Recently, the deterioration of water quality in Wonju stream has been reported due to the increase in diverse pollution sources along with community development and urbanization. Various types of attempts with a huge budget were made for better water quality so far, but its effectiveness is still doubted. In order to establish site-oriented measures for water quality improvement, the topographic and hydrologic factors were evaluated based on site inspection and survey. As the major streams merged into the Wonju stream, the Hwa and Heungyang streams were found to have higher pollution loads and contributions compared to other streams due to the scattered livestock farms and industries, and vulnerable land use. Notably, the discharge water from the Wonju Public Sewage Treatment Plant had the highest level of pollution load, impacting on the water quality of Wonju Stream. According to the SWAT model as water quality measures, the improvement effect of water quality in this treatment plant can be reached to the reductions in BOD 11.06%, T-N 23.56%, T-P 10.60% when the proper managements applied, whereas the improvement of water quality would be 3.89%, 1.23%, and 3.32% for BOD, T-N, T-P, respectively, for the industries. The reduction of the livestock industry was generally very high as a pollution source, but it was not much higher at the end of Wonju Stream than other measures. These results recommended that the water q uality improvement measures should be designated for each upper-middle-lower section in Wonju stream.
The water quality in the rural areas is degrading due to a variety of causes such as the increase of the urban sewage and industrial wastes, the disposal of solid wastes, the growth of livestock waste, the growth of leisure facilities, the establishment of agricultural industry estates and etc. The water pollutants are scarce while the effluent is increasing from wide scattered sources. The technology specifically designed for the rural wastes water treatment plant needs to be implemented with improvement of agricultural water quality. 1. An integrated management measures against water pollution sources. The prevention of water pollution is the best measures in the environmental pollution. Hence, the most effective measures needs to be against the sources. Small-scale water treatment plants needs to be constructed in each village in the rural areas. As for the industrial effluent, the effluent discharge needs to be strictly monitored. Government subsidy for the establishment of treatment plant for livestock wastes is necessary. 2. The establishment of national-wide network for agricultural water quality. The network for agricultural water quality have been operated to conserve the agricultural water quality, and to develop management policies by the assessment of water pollution in the rural areas. The results of agricultural water quality network indicates that the water quality is degrading not only around urban areas but also in the distant rural areas, and the water quality at the pumping stations and weirs is worse than that of reservoirs. 3. The legal, systematic, and technical approaches for the agricultural water quality management. The actions currently implemented for the improvement of agricultural water quality involve temporary measures such as the improvement of irrigation facilities. These contingency measures are not effective in the long-term, and sometimes bring secondary pollution. Therefore, integrated measures covering the whole water environment such as the flow, quality, river morphology, aquatic ecosystem, and the surrounding environment, need be invented and implemented. Besides, the legal, systematic, and technical frameworks for the management are not fully established so far. The technology for the treatment of rural water pollution should be refined afterwards, and the research for the development of rural waste water treatment plant should be carried out.
Purpose: Nowadays, the risk assessment system is widely used in many industrial and public areas to reduce the possible risks. The system is used to determine the priorities of the government quality assurance works in Defense Agency for Technology and Quality. However, as the risk assessment system is used for other purposes, there are some items that need improvement, and in this study, we propose improvement plans by benchmarking the risk assessment systems of other institutions. Methods: In this paper, first, the procedures of risk assessment system used in many industrial sites were reviewed, and how each institution specialized and applied the system. Afterwards, by benchmarking various risk assessment systems, an improvement plan on how to operate the risk assessment system in the case of government quality assurance for centrally procured military supplies was presented, and practical application cases were presented to prove the usefulness of the improvement plan. Results: The proposed risk assessment system differs from the existing system in five major aspects. First, inputs, outputs, and key performance indicators were specified from the systematic point of view. Second, risk analysis was analyzed in four dimensions: probability of occurrence, impact, detection difficulty. Third, risk mitigation measures were classified, control, transfer, and sharing. Fourth, the risk mitigation measures were realized through document verification, product verification, process verification, and quality system evaluation. Finally, risk mitigation measures were implemented and the effectiveness of the risk mitigation measures was evaluated through effectiveness evaluation. Conclusions: In order for the risk assessment procedure proposed in this study to be applied to actual work, it is necessary to obtain the consent of the person involved in the work due to the increased time for risk identification and preparation of the government quality assurance log, and a change in the information system that performs the actual work is required. Therefore, the authors of this study plan to actively perform internal seminar presentations and work improvement suggestions to apply these research outputs to actual work.

The measures for water quality improvement have been planned to introduce for several reservoirs which were badly polluted among the sites included in the Network of Agricultural Water Quality Survey (NAWQS). Considering conditions of circumstances around reservoirs, self-purification systems such as natural ecosystem, oxidation ponds with plants, grassed waterways, weirs, and manmade plant-islands are taking into account enhancing to trap nutrients in waters running off from agricultural lands. The Pollutant Run off Ratios were analysed to predict the effects of water quality improvement for self-purification systems. The cost of water quality improvement was evaluated. The correlation equation between cost and irrigation area showing high correlation coefficient was derived.

