"Reading Culture Promotion Act" was enacted in 2006. National policies for promoting reading culture such as "Reading Culture Promotion Basic Plan (2014-2018)" were established and are being implemented. However, due to the absence of the system which evaluates the performance of the reading culture promotion policies and programs, it is difficult to systematically implement reading programs. In consideration of this situation, this study purposed to evaluate the reading culture promotion programs. For this purpose, it developed the evaluation tool for reading promotion programs and evaluated it. On the basis of the evaluation results, the study identified the problem of the policies and programs and provided the strategies for improving them. In addition, it proposed the direction of the reading culture promotion policies for expanding the reading culture.

The purpose of this study was to identify ways in which to improve assistance of reading culture promotion for reading disables in Busan Metropolitan City. The research conducted a survey on reading culture promotion works which were conducted through related public institutions, private organizations and facilities for disadvantaged class, including public libraries. This study analyzed the situations in Busan. The Results indicated promotional strategies are needed in reading culture for the handicapped. This study suggest ways in which to improve assistance through analytical research which are models of mutual cooperation for reading culture promotion in Busan.

The purpose of this study is to investigate the current state of reading culture in Gyeongsangnam-do and its infrastructure in order to develop a balanced reading culture in each of the 18 counties of Gyeongsangnam-do, and to come up with plans to promote reading culture in the libraries in the province. To this end, six measures were proposed to revitalize reading culture in Gyeongsangnam-do by reflecting and synthesizing the survey of reading culture infrastructure in Gyeongsangnam-do, the analysis of the reading status of residents of Gyeongsangnam-do, the analysis of the results of the reading culture promotion project in Gyeongsangnam-do Province and the collection of opinions from experts related to the promotion of reading culture in each field. The results of the study are as follows. ① Establishment of Gyeongnam Reading Culture Promotion Governance, ② Establishment of Gyeongnam Reading Culture Promotion Committee and preparation of basis for evaluation roles such as establishment and implementation of reading culture promotion, ③ Creation of specialized collections and preparation of reading culture programs by region, ④ Service between Gyeongnam Representative Library and Gyeongnam Office of Education Systematization of subject and role division, ⑤ Systematization of role division between Gyeongnam representative library and 18 city and county local government libraries, ⑥ Establishment of grounds for reading culture promotion policy of Gyeongnam and 18 city and county local governments, and establishment of cooperation support system based on related laws and regulations.

This study closely analyzed changes in the educational environment and changes in the needs of children's and young people's reading culture programs, which are directly beneficiaries of the promotion of reading culture as they enter the fourth industrial revolution. It also comprehensively evaluated the reading culture promotion project for children and adolescents promoted by the National Children and Youth Library and proposed a reading culture promotion project that meets the needs of the smart era. This study investigated the cases of various domestic and foreign reading culture promotion projects to divulge trends. The authors invited experts from public libraries and school libraries with experience of the reading culture promotion projects and performed Focus Group Interviews (FGI). The authors evaluated individual reading culture program based on the PDCA method (Plan, Do, Check, Act). Based on the data obtained through case studies and expert evaluations, the development plan of reading culture promotion project and the strategy of promoting new projects to be pursued in the National Children and Youth Library were presented. By gathering the results of the research, 'Interactive e-book making platform production / distribution business', 'Game-type reading program production / distribution business', 'Habruta reading culture dissemination project using backward learning method', 'Youth coding branding "Teen-Start -Up"' were proposed as new services.

The purpose of this study is to change the perspective of reading culture promotion and future-oriented through analysis of readers' reading behavior that evolved by changing reading media such as e-books and various media, providing access to reading in 5G-enabled daily life, and communicating in various ways. The task of promoting reading culture was presented as follows. (1) Accurate research on readers and non-readers should be conducted. (2) In addition to accurate recognition of reading media, a multi-faceted model for reading behavior should be prepared. (3) It is necessary to quickly understand the trend of readers' reading behavior. (4) Finally, it is urgent to develop 'reading' related applications in the public domain.

