Ensuring the Quality of Higher Education in Ukraine

  • The National Agency for Quality Assurance in Higher Education plays a crucial role in education in Ukraine, as an independent entity creates and ensures quality standards of higher education, which allow to properly implement the educational policy of the state, develop the economy and society as a whole. The purpose of the article: to reveal the crucial role of the National Agency for Quality Assurance in Higher Education to create quality management of higher education institutions, to show its mechanism as an independent entity that creates and ensures quality standards of higher education. and society as a whole. The mission of the National Agency for Quality Assurance in Higher Education is to become a catalyst for positive changes in higher education and the formation of a culture of its quality. The strategic goals of the National Agency are implemented in three main areas: the quality of educational services, recognition of the quality of scientific results, ensuring the systemic impact of the National Agency. The National Agency for Quality Assurance in Higher Education exercises various powers, which can be divided into: regulatory, analytical, accreditation, control, communication. The effectiveness of the work of the National Agency for Quality Assurance in Higher Education for 2020 has been proved. The results of a survey conducted by 183 higher education institutions of Ukraine conducted by the National Agency for Quality Assurance in Higher Education are shown. Emphasis was placed on the development of "Recommendations of the National Agency for Quality Assurance in Higher Education regarding the introduction of an internal quality assurance system." The international activity and international recognition of the National Agency for Quality Assurance in Higher Education are shown.

Analysis of Strategies for Quality Assurance in Online Education: The Implications of the Role of an Instructional Design Team to Support Faculty

  • This study investigates faculty support for quality assurance in online education, and offers suggestions for its improvement based on feedback from Instructional Design (ID) staff working at a public university in the U.S. Qualitative research using semi-structured interviews was conducted with seven ID staff in order to examine their perceptions regarding faculty support related to quality assurance in online education. The results of the data analysis indicate that four types of faculty support-quality assurance reviews using Quality Matter (QM) standards, templates, individual consultations with ongoing support, and monitoring-were offered for faculty. Faculty support for quality assurance in online education could be improved by developing specific quality assurance standards, recruiting external experts, examining learning effects, developing a quality assurance management system, and sharing documents among ID staff. This study highlights the necessity of quality assurance in online education and provides cases of faculty support in a real higher education setting.

  • The United Kingdom is known for the quality of its qualifications. There is a strict quality system with reputable bodies responsible for ensuring that high quality standards are met. In order for new qualifications to be accredited, they must meet all the requirements set out in the regulations for the quality and informatization of Education. The crucial role of the Agency for Quality Assurance of Higher Education (QAA) in the UK for creating high-quality management of higher education institutions is revealed, the influence of informatization tools on its effective mechanism as an independent entity is shown, and positive experience for the educational sector is highlighted. While the universities themselves are responsible for reviewing educational programs at the subject level, the QAA review focuses on verifying internal quality assurance, as well as systems and improvement strategies. The QAA uses a peer review process in which teams mostly consist of academic staff from other institutions to assess the quality of the institution's education. In Scotland, the team also includes an international reviewer. The student is also a member of the Scottish teams. In the UK, attention is paid to providing a cohort of experienced reviewers who can conduct high-quality monitoring and help with advice on improving education. All reviewers must complete training and have permission to participate in the review of educational programs. There are selected committees that are members of the QAA council, each of which is headed by a member of the Council or an independent person approved by the Council. Attention is drawn to the main areas of the QAA's work in the framework of environmental, social and corporate governance.

A Comparison of Quality Assurance Systems in International Students' Education: Australia, Canada, the Netherlands's Cases (외국인 유학생 교육기관 인증제 국제 비교 연구)

  • The purpose of this case study is to examine and compare the basic characteristics of quality assurance systems of the 3 leading countries in international higher education: Australia, Canada, and the Netherlands. The comparative analysis of the three cases demonstrates that, taking a more commercial stance on the international education service market, quality assurance systems of the 3 countries aim at facilitating effective promotion of student recruitment and enhancing their national brand image as advanced knowledge society. Consequently, rules and regulations of their systems are concerned primarily with strengthening institutional capacities to educate international students effectively, and, ultimately, improving their learning experiences in the host countries. Compared to these foreign cases, the newly-adopted quality assurance system in Korea places too much emphasis on internationalization process itself, thereby neglecting evaluation of educational capabilities of higher education institutions. Further implications for improvement of the Korean International Education Quality Assurance System(IEQAS) are discussed.

  • Quality assurance is a central issue concerning higher education and distance education. The purposes of this study are to analyze cases of quality assurance system in overseas open university and to draw implications which help establish quality assurance system in domestic distance education institution. UKOU and UT are mega-university with more than 100.000 enrolled students. They have centralized quality assurance system and quality assurance department that is responsible for building and installing quality assurance for effective quality control. In addition, They have quality improvement culture that seeks continuous improvement. Members of the University share awareness of the importance of quality assurance and evaluate and monitor their work. Because results for quality assurance of education is not tangible, quality assurance system is carefully planned over a long period of time as is necessary to proceed in integration.