In this study, we measured and analyzed electrical noise signals present in devices and systems operated in industrial facilities. Based on the analytic findings, we studied the most effective improvement measures for eliminating such noise signals. Leakage current and ground current generate data interferences in communication systems, and therefore we measured leakage current and ground current. We also measured and analyzed electrical noises in power systems to predict noise pathways and interference routes. Furthermore, we proposed the most effective and reliable improvement measures for blocking off various noise signals and safely eliminating them by improving the internal wiring of the facilities and grounding systems. As a final step, we conducted the proposed improvement measures and confirmed that they helped to improve the operations of the device sand systems in service by re-measuring electrical noise signals and comparing them with those measured before the proposed improvement measures were implemented.

The purpose of this research is to develop the design/control method that can be used for the improvement of harbour tranquility and water quality of fishing ports. For this end, firstly, the hydraulic environmental characteristics of fishing ports in the coastal waters of the Korean Peninsula are analysed and discussed combined with disasters of facilities and vessels in the ports. Secondly the problems of water quality control is pointed out considered with the improvement measures of harbour tranquility such as the methods of lengthen of main breakwaters and construction of wave absorbing structures. Finally, the control characteristics of composite functions of water quality and tranquility of fishing port are discussed and the improved control method si proposed using the experimental results for the various measures. The proposed measure is proved to be a applicable method to improve these two main functions on the design of fishing port.
Water quality improvement projects are being implemented without predicting the effect of water quality improvement on Lake Sapgyo. As the method of selecting the target stream for the effective conduct of water quality improvement projects the method of rating the streams were studied. To build a stream grading method, 60 major streams in the Lake Sapgyo system were monitored. The selection method of rivers subject to priority management for water quality improvement was applied to the stream grading method using the Analytic Hierarchy Process (AHP). The analysis of importance by site by stream grading method revealed the following: water quality (36.0%), flow (26.1%), travel load (13.4%), TMDL density (12.0%), TMDL (8.9%), and area (3.7%). The pollution level of the river was scored by using the stream grading method, and the ranking of 51 streams was calculated. Based on this, the group was classified into six grades (A-F). Among the groups, the F and E groups were selected as the priority management streams. Cheonan-Cheon (Cheonan City) was selected as the first stream to establish water quality improvement measures in the Lake Sapgyo system, and Seowoo-Cheon (Dangjin City) was selected as the second site, and Oncheon-Cheon (Asan City) was selected as the third site. Each local government is expected to improve the water quality improvement effect with limited resources when establishing and implementing water quality improvement measures for the streams (F group, E group) to be managed in this study.
The concept of cost of quality has become important economic measures of quality issues for several decades. Most of the research to date has focused on the problem and solution under static business conditions. However, some researchers have found that prevention cost of COQ is one of the expenses of investment and the payback will be shown by the improvement of product quality. These approaches have considered cost of quality issues based on a time factor. It means that there is a tradeoff between prevention/appraisal costs and failure costs. Based on a capital budgeting approach, this research reviews the economics of quality improvement activities and proposes the decision criteria to justify quality improvement activities.

The goal of this study is to present efficient measures to improve the quality of medical education through using a developed and applied continuous quality improvement (CQI) model suitable for medical education. To achieve this purpose, we developed a theoretical CQI model through a review of the literature according to the design-based research method. Through repetitive productive cyclical processes and professional reviews, we finally deduced an appropriate CQI model for medical education. The most important results of this study are as follows: First, the CQI model for medical education is defined as a quality management system with a cyclical course of planning, implementation, evaluation, and improvement of medical education. Second, the CQI model for medical education is composed of quality management activities of educational design, work, and evaluation. In addition, each activity has the implementation strategies of planning, doing, checking, and improving based on the PDCA model (Plan-Do-Check-Act model). Third, the CQI model for medical school education is composed of committees related to medical education doing improvement activities, as well as planning, implementing and evaluating it with CQI. As a result, we can improve teaching by using the CQI model for medical education. It is more meaningful because this gives us organized and practical measures of quality management and improvement in medical education as well as in the educational process.

Several fine particle-related policies in Northeast United States were investigated in support of the execution of special measures to improve air quality of Seoul Metropolitan Area (SMA). The definition of particulate matter (PM) in the Clean Air Act (CAA), components and procedures of Regional Haze Rule (RHR), and Air Quality Management (AQM) were reviewed. Several State Implementation Plans (SIPs) were also reviewed as the way to attain required air quality under the Clean Air Act. $PM_{2.5}$ attainment SIP of Maryland, 8-hr Ozone attainment SIP of New Jersey, and Regional Haze Rule attainment SIP of MANE-VU were analyzed in detail as case studies. We realized that "Special Measures for Air Quality Improvement in the Seoul Metropolitan Area" has many similarities with its US counterparts in terms of purpose, components, procedures, and implementation methods. US policies, however, have more advanced features, such as standardized procedures and methods, transparent guidelines, and stable relationship among federal/state/local governments and stakeholders, which would be helpful to improve air quality in SMA.