The purpose of this study is to evaluate and analyze the performance of major reading culture promotion projects implemented in Goyang City, in preparation for the establishment of the 2nd Comprehensive Reading Culture Promotion Plan in Goyang City. To achieve this research objective, this study analyzed various literature and statistical data, identified the reading culture environment in Goyang City, and determined whether major projects implemented according to the 1st Comprehensive Reading Culture Promotion Plan established in 2017 were promoted. In addition, a survey was conducted among librarians in Goyang City by constructing a questionnaire to evaluate the promotion performance of actual relevant projects. Then, by aggregating the data on the reading culture environment in Goyang City, the evaluation results of the reading culture promotion projects obtained from the survey among librarians, and the results of the opinions on the reading promotion projects of the reading surveys of Goyang citizens in the previous relevant study, six major policy directions were proposed to be considered in the establishment of the 2nd Comprehensive Reading Culture Promotion Plan in Goyang City.

This study was carried out to survey and analyze the actual state of reading in Goyang citizens, and to utilize it as a base data for Goyang City's 2nd 'Reading Culture Promotion Plan'. To do this, including references related to reading survey and the 2021 National Reading Survey questionnaire survey questions, the questionnaires that reflected characteristics of adult and student respondents constructed. Then, the survey of 960 adults and 540 students in Goyang City conducted and analyzed the results, and several useful suggestions deduced for 'Goyang City Reading Culture Promotion Plan'. First, the category of reading materials have to be expanded from the paper media to the various media. Second, the expandation of collections in libraries and the services that will help actually buy books are necessary. Third, various reading programs should develop, and the opportunities for citizens to participate in reading and club activities through online should also be increased. Fourth, the facilities and service environments for activating reading should ensure that the accessibility of everyday life. Finally, among the existing reading culture promotion projects, the 'smart libraries', 'Inter-library loan services', 'reading and cultural programs management', and 'Goyang Book Pay' projects need to be sustained and expanded. This study is significant in that it has investigated the actual reading situation of real citizens and has converged the opinions necessary for setting the direction of the effective 'Goyang City reading culture promotion plan'.

The purpose of this study is to develop a policy for the use of libraries and the promotion of the reading culture by the characteristics of communities, along with changes in social environment. It, therefore, analyzed the general condition of libraries, infrastructures for libraries and reading culture and the environment including the relevant legal system in Chungcheongnam-do, and examined the actual conditions of inhabitants' (students and general people) use of libraries and reading culture, and librarians. On the basis of the findings, it proposed the policy for the use of 20 libraries and the promotion of the reading culture, by dividing Chungcheongnam-do into six regional settlement areas, discovering policy tasks for the use of libraries and the promotion of the reading culture and collecting suggestions from librarians living in Chungcheongnam-do, to reflect the characteristics of communities in Chungeongnam-do, and therefore, suggest a desirable policy agenda. To pursue the policy proposed, it is necessary to reinforce the role and the status of libraries representing for metropolitan regions and to secure adequate personnel and budgets, in addition to effort made by libraries located at regional settlement areas.

The reading culture promotion for the disabled is a key task of library which minimizes the level of information poverty, and improves the living standards of the people. In order to address the promotional methods, this study adopts a frame from a reading culture promotion policy, and analyzes national and international library services for the disabled. In results, the current library services for the disabled are mainly based on 'building appropriate reading environments' and guaranteeing 'equal reading opportunities'. However, campaigns or tasks targeting the disabled which makes reading a way of life are insufficient. This study, therefore, suggests 'reading education', 'reading therapy', 'user-oriented program development' to make reading a way of life. Library promoting strategies can also be useful in campaign of reading activities for the disabled.

The purpose of this paper is to suggest advanced methods for the promotion of a reading culture for children and young adults. For this purpose, the study investigated and analyzed domestic and overseas reading policies and activities, and collected extensive opinions from public officials, teachers, librarians, activists of reading campaign, parents, children, and young adults. Based on the results, this study proposes the following: to establish the basic policy direction, to build the infrastructure of reading culture environment, to set up the dedicated organization, and to suggest the vision, goal, strategies, and tasks on the promotion of a reading culture for children and young adults.
