An Study on the Public Records Management Act and Special Archives in Korea (공공기록물관리법과 특수기록관리제도에 관한 고찰)

  • The records managed in special archives are core records of our society produced and managed by actual power players in the decision-making process. The Public Records Management Act stipulates that the transfer period of non-public records under its jurisdiction may be extended to 30 years after the end of the year of production only to special archives, and that the transfer period may be extended if it is necessary to continue to use them for business performance even after 30 years. In order to understand the exceptional procedures and implementation of this special records management system, an analysis of not only the meaning of special records but also the characteristics, scope, and types of special records must be preceded. In addition, the implementation method of the special records maintained by the institution must be analyzed. It also needs to be reviewed. Therefore, this paper first analyzed the transfer status of special records revealed in the National Archives' white paper and statistical data and examined the types, categories, and characteristics of special records and special archives. Second, we reviewed the establishment of special archives by 2023 and changes in operating methods according to the organizational system.

  • The study aims to analyze the records management reference tables currently being utilized and to provide directions on how should be redesigned in the future to operate as a appraisal tool for national archives. From the perspective of "what records should be the national archives", it was intended to analyze the records management reference tables, particularly in the environmental public authorities, and to propose future improvements. The main focus of the analysis is on appraising records that need to be preserved as national archives, and therefore, prior to analysis of the tables, it examines whether the archival selection criteria are clearly presented. Subsequently, the study is conducted how to implement this criteria through the records management reference table of each agency and how its implementation system will be constructed. The analysis will be focused on Ministry of Environment's records management reference table and records schedules or appraisal/selection tools of the central and federal institutions that perform environmental functions in U.S., Australia, and UK.

  • The purpose of this study is to investigate interdisciplinary changes in the field of Archives and Records Management in Korea. For this purpose, this study analyzed disciplinary attributes of citing and cited references appeared in the Journal of the Korean Society of Archives and Records Management during the period, 2001-2011. One hundred and ninty five research articles and two thousands nine hundreds ninty seven cited references were analyzed to find the degree of interdisciplinarity by using direct citation and Brillouin index. Finally, the interdisciplinary changes of source literature and cited references in Korean archival science during the period were suggested.

New Government's Responsibility and Achievement in Records & Archives Management (공공기록물 관리에 있어 이명박정부의 책임과 '업적')

  • The purpose of this paper is reviewing the hot issue called 'draining away the presidential records' case occurred recently and finding the root cause why the state of affairs has been happened in Korea. Though the presidential records management law ensures the rights for the prior president to view his presidential records, the prior president has copied his presidential records produced while in office and moved to his private house at his retirement. He might have interpreted his right to his presidential records too broadly and done the 'draining away' them. There was a motive why the prior president did that at that time. The reason was because the National Archives didn't guarantee the services for right viewing the records to him who wanted to review his records from right after his retirement. The National Archives have judged the draining away the prior presidential records as illegal and accused a few public servants suspected to be responsible for the affairs. The formal accuser is the National Archives, but the actual accuser might be the current Presidential Secretariat. Whatever the results of juristic judgement are, the reason why the records management field should focus and treat this case importantly is that the collapse possibility of the protection wall needed essentially and critically to the Presidential records becomes very high. The root cause of this case might exist in the fact that the records and archives management organizations have not owned the political independence. But the National Archives has submitted the revised bill of the public records and archives management law which lower the position of the National Records Management Committee controlled under from the Prime Minister to the Ministry of Administration and Security. It might be hot concern that the records and archives management organizations have difficulty for keeping the political independence if the revision would be passed. Besides the political independence factor, the most important factor needed for the right records management is the establishing the professional specificity of records management. The specific action for the establishing professional specificity would be employing of specialists and introducing the open official appointment. But it was found from the reorganization after the governmental change that the professional specificity of the National Archives have been reduced. Although the policies introduced by the new government are worrying, it might be an inheritance from the prior government. If new government would build establish the institution for the political independence of the records and archives management organizations and expand the employment of the records management professions to the local government, these affairs can be not only the responsibilities but also the achievements of the new government.

Collection Status of Modern Public Records and Cooperation Issue: in the Museum, Archives, and Libraries (근대 공문서 소장 현황과 협력 과제 - 박물관·기록관·도서관을 중심으로 -)

  • This study investigated collection status, characteristics of their collections, and service of five institutions holding modern public records such as museums, archives and libraries in Korea. Investigation found out that most of them lack total catalog of their collections and provide limited on-line service. In addition, there was a case that one record group from the same provenance is separatedly preserved at two to three institutions. As a result of the investigation, it is suggested that cooperation among museum, archives, and research institutes will be necessary in order to arrange and use modern public records scattered in each institution.

  • This study is a basic study for the comparison and analysis of the current status and service of the Unified Presidential Archives and the civilian memorial hall, which manages the country's presidential records. For this purpose, the Presidential Archives and individual private memorial halls were surveyed on the current status of records, online and off-line services, and legal and institutional records. Based on this, the study analyzed the characteristics and differences of the Unified Presidential Archives and individual private memorial halls. This study is meaningful in that it attempted to compare and analyze the characteristics of the Unified Presidential Archives and individual private memorial halls and that the two agencies sought basic research to develop cooperative relations.

Improving the National Archives of Korea's Service for Change Information of Records-Creating Agencies Using Records in Contexts-Ontology (RiC-O) (RiC-O(Records in Contexts - Ontology)를 활용한 국가기록원 기록물 생산기관 변천정보 서비스 개선방안)

  • This study delves into the National Archives of Korea's service that provides information on changes in records-creating agencies, identifying the problems in an organizational relationship structure and exploring potential enhancements using the RiC-O. Drawing insights from the French PIAAF project, we applied RiC-O to integrate information on records and records creators, elucidating relationships between data entities. Our analysis demonstrated that leveraging RiC-O, coupled with technologies like linked data, amplifies the interoperability of authority records, substantially enhancing the service providing information on changes in records-creating agencies. Based on these findings, we propose an authority record service based on RiC-O, presenting a prototype designed to improve the National Archives of Korea's change information service and enhance user experience.

  • This study aims to analyze the factors affecting the transfer effect of continuing education in the National Archives of Korea and suggest ways to improve the education. To do that, the study grouped the factors that affect the transfer effect of continuing education into learner characteristics, educational program characteristics, and organizational transition climate. An online survey was conducted with records managers. In total, 272 responses were received and statistically analyzed. Based on the records managers' opinions, this study suggested ways to improve the transfer effect of continuing education from the perspectives of learners, the educational program, the organizational transition climate, and the roles of the National Archives of Korea.

  • The cloud records management system has the following problems. It has not been accompanied by a change in the legislative system and has not been exploited the benefits of cloud technology. In addition, it has not been considered for changes after system construction. To solve this problem, the contents of the Fourth Industrial Revolution should be reflected in the improvement of the legislative system and the long-term development strategy of the national archives system. A fundamental review of the records management system is also required, and in the process of e-government, the National Archives should act as a pan-government records management control tower.

  • This article delves into community archives based on the archival project of Dongjak-gu Public Library on the search toward sustainability. Dongjak-gu has conducted a local archiving project that involves collecting local records, focusing on the role of local public institutions as representative districts in the local region after the library was established in September 2013. Thus far, we are managing the project and records that are piled at the public library, and as the placement for archiving local records conducted in a local public library does not match its role, the national/city/province system for archiving local records faces a challenge for long-term sustainability. Therefore, we would like to present an idea for sustainability by discussing our concerns and experiences in this paper.
