주파수 필터대역기술을 활용한 한반도의 근거리 및 원거리 지진 분류 최적화 (Optimization of Classification of Local, Regional, and Teleseismic Earthquakes in Korean Peninsula Using Filter Bank)

  • 지진조기경보는 빠르게 도달하는 P파를 감지하고 이보다 느리게 전파되는 S파가 도달하기 전 알림을 주는 기술이다. 초기에 도달한 P파의 진폭과 우세주기를 통해 신속하게 규모와 진원을 추정하고 이를 기준으로 경보 혹은 속보를 전송하기에 P파의 분석은 신속한 지진정보에 생산에 중요한 요소이다. 하지만, 국외에서 발생한 큰 규모의 지진이 국내 관측망에서는 P파의 진폭이 크게 감쇠되어 관측되며, 이는 초기 분석단계에서 실제 규모보다 작은 국내 발생 지진으로 오분석 될 수 있다. 오분석의 결과가 그대로 수요자(국민)에게 오경보(false alarm)로 발송될 경우 지진조기경보서비스의 신뢰도를 저하 시킬 수 있으며, 신속대응이 필요한 사회 인프라시설 및 산업시설에는 경제적 손실을 야기할 수 있다. 따라서 이러한 오분석을 최대한 줄이기 위한 기술개발이 필요한 실정이다. 본 연구에서는 주파수-이격거리에 따른 감쇠특성을 이용한 필터뱅크(Filter Bank)를 사용하여 국내외 지진에 대한 분류 가능성을 검토하였다. 이를 위해 기상청 지진관측소에 기록된 2 < ML ≦ 3의 국내지진 463개, 44개(3 < ML ≦ 4), 4개(4 < ML ≦ 5), 3개(ML > 5)와 국외지진 89개를 사용하여 각 주파수영역에 따른 최대 Pv값을 산정하고 이를 분석하였다. 분석결과, 기본 설정 값보다 3번(6-12Hz)과 6번(0.75-1.5Hz) 밴드를 사용할 때 국내외 지진을 정확하게 분류할 수 있는 것으로 나타났다.

3차원 GIS 정합 및 투영에 기반한 사용자 친화적 레이더 자료 표출 기법 (High-Precision and 3D GIS Matching and Projection Based User-Friendly Radar Display Technique)

  • 최근, 기상레이더는 돌발적 기상재해들을 예방하고, 기상관측의 공익을 위해 널리 이용되고 있으며 이에 따라 사용자 관점의 레이더 표출 시스템의 필요성이 대두되고 있다. 본 논문은 레이더 관측 자료들을 멀티미디어 콘텐츠로서 재생산하는 방법과 생성된 자료를 이용해 매쉬업 서비스에 적용하는 방법을 제안하였다. 이와 함께 주요 기상현상이 발생중인 지역의 정확한 위치를 추적하기 위한 정밀 GIS 정합기술을 제안하였다. 본 연구에서 제시하는 방법을 통해 기상 레이더로부터 관측된 다양한 레이더 변수들을 재가공함으로써 2차원의 영상 및 벡터 그래픽 자료, 또는 3차원 볼륨 자료 등을 생성할 수 있다. 생성된 멀티미디어 형태의 레이더 자료들은 다양한 래스터 또는 벡터정밀 GIS 맵과 정합된다. 다양한 강수 시나리오에 대한 실험 결과, 제안한 방법에 의한 표출 시스템은 사용자로 하여금 정확한 레이더 차폐영역 분석, 강수이동경로 파악, 강수량 추정에 따른 홍수위험도 분석 등을 쉽고 직관적으로 이해시킬 수 있음을 확인하였다. 제안하는 정밀한 GIS 정합을 통해 재난 관리자가 레이더 관측자료를 명확히 해석하고 이를 통해 보다 효과적인 기상재해 예보가 가능할 것으로 기대한다.

