A Study on Improvement of Transfer of Non-Electronic Records: Focused on Local Governments in Busan Region (비전자기록물 이관업무 개선방안 연구 - 부산지역 기초자치단체를 중심으로 -)

  • As records managers are assigned in accordance with act on public records management, the record management has settled down a bit, and also much effort is put to perform the record management in accordance with law. The record management includes all the works like production, classification, organization, transfer, collection, evaluation, disuse, preservation, opening to the public and application. Among them, the record transfer is an important work that performs the initial stage in which the main agent of management is changed from administration department to record center. Thus this study suggested the improvement measures for non-electronic record transfer after examining the current transfer state of 16 local governments in Busan region and also problems occurring in the process of transfer through interviews with institutional records managers.

Improvement Direction of the Public Records Management System for the Application of MSR (Management System for Records) (기록경영시스템(MSR) 적용에 대비한 공공기관 기록관리 제도의 개선 방향)

  • MSR identifies that records are key factors in achieving the goals of an organization and that records management is part of the business administration. Therefore, organizations could secure accountability and continuity of works through the activities of production and management records. This study explored what should be prepared to adopt MSR in public institutions based on the analysis of the requirements of the ISO 30301. which is prepared to be utilized as a certificate system. It focuses on 1) how laws could be supplemented to adopt MSR by comparing the requirements of MSR and the Public Records Management Act; 2) what should be prepared by organizations in terms of their rules and procedures; and 3) how the evaluation system of public institutions and the records management evaluation system could be revised to ensure that MSR will be sufficiently implemented in the organizations. In conclusion, the part to be supplemented by the law, the area to be operated as the internal rules of the organizations, and the way to be reflected in the evaluation of the public institutions were suggested.

An Study on the Public Records Management Act and Special Archives in Korea (공공기록물관리법과 특수기록관리제도에 관한 고찰)

  • The records managed in special archives are core records of our society produced and managed by actual power players in the decision-making process. The Public Records Management Act stipulates that the transfer period of non-public records under its jurisdiction may be extended to 30 years after the end of the year of production only to special archives, and that the transfer period may be extended if it is necessary to continue to use them for business performance even after 30 years. In order to understand the exceptional procedures and implementation of this special records management system, an analysis of not only the meaning of special records but also the characteristics, scope, and types of special records must be preceded. In addition, the implementation method of the special records maintained by the institution must be analyzed. It also needs to be reviewed. Therefore, this paper first analyzed the transfer status of special records revealed in the National Archives' white paper and statistical data and examined the types, categories, and characteristics of special records and special archives. Second, we reviewed the establishment of special archives by 2023 and changes in operating methods according to the organizational system.

LACTATION CURVE OF HOLSTEIN FRIESIAN COWS IN THE KINGDOM OF SAUDI ARABIA

  • Monthly test day production for 12,020 records, were collected from six of the largest specialized dairy farms located in central region of the Kingdom of Saudi Arabia. The records described lactating cows in four parities and two seasons of calving. Monthly test day records were fitted using Wood's model $At{{^b}{_e}}^{-ct}$ with multiple and additive error term. Linear and non-linear regression models were used to find the estimates of the parameters necessary to draw the lactation curves. The shape of the lactation curves of different parities showed that third lactation has the heighest peak (43.08 kg) for linear regression model and (42.08 kg) for non-linear regression model. Fourth lactation has the lowest peak (24.00kg) for linear regression model and (25.64 kg) for non-linear regression models. Cows of second and third lactations reached the peak at 58 day for both linear and non-linear regression models. Cows of first lactation were more persistent and had late peak at 68 and 67 days for both models respectively. While, third lactation cows were lower persistent and had early peak at 58 day for both models. Cows calved at winter months have higher starting values (A), higher ascending slope (b) and higher decending slope (c). Least square means of milk yield of the first four parities and for overall data were 6,653, 7,659, 7,482, 6,988 and 7,614 kg respectively. The corresponding lactation period were 358, 367, 350, 363 and 364 days respectively.

  • The business management system is a standardized system commonly used by government agencies and is a major tool that remains in the work process and decision-making of government agencies. Production of document-type records is mainly focused on approval documents, so it does not cover various types of records. In a changing environment such as the production of new digital types of records, the emergence of various collaboration software and work systems, and remote work, it is necessary to think about the direction the government work management system will go. This study investigates business systems and utilization methods of competitive companies, analyzes the usage status of On-Nara 2.0, a government business management system, and conducts interviews with business managers. And the purpose is to analyze what kind of difference there is. In addition, we would like to suggest improvement functions and policy directions to respond to digital innovation and improve job accountability and efficiency.

