An Investigation on the Airborne Asbestos Concentrations using PCM and TEM in the Public Buildings in Seoul (PCM과 TEM을 이용한 서울지역 일부 공공 건축물의 실내공기 중 석면농도 조사)

  • Objectives: This investigation is purposed to evaluate the airborne asbestos concentrations in the public buildings having asbestos containing materials(ACMs) in Seoul. Methods: The Seoul Metropolitan Government carried out an asbestos survey to the city-owned public buildings to identify the level of risk exposure, classified into low, moderate and high risk. To evaluate the airborne concentration of asbestos, 11 sampling sites in ten buildings based on the survey were selected. The air samples from the eleven sites were analyzed by Phase Contrast Microscopy(PCM) and Transmission Electron Microscopy (TEM), and compared the analytical results from the both. Results: 1. The airborne fiber concentrations by PCM were less than the detection limit($7f/mm^2$) in 9(82%) out of 11 sampling sites. The highest concentration was 0.0043 f/cc, but it was below the guideline value for indoor air quality(0.01 f/cc), proposed by the Ministry of Environment, Korea. 2. In two sampling sites, having moderate risk level, the chrysotile was identified and showed it's concentrations of 0.0102 s/cc and 0.0058 s/cc, less than $5{\mu}m$ lengths. 3. The ACMs identified in the two sampling sites were a packing material(65% of chrysotile) in mechanical area and a thermal system insulation(5% of chrysotile) in a boiler room. Having more possibility of asbestos emission in the mechanical area, it would be required to set up and carry out the asbestos management plan. Conclusions: Based on the result of this study, the airborne asbestos concentrations in the public buildings with ACMs were generally lower than the guideline value for indoor air quality. There are widespread concerns about the possible health risk resulting from the presence of airborne asbestos fibers in the public buildings. Most of the previous studies about airborne asbestos analysis in Korea were performed based on PCM method that asbestos and non-asbestos fibers are counted together. In the public and commercial buildings, having ACMs, it is suggested that the asbestos be analyzed by TEM method to identify asbestos due to concerns about asbestos exposure to workers and unspecified people.

The Paradox of Public Diplomacy on the Web: An Empirical Analysis on Interactivity and Narratives of Nation-States' Ministry of Foreign Affairs Web Sites

  • Against the backdrop of Habermas' theory of communicative action, we empirically analyzed the level of interactivity and narratives offered in nation-states' ministry of foreign affairs Web sites. A multiple regression analysis was performed in an attempt to identify factors affecting the level of interactivity in such Web sites. Findings revealed that the level of economic development is the sole significant factor in regards to the level of interactivity. Further, self-interested, goal-directed, and strategic purposes behind the allegedly transparent, engaging, and interactive public diplomacy were evidenced through a critical analysis of the objectives, key issues, and target publics addressed and highlighted in the public diplomacy narratives on the Web. The results suggested a possible digital divide in the interactive adoption of Web public diplomacy as well as strategic motives and interests embedded in the public diplomacy communication on the Web. This study helps increase our understanding of the paradox of public diplomacy in the digital age.

Environmental Distribution of Air Pollutants and Environmental Risk Assessment in Regional Scale

  • We measured the concentrations of air pollutants at several residential sites, roadside sites and industrial sites in Iwate Prefecture, Japan. And the concentration distributions of air pollutants were estimated by atmospheric dispersion model using air emissions data. Based on those results, we calculated environmental risk of air pollutants emitted in Iwate Prefecture. As a result, it was found that the surround of factories with high emissions and highly toxic chemicals and the roadsides were high risk area, benzo(a)pyrene, formaldehyde and ozone exceeded the $10^{-5}$ risk level. Moreover, we tried to use "Loss of life expectancy: LLE" for an index to explain those risk to general public intelligibly. The total LLE of the carcinogenic chemicals was about 8.6 hours. Moreover, LLE of ozone was about 9.2 hours. Ozone has a big influence compared with the carcinogenic chemicals.

  • In this paper, we propose a Rights Management Information(RMI) expression systems for individual sites are integrated and the performance evaluation is performed to find out an efficient comparing and updating method of RMI through various image feature point search techniques. In addition, we proposed a weighted scoring model for both public domain sites and posts in order to use the most latest RMI based on reliable data. To solve problem that most public domain sites are exposed to copyright infringement by providing inconsistent RMI(Rights Management Information) expression system and non-up-to-date RMI information. The weighted scoring model proposed in this paper makes it possible to use the latest RMI for duplicated images that have been verified through the performance evaluation experiments of SIFT and CNN techniques and to improve the accuracy when applied to search engines. In addition, there is an advantage in providing users with accurate original public domain images and their RMI from the search engine even when some modified public domain images are searched by users.

The Effect of Construction on Ambient PM-10 in the Surrounding Area - Focusing on the Field Case Research - (건설공사가 주변지역 대기 중의 PM-10에 미치는 영향 - 현장사례 연구를 중심으로 -)

  • Objectives: This study evaluated the effect of construction on ambient PM-10 in the surrounding area. Methods: Four study sites were selected from total AAQMN 11 points in Daegu city. All the four study sites were located near under or completed construction. Mean monthly PM-10 in 2007 to 2013 were analyzed. Results: Impact of residential construction on PM-10 was more obvious than industrial area. PM-10 was positively associated with number of construction near the study site. When there were 2 or 3 construction sites, PM-10 level was higher. Wind direction and the surrounding terrain affected PM-10. Conclusions: Construction has a strong influence on PM-10 in the surrounding Area. Reduce PM-10 there is the need for special construction site management. Proper management is required to minimize fugitive dust in construction sites.

