  • Recently, there have been growing requirements in the public safety sector to ensure safety through detection of hazardous situations or preemptive predictions. It is noteworthy that various sensor data can be analyzed and utilized as a result of mobile device's dissemination, and many advantages can be used in terms of safety and security. An effective modeling technique is needed to combine sensor data generated by smart-phones and wearable devices to analyze users' moving patterns and behavioral patterns, and to ensure public safety by fusing location-based crime risk data provided.

A Study on the Software Service Model Evaluation Methodology for Industry Convergence (산업융합을 위한 소프트웨어 기반 서비스모델 평가방법론에 관한 연구)

  • SW-based service model is considered strategic industry in the advancement of national economic development. Also SW-based service model has Public Interest and Profitability, it should be conducted assessment considering both sides of private and public reflection. To obtain the goal of this research, firstly, based on broadly reviewing previous literature and logical reasoning in business model evaluation and feasibility of public business. Secondly, derived SW-based service model's feature through a group of experts to analyze. And AHP(Analytic Hierarchy Process) is adopted in developing the influential factors (indexes) for the profitability of each SW-based service model and the weight score of each factor. In the result, We suggested 5 evaluation areas, and 15 evaluation items reflecting private business model, public business evaluation and SW-based service model feature. The findings of this study are thought to be useful as a practical guideline in performing evaluating the SW-based service model for private and public sector.

  • As a key of access to public participation and information, e-government is taking the active role of public service by relevant laws and policy measures for universal use of e-government websites. To improve the accessibility of web contents, the level of deriving the results for each detailed evaluation item according to the Korean web contents accessibility guideline is carried out, which is an important factor according to the detailed evaluation items for each website property and requires data-based management. In this paper, detailed indicators are analyzed based on the quality control level diagnosis results of existing domestic e-government websites, and the results are classified according to high and low to propose new improvement directions and induce detailed improvement. Depending on the necessity of management according to the detailed indicators for each website attribute, not only results but also level diagnosis to strengthen web service quality suggests directions for future improvement through accurate detailed analysis and research for policy feedback. This study ultimately makes it possible to expect government system management based on predicted data through deduction history management based on evaluation score data on public websites. And it provides several theoretical and practical implications through correlation and synergy. The characteristics of each score for the quality management of public sector websites were identified, and the accuracy of evaluation, the possibility of sophisticated analysis, such as analysis of characteristics of each institution, were expanded. With creating an environment for improving the quality of public websites and it is expected that the possibility of evaluation accuracy and elaborate analysis can be expanded in the e-government performance and the post-introduction stage of government website service.

A Study on the Identity of the Korean Landscape Architectural Award (대한민국조경대상의 정체성 해석)

  • This study aimed at the identity of the landscape architectural award, which is the highest authority award system in landscape architecture; the establishment of cooperation between the landscape architecture and urban public sector, which deals with infrastructure is significantly requested nowadays. The identity characteristic of a detailed concept which configures the sameness in the shape of inner self-cognition and individuality as external and correlative cognition are utilized as the research methodology, and the findings are summarized as follows. The Korean Landscape Architectural Award holds an internal value as the only award in landscape architecture that is granted municipalities and public agencies. However, when it is compared with several correlated award systems, the vulnerable sides such as short origin and partly limping in terms of sustainability, the possibilities of losing the interest in the public sector due to management's reform program and insufficient participants and responses regarding social authority have been found. In addition, according to the today's paradigm tha taims for green cities, the aspect that shares the large portion with the values set by detailed categories of city planning that enforces metropolis awards is also in the spotlight. Hence, the landscape architectural award should construct specialization and development strategies by strengthening the superiority compared with the city award in the field of city planning. In other words, the Ministry of Land, not limited to the systematic cooperation with various administrative areas will be strengthened and it will communicate with the aspect that reinforces characters as an academic and practical area that covers various districts and disciplines. Thus, the identity is directly connected to the landscape architectural award's competitive reinforcement as a detailed characteristic variously combined, and it requires huge interest and discussions regarding internal and external landscape architecture areas and the democratic public discussion process.

  • Egypt has been known as the light house of science and innovation not only in the Middle East but to the world across ages. Recently, there have been many ups and downs that positioned Egypt in a lower rank that it actually deserves according to its long history. This review entitles the current condition of science, technology and innovation in Egypt and the consequent setting up of best practices of science and technology parks (STPs) experiences. Egypt's science, technology and innovation (STI) system is highly centralized and dominated by the public sector, with R&D happening mostly in state-run universities and research centers supervised by the Ministry of Higher Education and Ministry of Scientific Research. R&D indicators state that Egypt ranking is 40th worldwide for the published articles (around 10,000 papers in 2011), while the numbers of issued patents (350 local and 50 international in 2011) is still far beyond expected. STPs in Egypt are addressed in this review by three examples; smart village in Cairo, Investment zone in Borg El-Arab City and Technology Valley in Ismailia. The three models are discussed in details and a suggested road map for developing more STPs is estimated.

A study on improvements of disaster management with public-private partnerships (재난관리 민관협력 개선방안 연구)

  • The purpose of this research is to study how efficiently corporate public-private partnerships in disaster management is. The research method involved interviewing fifteen experts in disaster management, who were questioned about assisting disaster-stricken areas in accordance with public-private partnerships. These experts offered the following suggestions for improving disaster management methodology. First, to overcome the lack systematic management in the public-private partnerships for disaster relief to expand and strengthen the role of civil organizations. Second, disaster managers and private organizations should have active communication along secure channels so that private organizations can take advantage of the talents that public and private entities own. Third, for civilian experts to share their information, which should be actively utilized to support disaster management in local government. Fourth, education and training for public-private partnerships should be made on an ongoing basis. Fifth, effective disaster management and recognition of public-private cooperation should be strengthened. Finally, private sector support should be made. This study was applied to the Delphi method and that improvements can be made to a variety of populations, such as questionnaires. The results of this study will contribute to the policy options for establishing public-private partnerships in disaster management.