Genetic Parameters of Milk β-Hydroxybutyric Acid and Acetone and Their Genetic Association with Milk Production Traits of Holstein Cattle

  • This study was conducted to estimate the genetic parameters of ${\beta}$-hydroxybutyrate (BHBA) and acetone concentration in milk by Fourier transform infrared spectroscopy along with test-day milk production traits including fat %, protein % and milk yield based on monthly samples of milk obtained as part of a routine milk recording program in Korea. Additionally, the feasibility of using such data in the official dairy cattle breeding system for selection of cows with low susceptibility of ketosis was evaluated. A total of 57,190 monthly test-day records for parities 1, 2, and 3 of 7,895 cows with pedigree information were collected from April 2012 to August 2014 from herds enrolled in the Korea Animal Improvement Association. Multi-trait random regression models were separately applied to estimate genetic parameters of test-day records for each parity. The model included fixed herd test-day effects, calving age and season effects, and random regressions for additive genetic and permanent environmental effects. Abundance of variation of acetone may provide a more sensitive indication of ketosis than many zero observations in concentration of milk BHBA. Heritabilities of milk BHBA levels ranged from 0.04 to 0.17 with a mean of 0.09 for the interval between 4 and 305 days in milk during three lactations. The average heritabilities for milk acetone concentration were 0.29, 0.29, and 0.22 for parities 1, 2, and 3, respectively. There was no clear genetic association of the concentration of two ketone bodies with three test-day milk production traits, even if some correlations among breeding values of the test-day records in this study were observed. These results suggest that genetic selection for low susceptibility of ketosis in early lactation is possible. Further, it is desirable for the breeding scheme of dairy cattle to include the records of milk acetone rather than the records of milk BHBA.

Relationships between Milk Yield, Post-Partum Body Weight and Reproductive Performance in Friesian × Bunaji Cattle

  • The data consisted of 369 lactation records for calvings over a sixteen-year period (1972-1987) and included only cows that had normal milk records. The data were analysed using a linear model containing the fixed effects of parity, year of calving and season of calving. The least squares means${\pm}$S.E. were $1,273{\pm}58.4kg$ for milk yield, and for post-partum body weight (kg) at 2, 3 and 4 months after calving were $343.40{\pm}3.96$, $346.10{\pm}4.10$ and $352.54{\pm}4.26$, respectively. With the exception of season of calving, the effects of parity and year of calving were significant (p<0.01) on the performance of the animals. Thus, the mean-milk yields 1162, 1351 and 1350, were similar for pre-, peak- and post rainy seasons, respectively. On the other hand, as parity increased from 1 to 3, milk yield also increased, but thereafter, there was a gradual decline in milk yield. Similarly, post-partum body weight also increased with parity. However, no consistent pattern for year effect was observed which probably was a reflection of the variation in climatic conditions, or forage quality and/or availability. The phenotypic correlations between milk yield and post-partum body weights were negative and small (ranging from -0.01 to -0.08). However, high milk production in cows was associated with longer calving interval. The implications from the phenotypic correlations are suggestive of one or two possibilities. Firstly, selection for increased body weight may actually result in decreased milk yield. Also, a substantial genetic antagonism may exist between milk yield and fertility in the crossbred cows. Therefore, it is important that selection to improve milk production should take into consideration the reproductive performance of the cows.

  • The purpose of this study is to show elements when we product the archival authority record elements for automatic organization and production. ISAAR(CPF) and RMSCA are reviewed and analyzed which are functioning as the element of standards description and element of the creator. The research methods are literary reviews from Slectronic Document System and Records Center Automation System in public institution as Electronic Records Management Systems. As a result of the research, archival authority record elements are suggested through electronic approval function and system operating and managing function of Electronic Document System, while the elements which is impossible to use automatic organization and production are suggested by the authority system and archivist, and the description rule.

Investigation on the Performance of the Forecasting Model in University Foodservice (대학 급식소의 식수예측 기법 운영 현황)

  • The purpose of this study was to investigate the utilization level of forecasting methods in contract foodservice management companies. Questionnaires were distributed and collected from 30 foodservice management companies contracted with universities and 49 university foodservices in Seoul and Kyungki area. Statistical data analysis was performed using SPSS/WIN 10.0 based on the production records of Yonsei University foodservices and the weather reports from a meteorological observatory. The results of this study were as follows: 1) The objectives of the fore-casting systems were identified as saving costs through eliminating the leftover, meeting the customer demands, and improving efficiency in food preparation.2) All of the university foodservices were already performing the forecasting methods but in foodservice management companies as a whole,89.7 percents were applying the method and only 55.2 percents had the separate forecasting department. 3) A large number of foodservice staffs in the head office (65.5%) answered that they often utilized intuitive estimates based on the past experiences and records for forecasting while 65.3% managing staffs in the university foodservices answered the same.4) Both in the head office and university foodservices, actual number of meals served were recorded. In the head office, mostly estimated numbers and actual numbers of meals were recorded while estimated, prepared, and actual numbers of meals served were recorded for most of the cases in university foodservices. 5) The primary factors considered for forecasting were the actual production records for the last month, the customer preference for the selected menu items, and the specific day of the week.

The Production and Contents of Illustrations Used in the 'House Search Report' During the Japanese Colonial Period (일제강점기 '가택수색조서'에 사용된 도판의 생산과 내용에 관한 연구)

  • The study confirmed the "house search report(家宅搜索調書)" containing criminal records during the Japanese colonial period, as well as the production process and the way of expressing the illustrations contained in them. It also explored architectural values through analysis of the location and use of the building. This records the discovery of evidence by searching the residences of those involved in the crime from 1919 to 1922. The illustrations contained in this record were not standardized, so the contents of the article differed depending on the author's background and cultural experience. Nevertheless, this painting reflects the regional characteristics of traditional houses located throughout the Korean Peninsula. It is also evidence that the house was used for cultural, commercial, and industrial purposes, beyond the general assumption that it was used only for residential purposes. The "House Search Report(家宅搜索調書)" provides information on ordinary buildings that existed as the background of everyday life, rather than buildings with a specific purpose or exceptional design. It is evaluated as an important resource for understanding the diverse life and spatial structures of buildings during that time.
