Development of an accident estimation model based on accident data can be made after accident occurrences. However, the taking of historical accident data is not easy, and there have been differences between real accident data and police-reported accident data. Also, another difficult shortcoming is that historical traffic accident data better consider driver behavior or intersection characteristics. A new method needs to be developed that can predict accident occurrences for traffic safety improvement in black spots. Traffic conflict decision techniques can acquire and analyze data in time and space, requiring less data collection through investigation. However, there are shortcomings: as existing traffic conflict techniques do not operate automatically, the analyst's opinion could easily affect the study results. Also, existing methods do not consider the severity of traffic conflicts. In this study, the authors presented traffic conflict decision criteria which consider conflict severity, including opposing left turn traffic conflict and cross traffic conflict decision criteria. In order to test these criteria, the authors acquired three signalized intersection images (two intersections in Sungnam city and one intersection in Paju) and analyzed the acquired images using image processing techniques based on individual vehicle tracking technology. Within the analyzed images, level 1 conflicts occurred 343 times over three intersections. Some of these traffic conflicts resulted in level 3 conflict situations. Level 3 traffic conflicts occurred 25 times. From the study results, the authors found that traffic conflict decision techniques can be an alternative to evaluate traffic safety in black spots.

The radar observation system in Japan is operated by two governmental groups: Japan Meteorological Agency (JMA) and the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) of Japan. The JMA radar observation network is comprised of 20 C-band radars (with a wavelength of 5.6 cm), which cover most of the Japan Islands and observe rainfall intensity and distribution. And the MLIT's radar observation system is composed of 26 C-band radars throughout Japan. The observed radar echo from each radar unit is first modified, and then sent to the National Bureau of Synthesis Process within the MLIT. Through several steps for homogenizing observation accuracy, including distance and elevation correction, synthesized rainfall intensity maps for the entire nation of Japan are generated every 5 minutes. The MLIT has recently launched a new radar observation network system designed for flash flood observation and forecasting in small river basins within urban areas. It is called the X-band multi parameter radar network, and is distinguished by its dual polarimetric wave pulses of short length (3cm). Attenuation problems resulting from the short wave length of radar echo are strengthened by polarimetric wavelengths and very dense radar networks. Currently, the network is established within four areas. Each area is observed using 3-4 X-band radars with very fine resolution in spatial (250 m) and temporal (1 minute intervals). This study provides a series of utilization procedures for the new input data into a real-time forecasting system. First of all, the accuracy of the X-band radar observation was determined by comparing its results with the rainfall intensities as observed by ground gauge stations. It was also compared with conventional C-band radar observation. The rainfall information from the new radar network was then provided to a distributed hydrologic model to simulate river discharges. The simulated river discharges were evaluated again using the observed river discharge to estimate the applicability of the new observation network in the context of operations regarding flood forecasting. It was able to determine that the newly equipped X-band polarimetric radar network shows somewhat improved observation accuracy compared to conventional C-band radar observation. However, it has a tendency to underestimate the rainfall, and the accuracy is not always superior to that of the C-band radar. The accuracy evaluation of the X-band radar observation in this study was conducted using only limited rainfall events, and more cases should be examined for developing a broader understanding of the general behavior of the X-band radar and for improving observation accuracy.
This article reviews previous literature on the metaverse and attempts to provide a refined definition for this phenomenon. Metaverse has recently been in the spotlight among discussions by the industry and the media while a consensus on the exact definition of metaverse is yet to be determined. Since Neal Stephenson first coined the term metaverse in his novel "Snow Crash" in 1992, the Acceleration Studies Foundation (ASF) was the first to analyze the concept of metaverse in 2007. While ASF's effort did not receive much spotlight it may have deserved, metaverse gained much attention in the fall of 2020 when NVIDIA announced its real-time simulation and collaboration platform for 3D production named "Omniverse" as a next-generation alternative for the Internet along with Roblox defining its service as metaverse during its IPO. Since then, metaverse has been commonly recognized as a world where we can cross over reality and virtuality. Based on the two axes and four scenarios proposed by the ASF, we review the literature across four realms as follows - virtual reality, mirror world, augmented reality, and lifelogging. Then, we examine the issues with the existing definition of metaverse and propose an alternative explanation by focusing on human behavior and user experience. Finally, we reassess the concept of metaverse and incorporate human communication, reality-based and virtual-based activities, and eXtended reality as elements to properly define metaverse.