Trends and Prospective of Environmental Health Research through SWOT Analysis (SWOT 분석을 통한 환경보건 연구의 동향과 전망 고찰)

  • Background: Research in environmental health (EH) is of crucial strategic importance for contemporary society. It is becoming even more critical in light of the increasingly rapid pace of environmental changes, opportunities, and threats. Objectives: This study aimed to identify trends and the prospective of environmental health research using SWOT analysis. Methods: The trends in environmental health research were reviewed in previous studies and reports. Reviewed manuscripts were searched for using the keywords of 'environmental health' and 'environmental hygiene' in the KCI (Korean Journal of Citation Index), KISS (Korean Academic Information), PubMed, and Google Scholar. Results: It is essential to center the EH research agenda around key priorities focusing on technological innovation, job creation, and the increasingly prominent role of the private sector. Given the rapidly evolving global sustainability agenda, greater clarity on the ever-increasing sources of complexity and growing expectations of the public might be needed. This requires the identification of criteria to identify EH research priorities with the ultimate goal of maximizing societal benefit. Public health relevance, such as extent and severity of health impact, level of exposure, and inequalities of effects, could be included. Conclusions: Considering the recent interest in and importance of environmental health, a comprehensive approach to environmental health research should be required through the application of the latest science and technology, citizen participation, and environmental health surveillance systems.

Study on the Jurisdiction of the National Technical Qualification (국가기술자격 관할영역에 관한 연구)

  • This study was conducted to establish a principle on the fields of National Technical Qualification(NTQ), and aimed at developing criteria on requirements of the qualification that will be managed as the national technical qualification. In order to achieve the objective of the study, we examined the directions of setting the Jurisdiction of national technical qualification through role assignment between the state and private sectors. Also, we reviewed related documents, conducted Delphi survey, consulted the expert group and had an interview session for this study. There are five criteria of the jurisdiction of NTQ presented as follows. First is the field which disturbs social orders or has possibility of harming the good public morals; second, the field that requires high standards of ethics or is directly linked to life, health and safety of the public; third, the field which requires national attention for training of manpower as it is an area that is difficult for private sector to approach or it requires national management; fourth, the field which requires repair or maintenance of resources of traditional culture but is difficult for the private sector to have an access to and fifth, the field where it needs to protect the interest of the nation in the inter-nation relationships. The concrete and detailed standard on the five criteria is also presented in the study.

A Study on the Investment Effect of Public Accelerator (공공 액셀러레이터 투자 효과에 관한 연구)

  • Currently, the role of public accelerators in the domestic accelerator market is gradually expanding. Accordingly, in order to establish relevant policies properly, it is necessary to check the effect and validity of public accelerators' investment. However, there is no quantitative research conducted on domestic accelerators, using their financial data, as domestic accelerators have a short history and quantitative data on them are not disclosed. Therefore, this study conducted an empirical analysis with financial data of the startups that received equity investments from public accelerators to confirm the effect of public accelerators'investment in startups. A regression analysis was conducted with financial data from 112 startups that acquired investments from public accelerators in the period of 2016~2020. And the findings are as follows: First, it was found that the initial investment of public accelerators had an effect on the growth and profitability of startups. Specifically, it was confirmed that the initial investment of public accelerators had a positive (+) effect on sales growth rates and total asset growth rates, which are growth indicators. Second, it was found that the joint investment of public accelerators had a significant positive (+) effect on profit margin, an indicator of profitability, rather than on growth. Therefore, it is deemed that it will be a great force for growth if investment in the early-stage startups that showed significant investment results in this study is continuously expanded in combination with support projects, which are a strength of public accelerators. Since this study has confirmed the investment effect of public accelerators, it is deemed necessary to actively promote policies that direct public accelerators' projects toward improving the performance of startups through joint investment with the private sector and supplementing private accelerators' deficiencies.

Calculation and Evaluation of Monthly Sectoral GHG Emissions of Seoul through Analysis of Energy Consumption from 1999 Until 2009 (1999~2009 서울시 에너지사용량 분석을 통한 월별·부문별 온실가스 배출량 산정 및 평가)

  • This study calculated monthly and sectoral (for industry, energy industry, transport, residential, commercial and public sectors) greenhouse gas (GHG) emissions of Seoul, Korea from 1999 until 2009 with following the IPCC 2006 Guideline for National Greenhouse Gas Inventories through an analysis on available monthly data of fossil fuel and electricity consumption for the period. The time series analysis showed that GHG emissions had significant cyclical pattern season by season with the highest peak in August and the lowest peak in January throughout the period. The analysis on monthly and sectoral energy consumption showed that residential, commercial and public sectors had emitted about 65% of total GHG emissions of Seoul and had consumed more energy in winter for heating. About 30% GHG of Seoul was emitted from transport sector but its monthly energy consumption showed irregular pattern and it consumed 80% petroleum (in 2009) of Seoul. Hopefully together with further study on this subject, it is expected that this study can be used as basic data for various research regarding Greenhouse gas baseline emission, energy consumption pattern and estimation for future GHG emission of Seoul.