The Temporal and Spatial Distribution of Volatile Organic Compounds(VOCs) in the Urban Residential Atmosphere of Seoul, Korea

  • Automobile emissions have caused a major hydrocarbon pollution problem in the ambient air of many cities around the world. This study was conducted to measure the pollution status of volatile organic compounds (VOCs) in some urban residential areas in Seoul, Korea. A total of 20 VOCs (11 aromatic and 9 chlorinated species) were identified at 4 urban residential sites in Seoul, Korea from February 2009 to July 2009. Comparison of total VOC (TVOC) concentration data indicated the dominance of the aromatic species with the maximum (72.2 ppbC) at Jong Ro (JR) and the minimum at Yang Jae (33.4 ppbC). The peak concentration of TVOC occurred during spring at all sites with an exception at Gang Seo (GS), where it was recorded during winter. The distribution of individual VOCs at the study sites was characterized by high toluene concentration. A strong correlation of benzene was also observed with other VOCs and criteria pollutants at all sites (except YJ). The overall results of this study suggest that vehicular emissions have greatly contributed to the increase in VOC pollution at all the study sites.

  • Due to the development of Internet and networking technologies, it is much more easier to get in touch with public service through the web services such as tax, travel information, getting a job, etc. In order to measure the quality of official government web sites, we are to test the difference between the web quality of the government sites and the offline feature of the same official service by means of customer perspectives. The resulting of this study show that the quality of official web site has been improved so far though such areas as privacy, security needed to be updated. Especially the web interface or contact point of the digital media should be reflected customer's need so that the online materials may be quickly updated according to the request of client's.

  • We propose a HTTP cookie-based identification of the public keys of Web sites for the case of failure to validate certificates. The proposed scheme effectively protects users from the phishing attacks of inducing them to access bogus sites. It incurs little performance overhead on the browser and the server of Web sites. It requires to implement the input processing of user credentials and the encryption and verification of cookie values, though.

Utilization of Internet Health Information Sites by Undergraduates at Colleges Related to Public Health (보건관련학과 대학생들의 인터넷을 통한 건강관련 정보활용도)

  • The purpose of this study was to examine the utilization of Internet health information sites by undergraduates at colleges related to public health. A self-administered questionnaire survey was carried out by 2,400 student from university and colleges in Taegu and Kyongsangbuk-do area from March 11, 2002 to March 31, 2002. 58.8% of the subjects responded that once connected rate of health information sites on the internet for year. In the connection rate of health information sites on the internet, the low class($\leq$300%), the middle class(40-70%), and the high class(80%$\leq$) accounted for 89.8%, 9.0%, and 1.2%, respectively. A ranking of internet health information sites, diseases are ranked frist and exercise is ranked second and obesity is ranked third. The motives Students submit reports 36.1% and obtained knowledge 22.8%. Sufficiency of health information sites on the internet, sufficient 19.6%, common 56.3%, and insufficient 24.1%, Satisfaction of health information, satisfied 18.4%, common 63.1%, and dissatisfied 18.4%. With regards to the health behavior of the subjects that contacted Internet health information sites, the nonsmoking rate was 86.2%, the nondrinking rate was 28.9%, the rate of exercise practice was 22.6%, the rate of normal sleep was 66.3%, the rate of eating breakfast was 37.1%, the rate of not eating between meals was 4.8%, and the standard BMI was 14.3%. With regards to the health behavior of the subjects that had not contacted Internet health information sites, the nonsmoking rate was 84.9%, the nondrinking rate was 26.0%, the rate of exercise practice was 18.5%, the rate of normal sleep was 72.1%, the rate of eating breakfast was 34.3%, the rate of not eating between meals was 5.0%, and the standard BMI was 17.0%. In the frequency of health behavior, the subjects with the Breslow Index of 0-3, 4-5 and 6-7 accounted for 80.9%, 18.8%, and 0.2%, respectively. The average score of health behavior was 2.80 out of 7. In conclusion, Internet health information sites are required for students to understand proper, reliable, interesting information and there is a need to develop simple criteria that the general public can understand and utilize.

Qualitative Analysis of Food and Nutrition Informations on the Internet (인터넷 사이트 식품영양정보의 질적 평가)

  • This study carried out to assess the quality of the information presented on the internet about nutrition specifically in the field of health functional food by monitoring with 10 panels from May, 2004 to October. Four hundred seven relevant websites were initially selected from a process using 5 search engines and the keywords ‘food’ and ‘nutrition’, and 404 sites actually met all inclusion criteria. Most of the sites evaluated 219 (54.20%) were commercial sites and then distributed noncommercial organization site 93 (23.0%), individual site 92(22.8%). Assessment quality indicator was carried out using the 17 necessary requisites, which has been developed to enable users and information providers to judge the quality of food and nutrition information. The mean score for quality grade was 11.07, five site out of a maximum score of 17 and two sites with the lowest total scores for the quality of food and nutrition information. Noncommercial organization site assessed achieved the highest score in accurate and useful informations to the public. Low ranked sites had the most inaccurate or misleading information, emphasizing only the positive aspects of the information, with little or no evidence. Many commercial sites used personal testimony as the most popular ‘proof’ for the effectiveness of product. This was anecdotal rather than scientific evidence based on which the objective validation was difficult to be made. Therefore, it can be challenging for both public and health professionals, to sort out useful information from a plethora of advertisements and promotions on the web sites. Our results suggest that nutrition professionals should talk about useful information of health, food and nutrition with public and help them find the best available information when using the internet.
