Companies struggle to make their best products with high quality and service at a competitive price in global markets. However, customer needs and requirements keep changing with a variety of situations. Companies that face the changes can not stay the same and make an effort to adapt themselves to new circumstances. They would probably review the overall management system that is currently implementing to improve management efficiency. Among other things, quality might be considered to be a crucial element if they are manufacturing industries to be sustained in global markets. KSA (Korean Standards Association) is a government-affiliated organization under the Ministry of Trade, Infrastructure, and Energy. It is a Korean standards provider for quality and service industry. KSA confers national commendations for organizations, quality circles, artisans, QCEC (Quality Competitive Excellent Company), and the most honorable KNQA (Korean National Quality Award) every year. KSA established KNQA on the basis of Malcom Baldrige National Quality Award, Deming Prize, and European Quality Award. Research on quality awards shows that there are many similarities in the framework. Although KSA summarizes two factors for 13 evaluation indicators in the quality competitive excellent model of QCEC, the categorization is ambiguous to explain them according to earlier studies. We performed a deep analysis of foreign quality awards and background for KNQA and QCEC. We conducted a content analysis of KNQA and QCEC and matched evaluation items that were closely related. We proposed a quality competitiveness model with three factors, Technology, System, and Tools, summarizing 13 evaluation indicators in QCEC. Based on audit data for six years from 2012 to 2017 we carried out a confirmatory factor analysis for the proposed model by examining the model validity and fitness.

본 논문에서는 수질 오염 평가 시스템 개발 과정의 첫 단계로 기존의 수질 오염 측정에 이용해 왔던 평가 기준과 각 기준에 대한 평가 항목을 가지고, 퍼지 적분을 이용하여 평가하는 새로운 시스템을 구현하고자 한다. 수질 오염의 종합 평가는 BOD, COD, SS, T-N, T-P와 같은 속성에 관한 평가치를 종합하여 얻어진다. 이 과정에서 개개의 속성이 서로 독립적인 관계를 유지하는 경우 종합 평가치가 각각의 부분 평가치의 선형 결합의 형태로 표현 될 수 있다. 이에 각 결합 형태에 대한 퍼지 측도를 정의하고, 이에 퍼지 적분을 적용하여 보다 안정된 수질오염 평가 시스템을 구현하였다.

An extensive literature review has been made in this paper to build the evaluation hierarchy structure for the certification of electronic commerce services. In building the evaluation hierarchy structure, major candidate evaluation factors are selected by bench marking the various certification practices, including the Malcolm Baldrige award, ISO9000, and BSC(balanced scorecard) techniques. This paper deployed principal component analysis and factor analysis techniques to develop a statistically solid and systematic evaluation model. The final evaluation model, as presented in this paper as a model for the certification of electronic commerce services, produces a numeric score on the 100% scale, which can be served as a metric for the certification decision. The AHP technique was used in converting the various qualitative and quantitative evaluation values into a single measure for the certification decision.

This paper proposes a sound quality index to evaluate the vehicle interior noise. The index was developed using a correlation analysis of an objective measurement and a subjective evaluation data. First, the objective set of measurements was obtained at two specified driving conditions. One is from a wide-open test condition and the other is from a constant-speed test condition. At the same time, subjective evaluation was carried out using a score of ten scale where 17 test engineers participated in the experiment. The correlation analysis between the psycho-acoustic parameters derived from the objective measurement and the subjective evaluation was performed. The most critical factors at both test conditions were determined, and the corresponding equations for the sound quality were obtained from the multiple factor regression method. Finally, a comparative work between previous index and present index was performed to validate the effectiveness of the proposed index.

The purpose of this study is to investigate the perception of quality property of hospital information system, the quality level, and its effects. The participants were 730 employees who are using hospital information system in hospitals. In order to analyze the relationship, the quality property regulates the consideration of user's taste and the state of user's favor for the design of hospital information system, and the quality level regulates user's convenience and properness. The main results from this study can be summarized as follows, First, the perception of quality property for hospital information system showed few significance level between occupation, but revealed significance level between position. The evaluation of quality level showed significance level depending on the occupation and position. Second, quality property which generally affects to the quality level of the hospital information system were different between types of occupation and quality factor.

