아동상담사의 양성과 국가자격검정제도 안을 위한 기초연구 (A Preliminary Study for Training Child Counselors and Integrating Such Training into the National Qualification System in Korea)

  • The aim of this study was to explore the current status, and public policy issues related to child counselors, with a special focus on training programs and integrating such training into the national qualification system in Korea. The number of children manifesting various social and emotional developmental problems have increased recently. Thus, there is a clear and growing need for suitably qualified specialists to help them and their parents. Child counselors (CCs) are qualified specialists in child counseling and therapy. However, there are no national qualifications or training systems for CCs in Korea. Therefore, in this study, we proposed a Korean national qualification and training system of CCs by comparing the Korean Youth counselor's qualification, training and in-service training system, and with those of both Germany and the USA. In addition, this study suggested the inclusion of a practicum component and a suitable in-service training system for Korean CCs.

  • 본 연구의 목적은 산업체 수요에 부합하고 외부 환경변화와 트렌드에 기민하게 대응하는 기업 맞춤형 자격 제도를 통해 직업훈련 활성화 방안을 마련하는 것이다. 이를 위해 직업능력개발사업의 현황 및 한계, 국내 자격제도 현황 및 한계, 직업능력개발 관련 정부 정책, 기업 인사담당자 FGI, 중소기업 인사담당자 설문, 전문가 자문 등을 통해 교육훈련 결과 인증 기반의 자격 체계 수립, 수요자인 기업 중심으로 자격체계를 전략으로 설정하여 지역 기업 기반의 맞춤형 자격운영 체계로 BRIDGE 3.0 모델을 제시하였다.

  • The history of Korea Qualification system began after the Korea War. The Qualification was recognized to it's value with economic growth until the 2000. But the value of qualifications has to be re-evaluated under the current global environments. Almost Previous research has not to work for the value of qualifications all of Korea. So, This study presents a evaluation structure frame to work and some evaluation factors for the qualification value. In addition, the methodology proposed to obtain results using the AHP weights based on the evaluation methodology and questionnaire. The analysis results are used as a basis for selecting the future policy direction of the national qualification.

태양광열 시스템의 신뢰성 평가에 관한 연구 (A Study on the Reliability Assesment of Solar Photovoltaic and Thermal Collector System)

  • Photovoltaic and Thermal collector (PV/T) systems are renewable energy devices that can produce electricity and heat energy simultaneously using solar panels and heat exchangers. Since PV/T systems are exposed to the outdoors, their reliability is affected by various environmental factors. This paper presents a reliability test for a PV/T system and evaluates the test results. The reliability assessment entails performance, environment, safety, and life tests. The factor that had the greatest influence on the life of the system was the hydraulic pressure applied to the heat exchanger. A test was conducted by repeatedly applying pressure to the PV/T system, and a reliability analysis was conducted based on the test results. As a result, the shape parameter (β) value of 5.6658 and the B10life 308,577 cycles at the lower 95% confidence interval were obtained.

  • Avionics is a compound word of aviation and electronics that began to be used in the late 1930s. In the components or sub-systems installed to the aircraft, avionics is something that works by electronic technology. In the past, the aircraft mate, the flight engineer, and the radar operators performed the work on board the aircraft but the modern aircraft have replaced these tasks with avionics. the aircraft mechanics who maintain and manage such complex aircraft must have expertise and technics with the development of avionics to maintain aircraft airworthiness. This paper is about the introduction of domestic avionics qualification system and the development of avionics maintenance technology. For this, the SWOT analysis is performed by identifying the internal and external environment. And recommend the strategy and direction of domestic avionics qualification and education system.

스코틀랜드와 호주의 NCS기반 직무능력평가자(Competency Assessor) 자격제도에 관한 비교 연구 (Comparative Study on Qualification System of Competency Assessor in Australia and Scotland)

