A study on the Logical Reclassification of Parcel Service Tariffs (택배요금기준의 합리적 재설정에 관한 연구)

  • In Korea, the parcel delivery service was launched officially in 1992, and the market has grown to 13.2 billion units, or 3.5 trillion won, as of 2011. The service companies accept small packages under 30 kg and deliver them on the next day in most domestic areas. This service plays an important role in business and personal activities. The parcel service companies have themselves designed the tariff for the delivery service based on two criteria: weight and the sum of three side lengths. Further, the tariff is graded in steps of three or four rate structures based on size (small, medium, large, and extra-small). However, the basic freight rate is generally decided according to the cargo's weight or measurement size, and an extra rate is added according to some factors (handling, stowability, liability, and so on). The parcel service tariff adopted by the companies is illogically designed, and this study was carried out to assess the need for redesigning the tariff structure. The cargo volume cannot be logically reflected by three side lengths. For example, two parcels measuring 160 cm based on three side lengths may have different volumes, one measuring 0.152 cbm (53.33 cm × 53.33 cm × 53.34 cm) and the other 0.05 cbm (100 cm × 50 cm × 10 cm). A small package of less than120 cm (sum of three side lengths) may have a volume of as much as 0.064 cbm (40 cm × 40 cm × 40 cm). Sample comparison showed that 17% of medium-size parcels (based on the sum of three side lengths) are small-volume packages, 24% of large-size parcels are small- or medium-volume packages, and 40% of extra-big-size parcels are big- or under-size packages. Therefore, if parcel service companies rate their services for volume cargo based on the three side lengths standard, users may have to pay higher than normal rates, particularly because a large percentage of parcels are volume cargo. According to this study, the average weight per 1 cbm is less than 300 kg. Therefore, users face an increasing risk of paying higher than logical freight charges. Generally, transportation companies are called "public interest enterprises," and parcel service companies operate as postal services. Public interest enterprises must provide the delivery service to all customers without discrimination at a reasonable service level and logical service charges. Therefore, parcels service tariffs must be designed and adopted logically. In this study, freight theories and prior research findings were used to consider the importance of freight rates, and distortion of parcel service rates based on the three side lengths system was verified through regression analysis of a parcel sample and sample comparison. In conclusion, volume sizes based on three side lengths have a higher correlation to the rate level than does the sum of three side lengths. Further, compared to the sum of three side lengths, volume size has a higher correlation to cargo weight, which is the most basic factor determining transportation cost. Therefore, the existing parcel service tariff should be changed to weight- and volume-based rates, and the tariff must be graded in steps of 8 to 10 higher rate structures for a logical freight schedule based on service cost.

Reclassification of Winter Barley Cultivation Zones in Korea Based on Recent Evidences in Climate Change (최근의 기후변화를 고려한 가을보리 안전재배지대 구분)

  • Recent warm winters were evaluated for a possible shifting of the northern limit for winter barley cultivation in Korea. Therefore, safe zones for winter barley cultivation were reclassified based on the average and minimum January air temperature in recent years. The results are as follows: By analysis of mean values of January average air temperatures for 30 years (1971-2000), the northern limits for safe cultivation of hulled, naked, and malting barley were Ganghwa - Icheon - Chungju - Chunyang - Goseong, Cheonan - Geumsan - Mungyeong - Andong - Sokcho, and Gwangju - Jangheung - Sancheong - Pohang - Uljin lines, respectively. Meanwhile, based on the January average air temperature of 14 years (1987-2000) with warmer winters, the safe cultivation zone of winter barley shifted northward of the normal (1971-2000). So, the northern limits for hulled, naked, and malting barley were Pocheon - Chuncheon - Wonju - Yangpyeong - Chunyang, Ganghwa - Icheon - Chungju - Uiseong - Goseong, and Gunsan - Suncheon - Jinju - Miryang - Yeongdeok - Uljin lines, respectively. Winter barley cultivars with the strongest tolerance to low temperature can be grown up to the adjacent areas of Taebaek Mountains (that is, Inje, Hongcheon, Jecheon, and Taebaek areas). Based on January mean air temperatures of 10-year return period for 30 years (1971-2000), the northern limits for hulled and naked barley were Boryeong - Namwon - Geochang - Gumi - Goseong and Seocheon - Jeongeup - Hapcheon - Yeongdeok - Sokcho lines, respectively. It ~ppears that malting barley can be cultivated only at southern coastal areas (that is, Busan, Tongyeong, Yeosu, and Wando areas). On the other hand, based on the weather conditions of 14 years (1987-2000) with warmer winters, the northern limits for hulled, naked, and malting barley were Ganghwa - Icheon - Yeongju - Goseong, Seosan - Namwon - Mungyeong - Andong - Sokcho, and Gwangju - Jangheung - Sacheon - Ulsan - Uljin lines, respectively. The northern limit for winter barley cultivars including Olbori with the strongest tolerance to low temperature was the Ganghwa - Wonju - Chungju - Chunyang - Goseong line.