  • Achievement of objectives of education and training is one of significant factors influencing quality of life. Higher education institutions use different work, teaching methods and tools; however they are inadequate in many cases. Today higher education institutions have problems concerning sustention and rise of certain level of education by giving the job for graduates, using of new technologies that help to present, manage, evaluate and control knowledge. The main objectives of quality management system (QMS) at higher education institutions are as follow: to assure continuous improvement of education quality; to demonstrate performance results and relevant facts to the interested parties (customers of college or university, social partners, administrative institutions) showing the abilities of education institution to prepare high qualification specialists that fully correspond to changing requirements of labour market. The QMS at education institutions should be designed as continuous process, considering that the quality of final product is the result achieved in primary processes. The process shall involve all interested parties. Parameters and indicators of education quality can help to analyze the efficiency and effectiveness of existing QMS. The results of quality audits should be also taken into account when designing and implementing QMS at organization. Literature review showed that for the assurance of education quality three different approaches prevail: total quality management (TQM); requirements of quality awards and assessment models; and QMS corresponding to the requirements of ISO 9001 standard. The case study of QMS design and implementation at Vilnius Law and Business College is presented in the paper. The peculiarities, difficulties and obstacles of QMS implementation in the higher educations institutions are analysed in more detail in this article.

  • It is one of the most important factors Seafarers Education Quality Assurance and management in Higher Maritime Education Institution. The educational process and result of Higher Maritime Educational Institution. The educational process and result of Higher Maritime Educational Institution should be evaluated according to the 1995 Amendments to the International Convention on Standards of Training Certification and Watchkddping for Seafares(STCW) 1978. Actuall above-mentioned evaluation is deemed to make foundation in order to enhance the efficiency of shipboard education by surveying the satisfaction of shipboard training for Marine Engineering part cadets by the group. In this paper we carried out the questionnaire survey to study stisfactory value and the reason of dissatisfaction of 89 cadets being trained on board the Training Ship in Maritime College of Korea Maritime University The results were calculated by frequency and percentage; the significance of difference among Department groups like Marine Engineering Maritime polic and Ship Operating Systems Engineering Engineering was analysed by $x^2$ inspection.

The Effect of Educational Service Quality on Educational Satisfaction and Job Availability: Focused on Foodservice related Contract Department Students (교육서비스품질이 교육만족도와 직무유용성에 미치는 영향: 외식조리 관련 계약학과 학생을 중심으로)

  • The purpose of this study is to investigate the effect of educational service quality on educational satisfaction and job usability. The results of the analysis are as follows. First, based on the theoretical background, factor analysis and reliability analysis were conducted. Five factors of tangibility, responsibility, reactivity, assurance, and empathy were found in the educational service quality. In addition, it was confirmed that there was no problem as a single factor in educational satisfaction and job availability, and these factors showed high reliability and validity. Second, in the relationship between educational service quality and educational satisfaction, all five factors which education service quality factors were found to affect educational satisfaction. The higher the factor of educational service quality, the students will be able to increase their satisfaction with education, which was a degree of satisfaction with the education of contract department. Third, in the effects of educational service quality factors on job availability, tangibility, responsibility, reactivity, and assurance have no effect and empathy affects job availability. In this study, although the factors of education service quality is high except empathy, it is not possible to increase the job availability that leads to successful business results. Fourth, job availability affects educational satisfaction. Therefore, the higher the level of job availability, educational satisfaction will also increase. The following are implications of this study. First, high-quality lectures, hands-on training, and educational programs are needed and values that students pursue must continuously increase. Second, there is a need for measures to improve job availability such as the formation of curriculum related to jobs and the demand for the training courses of restaurants.

  • The growth in services has focused issues of service quality both for commercial enterprises and across a range of public services and government institutions. The education sector, in particular, has undergone radical change to meet the needs of its varied constituents. This paper examines key issues in internal service, customer satisfaction, service quality, relational commitment as they apply in one particular education sector. The purpose of this study is to analyze effect of internal service on customer satisfaction, educational service quality. First, In the dimension of internal service, many factors affect internal customer's evaluation for overall satisfaction. They are categorized as five factors; tangibles, reliability, responsiveness, assurance, empathy. The results of this study supported the proposed conceptual framework overall. Therefore, we identified that internal service quality is the antecedent of an internal customer satisfaction, and the consequent variables of an internal customer satisfaction are educational service quality, external customer satisfaction. The major findings of this study are summarized as follows. First, some factors(tangibles, reliability, responsiveness, assurance, empathy) affected positively internal customer satisfaction. Second, external service quality affected positively educational service quality, external satisfaction. In other words, the more internal customers have experienced internal service, the higher internal service quality deliver educational service quality.