  • 이 연구는 호주와 스코틀랜드의 NCS기반 직무능력평가자의 양성제도를 비교 분석하고 시사점을 파악하는 데 목적이 있다. 이를 위하여 직무능력평가의 특징과 평가자의 역할을 살펴보고, 호주와 스코틀랜드의 직무능력평가자 자격과정 및 질관리시스템을 분석하였다. 또한 각국의 특징을 비교하고 시사점을 제시하였다. 호주와 스코틀랜드는 공통적으로 직무능력평가자 자격과정을 국가직무능력표준에 기반한 교육훈련과정을 통해 개발 시행하고 있다. 해당 교육훈련과정의 질 관리를 위해 해당 교육훈련과정을 운영할 수 있는 교육훈련기관 및 과정에 대한 사전평가인증을 실시한다. 또한 자격과정을 운영하는 교육훈련기관에서는 자격증을 소지한 전문평가자를 확보하고, 평가자의 계속경력개발 활동을 지원하고 있다. 우리나라는 국가직무능력표준에 기반한 교육훈련과정을 도입 운영하고 있으며, 직무능력평가자 자격제도의 도입을 검토하고 있다. 이러한 상황에서 호주와 스코틀랜드의 평가자 자격제도는 향후 우리나라에 직무능력평가자 자격제도의 설계 및 운영은 물론 국가직무능력표준 기반 교육훈련과정의 질 관리 및 성과 제고에 기여할 수 있는 유용한 정보 및 시사점을 제공한다.

  • 일반적으로 우주인증은 높은 수준의 스크리닝을 수행하여 소자, 재료 및 제작공정, 부품, 서브시스템 또는 시스템 설계에 대한 마진을 확인한다. 기존의 미국 군, 미 항공우주국(NASA) 그리고 유럽우주기구(ESA) 시험표준서의 우주인증은 보수적 요구조건에 기인해 일정과 비용 측면에서 과도한 경우가 많다. 따라서 국내위성 개발을 위해 독자적인 비용 및 일정 최적화된 우주인증지침서가 필요하다. 본 논문에서는 이러한 우주인증 가이드라인 개발을 위한 기초 연구로서 해외 군 및 우주기구 시험표준서의 우주인증 항목을 비교 분석하였다. 이를 통해 테일러링(tailoring)된 독자적 우주인증 가이드라인을 구축하기 위한 데이터베이스로 사용하고자 한다.

  • Environmental qualification is required for safety related electrical equipment under harsh environments located in nuclear power plants according to 10 CFR 50.49 and RG 1.89. As analog technology has recently been replaced by digital technology, NRC established RG 1.209 as a regulatory guideline for environmental qualification of safety related computer-based I&C system located in mild environments, requiring evaluation for electromagnetic compatibility, smoke exposure and type test for actual service conditions such as temperature and humidity. In this paper, the trend of environmental qualification for digital equipment is analyzed by comparing the environmental qualification requirements between digital and analog equipment.

FMEA를 이용한 국가기술자격의 발전방향 (The Development of the National Technical Qualification using FMEA)

  • Although the national technical qualification scheme has a historical background for thirty-five years, it hasn't any study of an obvious cause analysis, effective counterplan and analysis relation to its historical changes. This paper analyses the internal and external factors of technical qualification policy of the Human resources development service of Korea using PEST and SWOT and surveys the influence on its environment and the variation cause of the ratio of successful applicants to the qualification scheme. This paper also suggests systematically the direction for development of the technical qualification scheme using FMEA. Thus, this study assists to construct rapidly a correspondence system to the environment change simultaneously to determine decision making to the marketing policy.

의료의 질 개선 전문가의 자격 시스템에 대한 현황 (The review of qualifying systems of quality improvement specialists in healthcare)

  • Objectives: The purpose of this study is to provide comprehensive information of qualification systems of developed countries needed to establish our national system for QI(Quality improvement) specialists. Methods: All articles related to any applicable domestic or foreign countries' laws, operational status, and detailed programs for professional qualification system of QI were reviewed. Result: In the United States, a non-profit organization, Healthcare Quality Certification Commission (HQCC) has set the policies, procedures and standards in the field of health care quality. And qualification system of CPHQ (certified professional in healthcare quality) has been operated in order to authenticate the qualifications in the field of quality management. IBQH(international Board for quality in healthcare), a qualification system of experts in the United Kingdom, was designed to assist the qualification of professionals to improve the quality of healthcare. In addition, Health Research Center of Feinberg School of Medicine in Northwestern University has been operating Master's and doctoral degree programs in the field of the quality of care and patient safety and IHI (institute for healthcare improvement) open school was operating a professional training course related to the quality of care and patient safety. Conclusion: Quantity and complexity of information of the quality of care and patient safety have been increased. For reform of the health care system, a special training course of the expertise and leadership are needed. So far, there is no national professional certification courses in our nation. Therefore essential job skill should be acquired individually. For systematic and effective quality improvement activities, the educational and certification system with professional development model are needed.