딥러닝 알고리즘을 활용한 천식 환자 발생 예측에 대한 연구 (A Study on Asthmatic Occurrence Using Deep Learning Algorithm)

  • 최근 산업화 및 인구과밀화로 인해 대기오염에 대한 문제가 세계적 관심사로 대두되고 있다. 대기 오염은 인간의 건강에 다양한 악영향을 초래할 수 있는데, 그 중 본 연구에서 관심을 둔 천식과 같은 호흡계 질환은 직접적 영향을 받을 수 있다. 기존의 연구에서는 임상 데이터를 활용하여 상대적으로 적은 표본을 기반으로 천식과 같은 질환에 대기 오염 인자가 어떠한 영향을 미치는지를 파악하였다. 이는 수집 표본 별 일관성이 없는 결과를 초래할 소지가 다분하며, 의료계 종사자 이외에는 연구의 시도가 어렵다는 점에서 큰 한계를 가지고 있다. 본 연구에서는 정부에서 공개하는 대기 환경 데이터와 천식 발병 빈도 수에 대한 데이터를 기반으로, 실제 천식 발병 빈도를 예측하는 것에 연구의 주안점을 두었다. 본 연구는 시차를 적용한 피어슨 상관계수를 통해 각 대기오염 인자가 천식 발병에 어느 정도의 시차를 가지고 유의한 영향을 주는지를 검증하였다. 검증결과를 기반으로 구축된 학습데이터는 딥러닝 알고리즘에 활용되며, 천식 발병 빈도의 예측에 최적화 된 모델을 설계하였다. 모델의 평균 대비 오차율은 약 11.86%로 타 머신러닝 기반의 알고리즘 대비 우수한 성능을 나타냄을 확인하였다. 제안한 모델은 국가 보험 체계 및 보건 예산 관리에서의 효율화 및 병원에서의 의료 인력 배치 및 수급에의 효율성 또한 제공할 수 있다. 또한 만성 천식 질환자에 대한 대기 환경별 발병 위험에 대한 조기 경보를 통해 국민 건강 증진에 기여할 수 있다.

우주개발동향과 주요 이슈 (Trend of Space Development and Issue)

  • October 4, 1957 the Soviet Sputnik 1 was launched into space the first time in the history of mankind. After launching, the realm of humankind was expanded to space. Today all countries of the world wage a fierce competition in order to utilize space for various purposes. World powers of space such as United States, Russia, China, and Japan, put reconnaissance satellites and ocean surveillance satellites into orbit, being able to easily see equipment and troops movement on earth. Each country makes efforts to occupy space assets through the militarization of space and expand national interests. Recently private companies or individuals involved in commercial space activities are becoming more prevalent. Thus, in addition to space activities for military purposes, commercial space activities become widespread. Individuals and private companies as well as nations are also involved in space activities. Outer space is not the monopoly of space powers such as the United States and Russia. The whole human race can benefit from free access to space, being the common heritage of mankind. In particular, outer space becomes an indispensable element of military activities and human life. Many countries are now entering space development, putting a lot of budget into new development programs. Republic of Korea also built the Narodo Space Center, starting its space development with budget and manpower. We have to find out ways to use space not only for military purposes but also for commercial space activities that can contribute to the national economy. In addition, through the joint efforts of the international community, we have to make efforts for preservation and peaceful use of space. Various issues relating to space activities and research should be studies in order to contribute to the progress of humanity. Those issues include the definition of outer space, space debris reduction and environmental conservation issues, non-bind measure cooperation - European International Code of Conduct, space law and national legislation related empowerment issues, arms control measures in space, and restrictions on the use of nuclear fuel. We also need to be involved in the discussion of those issues as one of responsible space countries. In addition, we try to find out regional cooperation schemes such as the ESA in the Europe actively. Currently in the Northeast Asia, cooperation bodies led by Japan and China respectively, are operated in the confrontational way. To avoid such confrontation, a new cooperative body needs to be established for cooperation on space exploration and information. The system to allow the exchange of satellite information for early warning of natural disasters needs to be built as well. In addition, efforts to enhance the effectiveness of the relevant international treaties on space, and fill in the blanks in international space laws should be made at the same time. To this end, we have to do a leading role in the establishment of standards such as non-binding measures (resolution) - Code of Conduct, being discussed in the UN and other organizations, and compliance with those standards. Courses in aerospace should be requires in law schools and educational institutes, and professional manpower need to be nurtured. In addition, the space-related technology and policy needs to be jointly studied among the private, public, and military groups, and the cross exchange among them should be encouraged.

