The purpose of this paper is to improve efficiency in the construction and operation of a total management system for the national technical qualification through the design and development of a real-time data sharing system which is connected with the management system of external consignment. The current a total management system for the national technical qualification precesses the work depend on information and results which pass over by external IT company. But this method of processing has some unstable elements with regards to information reprocessing, functional supplement, system stability, etc. The proposed system's technological concepts have been tested through a basic simulation pilot program. The pilot program will be expanded to include the local Chamber of Commerce and Industry because the stability of the system was proved through its application to the real-time national technical qualification examination of KCCI(Korea Chamber of Commerce and Industry). The real-time data sharing system has shown great efficiency in terms of system management, and has solved problems of developmental period for information reprocessing and functional supplement. The real-time data sharing system has been given good evaluations with regard to the convenience of their use and the management system for operators and supervisors.

The requirements of being archivists and records managers were revised in 2011 and expanded in the scope of their education levels such as having master's or higher degrees in archives and records management, or completion of one year program of archives and records management after having B. A. degree in archival science, history or library and information science with passing of exams recruiting the experts in the field. However, archivists are not much recognized as professionals since there is no definite regulation for being experts in the field. Accordingly, this study aims to put forth the development of their qualification by comparing qualification factors of developed countries for archivists and records managers. Three factors of professional qualification for archivists and records managers are suggested as follows: certification of a standardized curriculum of archival studies, a proposed certification system for the archivists and recognition of working experience and specified duties to the archivists' qualifications as a way to acknowledge career-based expertise.

There's a controversy about an invasion of privacy which includes a leakage of private information and linking of user's behavior on internet. Although many solutions for this problem are proposed, we think anonymous authentication, authorization, and payment mechanism is the best solution for this problem. In this paper, we propose an effective anonymity-based method that achieves not only authentication but also authorization. Our proposed method uses anonymous qualification certificate and group signature method as an underlying primitive, and combines anonymous authentication and qualification information. An eligible user is legitimately issued a group member key pair through key issuing process and issued some qualification certificates anonymously, and then, he can take the safe and convenience web service which supplies anonymous authentication and authorization. The qualification certificate can be expanded according to application environment and it can be used as payment token.

After the integration of early childhood education and child care, young children school's teacher qualification conversion training for in-service teachers is necessary. In this study, the subjects and operation modules of teacher qualification training were examined. As a result of the study, it was found that kindergarten teachers without child care teacher qualifications needed 4 subjects and 12 credits, and teachers with only child care teacher qualifications needed 14 subjects and 30 credits. As qualification training institutions, the Department of Early Childhood Education at a 4-year University, the Department of Early Childhood Education at a junior College, and the Korea National Open University were proposed. In the case of kindergarten teachers who do not have a child care teacher, it was found that they could change their qualifications through job training.

In the fields of reliability application, the most commonly used test methods for reliability qualification are zero failure tests since they require fewer test samples and less test time compared to other test methods that guarantee the same reliability with a given confidence level. An economic zero failure test plan is developed that minimizes the total cost related to perform a life test to guarantee a specified reliability of a product with a given confidence level and a numerical example is provided to illustrate the use of the proposed test method.

Safety-related equipments of Nuclear Power Plants(NPP) have to perform environmental qualification test in accordance with IEEE-323 standards. However, non-metallic materials replace new one regularly instead of the test because they are considered as consumable parts. In this study, the seven kinds of non-metallic materials are selected and their activation energy was experimentally evaluated with uncertainty analysis by using thermogravimetric analyzer(TGA). In order to obtain activation energy of non-metallic materials, mass difference, temperature raising rate and conversion rate on the specimen are analyzed. It is postulated that the three experiment conditions are important to get a reliable activation energy. This postulate was experimentally confirmed using Arrhenius equation and Flynn-Wall-Ozawa analysis.

The education examination and qualification systems around the world are now changing rapidly and unifying as one system. The Korean national system should be harmonious with this international tendency, in order to overcome the high degree of international economic competition. In this article, the current state of the international and national systems are critically compared and discussed with the intention of proposing improvements to the Korean national system. The Korean Welding Society has revamped its system so that its certificates might be recognized by the welding institutions in foreign countries such as the European Welding Federation (EWF) and still be recognized by the Korean Government. Their desire to join the system of International Institute of Welding (IIW).

The equipment qualification test was accomplished before application to power generating stations because troubles in applying to real system could be prevented trough the test. That is, if a system was judged to be suitable in the equipment qualification test, the system was expected to be operated stable to the designed life.

As the expension of metropolis and increasing of housing site, GIL(Gas Insulated Line) comes to the fore as an alternative to overhead transmission line avoided by local resident. The certification and experimental test for the GIL is now in progress in under ground test lab, Go-chang. For the test, we propose a method of PQ(pre-qualification) test which is essential for development and field application in this paper. The test following this method take about 200 days or 300 days under the circumstances.

Application contents verifications and operations are essential for using a secure smart phone environment. In the existing smartphone environment, application verification was performed only in the application company and users has direct management application. However these application verification and management practices have been caused by a variety of security vulnerabilities. Therefore, we will analyze the security vulnerabilities in the existing methods and then we propose an application contents management of smart phone using pre-qualification method.