Morphometric Analyses with 15 Subspecies of Striped Field Mouse, Apodemus agrarius Pallas(Mammalia, Rodentia) from Eurasia (유라시아에서 서식하는 등줄쥐, Apodemus agrarius Pallas (포유 강,설치 목),15아종의 형태 형질의 분석)

  • Thirty one morphometric characters of specimens in 15 subspecies of striped field mouse(Apodemus agrarius Pallas) from Eurasia were analyzed to clarify taxonomic status of these subspecies. Five major subgroups in A. agrarius were revealed: I, a largest-size form, specimens from two southern from other six localities in Korea, subspecies coreae and pallescens; III, the other large-size from, specimens from Astrachan in western Russia, subspecies volgensis; IV, a medium-size form, specimens from 16 localities in eastern Asia(North Korea, China, and eastern Russia), subspecies coreae, manchuricus, pallidior, ningpoensis, and insulaemus; V, a small-size form, specimens from 16 localities in western Asia and Europe (Kazakhstan, Russia, Lithuania, and Ukraine), subspecies tianschanicus, ognevi, agrarius, septentrionalis, nikolski, caucasicus, and karelicus. From this morphometric analyses, the followings are concluded: subspecies chejuensis is a larger-size form, as noted by Johnson and Jones(1955): subspecies pallescens is the synonym of subspecies agrarius, as suggested by Koh(1986): subspecies coreae from Korea is a large-size form and is idistinct from other 12 subspecies in Eurasia: the eastern form of subspecies ningpoensis by Corbet(1978) is a medium-size form o subspecies manchuricus, pallidior, ningpoensis, and insulaemus from eastern Asia (China and eastern Russia), and it includea North Korea specimens: a small-size form from western Asia and Europe(subspecies tianschanicus, ognevi, agrarius, septentrionalis, nikolski, caucasicus, and karelicus) is the western form of subspecies agrarius by Corbet(1978); the other large-size form of subspecies volgensis from western Russia is a distinct subspecies, which differs from the western subspecies agrarius. Therefore, it is concluded that 15 subspecies of A. agrarius can be classifed into five subspecies (chejuensis, coreae, ningpoensis, agrarius, and volgensis), although it is necessary to measure and analyze morphometric characters of specimens of other seven subspecies(albostriatus, maculatus, rubens, kahmanni, henrici, gloveri, and harti) for the complete reclassification of this species).

Function and Use Evaluation of 'Classification & Disposal Schedule Management' in the Standard Records Management System (표준 기록관리시스템의 '기준관리' 기능 및 이용 평가)

  • Since central governments began to establish and use the Standard Records Management System(RMS) in 2007, more and more local governments and other public organizations have constructed RMS. RMS is the essential tool for records management in electronic environments, but it is not known how well the functions of RMS reflect standards and practice related records management or how many records managers use RMS in performing their works. This paper deals with analyzing the evaluation of 'classification & disposal schedule management' function in RMS. 'Classification & disposal schedule management' function has 4 subfunctions of review of classification & preservation period, management of the schedule items, assignment of classification scheme and reclassification. Classification and disposal schedule is at the heart of intellectual control of records and core area of records management. So it is important to analyze whether this function plays well a role in RMS or not. This research carried out evaluation of function and use about classification & disposal schedule management in RMS. Functional evaluation is to compare and analyze how well RMS meets the functional requirements which home and foreign standards give. Use evaluation is to investigate how records managers use RMS in accomplishing their task of managing classification & disposal schedule and to look into what is the problem with the use. This paper could get the implications through the survey of records managers who are working at central governments, regional local governments and basic local governments. And these implications are considered in institutional, functional, use and administrative aspect. It is important to communicate with stakeholders so that 'classification & disposal schedule management' function, further, all functions of the RMS in practice of records management could be used smoothly. Users of RMS have to raise demands or call for technical solutions of the problems which come up in use, while RMS developers and administrators must make more of an effort to satisfy their demands, reflect them on the RMS and enhance the system.

