies include the determination of decent rate for producer and consumer deposit system, establishment of infrastructure and information system for waste plastic recycling and citizen's cooperation through intensive public education.

Environmental Impact Evaluation of the Waste Cooking Oil Recycling Products (폐식용유 재활용 제품의 환경성 평가)

  • In this study, Life Cycle Assessment(LCA) was applied to the production processes of waste cooking oil recycling products. Recycling products as defined in the Law of Saving of Resources and Recycling Promotion are biodiesel and soap. Weighting result of biodiesel production process showed that the most significant impact potential was abiotic resource depletion(84.17%) followed by global warming(13.93%). In the case of the soap, the most significant impact potential was also abiotic resource depletion(58.59%) followed by global warming(33.71%). In terms of the whole system of the biodiesel production process, methanol showed the largest environmental impact potential(87.35%). While in the case of the soap, sodium chloride showed the largest environmental impact potential(99.99%). This study suggests that there should be improvement of the methanol recovery system in the biodiesel production process and also appropriate use of the major environmental impact materials in both processes.

Upcycling strategies for waste electronic and electrical equipment based on material flow analysis

  • Upcycling generally refers to the conversion of waste materials to something useful or valuable and is a useful concept that can be applied not only to the waste design industry but also to waste recycling and resource circulation. Our study highlights upcycling as the key concept for improving the value of waste by redefining the concept as "the recycling of waste materials and discarded products in ways that enhance their value." Four upcycling strategies are linked to material flow analyses conducted on waste electronic and electrical equipment, specifically waste refrigerators and waste computers, to examine the technologies available for implementation and suggest guidelines for the promotion of upcycling. The amount of waste refrigerators collected by the formal sector was 121,642 tons/y and the informal sector, 63,823 tons/y. The current recycling ratio of waste refrigerators was estimated as 88.53%. A total of 7,585 tons/y of waste computers were collected by the formal sector and 3,807 tons/y by the informal sector after discharge. Meanwhile, the current recycling ratio of waste computers was estimated as 77.43%. We found that it is possible to introduce 28 upcycling technologies in the case of refrigerators, and 15 technologies are available to promote upcycling in the case of computers. By refining the broad concept of upcycling and looking at the stages of material flow, our approach presents universally applicable directions for incorporating upcycling in resource recovery and recirculation plans.

  • With the recent increase in the use of disposable products, it is urgently necessary to reduce the use of disposable products and to increase the recycling rate as much as possible in order to prevent environmental damage. In this paper, we introduce , a smartphone application that provides recycling-related information and supports correct separation and discharge. This system automatically recognizes and automatically classifies the type of item, by applying an effective object recognition technique, when the camera points at the item to be discharged. It is more effective and convenient compared to other existing smartphone applications. This system is expected to contribute to environmental protection by increasing the recycling rate in daily life.

  • For the development of a resource recycling society, it is important to control the generation of waste in all processes such as production, distribution, consumption and disposal, and to recycle the recyclable resources of waste instead of simply landfilling and incineration. However, in order to develop a resource-recycling society, not only emitters, businesses, and the central government, but also local governments need to work together to find a solution. Therefore, in this study, we present a promotion strategy for the development of Sejong City's resource-recycling society, taking into consideration the current situation of Sejong City as well as changes in the government's institution system. We suggest that regionally preparing recycling priority management plan, maximizing waste resource utilization, establishing recycling industry activation plan, and building a systematic and efficient recycling platform, etc.

The Development of Economical Index for Site Recycling of Waste Concrete - A Case study at Hosing Development District - (폐콘크리트의 현장재활용을 위한 경제성 지표개밭 -택지개발사업지구를 중심으로-)

  • Recently, the construction wastes increase rapidly due to the revitalization of reconstruction and redevelopment, the development of new urbanization of large housing development, the expansion of social infrastructure, and so on. To solve rapid increase of construction waste, the government established "the rule on the promotion of recycling of construction waste" in December, 2003. According to the rule, construction wastes can be recycled by either processing on commission or discharger of construction waste. This study proved the validation of site recycling for construction waste as economic efficiency is analyzed through the case study of site recycling at large housing development district. Using the sensitivity analysis, factors affecting the cost of site recycling was analyzed and the break-even point for the cost of site recycling was estimated according to the factors.
