A Study on Railway Safety Index for the Safety Management (철도안전관리를 위한 안전지표 선정에 관한 연구)

  • Many railway safety measures reduce railway fatalities into half for last 10 years. But more improvement in railway safety is required to meet the social need after railway fire accident in Daegue. Reasonable railway safety index is needed to find out the weak point and efficiencies of various safety measures. But we still have only 2 kinds of safety index which are set for 10 years ago. In order to derive guideline for setting up safety index, we analyze accident cause, previous studies for railway safety improvement in Korea, and other countries safety plan. As a result some proposal for safety index was driven in this study.

  • In this paper, various hazard factors are reviewed on the train fire accident in railway tunnel and subway. In case studies of systematic risk evaluation on the tunnel fire accident, we have learned the critical fire safety points for accident prevention and damage reduction such as fire-endurance of infrastructure, mortality of heat & toxic smoke, emergency situation control and management of escape requirements etc.. These hazard analysis study will contribute for improving the railway fire-safety and establishing the long-tenn safety management plan.

Risk Assessment for Railway Related Accidents in Korea (한국철도의 위험도 평가방안에 관한 연구)

  • This paper presents the procedures and the results conducted by the proposed one for the risk assessment based on the accident statistics in the Korean railway. Approximately 1200 accident data were used for this study, and risk models were developed to describe the potential hazards. A risk assessment was conducted using the potential problem analysis technique qualitatively. Additionally, this study performed a regional risk assessment. The results of this study showed that the risks for collisions between trains and derailment are relatively low. However, grade crossing and public accident and accidents of workers on tracks take high risks. A large number of accidents is concentrated on the three regions such as Suwon, Chunan, and Chungrangri.

  • Many railway safety measures are carried out after Daegue subway fire accident. Such as replacement of train interior material, fire extinguish and toxic gas evacuation facilities, exercise on emergency response, setting up of national safety management system, and safety technology research. But these safety measures are not considered by system safety due to lack of risk and hazard information. In order to assess fire risk on system level, we proposed hazard events and causes classification for railway fire accident risk analysis.

  • The theory of risk is applied frequently in analysis of railway accidents. The aim of risk analysis is to search potential causes and contribution factors of accidents by checking the total system of construction field. This paper analyze a pattern and a cause of accident occupied in construction field, calculate risk index considering accident frequency and severity, and then provide the relative risk assessment. Based on this, this paper will provide the methodology of qualitative risk assessment guiding to reach a consistency of risk index with risk assessment.

A Study on Analysis between Accidents Caused by Human Errors and Personal Characteristics of Railway Drivers (철도기관사들의 개인적 특성과 인적오류사고 발생에 대한 비교 분석)

  • To verify the effect of driver's personal characteristics of driver on the accident frequency through railway accidents caused by human errors and the relationship with aptitude test. To prove the relevance between the driver's personal characteristics and human error accidents. Accident data from 2010 to 2011 was analyzed which collected from a train crew department in K national corporation, and 31 drivers gave an personal interview from Sep. 2011 to Nov. 2011 who had controlled a train alone and caused an accident. Compared between driver's personal characteristics and accident rate, and accident induction possibility surveyed from normal person and disqualified in aptitude tests. Accidents was occurred with the age 40s (27%) and 50s (25%), and with the experience between 15 years and 20 years (38%) and over 20 years (30%). Because more aged, more experienced, it can be seen in the correlation between driver's age and accidents induction caused by human errors like illusion. First of all it must be checked whether working conditions and environmental factors are human error-prone. Most accidents occur when received civil complaints or manager at the riding. Therefore accidents can be prevented when investigated through subsequent surveys how often human error happens, even though no accident, and safety device installed based on the error frequency.

  • It is necessary to develop the requirement management system that could trace hazards and manage safety requirements for risk control of railway accident as low as reasonably practicable. In this paper, the requirement management system for control of railway accident risk is introduced. The requirement management system is containing the railway system configuration and safety activity related with identified hazards. The system shall be used to derive safety requirements for risk controland support the traceability of hazards on railway's operation & management. In the future, the system will be applied in the areas such as risk assessment and management, performing safety assurance and revising national regulations etc. for continuous safety improvement in the railway.

  • Rail human factors research has grown rapidly in both quantity and quality of output over the past few years. Human factors, also, still plays a significant part in many railway accidents. In this paper we review categorized performance shaping factors of human errors associated with railway accidents within and out of the country. This paper deals with the selection of the important performance shaping factors under accident management situations in railway for use in the assessment of human errors. The purpose of this study is to classify which human error would be selected for accident analysis. Therefore, the classification of human errors suggested in this study may be useful to enhance the Korean railway system safety.

  • Whenever the accidents occur in the railway areas, their prompt recovery is very important. The individual way has been used to resolve these accidents by direct visiting the site and reporting to others who cares for these cases. As a result, we are planning to operate the MTS (Moving picture Transmission System) for a timely information's transmission to the related peoples in the central control center by transforming the picture information on the accident-site to the digital information. The proposed system is not a transmission system using exclusive lines, but utilizing the existing railway computer network. We construct a network server device so that a dispatcher can easily connect with the server through the railway intranet. In some railway environments such as disturbed field situations and geographical condition(in tunnels and bridges, etc) building up the wired network is difficult. Solving this problem, we reviewed the wireless network. Finally we proposed the mixed wireless network that is able to cover the wired network. We then installed and tested the wired network and wireless network respectively in wayside of a railway field. Through the testing, we identified many detailed matters for some network construction approaches to the control room and many field device-connecting schemes. This research will contribute to minimize the number of staff dispatched to a disturbed field, decrease the accident recovery time and improve the quality of service to the passenger.