A New way of the Measuring of Innovative Growth: Growth Accounting Model vs Schumpeterian Technological Change Model (혁신성장 측정에 관한 연구: 성장회계모형 vs 슘페테리안 기술변화 모형)

  • This paper provides a new method of measuring the degree of technological progress which contributes to real economic growth based on Schumpeter's Trilogy. Using Microdata of Statistics Korea, the results of measuring and comparing the actual growth contribution of technological progress during the period 2003-2018 by the total factor productivity growth rate(growth accounting method), the R&D investment contribution rate, and the Schumpeterian innovation growth rate, respectively are as follows. First, the measurement of the real growth contribution of technological progress by the growth rate of total factor productivity and the growth rate of Schumpeterian innovation shows contradictory results. Second, when the growth rate of production is in a decreasing trend, the difference between the growth rate of production and the growth rate of total factor productivity increases compared to when it is in an increasing trend. Conversely, when there is an increasing trend, the difference between the growth rate of production and the growth rate of total factor productivity becomes smaller compared to when it is in a decreasing trend.. Third, the technological opportunity that affects the innovation growth rate, i.e., the contribution of R&D incentives to innovative growth is only 3.3%. The reason why this result is different from the existing perception of the contribution of technological progress to growth is that different entities are being measured while measuring the same term of technological progress. Therefore, the growth rate of total factor productivity should be used to measure macroeconomic efficiency, R&D investment should be used to measure the effectiveness of new technology supply, and the Schumpeterian innovation rate should be used to measure the economic impact of technological progress. The policy implications of the research results of this thesis are as follows: ① Transition from a policy of one-sided technology supply to a policy of convergence of technology supply and new technology demand support, ② Mission-oriented R&D policy and R&D policy that links national R&D with private R&D, ③ Reclassification of capital goods reflecting the degree of new knowledge.

The Classification arranged from Protectorate period to the early Japanese Colonial rule period : for Official Documents during the period from Kabo Reform to The Great Han Empire - Focusing on Classification Stamp and Warehouse Number Stamp - (통감부~일제 초기 갑오개혁과 대한제국기 공문서의 분류 - 분류도장·창고번호도장을 중심으로 -)

  • As Korea was merged into Japan, the official documents during Kabo Reform and The Great Han Empire time were handed over to the Government-General of Chosun and reclassified from section based to ministry based. However they had been reclassified before many times. The footprints of reclassification can be found in the classification stamps and warehouse number stamps which remained on the cover of official documents from Kabo Reform to The Great Han Empire. They classified the documents by Section in the classification system of Ministry-Department-Section, stamped and numbered them. It is consistent with the official document classification system in The Great Han Empire, which shows the section based classification was maintained. Although they stamped by Section and numbered the documents, there were differences in sub classification system by Section. In the documents of Land Tax Section, many institutions can be found. The documents of the same year can be found in different group and documents of similar characteristics are classified in the same group. Customs Section and Other Tax Section seemed to number their documents according to the year of documents. However the year and the order of 'i-ro-ha(イロハ) song' does not match. From Kabo Reform to The Great Han Empire the documents were grouped by Section. However they did not have classification rules for the sub units of Section. Therefore, it is not clear if the document grouping of classification stamps can be understood as the original order of official document classification system of The Great Han Empire. However, given the grouping method reflects the document classification system, the sub section classification system of the Great Han Empire can be inferred through the grouping method. In this inference, it is understood that the classification system was divided into two such as 'Section - Counterpart Institution' and 'Section - Document Issuance Year'. The Government-General of Chosun took over the official documents of The Great Han Empire, stored them in the warehouse and marked them with Warehouse Number Stamps. Warehouse Number Stamp contained the Institution that grouped those documents and the documents were stored by warehouse. Although most of the documents on the shelves in each warehouse were arranged by classification stamp number, some of them were mixed and the order of shelves and that of documents did not match. Although they arranged the documents on the shelves and gave the symbols in the order of 'i-ro-ha(イロハ) song', these symbols were not given by the order of number. During the storage of the documents by the Government-General of Chosun, the classification system according to the classification stamps was affected. One characteristic that can be found in warehouse number stamps is that the preservation period on each document group lost the meaning. The preservation period id decided according to the historical and administrative value. However, the warehouse number stamps did not distinguish the documents according to the preservation period and put the documents with different preservation period on one shelf. As Japan merged Korea, The Great Han Empire did not consider the official documents of the Great Han Empire as administrative documents that should be disposed some time later. It considered them as materials to review the old which is necessary for the colonial governance. As the meaning of the documents has been changed from general administrative documents to the materials that they would need to govern the colony, they dealt with all the official documents of The Great Han Empire as the same object regardless of preservation period. The Government-General of Chosun destroyed the classification system of the Great Han Empire which was based on Section and the functions in the Section by reclassifying them according to Ministry when they reclassified the official documents during Kobo Reform and the Great Han Empire in order to utilize them to govern the colony.