일본의 재난방송 관련 법규와 NHK에 관한 연구 (A Study on Japanese Disaster Relevant Regulations and NHK)

  • 지난 4월4일 고성 산불로 사망자 2명과 부상자 1명, 가옥 500여 채, 삼림 1757ha가 불에 탔다. 강원 산불에 이어 영덕지진 등에서 늑장대응을 보여준 재난방송시스템에는 많은 국민들에게 실망감을 안겨주었다. 재난방송 주관방송사인 KBS는 물론, MBC, SBS의 경우도 재난방송시스템에 관련 된 측면에서 본다면 아직 이웃나라 인 일본에 비해서는 매우 열악한 형편이다. 그럼에도 불구하고 점점 대형화, 다발화 하는 재난발생에 대응하기 위해서는 국가적인 차원에서도 특단의 조치가 필요하다. 미국의 경우는 차세대 재난정보 전달체계인 IPAWS(Integrated Public Alert and Warning System)를 개발해 지상파뿐만 아니라, 케이블TV, SNS 등 다양한 매체를 통해 재난정보를 신속하게 전달하고 있다. 일본도 이와 유사한 재난경보전달시스템인 J-Alert를 개발해 2020년까지는 '재난 약자 제로(Zero)시대'를 목표로 구현하고 있다. 우리나라는 지난 아현동 KT 화재사건에서도 경험했듯이 통신이 먹통이 되는 통신블랙아웃도 경험했다. 따라서 대형재난발생 시는 신속한 재난경보전달시스템이 재난피해를 줄일 수 있는 가장 중요한 생명줄이 될 수 있다. 미국이나 일본의 경우는 재난방송전달시스템을 관련법령으로 제도화 하고 있다. 특히, 일본에는 재난에 관한 모법이라고 할 수 있는 (1)"재해대책기본법"이 있는데, 이는 재해로부터 국토, 국민의 생명과 재산을 보호하기 위한 기본법으로 규정되어 있다. 그 밖에도 (2)방송법 (3)대규모지진대책특별 조치법 (4)국민보호법 (5)소방조직법 (6)수해방지법 등으로 규정하고 있다. 과거 일본도 우리나라와 같이 대형 산불이 잦았으나 요즘은 소형 산불만 발생하는 추세다. 이는 NHK가 보유한 700여 대의 로봇카메라와 전 국토를 샅샅이 감시하는 CCTV 덕택이다. 또한, NHK 보도국의 '기상 재해센터'는 재난에 대비해 40여 명의 전문 인력이 24시간 대응체제를 갖추고 있다. 나아가 NHK는 전국 12개의 거점지역에 헬리콥터 15대를 배치하여 신속하게 취재하고 있다. 이 뿐만 아니라, 46개의 지역방송국을 7개의 거점방송국으로 분할하여, 거점방송국마다 40여명의 카메라맨을 상주시켜 언제든지 재난을 취재할 수 있도록 하고 있다. 세계 각국에서 사용하고 있는 방송 주파수는 공공재(公共材)다. 국제전기통신연합(ITU : International Telecommunication Union)으로부터 주파수를 할당받아 사용하고 있기 때문에 주파수에 관한 사용 권한은 각국의 국민 모두에게 있다. 그러나 효과적인 주파수 활용을 전제로 정부가 일정한 자격을 갖춘 방송사업자에게 일시적으로 주파수 사용권을 위임하고 있다. 따라서 일본 정부도 국가적인 위기나 대형 재난발생으로 국민들의 생명과 재산이 위협받고 있을 때에는 공공재인 주파수를 즉시 재난방송으로 사용할 수 있도록 <재해대책기본법 제6조>와 방송법 제108조에 규정하고 있다.

우리나라 농촌(農村)의 모자보건(母子保健)의 문제점(問題點)과 개선방안(改善方案) (Problems in the field of maternal and child health care and its improvement in rural Korea)