Purpose: The purposes of this study were to identify the factors influencing service quality in nursing homes, and to develop an evaluation instrument for service quality. Methods: A three-phase process was employed for the study. 1) The important factors to evaluate the service quality in nursing homes were identified through a literature review, panel discussion and focus group interview, 2) the evaluation instrument was developed, and 3) validity and reliability of the study instrument were tested by factor analysis, Pearson correlation coefficient, Cronbach's ${\alpha}$ and Cohen's Kappa. Results: Factor analysis showed that the factors influencing service quality in nursing homes were healthcare, diet/assistance, therapy, environment and staff. To improve objectivity of the instrument, quantitative as well as qualitative evaluation approaches were adopted. The study instrument was developed with 30 items and showed acceptable construct validity. The criterion-related validity was a Pearson correlation coefficient of .85 in 151 care facilities. The internal consistency was Cronbach's ${\alpha}$=.95. Conclusion: The instrument has acceptable validity and a high degree of reliability. Staff in nursing homes can continuously improve and manage their services using the results of the evaluation instrument.

ICT 기술의 발전으로 인해 IPTV, 인터넷 전화 등 다양한 서비스가 인터넷 기반으로 제공되고, 이러한 서비스가 다수의 사업자 망을 통해 전달되고 있다. 본 연구는 이러한 네트워크 환경에서 서비스의 품질에 가장 많은 영향을 미치고 이용자의 주관적 품질 판단에 결정적인 역할을 하는 종단간 인터넷 서비스 품질 평가에 관해 국제 표준을 기반으로 국내 실정에 적합한 평가 방안을 제시한다. 이 결과, 시간지연, 지연변이, 패킷 손실률이 품질 평가 지표로 선정되었으며 인터넷 서비스 제공자들 간에 정보 공유를 최소화하면서 이를 예측할 수 있는 방안을 전통적인 통계방법을 사용하여 제시한다.

The purpose of this study was to investigate the value evaluation of foodstuff of 448 college students residing in the urban area. As a result of analyzing the value of each foodstuff, two to four factors were drawn from each foodstuff. The factors were classified into the social-conceptual factor, the preparatory factor, the quality factor, the economic factor, the subjective factor, and the complex factor. It was learned that the social-conceptual factor was dominant over the majority of college students in the evaluation of value of foodstuffs. There was a difference in the factor of the value evaluation for each foodstuff according to sex and the main growth region among the college students. A significant difference was found between the sexes regarding the preparatory factor and the economic factor. Also, in accordance with the main growth region, there was great difference in the social-conceptual factor(except for the Korean rice cake).

Since human listening is very sensitive to sound, a subjective index of a sound quality is required. Therefore, in the analysis for each situation, the sound evaluation is composed with sound quality factor. Many researchers spends their effort to make a more reliable and more accurate of sound in term of sound quality index for various system noise. In this study a reliable index is constructed and analyzed using correlation analysis, regression analysis and weighting factor for each sound quality factor. We have made the sound quality index that agrees with more than human subjective sensitivity which apply to various sound quality metrics. Also we applied a 'grade' metric to jury for sound evaluation, analyzed relation between sound duality index and sound quality grade. Then we will judge the sound quality level according to the sound quality grade scheme.

본 연구는 이용자 중심의 도서관장애인서비스 품질요인을 실증적으로 고찰하고자 하였다. 품질요인의 실증적인 고찰을 위해 기존 도서관서비스의 품질 측정도구와 장애인서비스 기준 및 지침을 분석하여 총 9개의 품질요인을 도출하였으며, 이 요인을 활용하여 설문조사와 사례의 질적 평가가 이루어졌다. 조사 결과, 공공도서관 장애인서비스에서 가장 핵심적이며, 또한 상대적으로 취약한 품질요인은 시설, 장서, 직원 등 기본적인 도서관 자원의 영역으로 나타났다. 또한 도서관장애인서비스 우수사례를 분석한 결과 독서문화프로그램과 정보서비스 품질요인에 강조를 두고 있음이 조사되었다.