In this paper, we propose a prototype system for abnormal sound detection and identification which detects and recognizes the abnormal situations by means of analyzing audio information coming in real time from CCTV cameras under surveillance environment. The proposed system is composed of two layers: The first layer is an one-class support vector machine, i.e., support vector data description (SVDD) that performs rapid detection of abnormal situations and alerts to the manager. The second layer classifies the detected abnormal sound into predefined class such as 'gun', 'scream', 'siren', 'crash', 'bomb' via a sparse representation classifier (SRC) to cope with emergency situations. The proposed system is designed in a hierarchical manner via a mixture of SVDD and SRC, which has desired characteristics as follows: 1) By fast detecting abnormal sound using SVDD trained with only normal sound, it does not perform the unnecessary classification for normal sound. 2) It ensures a reliable system performance via a SRC that has been successfully applied in the field of face recognition. 3) With the intrinsic incremental learning capability of SRC, it can actively adapt itself to the change of a sound database. The experimental results with the qualitative analysis illustrate the efficiency of the proposed method.

In the case of an earthquake, the fluid storage structure generates hydraulic pressure due to the fluctuation of the fluid. At this time, the hydraulic pressure of the fluid changes not only the peaked acceleration of the earthquake but also the sloshing height of the fluid free water surface. Factors influencing this change in load include the shape of the seismic wave, the maximum seismic strength, the size of the fluid storage structure, the width of the structure, and the height of the fluid. In this study, the effect of the ratio between the height of the fluid and the width of the structure was investigated on the fluctuation characteristics of the fluid. 200mm and 140mm of fluid were placed in a water storage tank with a width of 500mm, and a real seismic wave was applied to measure the shape of the fluctuation of the fluid free water surface. The similarity between the experiment and the analysis was verified through the S.P.H(Smoothed Particle Hydrodynamic) technique, one of the numerical analysis techniques. It was confirmed that the free water surface of the fluid showed a similar shape, through comparison of experiment and analysis. And based on this results, SPH technique was applied to analyze the fluctuation shape of the fluid free water surface while varying the ratio between the fluid height and the structure width. An equation to predict the maximum and minimum heights of the fluid free water surface during an earthquake was proposed, and it was confirmed that the error between the maximum and minimum heights of the fluid free water surface predicted by the proposed equation was within a maximum of 3%.
This study is based on Freud's psychoanalysis and intends to deal with the actual psychoanalytic counseling applied to it. In particular, I would like to study the counseling process and counseling techniques. The research results are as follows. The counseling process goes through four stages: initiation, transfer development, training, and transfer resolution as follows after selecting a client and constructing a counseling situation. In the beginning phase, the client listens to important past histories. In the metastasis development stage, it is from the time when metastasis appears. The training phase is the phase in which the client's insight is translated into real life to bring about change. The transfer resolution stage is the period when transfer analysis and interpretation are completed. Counseling techniques include free association, empathy, resistance, transference and countertransference, and interpretation. Free association is a key technique in psychoanalytic therapy and plays an important role in maintaining the analytical framework. Empathy is the ability of the therapist to identify herself with the client and the ability of the therapist to convey the empathic experience to the client itself is a key mechanism for change. Resistance refers to any behavior in which the client does not cooperate with counseling. Transference and countertransference are the main techniques of psychoanalysis. This is because the psychoanalyst induces and resolves the transference of the client during the treatment process. Interpretation refers to the technique of responding verbally in order to understand the needs, meanings, and motives hidden behind the client's thoughts, feelings, and actions. In conclusion, the counseling process of psychoanalytic counseling refers to the purpose of effective counseling by selecting a client and constructing a counseling situation. In addition, the principles of psychoanalysis in counseling techniques are applied to treatment procedures that vary according to the nature of the case, and can be variably applied while treating the same client.

