The results indicate that just before the public report period, clinics' monthly antibiotics prescribing rate for URI was 66.7%. Right after the public report, the estimated antibiotics prescribing rate dropped abruptly by 12.3%p. • Purpose : The act of reporting child abuse by people obliged to report child abuse is a way to detect long-term incidents of child abuse in early stages and to prevent a vicious cycle of social crimes. Thus, this study intends to enhance the reporting of child abuse through a study on the perception of people obliged to report child abuse through the public service announcement on child abuse. Methods : First, in order to identify the demographic characteristics of the subjects, the frequency and percentage were calculated. Second, in order to verify the reliability of the variables, Cronbach ${\alpha}$ was calculated. Third, in order to examine the perception of people obliged to report child abuse and the perception of reporting, a t-test (verification) and One-way ANOVA were conducted. Fourth, in order to identify the relationship between variables, a Correlation analysis was conducted. Result : The results show that people obliged to report child abuse did not perceive the public service announcement on child abuse positively and it varied depending on their jobs. The correlation between the public service announcement on child abuse and sub-factor of perceptions of reporting showed that a positive correlation was found in reliability, interest, understanding, perceiving the public service announcement on child abuse, perceiving severity and effectiveness, whereas a negative correlation was found in perceiving hazards. Conclusion : The education for preventing child abuse is required by the job type of people obliged to report. It is necessary to convey the message of effective public service announcement. The public service announcements on child abuse must be nationwide and long-term projects.

  • Objectives : The objective of this paper is to discuss the importance of obtaining informed consent for conducting epidemiological studies and public health activities, based on the Report of the UNESCO's Working Group on Informed Consent. Methods : The Report of the UNESCO's Working Group on Informed Consent was reviewed and discussed in connection with the ethical considerations of public health activities and epidemiological research. Results : It was at the Nuremberg Trial for the German war criminals of the Second World War that the principle of 'consent' was first stated as a consequence of the medical abuses carried out during the War. As a result of the Trial, the Nuremberg Code came out in 1947. Since then, various international declarations or ethical principles on 'informed consent' have been developed and published. These ethical principles on 'informed consent' have mostly to do with the clinical research that involves human subjects, and not with epidemiological studies and public health activities. However, UNESCO recently issued a comprehensive Report on Informed Consent based on the Universal Declaration on Bioethics and Human Rights adopted in 2005, and this included detailed guidelines on informed consent in epidemiological studies and public health activities. Conclusions : Universal Declaration on Bioethics and Human Rights emphasizes the principle of autonomy to protect the human rights of the human subjects involved in any public health activities and epidemiological research. As a practical guideline, obtaining informed consent is strongly recommended.

  • Needs for public healthcare have recently increased. This paper proposes education topics for competency development in public healthcare in line with the needs of the times. In Korea, various lifelong education providers have already provided public health-related education. For example, the Research Institute for Health Policy (RIHP) under the Korean Medical Association provided an "executive course for physicians' public health care competencies" in 2019 and 2020. At the end of the course, the RIHP published a comprehensive report, entitled "Curricular development and evaluation for doctors' public healthcare competencies." This article is based on a summary of that report. To develop a curriculum for public healthcare, the RIHP adopted the following methodologies for a needs analysis; reviewing already-existing education subjects, evaluating end-of-course reports, and conducting in-depth focused group interviews and questionnaire surveys with doctors at public healthcare-related institutions. The results from the needs analysis can be categorized into two domains of education topics for public healthcare. The first domain includes education subjects related to the theory and practice of public healthcare, as follows: a general overview, community or population health, organizational administration, planning and evaluation, budget and finance, responses to disasters such as infectious diseases, health policy, and the legal system. The second domain contained education topics related to general professional competencies: leadership, communication, cooperation, teamwork, and professionalism. In conclusion, the curricular content for public healthcare will be an appropriate combination of competencies specific to public healthcare and core competencies for health professionals.

The implementation of production status report does not accord with the original purpose. In addition, there are different views about the appropriateness of production status report. Record managers in the field, the researchers who made efforts to state production status report in the law and the archives did not reached the agreement of opinions yet. The objective of this study is not to judge whether production status report is of importance or not. Although its significance is controversial, it's one of the most important record management tasks and it stands the position as the distinct method in Korea. Nonetheless, the issue that production status report lacks efficiency in the field due to the lack of support of forms and systems brings up continuously. Thus, I evaluated current functions of production status report and proposed future improvements so that it accomplishes its original intent and support users in the field.

  • According to relevant laws, in the case of a construction project with a total construction cost of 30 billion won or more, a post-construction evaluation must be performed after completion. In addition, a post-construction evaluation report must be prepared and entered into the Continuous Acquisition & Life-cycle Support(CALS). As a result of reviewing the currently accumulated post-construction evaluation reports, since the report is not standardized, it is difficult for public project owners to write the report. It also hinders the post-construction evaluation and management center from verifying contents, analyzing data, and deriving meaningful results. In order to improve the convenience of the public owners who must conduct post-construction evaluations and the work efficiency of the center, evaluation factors were standardized and a standard post-construction evaluation report format for road construction was developed in Excel. Through this, the data in the reports will be effectively accumulated, managed, and analyzed, so that meaningful results will be produced and be helpful in future construction work.

Lastly, the aims of the NHS and its management, treatment classification, and rehabilitation program are reviewed for comparative analysis with the Report to survey the realization of Beveridge's design. The intentions of this study are not bound by merely coinciding with the Report, but resonate significance via reflecting upon the Beveridgian legacy on the modern welfare state from the current perspective. The structured analysis to research the aims and policies of the Report and to compare them to the reality of the NHS may provide an opportunity to confirm the realization of Beveridge's scheme in British society. In addition, this essay is part of an academic endeavor to critically assess the past and the present of the welfare institution in the public health sector. As such, it is hopeful that the essay sheds light on further studies concerning the constructive remedies of the Korean welfare system as well.

  • Records management begins at the time of production of the record. Public institutions need control methods and policies to ensure that records are produced and managed properly. Korea introduced the Records production report from the point of time when the Public Records Management Act was enacted to control the records from the production date. However, the Records production report is not operating for that purpose, so records managers and archivists are raising uselessness. In addition, there are differences over whether to keep the system or not, even within the National Archives of Korea. Therefore, the reasons for the existence of this policy, problems in operation, and opinions on alternatives were summarized through interviews with records managers and archivists.