  • Introduction Recently, changes in the patterns and concepts of maternity care, in both developing and developed countries have been accelerating. An outstanding development in this field is the number of deliveries taking place in hospitals or maternity centers. In Korea, however, more than 90% of deliveries are carried out at home with the help of untrained relatives or even without helpers. It is estimated that less than 10% of deliveries are assisted by professional persons such as a physician or a midwife. Taking into account the shortage of professional person i11 rural Korea, it is difficult to expect widespread prenatal, postnatal, and delivery care by professional persons in the near future, It is unrealistic, therefore, to expect rapid development of MCH care by professional persons in rural Korea due to economic and sociological reasons. Given these conditions. it is reasonable that an educated village women could used as a "maternity aid", serving simple and technically easy roles in the MCH field, if we could give such a women incentive to do so. The midwife and physician are assigned difficult problems in the MCH field which could not be solved by the village worker. However, with the application of the village worker system, we could expect to improve maternal and child hoalth through the replacement of untrained relatives as birth attendants with educated and trained maternity aides. We hope that this system will be a way of improving MCH care, which is only one part of the general health services offered at the local health centre level. Problems of MCH in rural Korea The field of MCH is not only the weakest point in the medical field in our country hut it has also dropped behind other developing countries. Regarding the knowledge about pregnancy and delivery, a large proportion of our respondents reported having only a little knowledge, while 29% reported that they had "sufficient" knowledge. The average number of pregnancies among women residing in rural areas was 4.3 while the rate of women with 5 or more pregnancies among general women and women who terminated childbearing were 43 and 80% respectively. The rate of unwanted pregnancy among general women was 19.7%. The total rate for complications during pregnancy was 15.4%, toxemia being the major complication. The rate of pregnant women with chronic disease was 7%. Regarding the interval of pregnancy, the rates of pregnancy within 12 months and within 36 months after last delivery were 9 and 49% respectively. Induced abortion has been increasing in rural areas, being as high as 30-50% in some locations. The maternal death rate was shown 10 times higher than in developed countries (35/10,000 live births). Prenatal care Most women had no consultation with a physician during the prenatal period. Of those women who did have prenatal care, the majority (63%) received such care only 1 or 2 times throughout the entire period of pregnancy. Also, in 80% of these women the first visit Game after 4 months of gestation. Delivery conditions This field is lagging behind other public health problems in our country. Namely, more than 95% of the women deliveried their baby at home, and delivery attendance by a professional person occurred only 11% of the time. Attendance rate by laymen was 78% while those receiving no care at all was 16%. For instruments used to cut the umbilical corn, sterilized scissors were used by 19%, non-sterilized scissors by 63% and 16% used sickles. Regarding delivery sheets, the rate of use of clean sheets was only 10%, unclean sheets, vinyl and papers 72%, and without sheets, 18%. The main reason for not using a hospital as a place of delivery was that the women felt they did not need it as they had previously experience easy deliveries outside hospitals. Difficult delivery composed about 5% of the total. Child health The main food for infants (95%) was breast milk. Regarding weaning time, the rates within one year, up to one and half, two, three and more than three years were 28,43,60,81 and 91% respectively, and even after the next pregnancy still continued lactation. The vaccination of children is the only service for child health in rural Korea. As shown in the Table, the rates of all kinds of vaccination were very low and insufficient. Infant death rate was 42 per 1,000 live births. Most of the deaths were caused by preventable diseases. Death of infants within the neonatal period was 83% meaning that deaths from communicable diseases decreased remarkably after that time. Infant deaths which occurred without medical care was 52%. Methods of improvement in the MCH field 1. Through the activities of village health workers (VHW) to detect pregnant women by home visiting and. after registration. visiting once a month to observe any abnormalities in pregnant women. If they find warning signs of abnormalities. they refer them to the public health nurse or midwife. Sterilized delivery kits were distributed to the expected mother 2 weeks prior to expected date of delivery by the VHW. If a delivery was expected to be difficult, then the VHW took the mother to a physician or call a physician to help after birth, the VHW visits the mother and baby to confirm health and to recommend the baby be given proper vaccination. 2. Through the midwife or public health nurse (aid nurse) Examination of pregnant women who are referred by the VHW to confirm abnormalities and to treat them. If the midwife or aid nurse could not solve the problems, they refer the pregnant women to the OB-GY specialist. The midwife and PHN will attend in the cases of normal deliveries and they help in the birth. The PHN will conduct vaccination for all infants and children under 5, years old. 3. The Physician will help only in those cases referred to him by the PHN or VHW. However, the physician should examine all pregnant women at least three times during their pregnancy. First, the physician will identify the pregnancy and conduct general physical examination to confirm any chronic disease that might disturb the continuity of the pregnancy. Second, if the pregnant woman shows any abnormalities the physician must examine and treat. Third, at 9 or 10 months of gestation (after sitting of the baby) the physician should examine the position of the fetus and measure the pelvis to recommend institutional delivery of those who are expected to have a difficult delivery. And of course. the medical care of both the mother and the infants are responsible of the physician. Overall, large areas of the field of MCH would be served by the VHW, PHN, or midwife so the physician is needed only as a parttime worker.