This scientific article is devoted to the study of the legal significance of such a category of legal status of the purchaser of another's thing, as its good faith. The essence of this phenomenon has been studied, it has been established that the criterion of good faith attaches significant importance to the claims of the participants of these relations for the acquisition or preservation of private property rights. The paper emphasizes that, in addition to the importance of good conscience at the time of possession of another's thing, which gives legal certainty the possibility of registration of the title and is part of the actual composition for the acquisition of property or the right of ancient possession, bona fides also characterizes the behavior of the occupier. In this case, good conscience only has some legal consequences when it is opposed to subjective law. Under such conditions, it acquires direct legal significance, including as a condition for the acquisition and protection of rights. Good faith possession of another's property is an internal indicator of the subject's awareness of a certain property status. This sense, the article assesses this status from the standpoint of the scientific concept of the visibility of law. According to this theory, prescription is also considered as a consequence of the appearance of law, however, because it arises and lasts against the will of the parties and despite their awareness of this fact. Therefore, bona fide continuous and open possession of property as one's own, during the acquisition period, was most significantly associated with the appearance of property. Therefore, the concept of good faith, in the sense of personal perception of real values, is closely related to the principle of protection of the appearance of law, as it is aimed at understanding it by third parties. The paper notes certain differences in the application of the theory of the appearance of the right in the acquisition of property by a bona fide purchaser from an unauthorized alienator and the acquisitive prescription. It is emphasized that such a mechanism must be used in presuming the attitude to the thing as its own, by the holder of movable property. But there should be exceptions to the rule, in particular, if the owner has grounds for vindication of the thing.

Recently, cooperative intelligent transport systems (C-ITS) testbeds have been deployed in great numbers, and advanced autonomous driving research using V2X communication technology has been conducted actively worldwide. In particular, the broadcasting services in their beginning days, giving warning messages, basic safety messages, traffic information, etc., gradually developed into advanced network services, such as platooning, remote driving, and sensor sharing, that need to perform real-time. In addition, technologies improving these advanced network services' throughput and latency are being developed on many fronts to support these services. Notably, this research analyzed the network latency requirements of the advanced network services to develop a remote driving service for the droid type low-speed robot based on the 3GPP C-V2X communication technology. Subsequently, this remote driving service's performance was evaluated using system modeling (that included the operator behavior) and simulation. This evaluation showed that a respective core and access network latency of less than 30 ms was required to meet more than 90 % of the remote driving service's performance requirements under the given test conditions.
MOF strengthen the law and institutions for safety management after the capsize accident of passenger ship "Sewol" on April 16, 2014. Nevertheless, about 13 cases of marine accidents such as collisions, contact, and stranding have occurred in coastal passenger ships over the past 5 years. Particularly, according to the judgment of KMST, most of the main causes of passenger ship accidents occurred within harbor areas because of the master's improper ship-handling or inattention. And so, this study analyzed four cases of marine accidents on passenger ships that occurred in the port areas and examined the environmental, institutional, material, and human factors that contributed to the master's improper ship-handling and behavior, and the results are as follows. First, as an environmental factor, the size of the turning basin was not enough. Second, as an institutional factor, the VTS control was not properly supported, the master lacked sufficient training for safe ship-handling in the port area and up-to-date charts were not provided. Third, as a material factor, the digital type speed log capable of the ship's speed in real-time was not installed on the ship's wing bridge. Lastly, as a human factor, the master could not take proper bridge resources and the passage plan was not proper. Therefore, it is suggested in this paper that the size of the turning basin should be adjusted to meet the prescribed standards, the master of passenger ships should receive the ship-handling simulation training among other safety training to ensure safe ship-handling of the master in the port area as improvement measures.

The development of an analysis model that reflects the microstructure characteristics of polyvinyl alcohol (PVA) fiber-reinforced cementitious composites, which have a highly complex microstructure, enables synergy between efficient material design and real experiments. PVA fiber orientations are an important factor that influences the mechanical behavior of PVA fiber-reinforced cementitious composites. Owing to the difficulty in distinguishing the gray level value obtained from micro-CT images of PVA fibers from adjacent phases, fiber segmentation is time-consuming work. In this study, a micro-CT test with a voxel size of 0.65 ㎛3 was performed to investigate the three-dimensional distribution of fibers. To segment the fibers and generate training data, histogram, morphology, and gradient-based phase-segmentation methods were used. A U-net model was proposed to segment fibers from micro-CT images of PVA fiber-reinforced cementitious composites. Data augmentation was applied to increase the accuracy of the training, using a total of 1024 images as training data. The performance of the model was evaluated using accuracy, precision, recall, and F1 score. The trained model achieved a high fiber segmentation performance and efficiency, and the approach can be applied to other specimens as well.
