A Study on the Product Qualification Criteria through Monte-Carlo Simulation and Association Rule Analysis (군수품 조달을 위한 물품적격심사기준의 조달특성 및 심사분야 배점의 적절성에 관한 연구)

  • The purpose of this study is to analyze the adequacy of product qualification criteria through Monte-Carlo simulation and association rule analysis. We first surveyed the similar procurement systems, then we simulated the bid situation that randomly generated several vendors participated in a bid, and they obtained the score according to the product qualification criteria's judgement area. Then, the company with the highest score will win the bid, and further analysis was performed in terms of performance indicator and satisfaction ratio. The results of this study can be summarized as follows; Although the items related to the credibility accounted for the largest number items, it did not affect the actual bid results. It was analyzed that it is desirable to increase the allocation points in the area of business status and technical capability review than the current one.

Comparative Analysis of Evaluation and Recognition for Refugees' Qualification in Netherlands and Norway (네덜란드와 노르웨이의 난민 학위·자격 평가인정제도 비교 분석)

  • Since the Syrian Civil War in 2011, the number of refugees has been on the rise in Korea as well as worldwide. In addition to recognition of legal status for refugees, employment and education support, and qualification recognition are emerging as social issues. In this context, this study aims to compare the cases of Netherlands and Norway in terms of evaluation and recognition of refugees' qualifications. The findings of the study show that although there were concerns about the lack of official documents to verify the qualifications of refugees, the two countries have developed a special process for the evaluation and recognition for refugees respectively according to the Lisbon Recognition Convention. In addition, both countries have developed a recognition of prior learning system which has made the qualification recognition process flexible from a point of refugees. These experiences could be used as benchmarks for the Korean government which has a responsibility to develop its own qualification recognition system for refugees in the near future.

  • UAM (Urban Air Mobility) is a new safe, secure, and more sustainable air transportation system for passengers and cargo in urban environments. Commercial operations of UAM are expected to start in 2025. Since production rates of UAM are expected to be closer to cars than conventional aircraft, the airworthiness methodology for UAM must be prepared for mass production. Composite materials are expected to be mainly used for UAM structures to reduce weight. In this paper, the composite material qualification method was derived and the materials were applied for small aircraft application. It is expected to reduce the airworthiness certification time by applying composite material qualification system and its database.

  • The vibration qualification test of satellite antenna is required to verify that there will be no structural damage due to the severe vibration caused by the launch of satellite. For the qualification test, reasonable test load condition needs to be introduced by dynamic analysis. The present work has been performed to provide an understanding how the qualification test load can be evaluated by the results of both normal mode and sine vibration analyses with notching technique for a composite Ka-band antenna structure.

  • The purpose of this study is to classify defects of the residential building by analyzing the defect specified by prequalification of residential building reconstruction and to suggest the solution of the problem which can be arisen during each stage of plan, construction and maintenance. By sorting the main defects which is specified by pre-qualification of residential building reconstruction for three years from August 2006 to August 2009 into 4 catagories and analyzing the cause of the defects, we draw the way of maintenance to prevent the defects and make pleasant residential environment. The reason for the frequent defects from residential building is mainly deterioration. It occured on the finishing more than on the structure, which means that residents can find defects easier on the finishing than the structure and clear the demand for repair. The result of analyzing of pre-qualification of residential building reconstruction is that the defects mostly caused small, masonry constructed and lower apartment. The apartment which is not into legal right for maintenance naturally have more defects than the others. In conclusion, it is necessary to establish a law of obligation duty of the maintenance of small apartment.

Seismic Qualification Analysis of a Vertical-Axis Wind Turbine (소형 수직축 풍력발전기의 내진검증 해석)

  • The static and dynamic structural integrity qualification was performed through the seismic analysis of a small-size Savonius-type vertical wind turbine at dead weight plus wind load and seismic loads. The ANSYS finite element program was used to develop the FEM model of the wind turbine and to accomplish static, modal, and dynamic frequency response analyses. The stress of the wind turbine structure for each wind load and dead weight was calculated and combined by taking the square root of the sum of the squares (SRSS) to obtain static stresses. Seismic response spectrum analysis was also carried out in the horizontal (X and Y) and vertical (Z) directions to determine the response stress distribution for the required response spectrum (RRS) at safe-shutdown earthquake with a 5% damping (SSE-5%) condition. The stress resulting from the seismic analysis in each of the three directions was combined with the SRSS to yield dynamic stresses. These static and dynamic stresses were summed by using the same SRSS. Finally, this total stress was compared with the allowable stress design, which was calculated based on the requirements of the KBC 2009, KS C IEC 61400-1, and KS C IEC 61400-2 codes.

  • In this paper, we present the advanced QCELP codebook search improving the qualification of speech, which can make QCELP vocoder used in noise robust system. While conventional QCELP usually searches stochastic codebook once, we can find that two times search is the most suitable for improving the quality of speech after we did 2-5 times search. Consequently, the advanced QCELP vocoder represents excitation signal in detail using two times precise quantization and so improve the qualification of speech. In our experiment, we use the speeches collected from circumstance (such as lecture room, house, street, laboratory etc.) without regarding noise as input dat and measure the speech Qualification using SNR, segSNR. As the result of the experiment, we find that the advanced QCELP makes SNR and segSNR improved by 38.35% and 65.51% respectively compared with conventional QCELP.

  • In this paper, we describe the development of a finite-element model for seismic qualification. This paper presents finite-element analysis model of the electronic enclosure to be used at Arkansas nuclear power plant, USA. The verified model predicts natural frequencies within 5% error for all major modes below 50 Hz. The finite element lumped mass approach and the finite element stiffness approach using the COSMOSM finite element code is applied for static, eigenvalue, and dynamic analyses of the mathematical model of this system. The FEM model indicates that the stress levels corresponding to the specified loading conditions are below the allowable stress levels that have been specified in the AISC Code. The findings conclude that the electronic enclosure will withstand the seismic levels stated in the reference documents.

  • The Second Shutdown Drive Mechanism (SSDM) provides an alternate and independent means of reactor shutdown. The Second Shutdown Rods (SSRs) of SSDMs are poised at the top of the core by the hydraulic force driven from a hydraulic system during normal operation. The rods drop by gravity when a trip is commended by a Reactor Protection System, Alternate Protection System, Automatic Seismic Trip System or operator by means of power off solenoid valves of hydraulic system. This paper describes the test results of seismic qualification of a prototype SSDM hydraulic system to demonstrate that its structural integrity and operability (functionality) are maintained during and after seismic excitations, that is, an adequacy of the SSDM design. From the results, this paper shows that the SSDM hydraulic system satisfies all its design requirements without any malfunctions during and after seismic excitations.

  • According as information-oriented society is propelled, development of various information security systems is achieved, and introduction of information security system is increasing for service offer securing from nation and public institution. In particular, government information system is increasing interest about security assessment service of government information system because verification about security is weighed first of all. Accordingly, study about various security assessment services is preceded in domestic and overseas. In this paper, analyze security assessment service of Britain and Canada, and we proposed about pre-qualification introduction plan of government information system that can offer user of nation and public institution reliability.