중국(中國) 연변지구(延邊地區) 조선족(朝鮮族)마을의 구성(構成) 룡정시 지신향 장재촌을 대상으로 (Tie Spatial Structure of Ch'ang-ts'ai-ts'un Village A Case Study on a Rural Village of Korean Immigrants in Yen-pien Area of China)

  • Ch'ang-Ts'al-Ts'un is a rural Village near Lung-jing City in Yen-pien Korean Autonomous Province of China. It was formed about 100 years ago by Korean Immigrants and has been developed maintaing the characteristics of traditional Korean architecture. Therefore investigating the spatial structure of this village is a meanigful work to confirm and explore one branch of Korean architecture. This study aims at analyzing the spatial structure of the village using direct data collected from the field work and indirect data from books and maps. The field work consists of on-the-site survey of the village layout, interviews of residents, observation notes and photography. Ch'ang-Ts'ai-Ts'un is located 360-370 m high above the sea level and at the side of a long valley. A river flows in the middle of the valley and relatively flat arable land exists at the both sides of the river. The location of the village related to the surrounding river and mountains suggests that the site of the village was chosen according to Feng-Shui, Chinese and Korean traditional architectural theory. The main direction of the house layouts is South-western. The village has been growing gradually until today. Therefore it is meaningful to make the village layout before Liberation(1946 A.D.) because the characteristics of Korean architecture prevailed more in that period. The area of the previous village is limited to the west side of the creek. New houses were later added to the east of the creek, forming a 'New Village'. Previously the village was composed of 3 small villages: Up, Middle and Down. Also the main access roads connecting the village with the neighboring villages were penetrating the village transversely. Presently the main access road comes to the village longitudinally from the main highway located in front of the village. The retrospective layout shows the existence of well-formed Territory, Places and Axes, thus suggesting a coherent Micro-cosmos. The boundary of imaginery territory perceived by present residents could be defined by linking conspicous outside places sorrounding the village such as Five-mountains, Front-mountain, Shin-dong village, Standing-rock, Rear-mountain and Myong-dong village. Inside the territory there are also the important places such as Bus-stop, Memorial tower of patriots, Road-maitenance building and the village itself. And inside it 5 transverse and 1 longitudinal axes exist in the form of river, roads and mountains. The perceived spatial structure of the village formed by Places, Axes and Territory is geometrical and well-balanced and suggests this village is fit for human settlement. The administrative area of the village is about 738 ha, 27 % of which is cultivated land and the rest is mountain area. Initially the village and surrounndings were covered with natural forest But the trees have been gradually cut down for building and warning houses, resulting in the present barren and artificial landscape with bare mountains and cultivated land. At present the area of the village occupied by houses is wedge-shaped, 600 m wide and 220 m deep in its maximum. The total area of the village is $122,175m^{2}$. The area and the rate of each sub-division arc as follow. 116 house-lots $91,465m^{2}$ (74.9 %) Land for public buildings and shops $2,980m^{2}$ (2.4 %) Roads $17,106m^{2}$ (14.0 %) Creek $1,356m^{2}$ (1.1 %) Vacant spaces and others $9,268m^{2}$ (7.6 %) TOTAL $122,175m^{2}$ (100.0 %) Each lot is fenced around with vertical wooden pannels 1.5-1.8 m high and each house is located to the backside of the lot. The open space of a lot is sub-divided into three areas using the same wooden fence: Front yard, Back yard and Access area. Front and back yards are generally used for crop-cultivation, the custom of which is rare in Korea. The number of lots is 116 and the average size of area is $694.7m^{2}$. Outdoor spaces in the village such as roads, vacant spaces, front yard of the cultural hall, front yard of shops and spacse around the creek are good 'behavioral settings' frequently used by residents for play, chatting, drinking and movie-watching. The road system of the village is net-shaped, having T-junctions in intersections. The road could be graded to 4 categories according to their functions: Access roads, Inner trunk roads, Connecting roads and Culs-de-sac. The total length of the road inside the village is 3,709 m and the average width is 4.6 m. The main direction of the road in the village is NNE-SSE and ESE-WNW, crossing with right angles. Conclusively, the spatial structure of Ch'ang-Ts'ai-Ts'un village consists of various components in different dimensions and these components form a coherent structure in each dimension. Therefore the village has a proper spatial structure meaningful and appropriate for human living.
